Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council met in Special Session Tuesday morning (Aug13, 2013) with the Woodbury Township Officers to discuss a water line easement. Council Member Gumke was not present.

City Administrator Jeff Fuchs said he recently met with Woodbury officials about an agreement

The main will provide water to the Southwest water tower under construction.

The city maintains the road, outside of city limits.

The township requested the city take all responsibility for the street in exchange for the easement.

Mayor Andersen disagreed with maintaining roads outside of city limits.

Bismarck, ND (KCSi-T.V. News Aug 14, 2013) — Local North Dakota agencies are once again ramping up efforts to stop individuals from driving under the influence of alcohol and other drugs.

The Southeast Jamestown Regional DUI Task Force, in conjunction with NDDOT, announced that additional law enforcement officers will be present and monitoring city, rural and state roads throughout North Dakota between Friday August 16, and September 2, 2013.

This effort coincides with the national Drive Sober or Get Pulled Over campaign.

Highway Patrol Captain, Brian Niewind says, “Governor Jack Dalrymple recently signed House Bill 1302 into law giving North Dakota stricter DUI penalties. This bill doubles the fines for drinking and driving offenses and in many cases doubles the jail time as well, but it’s those who have had multiple offenses that are hit the hardest, including additional jail time and/or possible felony charges.”

Statistical data has shown that there is still work to be done when it comes to eliminating the problem of people who choose to drink and drive in North Dakota, NDDOT stated. With increased enforcement comes the opportunity at increased safety on roadways.

The Southeast Jamestown DUI Task Force includes the NDHP, Foster, Griggs, Stutsman, Barnes, McIntosh, and LaMoure counties’ sheriffs’ departments, and Carrington, Jamestown, Valley City +and Oakes police departments.

BISMARCK, N.D. (AP) – The North Dakota Department of Health has reported the state’s first West Nile virus death of the year. The woman was older than 60 years old and lived in the southeastern part of the state. The state has seen 16 human cases so far this year.

SIDNEY, Mont. (AP) – A judge has accepted a plea deal between prosecutors and one of the men accused of killing a Montana teacher. The agreement calls for Lester Van Waters Jr. to plead guilty to deliberate homicide by accountability in the January 2012 slaying of Sidney High School teacher Sherry Arnold. In exchange, prosecutors are recommending a 100-year sentence that would spare Waters the death penalty and he will testify against co-defendant Michael Spell.

GRAND FORKS, N.D. (AP) – A North Dakota state senator who pleaded guilty to an alcohol-related driving charge says he was unaware that his passenger possessed marijuana and marijuana pipes.

Park River Sen. Joe Miller says he doesn’t smoke marijuana. Authorities say Miller does not face any drug-related charges from the June 21 incident.

Miller pleaded guilty in July to speeding, having an open container of alcohol and being in actual physical control of a vehicle while over the legal blood-alcohol limit. He served a day in jail and paid $500 in fines.

His passenger, 30-year-old Mathew Dub, has pleaded not guilty to misdemeanor drug charges. Miller says Dub works on his farm.

Miller says he’s holding firm to his earlier decision not to resign his state Senate seat.

BISMARCK, N.D. (AP) – Beginning next month, anyone applying to become a resident insurance agent in North Dakota must undergo a criminal background check.

The Legislature approved the move earlier this year in response to a surge of license applications from people who have recently moved to North Dakota. State Insurance Commissioner Adam Hamm says the check includes fingerprinting.

The requirement doesn’t apply to people renewing a license or those applying for one within a year of their license expiring or being canceled – unless it was suspended or revoked.

Hamm says North Dakota joins 25 other states in conducting background checks on people applying for resident agent licenses. He says the goal is to protect insurance consumers.

BISMARCK, N.D. (AP) – A proposed 150-megawatt wind farm near the Canadian border in north-central North Dakota is being taken over by a Minneapolis utility. Xcel Energy Inc. says it is seeking approval from North Dakota regulators to acquire the permit for the Border Winds project in Rolette County. Xcel’s North Dakota manager Mark Nisbet says the project includes 66 wind turbines in Rolette County.

