Valley City, ND (KCSi-T.V. News Aug 12, 2013) — The Barnes County Sheriff’s Office is asking for the public’s assistance in the search for 24 year old Michael Allen Nelson.
Nelson has four active warrants out, wanted for Failure to Comply with Registration Requirements (Class C Felony,) Failing 24/7 Drug Testing, Physical Control of Motor Vehicle, Failure to Appear, Disorderly Conduct and Failure to Appear in court.
Nelson was last seen in the Valley City area over the last few days. with information on Nelson’s whereabouts should call the Barnes County Sheriff Office 701-845-8530, Valley City Police Department 701-845-8110 or 911.
Jamestown, ND (KCSi-T.V. News) — The community is welcome to support the Jamestown All Vets Club, with a two day fundraiser Aug 23 & 24, 2013, at the Bunker in Jamestown.
On Monday’s Wayne Byers Show on CSi Cable 2, spokesperson Nellie Degen said the fundraiser is a rummage sale, with sloppy joes and baked goods available with those proceeds also going to support the All Vets Club’s operations.
She pointed out that on Thursday August 22, 2013, rummage sale items can be dropped off at the Bunker in Jamestown from 6-p.m., to 9-p.m.
Then, on Friday August 23rd, the Bunker will be the location for the rummage sale, and food items from noon to 7-p.m.
On Saturday August 24th the hours at the Bunker will be 8-a.m., to 1-p.m.
She added that all proceeds will be donated to the All Vets Club for operations, now under the management of Jon Beyer.

