Jamestown, ND (KCSi-T.V. News Sept 23, 2013) — Stutsman County 9-1-1- Coordinator, Jerry Bergquist said Monday, that just before noon on Sunday, the shared phone system at Stutsman County Communications lost its Internet Protocol (IP) connections with Richland and Barnes Counties. The lack of IP connection meant that no incoming phone calls of any kind could be answered by the Stutsman County Dispatchers for about 20 minutes. The Barnes County Dispatch Center was also affected.
All Stutsman County 9-1-1 calls were transferred to State Radio in Bismarck where they could be answered. Pertinent information was conveyed by State Radio dispatchers back to Jamestown utilizing a separate phone number not associated with the shared phone system.
The Jamestown Police Department originally called local radio stations to encourage anyone needing assistance to contact them utilizing a police department cell phone number. That action was short lived when a back-up phone system was set up in Dispatch so that Jamestown Police Department and Stutsman County Sheriff telephone numbers could be answered. The 252-1000 non-emergency phone lines could not be reestablished until the IP connection had been restored.
The problem was determined to be a malfunctioning router connection located in Wahpeton. IP connections were restored at about 9:00 p.m. which reestablished the operation of the shared phone system for both Stutsman and Barnes County. 9-1-1 calls originating in Stutsman County were then routed back to Jamestown.
In part, the disruption of IP connections occurred because of the ongoing work that is taking place to integrate Barnes County into the established shared phone system between Richland and Stutsman Counties. At the time of the outage, some of the redundant IP connections between counties had not yet been placed into operation. Work on integrating Barnes County into the Richland/Stutsman County shared system is scheduled to resume on Monday.

Valley City, ND (KCSi-T.V. News Sept 23, 2013) – In an ongoing effort to end the problem of impaired driving, North Dakota law enforcement agencies are continuing unified enhanced enforcement. The Southeast Jamestown Regional DUI Task Force is announcing
that there will be an enhanced law enforcement presence and additional law
enforcement officers on rural, city and state roads throughout North Dakota
for the entire month of October.
Highway Patrol Captain, Bryan Niewind says, “North Dakota recently enacted a law to strengthen DUI penalties in the state. The bill doubles fines for drinking and driving and increases potential jail time.
One of its biggest changes is cracking down on multiple offenders including greatly increased jail time and possible felony convictions. It also makes refusing a chemical test a crime.”
Law enforcement officials believe that any number of fatalities due to impaired driving is too high. The success of the enforcement campaigns encourages the Southeast Jamestown Regional Task Force to continue their work to keep North Dakota drivers safe.
Detective Don Fiebinger of the Barnes County Sheriff’s Department says, “Even one life lost to impaired driving is too many, and we take the task of getting that number down to zero very seriously.”
Funding for this enhanced enforcement is provided through the North Dakota
Department of Transportation (NDDOT).
In addition to increased enforcement efforts, the Southeast Jamestown
Regional Task Force has worked to enhance community awareness of impaired
driving through the NDDOT’s TODD campaign. TODD stands for “To Designate a Driver” and is a web, print, radio and television campaign aimed at
spreading information about DUI laws, enforcement and prevention.
Specifically, TODD provides a number of solutions for individuals and
encourages them to find their safe rides home before going out. Drivers
are encouraged to check out *www.dontforgettodd.com* for more information.
Valley City Police Department, officer Dana Rustabakke says, “The purpose of these enforcement periods is two-fold. They not only assist
law enforcement in tracking down dangerous drivers, but they encourage all
drivers to be more aware of their driving and make responsible decisions to
not drink and drive.”
The Southeast Jamestown DUI Task Force includes the following agencies:
NDHP, Foster, Griggs, Stutsman, McIntosh, Barnes and LaMoure County
Sheriff’s Departments, Carrington, Jamestown, Valley City, Kulm and Oakes
Police Departments.

BISMARCK, N.D. (AP) – Wildlife officials say a summer survey indicates the number of bighorn sheep in western North Dakota remains steady.
However, Game and Fish biologists are worried about what they call a significant decline in the number of adult rams.
Biologist Brett Wiedmann (WEED’-man) says the survey showed a minimum of 299 bighorns, unchanged from last year and only 17 percent below the record in 2008. But he says the number of rams was down 11 percent from last year and down 21 percent from the 2009 ram record.
Wiedmann says officials need to figure out why the ram population is declining despite reductions in hunting licenses.
Game and Fish issued four hunting licenses this year, the same as last year. The season is Oct. 25-Nov. 7.
