Jamestown, ND (KCSi-T.V. News Sept 23, 2013) — Stutsman County 9-1-1- Coordinator, Jerry Bergquist said Monday, that just before noon on Sunday, the shared phone system at Stutsman County Communications lost its Internet Protocol (IP) connections with Richland and Barnes Counties. The lack of IP connection meant that no incoming phone calls of any kind could be answered by the Stutsman County Dispatchers for about 20 minutes. The Barnes County Dispatch Center was also affected.

All Stutsman County 9-1-1 calls were transferred to State Radio in Bismarck where they could be answered. Pertinent information was conveyed by State Radio dispatchers back to Jamestown utilizing a separate phone number not associated with the shared phone system.

The Jamestown Police Department originally called local radio stations to encourage anyone needing assistance to contact them utilizing a police department cell phone number. That action was short lived when a back-up phone system was set up in Dispatch so that Jamestown Police Department and Stutsman County Sheriff telephone numbers could be answered. The 252-1000 non-emergency phone lines could not be reestablished until the IP connection had been restored.

The problem was determined to be a malfunctioning router connection located in Wahpeton. IP connections were restored at about 9:00 p.m. which reestablished the operation of the shared phone system for both Stutsman and Barnes County. 9-1-1 calls originating in Stutsman County were then routed back to Jamestown.

In part, the disruption of IP connections occurred because of the ongoing work that is taking place to integrate Barnes County into the established shared phone system between Richland and Stutsman Counties. At the time of the outage, some of the redundant IP connections between counties had not yet been placed into operation. Work on integrating Barnes County into the Richland/Stutsman County shared system is scheduled to resume on Monday.

GRAND FORKS, N.D. (AP) – Uncertainty over federal funding has some state and city leaders worried about projects to renovate or replace two Red River bridges connecting Grand Forks with East Grand Forks, Minn.

The local Metropolitan Planning Organization has the Kennedy Bridge scheduled to be upgraded in 2016, and the Sorlie Bridge scheduled for work in 2018. Replacing both bridges could cost more than $50 million.

MPO Executive Director Earl Haugen says all options are still on the table, including doing just minimal repairs. But he says uncertainty over congressional funding has put all options in question.

Local officials are pressing ahead, forming an advisory committee and holding public meetings to learn more about the needs and wants of the community for each bridge.

In world and national news…

NEW YORK (AP) – President Barack Obama says the United States stands with Kenya against what he calls the “terrible outrage” of a shopping mall terrorist attack. Obama says the United States is providing law enforcement assistance and all the help it can to deal with the tragedy. At least 62 people have been killed by members of the Somali terrorist group al-Shabab. The attackers say the strike was retribution for the push by Kenyan forces into neighboring Somalia two years ago. Obama was making his first public remarks on the attack while meeting with Nigeria’s president on the sidelines of the United Nations General Assembly.

COLUMBUS, Ohio (AP) – The president of Somalia says the Islamic extremist group that’s claiming responsibility for the weekend terrorist attack at a mall in Kenya is a threat not just to the region and to Africa, but to the world at large. President Hasan Sheikh Mohamud, speaking Monday during a visit to Ohio, pointed to reports that some of the attackers may have been Somalis who lived in the United States. He says that illustrates the global nature of the group, al-Shabab.

WASHINGTON (AP) – The Internal Revenue Service says an official at the center of the agency’s tea party scandal is retiring. Lois Lerner headed the IRS division that handles applications for tax-exempt status when she was placed on paid leave in May. While she was in charge, the agency acknowledged that agents improperly targeted tea party groups for extra scrutiny when they applied for tax-exempt status from 2010 to 2012. Republicans in Congress have repeatedly called for her to be fired.

Shares in Blackberry had plunged on Friday after the company announced a loss of nearly $1 billion, and layoffs of 4,500 workers.

ALBANY, N.Y. (AP) – New York state’s attorney general is trying to dismantle what he says is a system of creating false online reviews for products and services. He’s announcing  that he’s reached settlements with 19 companies that include $350,000 in penalties. Eric Schneiderman found that many of the reviews were written by people who not only never experienced the product or service, but never lived in the United States. He says people in Asia and Eastern Europe praised goods and services, in exchange for between one dollar and ten dollars per review.
