Jamestown Mayor Katie Andersen has ordered all city government flags to be flown at half staff in memory of former Chief Gray.
Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council’s Police, and Public Works Committees met in joint session Thursday (Aug 22, 2013) at City Hall. Council Member Gumke was not present.
Police Committee business:
Discussion related to residents of Evergreen Heights area and a dog problem.
A resident told the committee that he was attacked by larger Boxer dogs, as well as other people in the area purportedly attacked and cornered by the animals. City garbage collectors have also apparently been chased by the dogs.
Police Chief Scott Edinger said a complaint was filed with the City Prosecutor, for review, and the City Animal Warden has been in contact with the dog owners.
He said the dogs loose on private property is in violation of a city Ordinance. A separate section from animals running at large.
He added that police have been in contact with the dog owners.
Mayor Andersen said anyone with a problem with the dogs should contact any incident to the Law Enforcement Center, to have the incident on record. The Chief added a witness to any incident is also helpful.
The committee took no formal action.
The committee considered modifications and upgrade costs from Jamestown Communications to improve the performance of the Police and Fire Department Radio Repeater installations. Five items were listed as problem areas.
Fire Chief Jim Reuther said the repeater went out, last November, and needed repairs. Reprogramming and narrow banding of the fire department’s radios are also requested.
The replacement costs to rectify the problems will be budgeted for according to City Administrator Jeff Fuchs, and was recommended by the committee.
The First Reading of Ordinances recommended were
a) To amend Chapter 22 of the Code of the City of Jamestown, North Dakota, by
repealing and re-enacting Section 22-2 which sets forth regulations concerning
begging and panhandling.
b) To amend Chapter 21 of the Code of the City of Jamestown, North Dakota, by
amending and re-enacting Section 21-02-10 which sets forth fines for committing
certain traffic offenses in the City of Jamestown.
c) To amend Chapter 2 of the Code of the City of Jamestown, North Dakota, by
amending and re-enacting Section 22-44.2 which sets forth information and penalties regarding the offense of theft in the City of Jamestown.
The First Reading of an Ordinance relative to Bee keeping in the City was reviewed, and recommended for the City Council meeting for further discussion. Assistant City Attorney Mary Jensen said the Ordinance will be grand fathered to those already having hives, to come under compliance, within a period of time.
The proposed Ordinance would require a permit for bee keeping, and a renewal provision along with a permit fee.
The hives would need approval of 80% of neighbors, and the flying of the bees would need to be under control, pertaining to other properties.
Mayor Andersen requested Ms. Jensen put together options for the First Reading.
Public Works Committee business
The committee considered the possible annexation of I-94 Frontage Road Right Of Way from 17th St. SW at 17th Ave SW, to Hwy 52 Truck Bypass, into City of Jamestown. Issues concern development in the area. The road is maintained for snow clearing by the city, for Jamestown Regional Medical Center access. City Engineer, Reed Schwartzkopf agreed with the committee to address the issue under the Land Use and Transportation Study. He said the roadway will be plowed by the city next winter, by the city. The annexation will be under further discussion.
The committee discussed the 12th Ave SE & 3rd St intersection & a possible access easement on BNSF Railway property to west, near the former Porter Brothers location to facilitate a roadway change. The action would alleviate traffic flow problems that have occurred when changes were made stemming from the Quiet Zone taking affect.
The committee recommends initiating discussions with BNSF, and the State Health Department, because of the materials formerly contained in the area.
Discussion concerned the Traffic Signal System Study performed by Midwest Traffic Consulting, LLC. The study indicates replacing a number of traffic lights with stop signs. The city will make it’s own recommendations on the results of the study, and some cases possibly keep the traffic lights in place, and in other instances possibly removing some.
City Engineer Reed Schwartzkopf recommends the Council look at the options and make a recommendation.
The committee will move the issue to the next Public Works Committee meeting for further discussion.
The committee discussed a presentation of original 2011 documentation and 2013 item and cost updates on UPRR/CTC for suggested changes to Traffic Signal Installation at 1st Avenue and 1st Street in relation to Traffic Signal System Study. The update would include a new controller circuitry in coordination with the railroad signalization and the city’s signalization, at the railroad crossing. Further discussion will be at the September Public Works Committee meeting.
The committee discussed entering into agreements with AE2S for projects including, the Backwash Pond Lift Station & Forcemain, Water Treatment Plant Filter Rehabilitation, Comprehensive Utility Plan – Phase I, and Storm Water Planning Study.
The committee recommends approval of an agreement with the backwash Pond lift station and forcemain.
The committee also recommends moving other agreements with AE2S to the next city budget meeting, on August 26, 2013.
Moved to the City Council meeting without recommendation was ….entering into Agreement with Moore Engineering on Sanitary Sewer Force main & Manhole Rehabilitation, and entering into Agreement with Moore Engineering on the University of Jamestown Hill Booster Pump Station Removal & associated Water Main Replacement/Modification
Discussion concerned paving repairs relating to Sanitary Sewer District # 13-?? and #13-?? based on preliminary field notes relating to District # 13-32 from Interstate Engineering, Inc.
The committee recommends rehabilitating damages through a change order with Interstate Engineering.
Council Member Buchanan asked that discussion concern Renaissance Recycling.
He said he understood that recyclers are required to promote its services.
He wondered about the hours of operations, and if they are adequate.
Renaissance Recycling owner, Ralph Friebel, explained the current hours and days of operation, open Tuesday and Thursday and Saturday morning until noon, saying that most customers sort the items, adding that curbside pickup eliminates the sorting issue.
He said adding two more hours to Saturday is no problem.
Promotion-wise Friebel said he has contacted local businesses, and the monthly tonnage recycled has grown to 200 tons, compared to about 100 per month a few years ago.
He noted that doing more promotion of the facility is possible.
Buchanan suggested the hours of operations be expanded.
Discussion related to seeding at Bailer Facility, and Waste Water Treatment Facility. The committee recommends renting seeding equipment items and have the street crew perform the work.
The meeting was shown live on CSi Cable 67, followed by replays.
Jamestown, ND (KCSi-T.V. News) Interstate Engineering reports a closure on 37th Street SE is extended. The closure, which starts at 8th Ave SW, will remain closed up to the west side of Highway 281. In addition, the east side of Highway 281 will also be closed along 37th street SE to about 100 feet east of Highway 281. During this time, Highway 281 will remain open.
Businesses along the frontage road can be accessed from the north. Country Acres Vet Clinic can be accessed from the west, via 8th Ave SW.
This closure is expected to be in place through Friday, August 23, 2013.

