Jamestown, ND (KCSi-T.V. News) — The James River Valley Library System Library Board is reviewing establishing a joint powers agreement with the Jamestown City Council and Stutsman County Commission.

If accomplished a petition process would not be required.

The public would still vote on whether to approve a county-wide quarter-cent sales tax that would pay for the new library.

If not approved by the city and county, the petition process could still potentially put the issue on a ballot for a public vote.

The library board voted to hire a financial adviser for $20,000 to $30,000 to help with a U.S. Department of Agriculture loan application, of about $6.5 million to $7.5 million, which would be used to pay for a new library, and would be paid back with the quarter-cent sales tax.

 

Jamestown, ND (KCSi-T.V. News Sept 18, 2013) — The Jamestown Regional Airport Authority will request bids for a nine-bay hangar, with an option of including a water system and a fire suppression system.

The authority followed the recommendation of the general aviation committee.

The cost estimate is $620,000 to $700,000 to construct a 10-bay hangar, not including a fire suppression system.

Options for funding for the new hangar, include a long-term loan through different federal agencies, with a possible pay off of a loan to include requesting a property tax mill and enacting a tax on all fuel sold at the airport.

 

Jamestown, ND (KCSi-T.V. News) — A Spaghetti Dinner Benefit and silent auction and raffle, has been set for Josh Bond of Jamestown.  The event will take place Monday September 30, 2013 from 4-p.m., to 9-p.m. at the Knights of Columbus Hall in Jamestown.

On Wednesday’s (Sept. 18, 2013) Wayne Byers Show on CSi Cable 2, Josh’s aunt Carolyn Schrenk of Jamestown said, on July 11, 2013 Josh was diagnosed with Acute Myloid Leukemia. He was hospitalized right away at the Roger Maris Cancer Center, in Fargo, and started a very aggressive chemotherapy regimen. He was most recently employed at the James River Correctional Center. His wife Laura is employed at the Anne Carlsen Center, as a Registered Nurse. Ms. Schrenk added that the Anne Carlsen Center has allowed Laura time off to care for Josh.

He has recently learned that he will need to undergo three additional rounds of the same intense chemotherapy , which will hospitalize him until January, when they will learn if he will need to have a bone marrow transplant.

The funds that are received will help defer the medical costs and travel expenses.

Valley City, ND (KCSi-T.V. News Sept 18, 2013) — The Valley City Public School Board, and Valley City Education Association are at impasse in the current negotiations.

The next step is a Public Hearing with a state Fact Finding Committee in October.

The two parties are at odds over a salary base increase of $200 for incoming teachers, health insurance funding formula method, paying teachers for unused sick leave upon retirement plus a salary step increase for teachers who received an advanced education degree.

The School Board Advisory committee feels that with the interim fund sitting at 6.5 percent, now is not the time to approve any salary increases.

Valley City Education Association spokeswoman Kathy Lentz says the mediation report released this month points out the VCEA’s continued compromise and confirms that the Valley City School board had no intention to negotiate with the teachers.

The school board’s legal counsel has advised the board and the school superintendent not to comment on the negotiated agreement process until the state fact finding hearing in October.

Jamestown, ND (KCSi-T.V. News Sept 18, 2013) – The Southeast Jamestown Regional DUI Task Force participated in the Regional DUI Task Force program in North Dakota.

They made 3 driving under the influence arrests, 38 other alcohol-related citations, 4 drug arrests, 13 seat belt citations, 77 speed citations and 29 other significant arrests and traffic citations and made a total of 220 enforcement contacts during the recent unified saturation patrol effort. This task force began on October 1, 2010 in order to take significant steps towards reducing alcohol-related crashes and fatalities across the state.

In the Southeast Jamestown Region, 11 law enforcement agencies participated in the fourth quarter of this program, which was conducted from August 16 – September 2, 2013. By working together to create high visibility enforcement, early results show a positive impact on deterring motorists from drinking and driving. These statistics emphasize the importance of enforcement and saturation patrols in protecting motorists on North Dakota’s roadways.

