Valley  City, ND  (KCSi-T.V. News Sept 17, 2013)  —  As the Barnes County 9-1-1 operations are moved today (Tuesday), North Dakota State Radio is handling 9-1-1 until the move is completed to the Barnes County Courthouse, from the LEC.

The transition is expected to be completed by the end of Tuesday.

The new non-emergency dispatch phone number is 845-8181.

Update….

Jamestown, ND (KCSi-T.V. News Sept 16, 2013) – With the Jamestown sanitary sewer project, Interstate Engineering reports Starting  today, Tuesday Sept 17, 2013 2nd St SW is now closed from 4th Ave SW to the river.   Drivers need to use detour to 1st St West bridge to access the Klaus Park area of SW Jamestown.

A section of 2nd St SW that crosses the James River is closed. The bridge over the James River is closed as well during this time.

Work is expected to last for about two weeks. Drivers can continue to access CSi Technology Center at Historic Franklin by using the east entrance from 3rd Ave SW.

3rd Street SE will close from 9th Avenue SE to Railroad Drive E. A detour will be in place on Railroad Drive E and 7th Avenue NE.

12th Avenue SE will also close later Tuesday from 3rd Street SE to 5th Street SE.

At this time, these closures are anticipated to be in place until later this week.

Drivers are also advised that starting this week, crews are working in the area of 17th St SE and 19th Ave SE. The intersection will remain open during this time. Work is expected to last for about one week.

3rd Street SE, from 9th Avenue SE to 12th Avenue SE, is open to traffic. Temporary surfacing is in place. Drivers should be aware that traffic has been moved to the north side of the street in this area.

In addition, 12th Avenue SE is open to traffic from 3rd Street SE to 5th Street SE.

Valley City, ND (KCSi-T.V. News Sept 16, 2013) — The Valley City Commission met in Regular Session Monday (September 16, 2013) at City Hall. Commission Vice President Matt Pedersen presided over the meeting in the absence of President Werkhoven.

Approval of Consent Agenda included:

A Game of Chance Raffle Permit for St. Catherine School PTO and Valley City Men’s Bowling Association, and Pheasants Forever.

A Parade permit for VCHS Homecoming Parade on September 27, 4 pm.

Approval of Electricians Permit; for 3-Phase Electric.

Approval of Special Alcohol Beverage Event Permit of City Lights on October 4 for the VCSU Viking Hall of Fame Banquet.

Approval of a Special Alcohol Beverage Event Permit for City Lights on October 5 for the VCSU Stickler Scholarship Dinner.

Ordinances

Approved a Second and Final Reading of an Ordinance, zoning North Port Addition to R-4 Multiple Family Dwelling.

City Commissioners held a Open Public Hearing for 2014 Budget. City Auditor Avis Richter said the city’s levy for 2014 is $1,194,100, and 93.29 Mills. She pointed out, that figure is $100 less than the 2013 budget. Appropriations are $8.5 million.

From the audience, Bobby Koepplin asked the City Commission to added more dollars to the budget, and consider other city needs and projects in the city.

 

Following the Hearing the City Commission voted to approve First Reading of an Ordinance adopting the 2014 budget.

The Second Reading will be at the October 7, 2013 City Commission meeting.

 

New Business:

Commissioners unanimously approved a request for funds in the amount of $25,000 to the VC Development Corporation for the movie theatre. Jennifer Feist, Economic Development, Director said the amount equals that requested from Barnes County.

Pedersen pointed out that renovations of the building has started.

City Commissioners reviewed funding for the I-94 Regional Development Corridor. Jennifer Feist, from Economic Development provided an update including that the bond issue, on the land is in effect and the payment schedule has been established. She said no EDA Funding is available, and offered options. She said the project is being funded by Economic Development resources, and Tax Increment Financing agreements. She detailed the financial recap. She added when bids come in and information from John Deere Seeding is availble the numbers will change again.

She noted the National Guard’s contribution changes.

She said she will be back to the City Commission with periodic updates.

