Undated (KCSi-T.V. News Sept2. 2013) — The North Dakota Highway Patrol has identified a 67 year old Cooperstown Woman who died in a car train collision as Judy Rahlf.

The report says on Sunday September 1, 2013 at about 6:35 p.m.,  she was operating her car  eastbound on a gravel township road 1 mile southeast of Page North Dakota, when she attempted to cross railroad tracks at approximately 15 miles per hour when the car was struck by a southeast bound BNSF train pulling 73 cars at 52 miles per hour.

The train’s horn and emergency brakes were activated on the train and cars prior to the crash. The train was unable to stop and struck the left side of the vehicle. The train and car slid for approximately 1/3 of a mile before coming to rest on the railroad tracks.

Rahlf was air lifted to Sanford Medical Center in Fargo where she died.

The crash remains under investigation.

GRAND FORKS, N.D. (AP) – A North Dakota man accused of killing two children on the Spirit Lake Nation is going on trial in federal court.

Valentino “Tino” Bagola’s trial starts Tuesday in Fargo.

Bagola is charged with four counts of first-degree murder in the death of 9-year-old Destiny Shaw and her 6-year-old brother, Travis DuBois Jr. Their mother found their bodies on May 21, 2011, beneath a mattress at the home she had once shared with the sibling’s father.

The father, Travis DuBois Sr., pleaded guilty to public intoxication and reckless endangerment, but he was never charged in the children’s deaths. He is listed as a witness against Bagola.

BISMARCK, N.D. (AP) – With harvest season underway in North Dakota, motorists are being encouraged to share the road with large and slow-moving farm equipment.

Transportation Department Safety Division Director Mark Nelson says motorists should use caution, especially on rural, two-lane roads.

He says farm equipment cannot easily be slowed down, and they also have large blind spots.

In 2012, there were 60 crashes in North Dakota involving farm equipment. Nelson says crashes can be prevented if motorists and farm equipment operators take extra precautions.

OMAHA, Neb. (AP) – An economic index compiled from a survey of business leaders in nine Midwest and Plains states rose slightly last month, the first increase since March.

The Mid-America Business Conditions Index hit 53.8 in August, compared with 53.5 in July.

Creighton University economist Ernie Goss oversees the survey, and he says the results point to growth for the final quarter of this year but at about half the rate of the first quarter.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth, while a score below that suggests decline.

The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

CANDO, N.D. (AP) – The former Noodles By Leonardo plant in Cando will begin limited production of pasta later this month under new ownership.

The plant, which closed last year, is now owned by Cando Pasta LLC, a partnership of local businessmen Jim and Bruce Gibbens and two other investors.

The  plant’s reopening is a windfall for Cando, a town of 1,125 people.

The plant will make elbow macaroni and shells, and spaghetti and lasagna. The company now employs about 20 people, and another 10 are likely to be hired when production begins. Employment will grow to 60 or 70 in the next several months.

Jim Gibbons says when the plant reaches full production, it should have an annual payroll of $2 million to $2.5 million.

BISMARCK, N.D. (AP) – The state Board of Higher Education plans to interview the six finalists for interim chancellor of the North Dakota University System on Friday.

University System spokeswoman Linda Donlin says the candidates will be interviewed via video conference. She says the board is still on track to name someone by Sept. 25 to fill the position following the departure of the previous chancellor, Hamid Shirvani. The board bought out his contract after months of turmoil surrounding his leadership style.

Whoever is chosen will serve at least until a November 2014 public vote on whether to abolish the board and chancellor’s office and replace them with a three-member commission appointed by the governor.

Three of the candidates are from North Dakota, including acting chancellor Larry Skogen.

DICKINSON, N.D. (AP) – Dickinson police say there is a new scam targeting people looking for housing in southwestern North Dakota.

Sgt. Kylan Klauzer says the scam artist finds a piece of property online for lease or sale, then advertises it with altered contact information, hoping to lure people into wiring money.

He says the scam is ideal for a community with a dynamic real estate market, and people should be cautious if they’re using online real estate ads to seek out property.

FARGO, N.D. (AP) – An Indiana prison inmate accused of mailing a threatening letter to a dead federal judge in North Dakota has signed a plea agreement in federal court. Michael Howard Hunter is charged with mailing threatening communications. Hunter is an inmate at the New Castle Correctional Facility in New Castle, Ind.

GRAND FORKS, N.D. (AP) – The city of Grand Forks plans to build two roundabout intersections next year.

Roundabouts are circular intersections without traffic lights or stop signs. Drivers just need to make right-hand turns to enter or leave the circle.

City Engineer Al Grasser says the federal government has been pushing roundabouts. He says studies indicate roundabouts can be safer and more efficient because they increase traffic capacity and cost less to maintain than normal intersections.

Studies also indicate roundabouts reduce the severity of accidents and are safer for pedestrians.

Grasser says the kinds of accidents that can occur in a roundabout happen at slower speeds and at different angles.

