Jamestown, ND (Aug 16, 2013) – More road closures are expected as crews continue to work on the Jamestown sanitary sewer project. Residents and motorists should be aware of the following closures that will take place.

Third Street NW Closure

Starting Monday, August 19, 3rd St NW will be closed from 3rd Ave NW through the intersection of 1st Ave N. Work is expected to last for about a week and a half.1st Ave N and 2nd Ave NW will remain open during this time.

Second Ave NE Closures

Starting on Saturday, August 24, 2nd Ave NE will be closed from 4th St NE to 5th St NE. This closure is expected to be in place for about two weeks.

The intersection of 2nd Ave NE and 4th St NE (Highway 20) will be closed for one day on Saturday, August 24. During this time, a detour on 5th St NE will be in place.

Jamestown Business Center Sidewalk Closure

Starting on Wednesday, August 21, the northwest portion of the sidewalk along the Jamestown Business Center parking lot will be closed. This section of the sidewalk will be closed for about a week.

Jamestown, ND (KCSi-T.V. News Aug 15, 2013) — Jamestown Police is warning Jamestown residents about a convicted sex offender living in Jamestown.

The report says Jayme Joseph Rowley is residing at 510 16 Street Southeast.

His vehicle is a silver 2001 Dodge Dakota with North Dakota license plate:

LIVNPRF.

Rowley is a 34 year old white male, 5 feet 10 inches tall, weighing 200 pounds with hazel eyes and brown hair.

The report says Rowley has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Rowley was convicted of Gross Sexual Imposition involving a adult female, with the conviction date of October 11,2006 in Burleigh County District Court.

Disposition: 10 years with 6 years and 6 months suspended.

He was convicted of surreptitious intrusion, on December 14, 2004 in Burleigh County District Court.

Disposition: 6 and a half years, with all but 2 years suspended, 5 years surpervised probation.

Rowley is currently on probation with North Dakota Parole and Probation and has been placed on GPS monitoring.

Rowley is not wanted by police at this time, and is currently serving the sentence imposed by the court.

James Kemit Hanenberg now resides at the Starlite Motel at 1610 Business Loop East in Jamestown, #2.

His vehicle is a Green 1989 Mitsubishi Galant, North Dakota license plate:

He is a 45 year old white male, 5 feet 9 inches tall, weighing 230 pounds with blue eyes and blond hair.

Hanenberg has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.

Hanenberg was convicted of Corrupt/Solicitation of a Minor, in March 27, 2006, in Cass County District Court.

Disposition: 4 years, 1 year suspended, for 5 years, followed by supervised probation.

He was convicted of Gross Sexual Imposition in Barnes County District Court on April 16, 1987.

Disposition: 5 years suspended for 5 years, with 5 years supervised probation.

Hanenberg has been placed on GPS Monitoring.

Hanenberg is not wanted by police at this time, and is currently serving the sentence imposed by the court.

Jamestown, ND (KCSi-T.V. News Aug 15, 2013) — Airline boardings in Jamestown continue to climb, according to July 2013 numbers.

On Thursday’s (Aug 15, 2013) Wayne Byers Show on CSi Cable 2, Jamestown Regional Airport Manager, Matthew Leitner said in July this year there were 247 boardings, compared to 218 in July of 2012, an increase of 13%.

He added that August boardings are looking strong as well.

Leitner said a second flat screen T.V. has been added in the terminal provided by Buffalo City Tourism, that highlights activities and events in Jamestown and the area.

He noted that the new rotary beacon has arrived and will be installed in September this year. Also, the new runway lighting has been installed and is awaiting testing by the F.A.A. before activation. The new electronic access gates are now operational.

Leitner said, in accordance with F.A.A. regulations a full scale Emergency Exercise will be conducted at Jamestown Regional Airport on Monday August 19, 2013, from 6-p.m., to about 8-p.m. He pointed out that the exercise required every three years, is a comunications drill for first responders in the event of an emergency at the airport, with “victims” be attended to.