BISMARCK, N.D. (AP) – Lt. Gov Drew Wrigley says North Dakota is “at the front of the line” in the unmanned aircraft systems industry and should be designated as a national test site.

Wrigley spoke Tuesday to a large group of aviation, military and industry leaders at a national conference in Washington.

The lieutenant governor says the combination of aerospace technology training at the University of North Dakota, electronics and computing studies at North Dakota State University, and willing high-tech business partners makes the state a good choice for the test site.

Wrigley says North Dakota is in “the right place at the right time” in a thriving industry.

The Federal Aviation Administration is expected to name the test sites by Dec. 31.

More than 8,000 people from 40 countries participated in the conference.

GRAND FORKS, N.D. (AP) – Drought that devastated crops and pastures in much of the Upper Midwest last year didn’t stop the price of farmland from shooting higher, especially in North Dakota.

The Agriculture Department says the average price of an acre of North Dakota cropland has risen nearly 42 percent over the year.

The value rose 20 percent in Minnesota and 30 percent in South Dakota. The increase nationally was 13 percent.

North Dakota State University Extension Service farm management specialist Dwight Aakre (AW’-kree) says  there are a couple of reasons for the increases.

He says drought caused the price of crops like corn to rise, encouraging farmers to pay more for land to grow the crop. And low interest rates also have contributed to the rising land prices.

FARGO, N.D. (AP) – Conservation advocates are resurrecting a proposed ballot initiative that would set aside a bigger slice of North Dakota’s oil revenues for an outdoor heritage fund. The Clean Water, Wildlife and Parks Amendment would set aside 5 percent of the state’s oil extraction tax, which totaled $880 million last year. The amount has more than quadrupled since 2008. A similar proposal was derailed last year by a petition fraud scandal.

MCCLUSKY, N.D. (AP) – A company known for its crew camps in the western North Dakota oil patch is setting up temporary housing in the central community of McClusky.

Target Logistics is providing housing for up to 84 workers on the $351 million Minnkota Power Cooperative transmission line that will stretch from the Center area to Grand Forks, delivering coal-generated power from the Milton R. Young plant.

Minnkota spokesman Kevin Fee tells The Bismarck Tribune that work is mostly complete on the eastern end of the line. He says the shift into McClusky signals startup of work on the stretch from Carrington to Center.

At least one McClusky city councilman isn’t happy with the housing site. Andy Werth says it will increase traffic by a school and in a residential area.

The chapter’s Sherry Niesar says 13 dogs from North Dakota, Montana and Canada are registered to compete in a full field.

Sunday’s utility test evaluates trained dogs in the water and field, before and after the shot, to see how they perform as versatile hunting companions.

MINNEAPOLIS (AP)  —  The Minnesota Twins have placed first baseman Justin Morneau (mohr-NOH’) on revocable waivers. If Morneau is claimed before Wednesday’s deadline, the Twins can work out a trade with the claiming team, let that team take his contract or pull him back and keep him in Minnesota. If he is not claimed, the Twins are free to negotiate with any team.

MINNEAPOLIS (AP) – The player to be named in the trade that sent catcher Drew Butera from Minnesota to the Los Angeles Dodgers now has a name. The Twins have acquired left-hander Miguel Sulbaran from the Dodgers to complete the trade. The Twins sent Butera to the Dodgers just before the trade deadline at the end of last month.

Vikes Stadium…

MINNEAPOLIS (AP) — A sports panel has delayed final approval of contracts for the Minnesota Vikings’ new stadium until it can review litigation involving team owner Zygi Wilf and his family.

The Minnesota Sports Facilities Authority had planned to consider the final agreements Aug. 23. But the authority said Tuesday those agreements will be considered at a future meeting.

The panel has retained Peter Carter of the Dorsey & Whitney law firm to head a group to conduct the review.

A judge ruled last week the Wilf family committed fraud and breach of contract in a case stemming from an apartment development in New Jersey.

The Star Tribune reports the chair of the Stadium Authority, Michele Kelm-Helgen, says the planned October groundbreaking for the nearly $1 billion stadium is still on schedule.
