Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Thursday evening (Aug 8, 2013) at City Hall. All members were present.
The Council Members considered renewal of a Letter of Intent with Great River Energy, the draft that was written on June 13, 2013.
The City Council approved the draft for final action by the City Attorney.
Evaluations for all department heads were discussed. Mayor Andersen said, presently the City Council does not do the evaluations, and she suggested the City Council be part of the evaluation process.
City Council Member Ramone Gumke felt the Council should not be involved, not having an interaction with the department heads, which Council Member Buchanan agreed with, saying the City Administrator should manage that area.
Brubakken also agreed, as did Council Member Kourajian.
No action was taken on the discussion item.
The City council discussed the terms for granting an easement to the City of Jamestown from Woodbury Township to place a 16″ water main under 37th St SE in Woodbury Township.
The city maintains the road, outside of city limits. Mayor Andersen disagreed with maintaining roads outside of city limits.
Council Member Gumke suggested a counter proposal to limit maintenance.
The City Council voted unanimously to continue minimum maintenance, in cooperation with Stutsman County in exchange for the easement, with the City Attorney reviewing an agreement.
The City Council considered the request from Chris and Jennifer Iverson to move a double wide home on the property at 1320 15 ½ Ave SW. A neighbor said she was under the impression the was a single wide home. Another neighbor said there was confusion on what type of home was coming into the neighborhood.
Ms. Iverson said property is being purchased, to place a home, with three separate properties for an option to purchase. She specified the home will be a double wide.
The City Council voted unanimously to grant the request.
Unanimously approved was a Trip Hazard Repair Proposal for sidewalks from Precision Concrete Cutting, with the cost coming from the city’s street fund.
The City Council voted to approve the City Administrator’s contract, for a term of four years, retroactive to the expiration date of the former four year contract. Mayor Andersen suggested in the future the contract be for a one year term, along with evaluations. Council Member Buchanan pointed out that City Administrator Jeff Fuchs has tenure with the city and a four year term is appropriate.
The City Council approved a preliminary plan for reconstructing the Civic Center Patio, including ramping, and a trellis. Initially the upper level stairs will be repaired and modified.
The estimated cost is about $65,000. The city will look into possible grant money.
The City Council approved a request from the North Dakota State Hospital to enter into a Memorandum Of Understanding with the City of Jamestown for use of the Jamestown Civic Center, located at 212 3rd St NE, Jamestown, ND, in the event of short term shelter need during an emergency. Council Member Brubakken noted that he is an employee of the State Hospital.
The City Council authorized the City Engineer to file the appropriate permit with the ND State Water Commission relative to Great River Energy and City Wells. Public Hearings will be held on the topic in the future.
Council Member Gumke, who will not be present for the August City Council Police Committee meeting he brought up a wage study for City Police Department employees.
He said a decision needs to be made on the scope of work for a firm to discuss a wage study.
The meeting was shown live on CSi Cable 67 followed by replays.
Jamestown, ND (KCSi-T.V. News August 8, 2013) — The Jamestown Police Department investigated a two vehicle accident that occurred Thursday about 1-p.m., at 13th Street Northeast near the intersection of 8th Avenue.
The accident involved a pickup and an a car. The car ended up into a utility pole.
Traffic was rerouted.
No immediate word on injuries, pending the filing of the police report.
Valley City, ND (KCSi-T.V. News Aug 8, 2013) – Valley City Police continue an investigation that led to the arrest of a Towner man accused of several storage unit burglaries in Valley City and across North Dakota.
The suspect is 31-year-old Zachariah Grotberg of Towner.
Police gathered Information gained from a series of burglaries a few weeks ago.
Additional charges are expected be filed as the investigation continues.

Jamestown, ND (KCSi-T.V. News Aug 9, 2013) Interstate Engineering reports that starting on Monday, August 12, 2013, a segment of 81st Ave SE west of Jamestown, near the new Titan Machinery location, will be closed to traffic so crews can install pipes for the sanitary sewer.
The closure will start at 20th St SW and extend to the south for approximately 300 feet.
The closure is expected to last for about a week. A detour will be in place on 38th St SE.