Jamestown, ND (KCSi-T.V.) — The Stutsman County Memorial Museum will host an Ice Cream Social on Sunday August 18, 2013 form 2-4-p.m. at the Museum at 321 3rd Street, Southeast in Jamestown.
To be served will be root beer floats, and ice cream.
David Morlock will be at the event, to play the Museum’s turn-of-the-century, Kimball piano, accompanying sing-a-longs of old favorite songs.
The event is also the opportunity to view first-hand the progress being made on the construction of the two-story gazebo on the lot north of the Museum, and to visit with the in-house construction boss, Alden Kollman, and his helpers.
The Museum’s Front Porch Chat will not be held that day, but will return on Sunday August 25, 2013. The Guest Speaker will be Bill Kennedy of the James River Valley Library System, talking on the history of the Alfred Dickey Public Library and present and future plans.
Jamestown, ND (KCSi-T.V. News) — The Jamestown Planning Commission Monday (Aug 12, 2013) delayed action on a new plat for the area near the former Job Service building in Southwest Jamestown.
The area, on Second Street Southwest goes to the James River, and is being redeveloped as townhouses by Alan Lindberg as the Lindberg Addition.
The new plat contains townhouses with plans to remodel the former Job Service building into office space.
In June this year the area was rezoned from M-1, manufacturing, to R-3, residential, to accommodates the townhouses.
The use of the current building requires commercial zoning instead of the existing R-3 zoning,.
SRF Consulting, planner, Stephanie Falkers, says the former Job Service Building is presently not zoned correctly, and does not provide enough parking for an office building, however an approved parking variance could be applied for.
Changing part of the addition to commercial requires the City Council action to amend the city’s Growth Management Plan before the changes can be made to the zoning.
Adoption of the plat would follow changes to the zoning.
DICKINSON, N.D. (AP) – A dispute over contracts for school teachers in Dickinson has landed in court.
Southwest District Judge Dan Greenwood has ordered the school board not to enforce a 30-day deadline for teachers to sign a two-year contract or be released from their jobs. He also said the district should issue a contract for the upcoming school year only. He’s scheduled a Sept. 23 hearing on the matter.
The school board unilaterally issued two-year contracts in July after the two sides failed to reach a negotiated agreement. The contract is based on recommendations by a state fact-finding commission.
The 231 teachers represented by the Dickinson Education Association then sued the school board, saying a two-year contract would be to their disadvantage.
Meanwhile, the Valley City Public School District has hired a mediator to address concerns expressed by teachers represented by the Valley City Education Association.
Valley City Public Schools Superintendent Dean Koppelman says after executive sessions with both entities this summer failed to reache an agreement the school board decided to set up an advisory committee to begin discussing the negotiated agreement.
Some of the concerns of the VCEA in the negotiated agreement include a request to increase the base salary for teacher by $1,500 to $35,000.
Another issue is a medical insurance cost share with the school district, a sick leave pay increase and retirement plan, and wanting the board to make an effort to move toward noon duty relief for all teachers.
The Valley City Education Association asserts that there was never an intent to negotiate with VCEA. The board had adopted a budget before negotiations were complete.
Additional negotiation meetings will be announced in the near future.
FARGO, N.D. (AP) – The U.S. Department of Agriculture says most areas of North Dakota are in need of significant moisture soon as crops are showing signs of stress.
The USDA in its weekly crop report says that average temperatures were 4 to 10 degrees below normal, and the cooler weather has slowed row crop maturity. Topsoil moisture supplies are rated 7 percent very short, 35 percent short, 54 percent adequate and 4 percent surplus.
Statewide, there were 6.1 days suitable for fieldwork.
Spring wheat turning color is 73 percent, behind the 78 percent average, and the crop is 21 percent ripe and 2 percent harvested. Durum wheat turning color is 56 percent, well behind 94 percent last year but equal to the 56 percent average.
FARGO, N.D. (AP) – Tough times in agriculture: The U.S. Department of Agriculture is forecasting North Dakota’s spring wheat crop this year to be 10 percent smaller than it was last year.
The department in its crop production report forecasts the crop based on Aug. 1 conditions at 229.6 million bushels, unchanged from the July forecast. The average yield is expected to be 41 bushels per acre, down 4 bushels from last year but unchanged from the July estimate.
The Durum wheat crop is forecast to be 28.2 million bushels, down 34 percent from last year but up 6 percent from the July estimate. The average yield is forecast at 34 bushels per acre, up 2 bushels from last year and last month.
Soybean production is forecast to be 140 bushels, down 13 percent from last year.
FARGO, N.D. (AP) – A former Minot bank loan officer accused of helping companies obtain millions of dollars in bogus loans has been sentenced to more than a year in prison.
Howard Palmer pleaded guilty in December to bank fraud and false entry in bank records. He was originally charged with 22 counts.
Palmer was a vice president for the Minot branch of American State Bank and Trust of Dickinson. Authorities say he lied to a committee about various loan applications, including a $2.5 million loan for a Florida company.
His lawyer says Palmer didn’t benefit financially from the loans.
U.S. District Judge Daniel Hovland on Monday sentenced Palmer to 15 months in prison and ordered him to pay back more than $2.7 million.
Lawyers in the case were not immediately available for comment.
MASON CITY, Iowa (AP) – North Dakota investors of an ethanol plant operated by an Iowa man want financial control in the energy company behind it.
Robert Hylden and Darren Sheldon, both of Fargo, N.D., have filed a petition in Cerro Gordo County District Court. It asks the court to appoint a receiver to take temporary control of Energae LP to ensure additional assets aren’t misspent.
The men claim that Darrell Smith, of Forest City, solicited their investments for the North Dakota plant through misrepresentations. The Iowa Insurance Division revoked Smith’s insurance and securities license over allegations he misspent the money.
Smith’s attorney, Kathryn Barnhill, says her client did not solicit investments from Hylden and Sheldon. She says no securities laws have been broken.
A hearing is scheduled Tuesday.
MARMARTH, N.D. (AP) – The school board in the small southwestern North Dakota town of Marmarth has decided to spend nearly $1 million on a school addition.
School Board President Amber Battest acknowledges that the amount seems a bit much for a town of 136 people with 18 students. But she says the town is growing, and the K-8 school built in the 1960s has run out of room.
The state Department of Public Instruction has signed off on the project. It will add two classrooms, a handicapped-accessible bathroom and storage and the project is scheduled to be completed by fall 2014.
Money for the project will come from the school’s resources and a no-interest loan from the Slope County Commission that the school can pay back as it is able.
FARGO, N.D. (AP) – Conservation advocates are resurrecting a proposed ballot initiative that would set aside a bigger slice of North Dakota’s mushrooming oil revenues for an outdoor heritage fund.
The Clean Water, Wildlife and Parks Amendment would set aside 5 percent of the state’s oil extraction tax, which totaled $880 million last year. The amount has more than quadrupled since 2008.
At the 2012 level, the 5-percent set-aside would generate $44 million per year for conservation efforts.
Supporters are still working on proposed ballot language but expect to begin circulating petitions in September to collect the 40,000 signatures needed to place the initiative on the November 2014 ballot.
A similar proposal was derailed last year by a petition fraud scandal.
GRAND FORKS, N.D. (AP) – New faculty and administrators at the University of North Dakota are on a three-day tour of the state.
The event is meant to give the new staff a look at the state and introduce them to alumni and others. About 30 people are on this year’s tour, including the school’s new provost, Thomas DiLorenzo.
This year’s route will take the group to northern North Dakota, with stops planned in Rugby, Minot and Tioga. The tour will conclude Wednesday with a picnic at Turtle River State Park, west of Grand Forks.
Former UND President Tom Clifford started the bus tour 23 years ago.
WAHPETON, N.D. (AP) – Wahpeton residents will vote Oct. 1 on a plan to remodel and renovate school buildings.
The School Board has set a limit of $30 million for the project. It’s to include an addition to the middle school with more gymnasium and classroom space, and mechanical and electrical upgrades at the high school.
The school district plans several public informational meetings over the next two months.
The project would be completed by fall 2015 if voters approve.

