Valley City, ND (KCSi-T.V. News Sept 16, 2013) — The Valley City Commission met in Regular Session Monday (September 16, 2013) at City Hall. Commission Vice President Matt Pedersen presided over the meeting in the absence of President Werkhoven.

Approval of Consent Agenda included:

A Game of Chance Raffle Permit for St. Catherine School PTO and Valley City Men’s Bowling Association, and Pheasants Forever.

A Parade permit for VCHS Homecoming Parade on September 27, 4 pm.

Approval of Electricians Permit; for 3-Phase Electric.

Approval of Special Alcohol Beverage Event Permit of City Lights on October 4 for the VCSU Viking Hall of Fame Banquet.

Approval of a Special Alcohol Beverage Event Permit for City Lights on October 5 for the VCSU Stickler Scholarship Dinner.

Ordinances

Approved a Second and Final Reading of an Ordinance, zoning North Port Addition to R-4 Multiple Family Dwelling.

City Commissioners held a Open Public Hearing for 2014 Budget. City Auditor Avis Richter said the city’s levy for 2014 is $1,194,100, and 93.29 Mills. She pointed out, that figure is $100 less than the 2013 budget. Appropriations are $8.5 million.

From the audience, Bobby Koepplin asked the City Commission to added more dollars to the budget, and consider other city needs and projects in the city.

Following the Hearing the City Commission voted to approve First Reading of an Ordinance adopting the 2014 budget.

The Second Reading will be at the October 7, 2013 City Commission meeting.

 

New Business:

Commissioners unanimously approved a request for funds in the amount of $25,000 to the VC Development Corporation for the movie theatre. Jennifer Feist, Economic Development, Director said the amount equals that requested from Barnes County.

Pedersen pointed out that renovations of the building has started.

City Commissioners reviewed funding for the I-94 Regional Development Corridor. Jennifer Feist, from Economic Development provided an update including that the bond issue, on the land is in effect and the payment schedule has been established. She said no EDA Funding is available, and offered options. She said the project is being funded by Economic Development resources, and Tax Increment Financing agreements. She detailed the financial recap. She added when bids come in and information from John Deere Seeding is availble the numbers will change again.

She noted the National Guard’s contribution changes.

She said she will be back to the City Commission with periodic updates.

 

Approved a Retail Image Enhancement Grant up to the amount of $5,000 for RFM Investments, Inc. (Bridge City Car Wash). Visitor’s Committee Chairman Bobby Koepplin said the committee unanimously voted a do-pass recommendation.

The City Commission approved a Visitor’s Committee recommendation to release the balance of the Flex PACE funds from Fund 240 to Economic Development Corporation in the amount of $14,000, and returned to the sales tax fund. Koepplin and Feist explained changes in the program, which has been sent to local businesses, on leveraging Bank of North Dakota loans.

The Commissioners approved the revised guidelines and application for Service & Retail Business Development & Image Enhancement Grant Fund (the cap increased amount from $5,000 to $7,500). Visitor’s Committee Chairman Bobby Koepplin said the Flex Pace language was taken out of the proposal.

 

The City Commission received an application for Property Tax Incentives for New or Expanding Businesses for VC Developers LLC dba Bridges Bar & Grill and Schedule Public Hearing for October 21, 2013.

The City Commission Approved a letter of support for the Sheyenne River Watershed, Non Point Implementation grant to include the Sheyenne River and its tributaries.

 

City Administrator Report from David Schelkoph:

A bi-weekly report will be issued in conversation with Cooper Power for the utility meter reading project . November 1st is the scheduled receiving date for a portion of the equipment.

He noted information he obtained from attending various seminars at last weekend’s League of Cities meeting.

City Updates & Commission Comments:

City Attorney Russell Myhre added that he also attended the meeting and seminars, which he will distribute a portion of his information concerning the Home Rule Charter in terms of regulations, to the City Commission, along with planning and zoning and the annexation process.

The City Commission will be scheduling additional meetings regarding working on the City’s recodification process of the City Code. Initially it will include issues of Animal Control, Crime, and Traffic.

City Fire Chief Gary Retterath said the fire department is presently recruiting new members.

Commissioner Nielson pointed out that the State Park and Recreation meeting was held recently in Valley City, and pointed out that the city’s has ideal services and other amenities to be able to host smaller state meetings.

Update….

Jamestown, ND (KCSi-T.V. News Sept 16, 2013) – With the Jamestown sanitary sewer project, Interstate Engineering reports Starting Tuesday Sept 17, 2013 a section of 2nd St SW that crosses the James River will close. 2nd St SW is expected to close from 5th Ave SW to 3rd Ave SW – the street that runs on the south side of Historic Franklin School – starting Monday, September 16. The bridge over the James River will be closed as well during this time.

A detour will be in place on 1st St SW. Work is expected to last for about two weeks. Drivers can continue to access CSi Technology Center at Historic Franklin by using the east enterance from 3rd Ave SW.