Nearly eighty percent of all law enforcement agencies currently participate in the DUI Task Force across North Dakota. This program is intended to save lives by reducing alcohol-related fatalities and car crashes.

The Southeast Jamestown DUI Task Force includes: NDHP, Foster, Griggs, Stutsman, Barnes, McIntosh and LaMoure Sheriff’s Departments, and Carrington, Jamestown, Valley City and Oakes Police Departments.

 

 FARGO, N.D. (AP) – Fargo police have arrested a suspect in a liquor store robbery that sent an employee to the hospital.
 
     Lt. Joel Vettel says officers arrested the 19-year-old man Wednesday night on suspicion of strong-armed robbery. He says the man has no permanent address but has been staying in the Fargo area. Formal charges were pending.
 
     Authorities say a man walked into Steve’s Package Store late Tuesday, demanded money, and got into a fight with the employee. The worker suffered injuries to his face and head that were not considered life-threatening.
 
     The suspect fled the store without taking any money.

 

 WILLISTON, N.D. (AP) – Authorities in Williams County in northwestern North Dakota are searching for a suspect in a nonfatal shooting.
 
     The sheriff’s office says a 42-year-old man from Idaho was shot twice about 2:30 a.m. Wednesday. Authorities say the man is in stable condition and is expected to recover.
 
     The sheriff’s office did not release details about the circumstances surrounding the shooting and said early Wednesday evening it still didn’t have anything further to put out.

 

 FARGO, N.D. (AP) – The Fargo trial’s winding down for a man accused of killing two children on the Spirit Lake Indian Reservation.
 
     Closing arguments are Thursday in the case of 20-year-old Valentino “Tino” Bagola.
 
     He’s charged with murder for the May 2011 slayings of 9-year-old Destiny Jane Shaw-Dubois and her 6-year-old brother, Travis Lee DuBois Jr. in St. Michael.
 
     Their mother found their bodies under a mattress at the home she had once shared with the sibling’s father.
 
     Authorities allege that Bagola stabbed the children to death after he sexually assaulted the girl, and that he did so because he was angry at their father but couldn’t find him.
 
     The defense alleges that the children’s father, Travis Dubois Sr., killed them. He denies the claim.

 

 BISMARCK, N.D. (AP) – A man on trial in the slaying of another man on the Fort Berthold Indian Reservation wants jurors to find that he acted in self-defense.  Waylon Hicks has pleaded not guilty to second-degree murder in the July 2012 stabbing death of 30-year-old Jeremiah Sage of Halliday at the New Town Marina.

 

 BISMARCK, N.D. (AP) – An Almont man has been charged for his role in a July crash that killed a New Salem woman who was delivering mail.
 
     Twenty-one-year-old Ernest Borntrager is charged with negligent homicide. 
 
  A warrant has been issued for his arrest.
 
     Borntrager is accused of causing the death of 66-year-old Martha Kautzman, who was critically injured July 7 north of New Salem and died July 30.
 
     A trooper wrote in an affidavit that Borntrager swerved to avoid hitting a vehicle in front of him and struck Kautzman’s vehicle on the driver’s side when she was stopped on the shoulder of the road.
 
     The trooper wrote that Borntrager going faster than the 65 mph speed limit and pulling a trailer that didn’t have functioning brakes.

 

  FARGO, N.D. (AP) – A Fargo man has been sentenced to probation after being accused of repeatedly ramming his car into a restaurant and trying to run over an employee.
 
     Ahmed Sheikhabu entered an Alford plea to a Class C felony count of reckless endangerment and misdemeanor driving under the influence.
 
     The Forum reports that in such a plea, a defendant does not admit guilt but acknowledges there’s enough evidence for a conviction.
 
     Court documents say witnesses saw the 40-year-old drive his car into Habib Cuisine multiple times then aim the vehicle at a restaurant worker who tried to stop him, while yelling “I’ll kill you.”
 
     Sheikhabu was sentenced to time served, plus two years of supervised probation. He might also have to pay for more than $18,000 in damages to the restaurant.

 

BISMARCK, N.D. (AP) – Town leaders in tiny Leith have set up a legal defense fund to oppose an effort to turn it in into a white supremacist community.
 
