Jamestown, ND (KCSi-T.V. News) — The James River Valley Library System,Development Director, Bill Kennedy says legal issues are being reviewed for a joint library project.
How to get an initiative to a public ballot, allowing Jamestown and Stutsman County residents to vote on funding for a new library building is being looked at.
At issue is which political subdivision has authority to take on the debt of the project, including whether the City of Jamestown’s Home Rule Charter would resolve how to include city and county voters in a measure.
The Capital Campaign to raise funds continues. The JRVLS Board of Directors unanimously suggests that Kennedy meet with Jamestown City Administrator Jeff Fuchs, County Auditor/Chief Operating Officer Casey Bradley, City Attorney Ken Dalsted, Stutsman County State’s Attorney Fritz Fremgen and JRVLS attorney Tim Ottmar to discuss the issue.
Currently, the Library Board is considering placing a quarter-cent sales tax up for a public vote, perhaps as soon as June 2014.
The Library Board is continuing to put dollars into repairs at the Alfred Dickey Library. The Library Board will get a cost estimate for placing a tile and drain system along the outside of the wall, along with a cost estimate to replace the wall’s plaster. Kennedy says the cost of repairs is an investment into the reuse of the building.