Drivers are also advised that starting this week, crews are working in the area of 17th St SE and 19th Ave SE. The intersection will remain open during this time. Work is expected to last for about one week.

3rd Street SE, from 9th Avenue SE to 12th Avenue SE, is open to traffic. Temporary surfacing is in place. Drivers should be aware that traffic has been moved to the north side of the street in this area.

In addition, 12th Avenue SE is open to traffic from 3rd Street SE to 5th Street SE.

Interstate Engineering reports that visitors needing wheelchair access to the Jamestown Business Center should use the east entrance and park in the east parking lot until the end of next week.

 

FARGO, N.D. (AP Sept 16, 2013) – A prisoner transport company says it will pay $70,000 in expenses to law enforcement agencies and farmers who helped capture an escaped convict who tried to hide out in a North Dakota cornfield.

The payment is part of a settlement agreement filed Monday in federal court. The government filed the complaint against Extradition Transport of America, which had been transporting Joseph Megna from Florida to Washington state in October 2011 when he escaped from a rest stop on Interstate 94.

Area farmers used combines to help flush Megna from the field.

The settlement also calls for the California-based transport company to pay a $10,000 fine. That’s the maximum penalty under a 2000 federal law passed following the escape of an inmate convicted of murdering an 11-year-old Fargo girl, Jeanna North.

 

 WILLISTON, N.D. (AP) – An officer who was convicted of stealing items from the police department evidence locker in Tempe, Ariz., now faces a theft charge in North Dakota for allegedly stealing from a security company for which he worked.
 
Elliot Campbell is accused of stealing more than $14,000 from Allguard Security. He faces a felony charge that carries a maximum sentence of 10 years in prison.
 
     Campbell resigned from the force in Tempe in 2011 after serving 11 years. He was sentenced that year to two years of probation. Allguard Security hired him about a year ago.
 
     Court documents don’t list an attorney for Campbell. A telephone listing could not be found for him in Williston or in Sidney, Mont., which court documents list as his home.

 

 SIOUX FALLS, S.D. (AP) – The National Institutes of Health is giving multimillion-dollar grants to two centers in the Dakotas.
 
     The Children’s Health Research Center at Sanford Research in Sioux Falls is getting $11.6 million over five years, and the University of North Dakota medical school in Grand Forks is getting $10.5 million over that time.
 
     The Children’s Health Research Center is a nonprofit formed by Dakotas-based Sanford Health and the University of South Dakota in Vermillion. Officials there are studying congenital defects and childhood diseases.
 
     The UND medical school will use its grant money to support a biomedical research center.

 

 BISMARCK, N.D. (AP) – North Dakota’s game agency wants people to report any sightings of whooping cranes during the fall migration, so they can be tracked.
 
     The Game and Fish Department says sightings of the birds that are on the endangered species list will increase over the next several weeks.
 
     The cranes are about 5 feet tall and are bright white with black wing tips. They extend their long necks straight forward while flying, while their long, slender legs extend out behind the tail.
 
     Anyone sighting whoopers should record the date, time, location and what the birds were doing, and report it to a local, state or federal game agency.

 WASHINGTON (AP) – Police say at least 13 people have died in the shootings today at the Washington Navy Yard. One gunman is dead. Police now say a man who was seen in a military-style outfit and had been sought in connection with the shooting rampage has been identified and is not a suspect. The police chief says there is no indication of a possible motive at this time.  Senate officials say Senate to be shut down while Navy Yard shooter is sought.  The Washington Nationals have cancelled Monday night’s game with Atlanta Braves due to Navy Yard shooting.
 
     WASHINGTON (AP) – It’s been a day of anxiety for relatives and friends of people who work at the Washington Navy Yard. One man was waiting to pick up his wife, who was under lockdown in a building next to where the shooting happened. She sent her husband a text message to say nobody was being allowed to leave, as authorities searched the building.
 
     WASHINGTON (AP) – As he marks the fifth anniversary of the near-collapse of the nation’s financial system, President Barack Obama is warning congressional Republicans not to create another economic crisis. Obama says it would be the “height of irresponsibility” to do so. He says some conservative lawmakers are promising “economic chaos” if they can’t get 100 percent of what they want. Some Republicans say they’ll vote to extend current spending levels or to increase the debt ceiling only if Obama delays putting in place his health care law.
 
     CAIRO (AP) – Egyptian security forces have stormed a town hall south of Cairo that had been held for more than two months by militants loyal to the ousted Islamist president. With the help of armored vehicles and helicopters, they quickly took control of the building, despite some resistance from gunmen.
 
     BARTOW, Fla. (AP) – A 12-year-old girl in central Florida who authorities say committed suicide after being bullied online has been mourned at a funeral service Monday. Among the 250 people at the funeral for Rebecca Sedwick were many who wore T-shirts with an anti-bullying slogan in neon green, the girl’s favorite color. Sheriff’s detectives say she was “terrorized” by as many as 15 girls who ganged up on her for months through online message boards and texts.