Approved a Retail Image Enhancement Grant up to the amount of $5,000 for RFM Investments, Inc. (Bridge City Car Wash). Visitor’s Committee Chairman Bobby Koepplin said the committee unanimously voted a do-pass recommendation.

The City Commission approved a Visitor’s Committee recommendation to release the balance of the Flex PACE funds from Fund 240 to Economic Development Corporation in the amount of $14,000, and returned to the sales tax fund. Koepplin and Feist explained changes in the program, which has been sent to local businesses, on leveraging Bank of North Dakota loans.

The Commissioners approved the revised guidelines and application for Service & Retail Business Development & Image Enhancement Grant Fund (the cap increased amount from $5,000 to $7,500). Visitor’s Committee Chairman Bobby Koepplin said the Flex Pace language was taken out of the proposal.

The City Commission received an application for Property Tax Incentives for New or Expanding Businesses for VC Developers LLC dba Bridges Bar & Grill and Schedule Public Hearing for October 21, 2013.

The City Commission Approved a letter of support for the Sheyenne River Watershed, Non Point Implementation grant to include the Sheyenne River and its tributaries.

City Administrator Report from David Schelkoph:

A bi-weekly report will be issued in conversation with Cooper Power for the utility meter reading project . November 1st is the scheduled receiving date for a portion of the equipment.

He noted information he obtained from attending various seminars at last weekend’s League of Cities meeting.

City Updates & Commission Comments:

City Attorney Russell Myhre added that he also attended the meeting and seminars, which he will distribute a portion of his information concerning the Home Rule Charter in terms of regulations, to the City Commission, along with planning and zoning and the annexation process.

The City Commission will be scheduling additional meetings regarding working on the City’s recodification process of the City Code. Initially it will include issues of Animal Control, Crime, and Traffic.

City Fire Chief Gary Retterath said the fire department is presently recruiting new members.

Commissioner Nielson pointed out that the State Park and Recreation meeting was held recently in Valley City, and pointed out that the city’s has ideal services and other amenities to be able to host smaller state meetings.

FARGO, N.D. (AP Sept 16, 2013) – A prisoner transport company says it will pay $70,000 in expenses to law enforcement agencies and farmers who helped capture an escaped convict who tried to hide out in a North Dakota cornfield.

The payment is part of a settlement agreement filed Monday in federal court. The government filed the complaint against Extradition Transport of America, which had been transporting Joseph Megna from Florida to Washington state in October 2011 when he escaped from a rest stop on Interstate 94.

Area farmers used combines to help flush Megna from the field.

The settlement also calls for the California-based transport company to pay a $10,000 fine. That’s the maximum penalty under a 2000 federal law passed following the escape of an inmate convicted of murdering an 11-year-old Fargo girl, Jeanna North.

 

ST. LOUIS (AP) — Post Holdings Inc. said Monday that it is buying Dakota Growers Pasta Company Inc. from Viterra Inc. for $370 million to expand its food offerings.

The deal adds to the cereal maker’s list of recent acquisitions. It acquired nutritional supplement maker Premier Nutrition Corp. in August and the cereal, granola and snacks business of Hearthside Food Solutions in May.

Post, based in St. Louis, makes cereals such as Grape-Nuts, Great Grains and Honeycomb. Dakota Growers, based in Carrington, N.D., sells private-label pasta. It also has production capabilities in New Hope, Minn.

Viterra is owned by Glencore, a commodity supplier based in Switzerland. Glencore International PLC acquired Canadian agribusiness giant Viterra Inc. in 2012.

Post Chairman and CEO William Stiritz said that the deal will further expand the company’s portfolio into segments of the food industry were it sees opportunities to grow.

Post expects to complete the deal in January. It will be financed using cash on hand and as much as $200 million in debt financing. The company said the deal will increase its revenue by $300 million for the full year.

Shares of Post increased $1.94, more than 4.6 percent, to $43.89 in afternoon trading. Its stock is at the upper-end of its 52-week trading range of $28.62 to $49.32.