Today…Friday August 9, 2013, at 5-p.m., is the deadline to register booths for the Block Party. Jamestown Area Chamber of Commerce, Executive, Felicia Sargeant says, as of Thursday afternoon 87 booths were spoken for with only about a hand full of spaces left. The registration deadline will NOT be extended past Friday August 9, 2013.

The sixth annual Community Block Party to be held Aug. 29, 2013, from 5 to 8 p.m. along First Avenue in Jamestown. The event welcomes Jamestown College students to the community at the beginning of the school year.
Jamestown, ND (KCSi-T.V. News Aug 8, 2013) — Officials with Thrifty White Pharmacy have announced that it will relocate its White Drug Park Plaza Shopping Center store into the former China Garden restaurant building, on 10th Street Southeast in Jamestown.
The company will also close White’s Home Decor/White’s Tux Shop in the shopping center later this fall.
25 year-round employees at the Park Plaza Shopping Centerstore including the home decor and tuxedo shop, and most will move over to the new store.
The entire pharmacy staff will be moving to the new location.
Plan is to open in the new location in late September this year.
The new location will have a drive-through window to pick up and drop off prescriptions without leaving their vehicles.
Jamestown, ND (KCSi-T.V. News Aug 8, 2013) — The Jamestown Patriotic Council invites all veterans, auxiliaries and their families to a picnic Sunday, August 11, 2013 at the VFW Memorial Park. The park is located three miles north of Jamestown on Highway 20.
There will be a flag raising at 12 noon followed by a concert by the Jamestown Drum & Bugle Corp. A picnic dinner featuring fried chicken, potato salad, beans, buns and homemade bars will be served following the concert.
There will be a $5 per person charge to cover expenses.
EAST GRAND FORKS, Minn. (AP) – Searchers have found the body of an 11-year-old boy from East Grand Forks who had been missing for about 24 hours. Anthony Kuznia’s body was found yesterday in the Red River near the Lincoln Park Golf Course in Grand Forks, North Dakota. He had gone missing from his rural East Grand Forks home at 2 p.m. Wednesday.
FARGO, N.D. (AP) – A Fargo man has been charged with felony child abuse after officers saw him abandon his baby in a stroller before being chased. Police say an officer saw Kenneth Eagleman pushing the stroller and told him to stop. They say he took off running and left the 2-year-old girl in a business’ driveway.
FARGO, N.D. (AP) – A Fargo man accused of locking two men in his apartment in April and beating them with a sword and a table leg has been convicted of attempted murder.
A jury this week deliberated two hours after a five-day trial before convicting 23-year-old Damon White Bird. Jurors also found him guilty of several other charges including felonious restraint and tampering with evidence.
White Bird faces at least four years in prison. A sentencing hearing was not immediately set.
BISMARCK, N.D. (AP) – Federal prosecutors have charged three Bismarck residents in a methamphetamine conspiracy.
Beau Benfiet, Laura Makeeff and Joshua Schauer have pleaded not guilty to conspiracy to possess with intent to distribute controlled substances, and distribution of a controlled substance within a school zone.
Benfiet is also charged with possession of a firearm by a convicted felon. Authorities say he was found to have a Ruger semi-automatic .22 caliber rifle and ammunition.
Benfiet has four drug convictions on his record that included prison terms of at least one year.
Trial for the three defendants is set for Dec. 16.
FARGO, N.D. (AP) – A former Fargo mayor who was tabbed to help stabilize a state agency in crisis in 2008 is one of 15 people who have applied to be interim chancellor of the North Dakota University System.
Then-Gov. John Hoeven five years ago appointed Bruce Furness to be interim director and CEO of the state Workforce Safety and Insurance agency. Furness led the office following a period of high turnover and alleged illegal activity.
Furness says there are similarities between that situation and the University System’s – mainly a loss of credibility.
The state Board of Higher Education earlier this year bought out the contract of Chancellor Hamid Shirvani after questions about his leadership style. Attorney General Wayne Stenehjem also says the board has violated state open meeting laws.
MINOT, N.D. (AP) – Gov. Jack Dalrymple says work has been completed on a $30 million food processing plant in Minot.
Dalrymple says the United Pulse Trading facility is expected to hire 45 people, bringing the company’s total North Dakota employment to 100 workers.
United Pulse Trading also has facilities in Bismarck and Williston. The subsidiary of Alliance Grain Traders Inc. deals with crops such as peas, beans and lentils.
In addition to traditional processing, the plant will also produce flours, proteins, fibers and other food ingredients.
United Pulse expects to process more than 75,000 metric tons of pulse crops at the Minot plant annually.
WILLISTON, N.D. (AP) – Williams County commissioners have rejected permit extension requests from two oil field crew camps and sent a message to others that time is running out for them to pay their permit fees.
Some crew camps have paid their fees, but more than $3 million is still owed to the county. The commission is requiring all crew camps to pay what they owe by Tuesday or they will be shut down.
Commissioners cited safety concerns and neighbor complaints for not extending the permits of the two crew camps. Those camps have 60 days to shut down.