     City Council member Lee Cook says the town of 24 needs all the help it can get financially and in moral support from other North Dakotans.
 
   Townspeople have felt alone and vulnerable since a white supremacist bought land in town with plans to take over control of local government.
 
     Donations are accepted at the Leith Legal Defense Fund at Grant County State Bank in Carson.

 

 GRAND FORKS, N.D. (AP) – An executive for a Norway-based oil company operating in the North Dakota oil patch says the industry needs to do a better job of telling its story.
 
     Statoil president Bill Maloney was a featured speaker at the North Dakota Petroleum Council’s annual meeting that wrapped up Wednesday in Grand Forks. His company has been in the state since 2011.
 
     Maloney says oil company officials need to be more forthcoming, not only within the industry but also with “folks that benefit by it all the way down the line.”
 
     He says the failure to talk “in an outside voice” could be the reason for some of the negative publicity associated with the oil business.

 

 BISMARCK, N.D. (AP) – Houston-based Marathon Oil Corp. has contributed $500,000 to a North Dakota fund aimed at building affordable housing, primarily in the state’s booming oil patch.  
 
     The North Dakota Housing Finance Agency’s low-income housing development program gives individual and business donors a dollar-for-dollar tax credit, and they can designate their contributions for specific projects. The Legislature this year approved general fund spending of $20 million and $15.4 million in state income tax credits to subsidize construction of low-income dwellings.   
 
     Officials say the program’s goal is to build at least 1,000 low-income units in North Dakota over the next two years.
 
     Marathon’s contribution this week brings to $3.5 million the amount the company has given to the fund since 2011.

 

GRAND FORKS, N.D. (AP) – The CEO of BNSF Railway Company says the company is putting billions of dollars into infrastructure improvements and implementing safety measures that should allow it to keep up with demands of shipping crude from North Dakota. Matt Rose told attendees at the North Dakota Petroleum Council’s annual meeting yesterday that BNSF will spend $4.3 billion in 2013 to improve its system and plans to invest $400 million in the next 18 months to increase its capacity to ship oil.
 

 BISMARCK, N.D. (AP) – Demographers say North Dakota’s oil boom has helped boost the state’s median household income and positively impacted salaries in South Dakota.
 
     U.S. Census Bureau statistics released Thursday show North Dakota’s median household income rose to $53,585 last year, up from $52,763 in 2011.
 
     North Dakota census manager Kevin Iverson says the state’s oil boom is creating a “spillage affect” that is impacting neighboring state’s average salaries.
 
     Data show South Dakota’s median household income dropped slightly to $48,362 last year compared to $49,435 in 2011.
 
     South Dakota’s state demographer Mike McCurry says his state’s diversified economy has helped it weather a national economic downturn. But he says North Dakota also helped keep income levels stable in South Dakota, with some residents crossing the border for employment.

 

In sports…

GRAND FORKS, N.D. (AP) – Former Notre Dame football coach and current ESPN analyst Lou Holtz thinks North Dakota and North Dakota State should resume their football rivalry, but UND athletic director Brian Faison says there hasn’t been any movement on the issue for some time.

Holtz was in Grand Forks this week to speak at an oil conference. He suggested the Legislature take action to get the rivalry renewed

The rivalry stopped when NDSU moved from the NCAA Division II level to Division I in 2004. UND followed a few year later but the two schools are not in the same conference, and that has made scheduling a matchup difficult.

Last year, UND mentioned some possible dates in 2015 and 2017, but Faison says nothing has come of it.

CHICAGO (AP) – The Minnesota Twins avoided a three-game sweep by beating the Chicago White Sox 4-3 yesterday. Diamond allowed three runs and five hits in 6 1/3 innings. Minnesota had only scored four runs during the first two games of the series but matched that in the first two innings.
 

  ST. PETERSBURG, Fla. (AP) – The American League wild-card race is tighter following Tampa Bay’s 4-3 victory over Texas and wins by the Baltimore Orioles, New York Yankees and Kansas City Royals.  Tampa Bay is one game ahead of Texas for the first wild-card slot. The Rangers are a half-game ahead of Cleveland for the final wild-card berth, with the Orioles one game back and the Royals and Yankees 2  1/2 games off the pace.