 

FARGO, N.D. (AP) – The father of two children slain on the Spirit Lake Reservation says he felt pressured by FBI agents to confess to killing them.
 
     Travis DuBois Sr. isn’t charged with murdering 9-year-old Destiny Shaw-DuBois and her 6-year-old brother, Travis DuBois Jr., in May 2011. But attorneys for suspect Valentino Bagola say the elder DuBois — not Bagola — was responsible for the deaths and confessed.
 
     The  elder Dubois testified Monday during Bagola’s murder trial, disavowing his alleged confession. He says he didn’t kill or hurt the children.
 
     Authorities allege Bagola stabbed the two children to death after sexually assaulting the girl, and that he confessed. They allege Bagola was angry with the children’s father but couldn’t find him and instead took out his rage on the children.

 

FARGO, N.D. (AP) – A student at a North Dakota high school named for a federal judge who played a big role in the civil rights movement caused a stir when he displayed a Confederate flag in the back of his pickup.

The student flew the flag Monday on what was dubbed “America Day” for homecoming week at Davies High School. Senior Benjamin Olson says he and others were bothered by the display. He says he recognizes free speech but that he found the flag “distasteful.”

Principal Troy Cody says the student was told to take down the flag and did so with no fuss.

The school is named for former U.S. District Judge Ronald Davies, who is famous for his rulings in 1957 desegregating the public schools in Little Rock, Ark.

 

 FARGO, N.D. (AP) – Bobcat Co. says it will continue to participate in a $600,000 program for research and development at North Dakota State University.
 
     The company that is an anchor tenant at NDSU’s technology incubator has agreed to a 2-for-1 grant that will result in Bobcat donating $400,000 in the private-public partnership.
 
     Bobcat president Rich Golsbury says the agreement is good for both the university and the company. He says it allows Bobcat to utilize the school’s research expertise to develop new technologies at a low cost.
 
     Company and college researchers have worked together mainly on engineering and microelectronics projects.

 

 WAHPETON, N.D. (AP) – North Dakota State College of Science in Wahpeton is slated to offer a training program to service John Deere construction and forestry equipment.
 
     The  program is a partnership between the school, RDO Equipment Inc. and John Deere’s construction and forestry division.
 
     School officials say the program aims to provide equipment-specific training for students in the college’s diesel technician program.
 
     John Deere is providing training equipment for use in the school’s classrooms and instructor training.
 
     RDO Equipment Co. will recruit and sponsor diesel technology students and also will provide part-time work during school at equipment dealerships and internships in the summer.

 

 FARGO, N.D. (AP) – Rain across much of North Dakota last week was needed but did slow down the last of the small grain harvest.
 
     The National Agricultural Statistics Service says in its weekly crop report for the week ending Sunday that the moisture might have come too late to help row crop development, while others suggested it could help put on test weight.
 
     Winter wheat seeding was estimated at 25 percent complete.
 
     Spring wheat harvested was 88 percent, behind last year’s 100 percent but near average.
 
     Durum wheat harvested was 63 percent, well behind last year and the average.
 
     Corn at the mature stage was 9 percent, well behind 75 percent last year and the average of 26 percent.
 
     Soybeans were behind last year but ahead of average in maturity.

 

 BISMARCK, N.D. (AP) – North Dakota’s game agency wants people to report any sightings of whooping cranes during the fall migration, so they can be tracked.
 
     The Game and Fish Department says sightings of the birds that are on the endangered species list will increase over the next several weeks.
 
     The cranes are about 5 feet tall and are bright white with black wing tips. They extend their long necks straight forward while flying, while their long, slender legs extend out behind the tail.
 
     Anyone sighting whoopers should record the date, time, location and what the birds were doing, and report it to a local, state or federal game agency.

CINCINNATI (AP) – Andy Dalton threw for 280 yards and the tiebreaking touchdown as the Cincinnati Bengals evened their record at 1-1 by beating Pittsburgh 20-10. Giovani Bernard accounted for both Bengals touchdowns, rushing for a seven-yard score in the first quarter before grabbing a 27-yard TD pass from Dalton in the third period. The Steelers had just 44 rushing yards in falling to 0-2.
 