FARGO, N.D. (AP) – A new union that combines the North Dakota Education Association and the North Dakota Public Employees Association officially turns 2 days old on Labor Day.

The merger that has been in the works for several years gives the group more than 10,000 members, making it larger than all other unions in the state combined.

The new organization is called North Dakota United.

The two former groups have not always agreed on issues in the past, such as the last gubernatorial election when the teachers supported Republican Jack Dalrymple (DAHL’-rimp-ul) and the public employees backed Democrat Ryan Taylor.

But leaders say the new marriage is based on common themes like protecting pensions and other benefits for workers.

North Dakota United has scheduled its first official board meeting this weekend in Fargo.

In sports…

DEVILS LAKE, N.D. (AP Sept 2, 2013) — More than 20 anglers on North Dakota’s Devils Lake found out recently what happens when they get caught with too many walleyes.

Game wardens for the North Dakota Game and Fish Department seized 136 walleyes on the lake Aug. 23 and Aug. 24 in a targeted enforcement effort. The wardens issued 29 citations, writing 24 of those tickets to anglers who kept more than their daily limit.

Anglers can keep five walleyes daily on Devils Lake, with a possession limit of 10.

Robert Timian, chief game warden for the Game and Fish Department, says officials had heard complaints that some anglers were double-dipping. That’s a practice that involves catching a limit, taking them to shore and then returning to catch and keep more fish.

FARGO, N.D. (AP) – North Dakota State remains atop both Football Championship Subdivision polls after its upset of Football Bowl Subdivision member Kansas State.

The two-time defending FCS champion Bison beat the Wildcats 24-21 on Friday night. NDSU got all of the first-place votes in this week’s coaches’ poll and nearly all of them in the Sports Network poll.

South Dakota State is sixth in the Sports Network poll and seventh in the coaches’ poll. The University of South Dakota got votes in both polls but didn’t crack the top 25 in either.

Eastern Washington is second in both polls and Montana State is third.

FARGO, N.D. (AP) – North Dakota State University head football coach Craig Bohl says the national media attention he’s gotten since the Bison beat Kansas State on Friday night is the most he’s dealt with in his 11 years at the Fargo school.

Kansas State plays in the Football Bowl Subdivision, and NDSU in the lower-tier Football Championship Subdivision. NDSU upset the Wildcats 24-21 with a frantic fourth-quarter rally.

Bohl was a guest on eight regional or national radio shows over the weekend. He calls it a “signature win” for the Bison program – but he also says the two-time defending FCS champions need to move forward and concentrate on their next opponent.

NDSU’s home opener is Saturday against Ferris State, which plays in NCAA Division II.

The Packers have signed Seneca Wallace just days after he was released by San Francisco, Green Bay’s opening-game opponent. Wallace is entering his 10th pro season, and replaces B.J. Coleman as the backup for Aaron Rodgers.

The New York Jets have signed quarterback Brady Quinn, giving the team an experienced backup behind rookie Geno Smith. With Mark Sanchez likely sidelined for the opener with a shoulder injury, it appears Smith will get the start against Tampa Bay on Sunday.

In world and national news…

JERUSALEM (AP) – Israel says it has carried out a joint missile test with the U.S. in the Mediterranean Sea as Washington weighs sea-launched strikes against Syria. The Israeli Defense Ministry says together with the U.S. Defense Department, it carried out a “successful test” in the Mediterranean and on an air force base in central Israel. Russian state-owned news agencies earlier said Russian radar systems had detected two “ballistic objects” fired from the central Mediterranean toward the eastern part of the sea.

WASHINGTON (AP) – Sen. John McCain says he’ll support President Barack Obama’s request to intervene in Syria if the move would “reverse the situation on the battlefield.” McCain tells NBC’s “Today” show it isn’t sufficient to merely send a strong message to Syrian President Bashar Assad with a limited-range response. McCain says a resolution of intervention must include authority to degrade Syria’s air defenses.

WASHINGTON (AP) – President Barack Obama meets today with House and Senate committees to push U.S. military action against the Syrian regime for last month’s alleged chemical weapons attack on civilians near Damascus. Votes on Syria are expected next week, when Obama wraps up a three-day trip to attend the G-20 Summit in Russia and a stop in Sweden.

BAGHDAD (AP) – Iraqi officials say 13 people have been killed today in shootings and car bombings in Baghdad, including an anti-al-Qaida militant and his family. Officials say gunmen stormed the house of the Sunni militia member opposed to the terror group, killing him, his wife and three children in a southern suburb.

PYONGYANG, North Korea (AP) – Former NBA star Dennis Rodman says he’s in North Korea just to “have a good time.” Rodman landed in Pyongyang earlier today, and says he’ll spend time with authoritarian leader Kim Jong Un and his family. Rodman also visited North Korea in February and struck up a friendship with Kim, who’s also a basketball fan.