  Baltimore sits just a game behind the Rangers following a 5-3, 12-inning triumph at Boston.

   UNDATED (AP) – The St. Louis Cardinals have doubled their lead in the NL Central race, moving two games ahead of Pittsburgh with a 4-3 triumph at Colorado.  The Pirates were one out away from staying one game behind the Cards until Mark Melancon (meh-LAHN’-suhn) gave up RBI singles by Jedd Gyorko (JUR’-koh) and Chase Headley in the ninth inning of a 3-2 loss to San Diego.

 Cincinnati remains 2  1/2 games behind the Cardinals after the Reds scored twice in the 13th inning to beat Houston 6-5.

 The Dodgers had a chance to clinch the NL West until second-place Arizona scored five times in the eighth inning of a 9-4 rout of Los Angeles.

 Atlanta’s magic number to wrap up the NL East is two after Dan Uggla (UG’-lah) and Justin Upton homered in the sixth inning to put the Braves ahead to stay in a 5-2 win at Washington.

NASCAR…

 CHARLOTTE, N.C. (AP) – NAPA Auto Parts is leaving Michael Waltrip Racing after the team’s attempt to manipulate a race to get Martin Truex Jr. into NASCAR’s version of the playoffs.
 
     Truex’s primary sponsor was in the first year of a three-year extension announced last August. The deal ran through the 2015 season.
 
     The company issued a harsh rebuke of MWR last week after NASCAR sanctioned the organization for its shenanigans in the Sept. 7 race at Richmond. MWR was punished for deliberately manipulating the outcome of the race in an attempt to get Truex into the 12-driver Chase for the Sprint Cup championship field.
 
     NASCAR kicked Truex out of the Chase and conducted a larger investigation that uncovered at least one other case of race manipulation.

LAS VEGAS (AP) – Former heavyweight champion Ken Norton has died at age 70. A friend of the fighter says Norton had been in poor health for the last several years after suffering a series of strokes. Norton had three memorable fights against Muhammad Ali, winning the first while breaking his jaw in 1973.

 

In world and national news…

 WASHINGTON (AP) – Officials at the Washington Navy Yard say today is a normal workday, but the building where 12 people were killed in a shooting remains closed, investigations continue and memories remain fresh. The Navy installation re-opened at 6 a.m., but there was a glitch. Traffic was blocked from reaching the main gate because a tractor-trailer tried to make a U-turn, and its load shifted.
 
     WASHINGTON (AP) – New U.S. census data suggests not everyone is benefiting from the U.S. economic recovery. Depending on education, race, income and even marriage, not all segments of the population are seeing an economic turnaround. The new census data shows that lower-income households are a steadily increasing share of the population, while middle- to higher-income groups shrank or were flat.
 
     NEW ORLEANS (AP) – A decision is expected today from a federal judge on whether to approve a plea agreement that calls for Halliburton Energy Services to pay a $200,000 fine for destroying evidence after BP’s 2010 oil spill in the Gulf of Mexico. Halliburton can withdraw its guilty plea if the judge rejects the agreement. The fine is the statutory maximum for the charge. The deal also calls for Halliburton make a $55 million contribution to the National Fish and Wildlife Foundation.
 
     WASHINGTON (AP) – Questions about an anti-malaria drug have prompted the top doctor for Green Berets and other elite Army commandos to order troops to stop taking mefloquine. It’s been shown to cause permanent brain damage in rare cases. The drug’s other side effects include anxiety, depression and hallucinations. Some military families over the years believe the drug prompted psychotic behavior in their loved ones.
 
     COLUMBIA, S.C. (AP) – One winning ticket has been purchased for a huge Powerball jackpot. Officials with the South Carolina Education Lottery say the $400 million winning ticket in last night’s drawing was sold in Lexington in central South Carolina. The winning numbers drawn Wednesday night were 7-10-22-32-35 with the Powerball of 19.
