Interstate Engineering reports that 2nd St SW is now expected to close from 5th Ave SW to 3rd Ave SW on Tuesday, September 17, 2013.
Jamestown, ND (KCSi-T.V. News Sept 14, 2013) — With the Jamestown sanitary sewer project, Interstate Engineering reports that 3rd Street SE, from 9th Avenue SE to 12th Avenue SE, is open to traffic. Temporary surfacing is in place. Drivers should be aware that traffic has been moved to the north side of the street in this area.
In addition, 12th Avenue SE is open to traffic from 3rd Street SE to 5th Street SE.
Starting early this (9-16-13) a section of 2nd St SW that crosses the James River will close. 2nd St SW is expected to close from 5th Ave SW to 3rd Ave SW – the street that runs on the south side of Historic Franklin School – starting update…Tuesday, September 17. The bridge over the James River will be closed as well during this time.
A detour will be in place on 1st St SW. Work is expected to last for about two weeks. Drivers can continue to access CSi Technology Center at Historic Franklin by using the east enterance from 3rd Ave SW.
Drivers are also advised that starting this week, crews will be working in the area of 17th St SE and 19th Ave SE. The intersection will remain open during this time. Work is expected to last for about one week.

FARGO, N.D. (KCSi-T.V. News) — The North Dakota National Guard’s 188th Army Band will perform in Valley City, on Saturday, Sept. 21, 2013. The musical tribute to the 164th Infantry Association and veterans will begin at 3 p.m. on the Valley City Courthouse lawn, 230 4th St. N.W.
The concert, which is free to the public, will include the Dixieland ensemble, woodwind quintet, jazz combo, jazz band and concert band. Concertgoers are encouraged to bring a lawn chair or blanket. In case of inclement weather, the concert will be moved to Vangstad Auditorium at Valley City State University.
The 164th Infantry Association includes veterans and military families from the 164th Infantry Regiment, a North Dakota National Guard unit best known for its valiant service in World War II. The band had initially planned to perform for the association’s 67th annual reunion, but the event needed to be canceled. Instead, the band will still play for the 164th and the public, with some association members taking part in a small luncheon in Bismarck the following day. The 68th annual reunion will return to its full size next year, Sept. 19-21, 2014, in Mandan.
The 188th Army Band’s mission is to provide music through the full spectrum of military operations, to instill in Soldiers the will to fight and win, to foster the support of citizens, to promote national interests at home and abroad, and to entertain audiences. BISMARCK, N.D. (AP) – The federal Farm Service agency says emergency haying will be allowed on Conservation Reserve Program acreage in seven North Dakota counties in response to severe drought conditions. The Bismarck Tribune reports that CRP participants in Barnes, Griggs, Kidder, Lamoure, Logan, Stutsman, and Wells may cut hay on eligible CRP practices after submitting a signed request to their local FSA office.
BISMARCK, N.D. (AP) – Police say a Bismarck man accused of holding a family member at gunpoint was arrested after a brief standoff.
The 21-year-old man is likely to face terrorizing charges for the incident, which happened Saturday afternoon.
Police say a woman had called police to report that her son was holding a female member of the family at gunpoint.
The man surrendered after talking with police over the phone. Authorities say he had two guns, a pistol and a shotgun.
No injuries were reported.
FARGO, N.D. (AP) – Trial is scheduled this week in the July 2012 stabbing death of a man on the Fort Berthold Indian Reservation.
Waylon Hicks is charged in federal court with second-degree murder. He has pleaded not guilty. Authorities say Hicks killed Jeremiah Sage after the two left a New Town bar.
The 30-year-old Sage, of Halliday, served two tours of duty with the Marines in Iraq. He was working as a compliance officer with Three Affiliated Tribes in North Dakota.
Authorities say Hicks is an enrolled member of Walker River Paiute Tribe in Nevada.
A pre-trial conference is scheduled Tuesday at 9 a.m. in Bismarck.
FARGO, N.D. (AP) – North Dakota officials say most bridges in the state are in good shape and getting better, with most of those that could be at risk of failure carrying no more than a few dozen vehicles a day.
An Associated Press review of data submitted by states to the federal National Bridge Inventory found 7,795 bridges nationwide that are both structurally deficient bridges and fracture critical, a combination of red flags that experts say is particularly problematic.
There are 150 such spans among the 4,500 bridges in North Dakota. Those deemed fracture critical could collapse if a single vital component fails, while those rated structurally deficient have had their condition rated as poor or worse by inspectors.
Officials say many of the bridges on the fracture critical list have been fixed.
GRAFTON, N.D. (AP) – The former North Dakota Developmental Center in Grafton is celebrating a name change.
The home for intellectually and developmentally disabled people is now called the Life Skills and Transition Center. Officials are holding an open house for the community on Tuesday.
Superintendent Alex Schweitzer says North Dakota over the past decade has dramatically changed how services are provided to people with disabilities, to help them fulfill personal goals and dreams. He says the new name reflects that.
The Grafton center is part of the state Department of Human Services. It employs about 375 people and serves 86 people.
MINOT, N.D. (AP) – Officials with Minot public schools say that a vote in December on a $125 million bond issue doesn’t mean that the district would spend that much.
School Supt. Mark Vollmer says while a second high school is part of the original proposal, it won’t be built if it’s not needed.
Officials say the bond issue would increase school property taxes for the owner of a $200,000 home by about $460 per year if the full $125 million was sought at once.
However, district business manager Scott Moum says not all the bonds would be sold in the first year.
BISMARCK, N.D. (AP) – The North Dakota Petroleum Council is holding its annual meeting outside of the oil patch this year.
The meeting is slated to run Monday through Wednesday at the Alerus Center in Grand Forks.
The group represents about 350 companies doing business in western North Dakota’s booming oil patch.
Organizers say holding the event in the eastern part of the state gives residents there a chance to learn more about the state’s oil activity.

