Jamestown, ND (KCSi-T.V. News) — The Stutsman County State’s Attorney has filed charges against an inmate accused of attacking a prison guard at the James River Correctional Center on July 28, 2013.
Shawn Ostafin has been charged with the assault on the correctional officer, Jeremiah MacDonald.
MacDonald sustained severe head injuries and was airlifted to a Bismarck hospital.
Ostafin is also charged as a habitual offender.
If found guilty on that charge Ostafin could face an additional ten years in prison.
Ostafin was serving a sentence for terrorizing.
Ostafin was disciplined last year for assaulting two staff members at the state penitentiary in Bismarck.
In 1990 he was convicted in the murders of his father and stepmother in Mandan.
JAMESTOWN, N.D. (AP) – An emergency dispatcher in Jamestown has been fired after allegedly leaking confidential information about an investigation.
Stutsman County officials allege that Miranda Meisch provided information to a suspect – including the name of the person who complained about suspicious activity at a residence.
County Emergency Manager Jerry Bergquist says Meisch jeopardized a police investigation and could have put the person who called authorities in danger.
Meisch was put on administrative leave Aug. 12, 2013 and was fired Aug. 28 after violating terms of the leave by going out of town.
Meisch had been a dispatcher for more than two years. A telephone listing for her could not immediately be found.
Jamestown, ND (KCSi-T.V. News Sept 11, 2013) — The JSDC Board granted an option to buy two lots in the I-94 Business Park to Kal Patel.
On Wednesday’s (Sept 11, 2013) Wayne Byers Show, on CSi Cable 2 the Jamestown/Stutsman Developement Corporation, Marketing and Workforce Developer, Holly Miller said, the agreement gives Patel a six-month option to purchase lots located next to the current Stutsman Harley-Davidson building.
She said Patel is looking for possible tenants, and if found Patel would purchase the lots and move ahead with the project.
His $2,000 option cost is non-refundable if he does not purchase the lots.
The JSDC also gave approval to a $10,000 Flex Pace interest buydown for an expansion to Reister Meats.
Reister Meats operates a slaughter plant at the Reister family farm near Streeter and a retail meat market in Medina.
The Flex Pace interest buydown reduces the interest expense on the loan and then is repaid to the JSDC after the term of the original loan.
The JSDC also agreed to contract with KLJ Engineering for an updated strategic plan for the organization,at a cost of $3,000 plus travel costs incurred while meeting with local officials.
The Jamestown/Stutsman Development Corporation Board of Directors has approved a land purchase from the JSDC to Kost Materials, presently operating in Fargo.
The business plans to operate a cement ready mix plant and aggregate gravel operation near Jamestown.
Kost Materials is buying three lots, about 35 acres adjacent to the Cavendish Farms potato processing plant east of Jamestown, at a price of $7,500 per acre.
Ms. Miller also pointed out that Jamestown will host the North Dakota Economic Development Association, Fall Conference October 28-30.
She said about 70-80 individuals will be in Jamestown for the conference.

BISMARCK, N.D. (AP) – A federal judge has dismissed part of a lawsuit challenging a new North Dakota law that blocks abortions on the grounds of genetic defect or unwanted gender.
The state’s sole abortion clinic in Fargo filed the lawsuit in June challenging the law and another new measure that bans abortion when a fetal heartbeat is detected.
The Red River Women’s Clinic says the ban on abortions based on gender or genetic defects doesn’t affect the clinic because it doesn’t perform abortions for those reasons.
U.S. District Judge Daniel Hovland on Monday granted the clinic’s request to drop that part of the lawsuit.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation is hosting a reception for some North Dakota National Guard soldiers on the anniversary of the Sept. 11 attacks.
About 150 soldiers with the 188th Air Defense Artillery Regiment have been serving in the Washington, D.C., area since spring, helping with homeland security.
Sens. John Hoeven and Heidi Heitkamp and Rep. Kevin Cramer say it’s fitting to express appreciation for the military on the anniversary of the terrorist attacks. They say North Dakota guardsmen, reservists and regular military soldiers have sacrificed much to help protect the nation.
BISMARCK, N.D. (AP) – Taiwan has agreed to buy $484.5 million worth of U.S. wheat over the next two years. Milling industry officials from the country are visiting North Dakota to tout the deal.
U.S. Sen. John Hoeven says North Dakota, Montana and Idaho will provide the bulk of the 62.5 million bushels to Taiwan.
Taiwanese representatives are slated to sign the agreement Wednesday at the North Dakota Capitol in Bismarck.
Hoeven says Taiwan has signed letters of intent to buy $4 billion worth of American wheat, corn and soybeans in 2014 and 2015. Hoeven says some of the corn and soybeans will come from North Dakota.
MEDORA, N.D. (AP) – Two of the oldest buildings in Medora will stay standing.
A proposal to remove them failed to draw a motion to proceed at a special Planning and Zoning Board meeting.
The plan was to tear down the Badlands Pizza Parlor and Dakota Cyclery buildings and replace them with a more modern-looking structure.
One of the main issues is the fate of the bike shop, which specializes in setting up cyclists for trips along the popular Maah Daah Hey Trail.
Other people raised concerns about preserving the town’s historic structures.
In world and national news…
NEW YORK (AP) – A woman who lost her husband at the World Trade Center 12 years ago says she and her three sons attend the memorial service on the anniversary every year because “it doesn’t make us feel good to stay home.” Denise Matuza was among the family members of 9/11 victims who gathered today at the memorial plaza on the site of the World Trade Center, where relatives recited the names of the nearly 3,000 people who died there.
NEW YORK (AP) – As more time passes since the 9/11 attacks, fewer Americans are afraid that their families could become victims of another attack. That’s the indication of a new poll from the AP and the N-O-R-C Center for Public Affairs Research. Thirty percent of the people who were surveyed said they’re concerned that they or their loved ones could be harmed by terrorists. That’s the lowest level in polling dating back to 2004. But 94 percent said the war on terrorism hasn’t been won. And of those, 14 percent said it’s unlikely victory can come in the next 10 years.
WASHINGTON (AP) – The secretary of the Navy says U.S. warships in the eastern Mediterranean remain ready to strike Syria if they’re ordered to do so. But Ray Mabus says that kind of operation could be far more difficult in the years to come, because of impending cuts in the defense budget. He says even now, fewer ships are going to sea, fewer Navy pilots are flying and fewer Marines are training because of automatic, across-the-board cuts that would slash more than $50 billion from next year’s defense budget.
LAKE MARY, Fla. (AP) – A police report says George Zimmerman was taking photos of his wife removing belongings from the house they had shared in the moments before a domestic dispute erupted this week. The dispute now has investigators in Florida contemplating whether to file criminal charges. Shellie Zimmerman says she recorded the dispute on her iPad before George Zimmerman smashed the device. Investigators are hoping video from the iPad will allow them to determine if charges should be filed.
SAN FRANCISCO (AP) – The devastated mother of a 32-year-old football fan who fell to his death from a pedestrian overpass outside San Francisco’s Candlestick Park says her son had been tailgating and drinking beer with his brother and friends but was not too inebriated to walk. Janet Hayes says her son Kevin, a lifelong 49ers fan, had walked up a ramp with his hand on a rail and was turning onto a staircase where the rail was lower when he slipped and fell on Sunday. She said her son was supposed to be the best man at his brother’s wedding this weekend.