Jamestown, ND (KCSi-T.V. Sports) — The Jamestown City Park Board has approved a $100,000 addition of fairway bunkers at Hillcrest Municipal Golf Course.
Bids will be advertised for the project to rebuild or replace about 20 bunkers.
Herfort Norby Golf Course Architects, of Chaska, Minn., has been hired by the Parks and Recreation Department to provide design and consulting services to create a master plan for improvements to the golf course.
Advertising for bids is starting this week, and the bid opening will be held September 24, 2013. The plan is to have the bunker project completed by October 1, 2013.
BISMARCK, N.D. (AP) – The number of bowhunters seeking deer was at a record level in North Dakota last year.
The state Game and Fish Department says it issued 19,940 resident and 2,336 nonresident archery licenses in 2012. The total was 245 more than the record set in 2010.
The department says 19,300 of the license buyers actually hunted, killing 6,856 deer, for a success rate of about 35 percent.
This year’s archery deer season begins Aug. 30 and runs through next Jan. 5.

MINNEAPOLIS (AP) – The Minnesota Twins have reinstated outfielder Wilkin Ramirez from the disabled list after missing 69 games with concussion problems. Ramirez was first put on the disabled list in May. He struggled with lingering symptoms for quite a while before beginning a rehab assignment. Ramirez fills the roster spot vacated by Jamey Carroll.
ATLANTA (AP) – Authorities have identified a fan who died after falling more than 60 feet from an upper-level platform at Atlanta’s Turner Field as a 29-year-old man.
The Fulton County Medical Examiner’s Office early Tuesday identified the man as Ronald Homer of Conyers and said an autopsy is planned for Tuesday.
Homer fell during Monday night’s game between the Atlanta Braves and Philadelphia Phillies. Atlanta police spokesman John Chafee says there’s no indication of foul play, and the fall appears to have been an accident.

MINNEAPOLIS (AP) – The Minnesota Timberwolves are working on re-signing restricted free agent Nikola Pekovic.
President of basketball operations Flip Saunders says talks are “moving in a positive direction.” Saunders has met with Pekovic’s agent, Jeff Schwartz, and has extended an offer of four years and $48 million.
The two sides continue to have discussions that Saunders termed cordial. He says he believes both sides eventually will “have a meeting of the minds” and get a deal done.
Pekovic posted career highs with 16.3 points and 8.8 rebounds in 62 games last season for the Timberwolves. He is one of the best offensive centers in the game and the Timberwolves also believe he is an underrated defender.
Pekovic recently pulled out of the European championships because he has not signed a contract.
MINNEAPOLIS (AP) – Flip Saunders says the Minnesota Timberwolves went hard after Kevin Martin in free agency because they were looking for a shooting guard who could give them 17-18 points a game.
Martin says he can do that in his sleep.
Martin met with the media Monday, nearly a month after a sign-and-trade deal with Oklahoma City reunited him with coach Rick Adelman. Martin played for Adelman in Sacramento and Houston and became one of the better scorers in the league. Last season he averaged 14 points per game while taking more of a supporting role with the Thunder.
Martin says he is confident he will be able to quickly regain the scorer’s mentality in Minnesota. He says he is shooting to average 22 points per game.
PHILADELPHIA (AP) – A person familiar with the decision tells The Associated Press the Philadelphia 76ers have hired San Antonio assistant Brett Brown to be their coach, ending a four-month search to replace Doug Collins. The person spoke on condition of anonymity because the move has not been officially announced.
Collins resigned in April after the Sixers went 34-48. New general manager Sam Hinkie took quite a while looking for a replacement before choosing Brown, who was part of three NBA title teams with San Antonio.

