MANDAN, N.D. (AP) – The North Dakota Highway has released the name of a  15 year old girl, who lost her life in a  one-vehicle crash just south of Mandan over the weekend that injured two others.

The Highway Patrol says 15-year-old Brandi Stewart, of Bismarck, was killed in the crash on state Highway 1806 about 8:15 a.m. Sunday.

Authorities say the car went into a ditch, struck three big hay bales, continued through a fence and came to rest in a pasture.

Stewart was a passenger and died at the scene.

The 16-year-old Bismarck girl who was driving and a 15-year-old Rolette boy who was a passenger were taken to Bismarck hospitals with injuries.

WASHINGTON (AP) – North Dakota Democrat Heidi Heitkamp says she cannot support a Senate measure authorizing military force against Syria.

In a statement on Monday, the freshman lawmaker is pressing for a diplomatic or alternative approach to the crisis. Heitkamp said the United States should not act unilaterally and needs other nations to prevent the use of chemical weapons in Syria.

Heitkamp and Democratic Sen. Joe Manchin of West Virginia, who also opposes the use of U.S. military force, have been working on an alternative that would give Syrian President Bashar Assad 45 days to sign onto an international ban on chemical weapons.

An Associated Press survey finds the Senate basically even, with a third supporting military action, a third against and the rest undecided.

WASHINGTON (KCSi-T.V. News (Sept 9, 2013)   – Republican Senator John Hoeven Monday issued the following statement regarding his position on Syria:

“As I said last week, at this point I do not support a military strike on Syria. North Dakotans and the American people don’t support it.

“Since early 2011 Syria has been immersed in a civil conflict between Syrian President Bashar al-Assad’s regime and multiple opposition groups. The fighting has so far resulted in more than 90,000 deaths and 1.5 million refugees. Based on the Obama Administration’s belief that the Syrian regime has used chemical weapons, President Obama has asked Congress to approve a military strike against Assad’s forces.

“I have real concerns about the administration’s approach and believe that President Obama has not yet made a clear and convincing case for his plan to take action in Syria. Instead, I believe we should work with our allies in the region and other countries on a diplomatic solution to Syria’s use of chemical weapons, and any response should not involve U.S. troops on the ground.”

BISMARCK, N.D. (AP) – A group of parents has submitted a proposed petition that could prompt a public vote and mandate that North Dakota public schools start after Labor Day.

Secretary of State Al Jaeger says it’s the first step in the process.

His office and the attorney general’s staff have five to seven days to review the proposal and draft petition language. Then the people behind the effort could start gathering signatures.

The group hopes to put an initiated measure on the November 2014 ballot. Proponents will need to collect about 13,500 signatures to force a vote.

Each school district is currently free to set its own calendar, including the starting date for the academic year.

MINOT, N.D. (AP) – The Minot School Board has set Dec. 10 as the date for a public vote on a $125 million bond issue.

If voters approve the measure, the money will be used to pay for new schools including a second high school and to improve school security.

The bond issue would increase school property taxes for the owner of a $200,000 home by about $450 per year.

GRAND FORKS, N.D. (AP) – The University of North Dakota has chosen an architect to design an expansion of the law school on campus and will be gathering ideas from people in the law community over the next few months.

The Legislature approved $11.4 million for the project earlier this year. The Grand Forks Herald reports that construction is scheduled to begin next May and wrap up in the fall of 2015.

The project will add more space for both students and faculty. Administrators say the school with about 250 students has run out of room, forcing them in recent years to turn away some qualified applicants.

The law school was built in 1923. The only major upgrade since was the addition of a library in 1973.

In world and national news….

WASHINGTON (AP) – When President Barack Obama talks to the American people tomorrow evening, in hopes of building support for a U.S. military strike against Syria, a new poll suggests that he’ll have his work cut out for him. The Associated Press/GfK poll finds a majority of people who were surveyed oppose a U.S. strike on Syria. A slim majority are concerned it would lead to a long-term military commitment.

WASHINGTON (AP) – Former Secretary of State Hillary Rodham Clinton says any move by Syria to surrender its chemical weapons to international control would be an “important step.” Clinton spoke at the White House after meeting with President Barack Obama. The White House is asking Congress to approve a military strike punishing Syria’s government for a chemical weapons attack. But a new proposal would have Syria turn over its stockpiles to avoid a strike.

DENVER (AP) – Prosecutors and defense lawyers in the Colorado theater shootings case are getting their first look at an opinion from a state psychiatrist on whether James Holmes was legally insane when he killed 12 people and injured 70 others. The report from the state mental hospital was filed with the court on Friday. It won’t be the final word on the mental state of Holmes. That will be up to the jury in his trial next year.

COLUMBUS, Ohio (AP) – An Ohio driver who made an online video confessing to causing a fatal wrong-way crash after drinking heavily has turned himself in on charges of aggravated vehicular homicide. In a video posted last week, Matthew Cordle admits that he killed a man in June. He says in the video that he will plead guilty and take full responsibility. Prosecutors say he faces up to 8 1/2 years in prison if convicted.

BUENOS AIRES, Argentina (AP) – We’re learning more about the man who survived for four months, lost in the snow-covered Andes Mountains of South America, until he was rescued yesterday. Officials in Chile now say the man had been fleeing from the law, after child sex abuse charges were filed against him in April. Raul Gomez is recovering in a hospital. He says he survived by eating rats and owls and a few raisins.