He pointed out that the recent drag races held at Jamestown Regional Airport was successful.

 

Jamestown, ND (Aug 15, 2013) — North Dakota Democratic-NPL legislators joined members of the Jamestown communities for an intimate round table discussion on Thursday at The Meeting Grounds in Jamestown.

Dem-NPL Assistant Senate Leader, Joan Heckaman (New Rockford) discussed the importance of K-12 education in North Dakota, saying “The fact that we even have to fight to raise the minimum teacher salary, fight to fund HeadStart and early childhood education programs, and fight to come up with real solutions to the childcare crisis when we’re sitting on $1.6 billion additional surplus dollars is a glimpse into just how out of touch the Republican leadership really is. Education and the children in our state should be a top priority.”

Representative Jessica Haak (Jamestown) discussed the need for the state to do more for roads and infrastructure needs in the state, saying “If you’ve driven around this state you’ve seen the crumbling roads, and you’ve heard about overcrowded schools. Republicans talk about unprecedented investments, but our Dem-NPL caucus knows we need to do more. We have to do more.”

Senator John Grabinger (Jamestown), a local business owner, commented on the need to focus on growing and supporting local businesses in North Dakota, saying, “Republicans brag about unprecedented tax cuts for businesses in North Dakota. What they won’t tell you is that over 80% of those tax cuts went to out of state corporations that probably won’t even notice the cut. But just imagine if that focus was instead shifted to supporting and helping grow locally owned and operated businesses right here in North Dakota? Those are the kinds of investments that keep our great state moving in the right direction.”

Representative Kylie Oversen (Grand Forks) discussed the importance of affordable higher education, saying “We have the opportunity to not only provide a top-tier college education to students in North Dakota, but also an affordable college education. Our Dem-NPL legislators worked to create a scholarship program utilizing our abundant Legacy Fund, and Republicans shot it down. That is unacceptable, and we are determined to do better for the future leaders of our state.”

Following the round table discussion, Dem-NPL legislators received a tour of Agri-Cover.

Heckaman says, “Local business is important to our communities and our state. As legislators, we need to do everything possible to support the growth and support of these local establishments.”

Later in Valley City North Dakota Democratic-NPL legislators joined members of the Valley City communities for an intimate round table discussion.

Representative Naomi Muscha (Valley City) said, “This voter ID law that the Republican supermajority stuck us with is nothing more than a solution in search of a problem. The Attorney General, a member of the Republican Party, has even said that voter fraud is all but non-existent in North Dakota. They are talking about suppressing the votes of people like college students and seniors—our citizens. And it’s just not right.”

Senator Larry Robinson (Valley City) said, “We hear a lot out of Bismarck about all the wonderful things that happened in the legislature this past session. But what we’re not hearing is about those who are trying to make it working on minimum wage, those who can’t afford childcare, and we haven’t even begun the conversation about the working poor in our state. It’s time to be honest about our state as a whole and hear the rest of the story.”

The statewide Dem-NPL Legislative tour will continue next week in Williston and Dickinson and conclude in Fargo and Grand Forks at the end of the month.

 

VALLEY CITY, N.D. (KCSi-T.V. News) – Thursday (Aug 15, 2013) on the campus of Valley City State University (VCSU), U.S. Senator Heidi Heitkamp brought together students and administrators from area colleges to focus on the increasing cost of higher education.

Heitkamp, a member of the Senate Banking Committee, recently helped provide long-term certainty to student loan rates and is now working to address the skyrocketing price of a college degree. VCSU President Dr. Steve Shirley, Mayville State University President Dr. Gary Hagen, and Jamestown College President Dr. Robert Badal participated in the discussion.

