Valley City, ND (KCSi-T.V. News Aug 16, 2013– The North Dakota Highway Patrol, Friday afternoon identified one of the persons killed in Wednesday’s crash between two tractor-trailer rigs. He was identifed as 46 year old Allen Tofsrud, of Leeds, North Dakota.
Tofsrud was driving a semi-truck east on Highway 46, failed to stop at the intersection and struck a northbound semi-truck on Highway 1. Both drivers were pronounced dead at the scene.
The name of the second man, driving the other rig is being withheld and will be released upon further investigation.

VALLEY CITY, N.D. (AP Aug 14, 2013) – Officials in Barnes County say two people have died in a fiery crash east of Litchville.
Barnes County Sheriff Randy McClaflin says the accident happened shortly after 9 a.m. Wednesday (Aug 14, 2013) at the intersection of North Dakota highways 1 and 46.
Witnesses say the fire engulfed both semi tractor trailers vehicles
Highway Patrol Sgt. Tom Herzig reports, the driver of an eastbound semi failed to stop at a stop sign and collided with the northbound semi.
Sgt. Herzig says there are precautions on the road where the crash happened, including rumble strips and flashing red and yellow lights.
Both drivers were pronounced dead at the scene.
Both vehicles were destroyed by the fire.
Names and hometowns of the driver’s are being withheld pending family notification.
The crash remains under investigation.
Jamestown, ND (Aug 16, 2013) – A segment of 81st Ave SE west of Jamestown that is currently closed to traffic is anticipated to remain closed for about another week. The closure starts at 20th St SW, near the new Titan Machinery location, and extends to the south for approximately 300 feet.
A detour is in place on 38th St SE.

Jamestown, ND (KCSi-T.V. News)– Stutsman County Emergency Manager, Jerry Bergquist reorts that local emergency response agencies will participate in a full scale training
exercise at Jamestown Regional Airport on Monday, August 19, 2013. The exercise
is designed to test the airport’s emergency operations plan and resource
capabilities as well as the response capabilities of local response agencies
in the event of an aviation-related accident.
Local emergency response agencies will respond and volunteers pretending to
be victims will be treated for fake injuries. Some of the victims will be
transported via ambulance to Jamestown Regional Medical Center where a
secondary emergency exercise will also be taking place. The event will not
be real; however, the simulated response will be as realistic as possible.
The exercise will start at about 6:30 p.m. Monday evening and will take
place mainly on Airport property. Emergency response vehicles utilized
during the exercise will be pre-staged at the Jamestown High School parking
lot. Response agencies will be responding with lights and possibly sirens.
All normal traffic rules will be followed during this exercise.
For safety reasons and to avoid traffic congestion, law enforcement
officials will be restricting airport access to only emergency response
vehicles and personnel as well as those having a specific need to be on
airport property. Airport access restrictions will be in place for the
length of the exercise which is scheduled to end at about 8:30 p.m.
Those organizations participating in the training exercise include:

Department, Stutsman County Sheriff’s Office, ND Highway Patrol, Jamestown

DEVILS LAKE, N.D. (AP) – Canada’s top diplomat in the Upper Midwest has gotten a firsthand look at the chronic flooding in the Devils Lake region.
Counsel General Jamshed Merchant spent Thursday touring the area, learning about the 20-year flood that has covered thousands of acres of farmland and cost more than $1.5 billion to mitigate.
Canada is interested in the flooding because excess lake water that is now drained by man-made outlets flows into the Sheyenne River and ultimately the Red River, which flows north into Manitoba. Canadians want to ensure there is no harm to their waters.
Merchant was named to his post in Minneapolis in October. The North Dakota State Water Commission gave him the daylong tour, with stops all around Devils Lake.
STANLEY, N.D. (AP) – The North Dakota Highway Patrol has now identified all three victims of a fiery crash in the western North Dakota oil patch two months ago.
The crash the morning of June 21, 2013 happened on U.S. Highway 2 about 3 miles east of Stanley. It involved a tanker trailer loaded with crude oil and four other vehicles. The tanker exploded and all of the other vehicles burned. The patrol says fog was a major contributor to the crash.
Killed were 41-year-old David Maskey of Minot, 26-year-old Patrick Wilkie of Wahpeton and 23-year-old Tyler Fischer of Minot.
Three other people were injured.
BISMARCK, N.D. (AP) – A North Dakota judge says there is enough evidence against two Minnesota men to try them on attempted murder charges in connection with the beating of a Bismarck man.
Thirty-three-year-old Jose Nelson Osorio and 19-year-old Kelvin Rolando Osorio Oviedo pleaded not guilty to the charges Friday after Judge David Reich ruled there was probable cause for the charges, following a preliminary hearing.
Police detective Joe Arenz testified that 25-year-old Rafael Angel Diaz Zayas was repeatedly beaten and stabbed nine times between the night of June 11 and morning of June 12 at an apartment.
Arenz says Osorio acknowledged to beating and stabbing what he thought to be a shadow and Oviedo also used dumb bells in the attack.
Osorio and Oviedo were later arrested in Douglas County, Minn.
FARGO, N.D. (AP) – The senior sergeant at the Cass County Jail in Fargo recently resigned after an internal investigation found he used excessive force by pepper-spraying an inmate while the inmate was strapped to a restraint chair.
An internal affairs investigation into the March 18 incident concluded Sgt. Lyndon Worden used “inappropriate and unreasonable” force under the circumstances. Worden resigned by email on May 9, hours before a scheduled termination meeting with Sheriff Paul Laney.
Worden doesn’t dispute what happened, but the 24-year veteran of the sheriff’s office says he was targeted for dismissal because he had questioned the decision-making of Sheriff Paul Laney.
Laney calls that assertion a “cheap shot.” He says Worden’s actions “were completely out of line with the policies and procedures of the sheriff’s office.”
FARGO, N.D. (AP) – State Rep. Bob Skarphol says he is one of the lawmakers responsible for anonymously made open records requests for North Dakota university and college presidents’ emails.
The Tioga Republican says other lawmakers also have made requests, but he didn’t name them.
Skarphol says he and other legislators are focused on finding out what all went on leading to the ouster of University System Chancellor Hamid Shirvani after complaints about his leadership style.
The Legislative Council on behalf of unnamed lawmakers has made a dozen open records requests to the University System, including one which led to the discovery that about 40,000 emails had been deleted from North Dakota State University President Dean Bresciani’s (bruh-SHAW’-neez) account. Attorney General Wayne Stenehjem is investigating whether they were deliberately deleted.
RAPID CITY, S.D. (AP) – North Dakota-based United Tribes Technical College has expanded into South Dakota’s Black Hills.
The branch in Rapid City is housed in the old National American University building. Officials say it could provide much-needed skilled labor for the Bakken oil fields in western North Dakota.
College Board Chairman Tex Hall says many oil wells are on tribal lands. He says, “We have the jobs, just not the workforce.”
South Dakota Gov. Dennis Daugaard was on hand for a grand opening celebration this week. He says higher education is practically a necessity for getting a good job in the current economy.
The Bismarck, N.D.-based college offers 20 certificate programs, 26 associate degree programs and three bachelor’s degree programs. Classes in Rapid City begin Aug. 26.

CAIRO (AP) – Security officials in Egypt say the death toll in clashes across the country Friday has risen to at least 60. They say 52 civilians and eight police officers died. Violence erupted after protesters took to the streets, responding to the Muslim Brotherhood’s call following the deaths of 638 people Wednesday when security officials raided two sit-in protests organized by the group.
WASHINGTON (AP) – Two Republican senators are calling on the Obama administration to suspend U.S. aid to Egypt, amid spiraling violence there. Sens. John McCain of Arizona and Lindsey Graham of South Carolina traveled to Egypt last week at President Barack Obama’s request. McCain and Graham said Friday that the interim government and the military are “taking Egypt down a dark path” — and they say it’s “one that the United States cannot and should not travel with them.”
FORT MEADE, Md. (AP) – A military judge says Bradley Manning’s prison sentence for leaking scads of classified information through WikiLeaks will likely be announced next week. Manning faces up to 90 years in prison. The sentencing phase of his court martial lasted only about 30 minutes Friday, as prosecutors presented four bits of evidence retrieved from Manning’s personal computer.
BOSTON (AP) – Republican Party chairman Reince Priebus (ryns PREE’-bus) says CNN “won’t be hosting a single Republican primary debate.” His statement came as the Republican National Committee, meeting in Boston, approved a resolution to block both CNN and NBC from hosting those debates. The party chairman had threatened to take that action unless the networks canceled plans to air programs about Hillary Rodham Clinton.
NEW YORK (AP) – Producers of the Broadway musical “Spider-Man: Turn Off the Dark” say the show will be performed as scheduled Friday night, a day after an actor playing the comic book hero was injured during the performance. A spokesman for the show says that “equipment malfunction was not a factor.” Thursday night’s performance was immediately halted after the offstage injury. The actor, Daniel Curry, is hospitalized with a serious leg injury.