 ST. PAUL, Minn. (AP) – Minnesota Governor Mark Dayton says Vikings owners Zygi and Mark Wilf should have to cover much of the team’s share of stadium construction from their own pockets. The governor cites media reports that suggested the team’s owners could get much of their $477 million share of the $1 billion stadium from naming rights, seat licenses and an NFL contribution.

 UNDATED  (AP) – Browns quarterback Brandon Weeden’s sprained right thumb could keep him out of this week’s game at Minnesota. Coach Rob Chudzinski says the team will wait to see how the injury responds in the next few days before deciding Weeden’s status for the Vikings.
 
     MINNEAPOLIS (AP) – Minnesota coach Jerry Kill has returned to work. His boss says he still has full confidence in Kill’s ability to do the job despite another public seizure. The seizures can occur without warning. But Kill has taken several steps toward living more effectively with his condition. That includes changes in diet and exercise.

  LAKE FOREST, Ill. (AP) – Zach Johnson closed with a 6-under-par 65 to win the rain-delayed BMW Championship by two shots over Nick Watney. Johnson now has the No. 4 seed going into Tour Championship, giving him a clear shot at the FedEx Cup and its $10 million prize. Jim Furyk (FYOOR’-ihk) built a two-shot lead with a 10-foot birdie putt on 10, but he played the last eight holes in 2-over and wound up with a 71 to finish alone in third.

     CHARLOTTE, N.C. (AP) – Veteran driver Juan Pablo Montoya is headed back to open-wheel racing on the IndyCar circuit. Montoya has agreed to join Team Penske next season, leaving behind Chip Ganassi’s (ghuh-NAS’-ees) NASCAR team. With Penske Montoya will join current IndyCar points leader Helio Castroneves (EHL’-ee-oh cas-troh-NEHV’-us) and Will Power. He could also drive in some NASCAR races as part of the deal.
   Ganassi, who decided in August he was not bringing Montoya back to his NASCAR program next season, will now be facing him on the IndyCar circuit.

 

In world and national news…

WASHINGTON (AP) – The big unanswered question for investigators of the Washington Navy Yard shooting is why? Official say a defense contract employee and former Navy reservist who used a valid pass to get onto the installation killed 12 people before he was slain in a gun battle with police. An emerging profile of 34-year-old Aaron Alexis is, so far, a study in contradictions. He’s described as a Buddhist who also had flares of rage.

U.S. law enforcement officials are telling The Associated Press that the Navy contractor identified as the gunman in the mass shootings at the Washington Navy Yard had been suffering a host of serious mental issues, including paranoia and a sleep disorder. He also had been hearing voices in his head.

Family members told investigators that Alexis was being treated for his mental issues.
 
     DAMASCUS, Syria (AP) – Syria’s main opposition group is demanding a swift international response to the use of chemical weapons in Syria. The demand comes following a U.N. report confirming the use of chemical weapons. The Syrian government, meanwhile, is slamming the U.S., British and French foreign ministers, accusing them of trying to impose their agenda on the Syrian people.
 
     MOSCOW (AP) – Russia insists the deal with the U.S. on removing Syria’s chemical weapons does not include the possibility of military force in any new United Nations resolution. Still, Russia’s foreign minister appears to suggest the issue could be reconsidered if Syria violates the agreement. Sergey Lavrov made the statement today in a news conference with his French counterpart.
 
     WASHINGTON (AP) – It will be awhile before the global economy sees a healthy, robust recovery. That’s the opinion of economists surveyed by the Associated press. The economists predict global growth will remain below full health this year and next. A growth rate of 3 percent is generally considered healthy.
 
     NEW YORK (AP) – It’s the second anniversary of Occupy Wall Street and activists plan to make the most of it. They’re returning to the site of their former Manhattan encampment to mark birth of the movement against corporate greed and inequality. Protesters plan a day of marches and rallies.