Heitkamp said, “We worked together last month in a bipartisan fashion to provide long-term certainty for students, but my efforts to improve our higher education system are far from over. The students, as well as Presidents Shirley, Badal, and Hagen offered important insight that I am going to use to shape legislation in the Senate. For our state to continue to be successful, we need to ensure higher education is affordable for North Dakotans.”

In July, Heitkamp helped pass the Bipartisan Student Loan Certainty Act of 2013, which the House then passed and the President signed into law. The legislation allows students the ability to take advantage of historically low interest rates, while locking in the rates for the life of the loan, and capping future rates.

In addition to her work to on keeping rates low, Heitkamp is also working on a plan to help Americans saddled with costly, private student loans refinance to more affordable options. In June, Heitkamp and fellow Banking Committee member Senator Sherrod Brown introduced a bill to help folks reduce their debt through refinancing, which would be no cost to taxpayers. Heitkamp understands that the issue of mounting student loan debt not only affects students and graduates, but that it is a drain on the entire economy.

Last year, outstanding student loan debt reached more than $1 trillion and 81 percent of the undergraduates with high student debt had private loans. This excessive student loan debt dampens home purchases, slows small business startups, diverts retirement savings, and limits opportunities for economic expansion in rural communities. Private loans typically have higher interest rates – that can top 18 percent – and are more difficult to refinance and offer fewer payment options than loans administered by the U.S. Department of Education.

 

 MAPLETON, N.D. (AP) – The parents of four children who live in the southeastern North Dakota town of Mapleton face felony child abuse charges after authorities say they discovered the children living in a wet mobile home covered in dirt and mold. The Forum newspaper reports Nathan Roper of Mapleton, faces three counts, and Misty Byrd of Dickinson, faces four counts.
 

 NEW TOWN, N.D. (AP) – Federal agents are investigating the death of a person in New Town on the Fort Berthold Indian Reservation.
 
     Federal Bureau of Investigation spokesman Kyle Loven says the agency was notified Monday evening of the death of a male.
 
     The Bureau of Indian Affairs is helping with the investigation, but no other details will be released.
 
     New Town Police Chief Art Walgren says the death occurred in the city, but he could not say where or release any other information.

 

 BISMARCK, N.D. (AP) – A hearing is set in a federal court for a lawsuit that accuses two North Dakota Public Service Commissioners of taking improper campaign contributions.
 
     The Sierra Club and Dickinson-based Dakota Resource Council filed the lawsuit last year asking the federal government to strip the North Dakota agency’s responsibilities for regulating coal mining.
 
     Arguments are slated Friday in Bismarck federal court.
 
     The Sierra Club and the Dakota Resource Council oppose a proposed coal mine in southwestern North Dakota. The groups allege Kevin Cramer and Brian Kalk accepted campaign contributions from officials of the coal mining company. The men say the donations were legal.
 
     The Interior Department says in court documents that no laws were broken but “such campaign contributions could in certain circumstances risk creating an appearance of impropriety.”
 

OMAHA, Neb. (AP) – A new report suggests that healthy economic growth slowed down this month in rural areas of 10 Midwest and Plains states.
 
     The overall economic index for the region slipped to 55.8 in August from 57.3 in July but was far ahead of the 47.1 in August 2012.
 
     Creighton University economist Ernie Goss oversees the monthly survey of rural bankers from Omaha, Nebraska. He says drought weighed down the economy last year. He says lower farm commodity prices are dampening the current outlook for the farm economy.
 
     The index ranges from 0 to 100, with 50 representing growth neutral. A score above 50 suggests economic growth in the months ahead.
 
     The index is based on a survey of rural bankers in Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, Wyoming and the Dakotas.

 

 MINOT, N.D. (AP) – Minot residents who restored their homes following historic Souris River flooding in 2011 might be eligible for money if the federal government approves the city’s plan for spending its second allocation of Community Development Block Grant disaster recovery dollars.
 
     Minot received a grant of $35 million last May, in addition to about $67 million received and allocated last year. The city is proposing to spend $5 million on home repair reimbursements, $13 million on property buyouts and $12 million on roadway repairs.
 