Jamestown, ND (KCSi-T.V. Sports) — Jamestown Football Boosters announce, the signup for Jamestown Midget Full Contact Football, for all 5th and 6th grade boys.
Jerald Roemmich says the signup is planned for Monday August 19, 2013 at the Hillcrest Softball Complex, from 5-p.m., to 6:30-p.m.
He said that equipment will be handed out at the time of signup, and pointed out that parents or guardians must accompany the player to registration, needing permission and a signature to participate.
The cost is $60 per player, and includes a football jersey, and the use of equipment.
The date of the mandatory parents meeting will be announced.
Teams will be assigned after the players have been assessed by their skills.
Midget Full Contact Football will be on Monday, Tuesday and Thursday nights from 6:30-p.m., to 8-p.m. (Please be on time to pick up your player(s) after practice and games.) Game nights are on Thursdays.
There will not be football on Labor Day September 2, 2013.

BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department says 4,020 hunting licenses are being made available for the fall wild turkey season, 125 fewer than last year.
Upland game management supervisor Stan Kohn says the slight decrease is a result of four years of poor turkey production.
Online and paper license applications will be available in mid-August. The deadline for hunters to apply is Sept. 4. Only resident hunters can apply for the first license lottery. Nonresidents can apply for any licenses that are available after the initial lottery.
The season begins Oct. 12 and runs through next Jan. 5.
FARGO, N.D. (AP) – North Dakota State University football coach Craig Bohl has suspended senior defensive tackle Leevon Perry for the team’s season-opener. The three-year starter will not contest a drunken driving arrest and will plead guilty to the charge. Senior Danny Luecke will start in Perry’s place against Kansas State.

Rice tells “CBS This Morning” that Russia is “a diminished power” with few interests in common with the U.S. The U.S. and Russian foreign and defense chiefs are meeting in Washington today to discuss tough issues like Syria’s civil war and missile defense.
ISLAMABAD (AP) – A threat to the U.S. Consulate in Lahore, Pakistan has prompted the State Department to urge Americans not to travel to the country. Nonessential U.S. personnel are being evacuated from the Pakistan’s second-largest city. U.S. officials say the move is not related to the threat of an al-Qaida attack that led Washington to temporarily close 19 diplomatic posts in the Middle East and Africa.
CABAZON, Calif. (AP) – Fire officials say the conditions are very dangerous in the mountains east of Los Angeles where a wildfire has destroyed 26 homes and burned an estimated 22 square miles. The flames are threatening more than 500 other homes and have forced some 1,800 people to flee. Officials say the wind-whipped blaze is getting bigger and heading toward the desert town of Cabazon.
NEWARK, N.J. (AP) – A New Jersey man is facing nearly $32,000 in fines for interfering with a satellite system at one of the nation’s busiest airports. The Federal Communications Commission says the man admitted that he installed a jamming device in his company-owned pickup to thwart his employer’s GPS. But, the FCC says the device disrupted navigation signals that used GPS data to aid aircraft at Newark Liberty International Airport.
MOSCOW (AP) – The International Olympic Committee says it wants clarification and re-assurances from Russia about its anti-gay law. The law bans “propaganda of nontraditional sexual relations” and imposes fines on those holding gay pride rallies. It has generated calls for protests ahead of the Winter Games scheduled for Sochi (SOH’-chee) in February. IOC President Jacques Rogge (zhahk ROH’-geh) says the Olympic charter is clear in its stance that sport is a “human right” and should be available to all “regardless of race, sex or sexual orientation.”