Jamestown, ND (KCSi-T.V. News) — The NDDOT Reports that ND Highway 20 at 2nd Ave NE in Jamestown (one block east of the Junction of US-281 and ND-20) will be temporarily closed until further notice beginning Friday, August 23, at noon due to the replacement of a water main. During the project a detour will be in place.
During the project:
· Flaggers will be on site directing traffic
· Over dimensional loads are not permitted through the detour and will have to take an alternate route.

As crews continue their work on Jamestown sanitary sewer project, residents and drivers are asked to be aware of the following closures that will take place near the Jamestown Business Center.Second Ave NE ClosuresStarting on Friday, August 24, 2nd Ave NE will be closed from 4th St NE to 5th St NE. This closure is expected to be in place for about two weeks.

Jamestown, ND (KCSi-T.V. News) — The community is invited to meet Miss Rodeo North Dakota, Crystal Carlascio of Jamestown and support her ongoing reign, and future endeavors with the upcoming Miss Rodeo America Pageant.
On Thursday’s Wayne Byers Show on CSi Cable 2 Ms. Carlascio said her title means extensive travel appearing at various events around North Dakota, and Saturday’s meet and greet, at McElroy Park’s Sertoma Shelter from 11-a.m., to 3-p.m., will give the community the opportunity to financially support her travel expenses.
There will be food, silent auctions, inflatable toys raffles, a country store and bake sale and prizes to support Ms. Carlascio.
She pointed out that Miss Rodeo North Dakota is a non-paid position.
Crystal is an R.N. at Sanford in Fargo, which graciously allows her time off to attend events and activities as Miss Rodeo North Dakota.
Also on hand Saturday will be other Rodeo Queens from around North Dakota, who will have information, and be available for autographs.
Crystal pointed out that girls as young as 8 years of age may start competing in the Junior Princess program. Young ladies from 18- to 24 years old may compete in Miss Rodeo North Dakota.
She added that her competition involves speech, interviews and horseback riding related areas.
The Miss Rodeo America Pageant will be in October in Minot.

Oakes, ND (KCSi-T.V. News Aug 22, 2013) — The Fargo man who fled from the scene of a two-vehicle accident and into a corn field in Northern Dickey County on Wednesday morning was found and taken into custody in Oakes, on Thursday morning.
He was picked up at the Travel Inn Motel in Oakes, after receiving a tip that he had registered their under an alias.
Ekstom was arrested without incident shortly before 11 a.m. Thursday.
He was taken by ambulance to the Oakes Community Hospital for treatment of injuries.
The North Dakota Highway Patrol says he will be charged with leaving the scene of an injury accident, and additional charges are likely.
On Wednesday the North Dakota Highway Patrol reported, a crash about six miles north of Oakes, Wednesday totaled two cars and resulted in authorities searching for a man in a cornfield.
The Highway Patrol said 26 year old Kyle Severance, of Dickey, was driving a 2000 Ford F250 northbound on North Dakota Highway 1 at about 11:18 a.m. when a 2003 Ford F250 failed to yield at the stop intersection on 81st Street Southeast.
The second pickup, driven by 37 year old Gabriel Ekstrom, of Fargo, struck the passenger side of Severance’s pickup, as both vehicles entered the east ditch of Highway 1 and came to rest upright.