     The program would provide grants of up to $10,000 to homeowners who repaired flood damage to their primary residencies within one year of the flood.
 
     The city is taking public comments through Monday.
 
     More than 4,000 homes, businesses and other structures were affected by flooding two years ago.

 FARGO, N.D. (AP) – North Dakota State is unveiling the team that will take a run at a third straight Football Championship Subdivision title.
 
     The Bison are holding their annual media day festivities Friday afternoon at the Fargodome. Their first game is Sept. 30 at Kansas State.
 
     Coach Craig Bohl’s team compiled a 14-1 record last year en route to their second consecutive FCS crown. The Bison defeated Sam Houston State in the championship game.
 
     NDSU returns 18 starters from a year ago.
 
     The Bison are the preseason No. 1 pick in national rankings and the unanimous pick to repeat as Missouri Valley Football Conference champions in a poll of coaches and media members.

 

 CHEYENNE, Wyo. (AP) – The attorney for Bismarck’s Luke Martinez says the former Wyoming basketball player is remorseful for a fight outside a Laramie bar last year. Martinez pleaded guilty Monday to misdemeanor battery. He plans to pursue a professional basketball career outside the United States once he is done serving his jail term.

     COOPERSTOWN, N.Y. (AP) – Major League Baseball is expanding its video review process next season, giving managers a tool they’ve never had.
 
     Managers will be allowed one challenge over the first six innings of games and two after the seventh inning until the end of the game. Calls that are challenged will be reviewed by a crew in MLB headquarters in New York City, which will make the final ruling.
 
     The proposal is to be voted on by the owners in November. A 75 percent vote is needed for approval and the players’ association and umpires would have to agree to any changes to the current system.
 
     Atlanta Braves President John Schuerholz (SHUR’-holts), a member of the replay committee, says the umpires are receptive to the change. Schuerholz says 89 percent of incorrect calls made in the past will be reviewable.

     PARKER, Colo. (AP) – The 13th Solheim Cup matches start today between the United States and Europe at Colorado Golf Club. The European women posted a 15-13 win over the Americans two years ago, although the U.S. holds an 8-4 advantage all-time in the series.

 CAIRO (AP) – Weeping relatives filled a mosque-turned-morgue near a gutted sit-in camp as thousands of Muslim Brotherhood supporters took to the streets to answer calls for a “Day of Rage” in Egypt. Protesters streamed out of mosques after Friday prayers in defiance of the military-imposed state of emergency. The latest tension follows violence this week that killed more than 600 people as authorities emptied two protest camps.
 
     GENEVA (AP) – The U.N. refugee agency says Iraq is seeing an unusual influx of Syrian refugees in the Kurdistan region. Adrian Edwards, a spokesman for the Office of the U.N. High Commissioner for Refugees, told reporters in Geneva today that up to 7,750 Syrian refugees a day had crossed the border, but that the reasons for the surge are unclear.
 
     WELLINGTON, New Zealand (AP) – Central New Zealand is cleaning up after a strong earthquake and aftershocks. Officials say homes, roads and bridges were damaged but no serious injuries were reported. Wellington Mayor Celia Wade-Brown said there was no major damage to the city’s infrastructure or office buildings.
 
     FORT MEADE, Md. (AP) – Army prosecutors plan to present rebuttal witnesses today in sentencing hearing for Army Pfc. Bradley Manning in the WikiLeaks case. Prosecutors say Manning deserves a long prison sentence for disclosing a trove of classified information. Manning faces up to 90 years in prison for his offenses.
 
     WASHINGTON (AP) – A published report says the National Security Agency has misused broad new powers many times since they were granted by Congress in 2008. The Washington Post reports the NSA has broken privacy rules or overstepped its legal authority thousands of times each year. Most of the infractions involve unauthorized surveillance of Americans or foreign intelligence targets in the United States.