GREEN BAY, Wis. (AP) – Veteran kicker Ryan Longwell is retiring as a Green Bay Packer.
Longwell is the all-time leading scorer in Packers’ history. He scored 1,054 points during his nine-year career in Green Bay. He connected on 226 field goals and 376 extra points.
Longwell set a team record by leading the Packers in scoring in nine consecutive seasons, beating the previous mark of seven by Don Hutson from 1939-45.
Longwell also holds franchise records for field goals, field-goal percentage, seasons leading the team in field goals, extra points, 100-point seasons and consecutive games scoring.
Longwell played his final six seasons with the Minnesota Vikings and ranks No. 13 on the NFL’s all-time scoring list with 1,687 career points.
The team made the announcement Monday.

KANNAPOLIS, N.C. (AP) – Austin Dillon will drive Tony Stewart’s car for Stewart-Haas Racing in this weekend’s Sprint Cup race at Michigan. It will be Dillon’s tenth start in the series.
Stewart continues to recover from a broken right leg suffered in a sprint car crash last week in Iowa. The 23-year-old Dillon competes in the Nationwide Series and currently holds the points lead.
Max Papis drove the No. 14 to a 15th-place finish Sunday at Watkins Glen International.
No timetable has been established for Stewart’s return, but the three-time Sprint Cup champion was discharged from the hospital late Sunday afternoon and is at home.
MOSCOW (AP) – David Oliver led a 1-2 United States finish in the men’s 110-meter hurdles at the world championships.
Oliver took the gold medal in a time of 13.00 seconds, the fastest time of the year. Ryan Wilson finished second by 13-hundredths of a second took silver in 13.13. Defending champion Jason Richardson was fourth.
Jamaica’s Shelly-Ann Fraser-Pryce rolled to a win in the women’s 100-meters, turning in a time of 10.71 seconds.

LOS ANGELES (AP) – The latest statistics suggest Americans are keeping their credit cards under control in a big way. TransUnion reports the rate of credit card payments at least 90 days overdue fell in the second quarter to 0.57 percent. That’s the lowest level since 1994.
PINE, Idaho (AP) – The wildfire situation in central Idaho could get worse today if forecast thunderstorms materialize. A fire near Pine and another a few miles to the south have burned several hundred square miles amid strengthening wind, rising temperatures and dry vegetation. Pine and Featherville have been ordered evacuated but some residents opted to stay.
TRENTON, N.J. (AP) – Two Senate primaries in New Jersey aren’t expected to draw many voters. The ballots are to decide which candidates will run to fill the seat of the late U.S. Sen. Frank Lautenberg, who died in June. Democrat Cory Booker and Republican Steve Lonegan are expected to win and face each other Oct. 16.
SEOUL, South Korea (AP) – A South Korean airline says it just wants to help with immediate expenses. Asiana Airlines has offered $10,000 to each of the 288 surviving passengers of the flight that crash landed in San Francisco last month, killing three. The airline says it’s not a settlement and survivors would retain the right to sue.
NEW YORK (AP) – Superstorm Sandy spared the home of Peter Vadola as he used a small boat to rescue his neighbors. But fire destroyed the structure last month while he and his family were out for pizza. His wife, Melissa, tells the State Island Advance she may have accidently turned on the stove with her hip before they left the house. The cause of the blaze is being investigated.