Severance and the two passengers in Ekstrom’s car, 33 yearold Nathaniel Nash, of Fargo, and 24 year old Jose Montero, of West Fargo, received non-life threatening injuries and were transported to Oakes Hospital.
Both cars were totaled.
Ekstrom fled on foot from the crash scene into a 300 plus acre cornfield. An extensive search was conducted to locate Ekstrom, including a K-9 Unit, but he was not found.
About an hour after the initial search ended, Ekstrom was spotted more than one mile from the crash scene fleeing into another cornfield. Another search was conducted, and Ekstrom was not located.
Dickey County Sheriff’s Office, Oakes Police Department, Sargent County Sheriff’s Office, Oakes Fire Department and Ransom County Sheriff’s Office were also on scene.
KULM, N.D. (AP) – Officials are marking the 150th anniversary of the battle at Whitestone Hill in southeastern North Dakota.
The site is where U.S. Cavalry troops battled with Sioux warriors in September 1863, in what historians say was the last major battle between soldiers and American Indians east of the Missouri River. Twenty-two soldiers and more than 100 Indians died.
The state historic site near Kulm in Dickey County has monuments honoring both sides in the battle.
The State Historical Society and the Whitestone Hill Battlefield Historical Society have scheduled a daylong event at the site Saturday to commemorate the 150th anniversary. On the actual anniversary date of Sept. 3, Dakota and Lakota people will gather at the site for a private observance.
BISMARCK, N.D. (AP) – North Dakota’s U.S. Attorney Tim Purdon says a federal jury has convicted a 19-year-old South Dakota man of bank robbery.
Purdon says Colt Schneider, of Rapid City, S.D., was also convicted of use and carry of a firearm during and in relation to a crime of violence. Sentencing is scheduled for Nov. 15 in Bismarck.
Authorities say that two men wearing black ski masks and carrying guns entered American Bank Center in New England, N.D., on Oct. 28 and fled after grabbing money from a bank employee.
Officers identified Schneider as one of the suspects after obtaining video from the gas station and distributing a picture. He was arrested Nov. 10 in Sarasota, Fla.
The other suspect, Johnner Joe Ward, Jr., pleaded guilty and is scheduled to be sentenced Monday.
GRAND FORKS, N.D. (AP) – Grand Forks Public Schools Superintendent Larry Nybladh has apologized for cursing at TV talk show host Chris Berg following an interview Berg described as “tough and respectful.”
Nybladh appeared on Berg’s show to discuss the school district’s proposed 28.6 percent tax increase to help offset a $5.4 million deficit. The two clashed at times during the interview, and Berg said afterward that Nybladh had called him an obscenity when the interview was over.
Nybladh said in a statement that he was “taken aback and frustrated with the style of journalism” but that he regrets his remark.
School Board member Tim Lamb tells the Grand Forks Herald that he thinks Berg provoked Nybladh. School Board member Mike St. Onge says there’s no policy that addresses such an incident.
BISMARCK, N.D. (AP) – Two more people have applied to be North Dakota University System interim chancellor, bringing the total to 16. The Forum reports officials from Ohio State University and Indiana University-Purdue University-Fort Wayne have joined the pool of applicants this week. Acting Chancellor Larry Skogen is among the applicants to be interim chancellor. The Bismarck State College president was named to temporarily fill the chancellor’s role when the board voted earlier this year to buy out the contract of Chancellor Hamid Shirvani.