GRAND FORKS, N.D. (AP) – In a year of fewer deer, grouse and pheasants, ducks and geese look to be the bright spot for North Dakota hunters this fall.
The state’s waterfowl season opens Saturday for residents and Sept. 28 for out-of-state hunters.
Waterfowl biologist Mike Johnson with the state Game and Fish Department says North Dakota waterfowl hunters can expect this year to be among the top 20 in terms of hunting quality.
The outlook might be most favorable in the Devils Lake region, where officials say ample water conditions have led to excellent duck production. Biologist Mark Fisher with the U.S Fish and Wildlife Service says nesting success in the region was “pretty amazing.”
GRAND FORKS, N.D. (AP) – Officials with a Grand Forks events center and football stadium say the facility is on pace to make half a million dollars this year. Alerus Center executive director Cheryl Swanson says the rosy projections come on the heels of a record year in 2012, when the building made $954,000.
FARGO, N.D. (AP) – A charity that was promoted by barefoot performances from North Dakota’s two Division One men’s basketball coaches is handing out shoes in Fargo.
Samaritan’s Feet is a non-profit organization that provides new shoes for children. It was founded by a Nigerian native who attended college at Lake Region State in Devils Lake.
North Dakota State head coach Saul Phillips and University of North Dakota head coach Brian Jones helped raise money for the project by taking off their shoes when the teams played last December.
Program officials said as many as 300 pairs of shoes were to be distributed Sunday afternoon during an event at the Fercho YMCA in downtown Fargo.

Obama is scheduled to address the state of the economy today in a Rose Garden speech following a month of preoccupation with the crisis in Syria. Obama will seek to confront public skepticism about the economy.
GIGLIO ISLAND, Italy (AP) – The capsized Costa Concordia cruise ship is slowly being reclaimed from the Tuscan reef it slammed into in 2012. A complex system of pulleys and counterweights has begun righting the ship, a process that has never been attempted before on such a huge liner. The operation is expected to take 10-12 hours.
CHARLOTTE, N.C. (AP) – A court appearance is scheduled today for a North Carolina police officer accused of shooting and killing an unarmed man who had apparently been in an automobile wreck. Officer Randall Kerrick faces a voluntary manslaughter charge in the shooting of Jonathan A. Ferrell, a former Florida A&M University football player.
ESTES PARK, Colo. (AP) – The rescue effort continues in a flood-ravaged portion of Colorado where many people remain cut off and unable to escape on their own. Heavy rain hampered helicopter use yesterday but the weather is expected to be better today. Four people are confirmed dead and two more are missing and presumed dead after their homes were swept away.
ACAPULCO, Mexico (AP) – Mexico is awaiting a second blow from nature as Hurricane Ingrid is expected to make landfall on the country’s Gulf Coast. Meanwhile, the remnants of Tropical Storm Manuel continued to deluge Mexico’s southwestern Pacific shoulder with dangerous rains. At least 21 deaths have been reported.
ATLANTIC CITY, N.J. (AP) – The new Miss America says she’s delighted the pageant embraces diversity.
Nina Davuluri became the first contestant of Indian heritage and the second consecutive contestant from New York to win the Miss America pageant Sunday night.
The 24-year-old Davuluri won the title as the nationally televised pageant returned home to Atlantic City.
In a press conference after winning the title, the Syracuse native who wants to become a doctor said she’s glad children watching the pageant “can finally relate to a new Miss America.”
Davuluri performed a classical Bollywood fusion dance for her talent competition.
After the traditional frolic in the Atlantic City surf this morning, she will head to the scene of a devastating boardwalk fire in the New Jersey communities of Seaside park and Seaside Heights Monday afternoon.