BISMARCK, N.D. (AP) – A state guide that maps tracts of private land open to hunting in North Dakota is available online at the state Game and Fish Department website.
The free PLOTS guides also will be available at most hunting license vendors throughout the state beginning in early September. PLOTS stands for Private Lands Open to Sportsmen.
The program pays landowners who agree to keep their property open to public hunting. License fees paid by hunters funds the program.
This year’s guide will feature about 760,000 acres. PLOTS land is marked by yellow inverted triangular signs.
FARGO, N.D. (AP) – North Dakota State University has given head men’s basketball coach Saul Phillips a five-year contract extension.
Phillips will earn a base annual salary of $175,000. He will earn raises of at least 4 percent each year depending upon his performance review. He also will get bonuses for any conference, region and national championships.
The contract is through 2018, and will automatically renew for two more years unless either Phillips or NDSU decides against it.
Phillips has a 108-77 record entering his seventh season as head coach of the Bison. He led NDSU to the NCAA tournament in 2009.
NDSU also has given three-year contract extensions to wrestling coach Roger Kish and softball coach Darren Mueller. Kish will make $70,298 annually and Mueller $76,491. They also are eligible for performance bonuses.
MINNEAPOLIS (AP) – The much-anticipated groundbreaking for a new Minnesota Vikings football stadium is being pushed out a bit longer.
Officials involved in the $975 million planned Friday to discuss an updated timetable. Minnesota Sports Facilities Authority leader Michele Kelm-Helgen says that they’re now eying a November start to significant construction. That’s slightly later than the tentative October schedule set earlier.
The Vikings stadium project is churning along behind the scenes, with millions of dollars in contracts already inked. Yet to come are a lease with the team, a maximum construction price and a bond sale to pay for it.
Meanwhile, the authority is conducting a probe into the finances of the team’s New Jersey-based owners. The examination is meant to ensure the team’s $477 million private financial pledge will be met.

Seimone Augustus scored 18 points, Maya Moore had 17, Lindsay Whalen added 12 and Janel McCarville 11 for the Lynx. Minnesota who shot a season-best 58 percent from the floor.
NEW YORK (AP) – Liberty coach Bill Laimbeer was fined an undisclosed amount by the WNBA yesterday for comments he made after New York’s loss at Minnesota on Sunday. Laimbeer was critical of the fact that Lynx star Maya Moore was still in the game late in the fourth quarter with her team comfortably ahead. Moore scored a season-high 28 points.

UNDATED (AP)- Ryan Braun is admitting taking performance-enhancing drugs during his NL MVP season of 2011. The suspended Milwaukee slugger says he took a cream and a lozenge containing banned substances while rehabilitating an injury, now calling it “a huge mistake for which I am deeply ashamed.”

WASHINGTON (AP) – Redskins quarterback Robert Griffin III has been fined $10,000 by the NFL for wearing unauthorized apparel, a T-shirt with “Operation Patience” on it. Griffin, who is recovering from a knee injury and yet to play in the preseason, wore the shirt on the field before Washington’s exhibition game Monday night.
FALL RIVER, Mass. (AP) – Former New England Patriots’ tight end Aaron Hernandez has been indicted on a first-degree murder charge by a Massachusetts grand. The indictment charges Hernandez with the killing of 27-year old Odin Lloyd, whose bullet-ridden body was found hear the Hernandez home.
Hernandez pleaded not guilty to murder and weapons charges in June. His lawyers say the case against him is circumstantial and they’re confident he will clear his name.
Prosecutors say Hernandez orchestrated Lloyd’s killing because he had talked to people Hernandez had problems with at a nightclub.

JERSEY CITY, N.J. (AP) – It took Kevin Stadler nearly 11 hours to open with a 7-under 64 at Liberty National. And he’s not even guaranteed to be the first-round leader at The Barclays.
Two rain delays that lasted a total of six hours put a damper on the start of the FedEx Cup playoffs.
Stadler teed off just after breakfast and finished his round right before dinner. Only half the field will finish their first round early today before the start of the second round. Stadler had a one-shot lead over Henrik Stenson, Ryan Palmer and Camilo Villegas (kuh-MIHL’-oh vih-JAY’-guhs).
Tiger Woods ran off three straight birdies before the second delay in his 4-under 67.

EDMONTON, Alberta (AP) – Defending champ Lydia Ko shares the first round lead of this year’s event with Angela Stanford and Christel Boeljon. They shot an opening round 5-under-65. Paula Creamer (KREE’-mer) and Cristie Kerry are in the clubhouse at minus-4.
A year ago Ko won at the age of 15 years, 4 months to break the tour’s age record for winners. The previous mark was 16 set by Lexi Thompson in the 2011 Navistar LPGA Classic.

NEW YORK (AP) – The men’s seeds are out for the U.S. Open and No. 1 is Novak Djokovic (NOH’-vak JOH’-kuh-vich) with Rafael Nadal (rah-fay-ehl nah-DAHL’) second, Andy Murray third and David Ferrer (feh-REHR’) fourth.
The women’s seedings were released on Thursday with Serena Williams No. 1.

AUBURN, N.Y. (AP) – President Barack Obama says he’s still seeking confirmation of a possible chemical weapons attack in Syria but if true, it’s a “big event of grave concern.” He also tells CNN the idea the U.S. can solve Syria’s civil war is “overstated.”
MOSCOW (AP) – The Russian Foreign Ministry says Minister Sergey Lavrov and Secretary of State John Kerry decided after speaking by phone that it’s in both countries’ interests to call for a U.N. investigation of an alleged chemical attack in Syria. A ministry statement says Russia has called for Syrian President Bashar Assad’s embattled government to cooperate with an investigation, but questions remain about the opposition.
CAIRO (AP) – Egyptian security and military forces are braced for possible unrest again today ahead of scheduled protests by supporters of ousted President Mohammed Morsi. Some major streets have been closed off and forces have spread out around Cairo. The Friday rallies are seen as a test of whether Morsi’s supporters can keep up their pressure.
TOKYO (AP) – Experts in Japan worry a massive underground reservoir of contaminated water is about to reach the Pacific ocean from deep beneath Fukushima’s crippled nuclear power station. That could greatly worsen what is fast becoming a new crisis at Fukushima: the inability to contain vast quantities of radioactive water. The looming crisis is potentially far greater than the discovery earlier this week of a leaking storage tank.
BEIRUT (AP) – Lebanese security officials say explosions have gone off near two mosques in the tense northern city of Tripoli, killing at least 12 people. Today is the Muslim day of prayer when mosques would be packed. The blasts come amid rising tension in Lebanon resulting from Syria’s civil war, which has sharply polarized the country along sectarian lines.
