Interstate Engineering reports that 2nd Ave NE from 7th St NE to 4th St NE; 3rd St NE from 1st Ave to 2nd Ave; and 3rd Ave NE from 6th St NE to 7th St NE are open to traffic.
12th Ave SE is open from 3rd St SE to 5th St SE. Motorists and residents should be aware that cleanup and other miscellaneous work is expected to take place in this area periodically during the next few weeks.

Jamestown, ND (KCSi-T.V. News Sept 23, 2013) — The public is invited to support the All Vets Club in Jamestown by attending a live and silent auction, and optional dinner, on Thursday October 10, 2013. The annual Patriotic Banquet.
On Wednesday’s Wayne Byers Show on CSi Cable 2, the Co-Chair, Nellie Degen says, the event will be at the All Vets Club in Jamestown, at 116 1st Street East.
She says the social is at 5:30-p.m., with dinner at 6-p.m., followed by the live and silent auctions.
Tickets are $30 for a single, or $50 for two tickets.
She adds that five groups are out selling tickets which are also available at the All Vets Club, and various organizations.
Monetary donations may be dropped off at First Community Credit Union in Jamestown.
Ms. Degen point out that there will be no charge for those wishing to attend the auctions, only.
She says a number of items have been donated for the auction, and more are welcome by the deadline of October 7, 2013.
Some of the auction items donated so far include…a flat screen t.v. a certificate from Looysen I Care, an overnight stay at the Quality Inn, and Qual Chiropractic Clinic as donated a therapeutic water pillow.

She says it will be an evening of celebration and fundraising for the All Vets Club, noting that Senators Hoeven and Heitkamp are sending representatives to attend, and other dignitaries are being lined up to speak.
She notes that the Club is under the new management of Jon Beyer, and is offering new menu items, including lunch specials. The All Vets Club also has nightly entertainment.
(KCSi-T.V. News) — Gussner Elementary School in Jamestown has been named a 2013 National Blue Ribbon School, by the U.S. Department of Education.
Three North Dakota schools were named, others include schools in Wyndmere, and Edgeley Public Schools
U.S. Secretary of Education Arne Duncan has announced that 286 schools are 2013 National Blue Ribbon Schools.
Founded in 1982, the National Blue Ribbon Schools Program recognizes public and private elementary, middle, and high schools where students perform at very high levels or where significant improvements are being made in students’ academic achievement.
State Superintendent of Public Instruction Kirsten Baesler, says,
“Blue Ribbon Schools are selected based on overall academic excellence or progress in improving student academic achievement. I am proud that Edgeley Public School, William S. Gussner Elementary School in Jamestown, and Wyndmere Elementary School are among the schools to be recognized for this prestigious national honor.”
Jamestown, ND (KCSi-T.V. News Sept 26, 2013) — By week’s end Stutsman, Barnes and Richland counties may be sharing a 9-1-1 system emergency phone call system, with more options during outages or emergencies.
When the connections are completed, Stutsman, Richland and Barnes counties will as mandated by law, have a back-up plan, and to be backed up by another communication system by July 1, 2015.
Work continues on system connections made and programming issues fixed, that caused last Sunday’s 9-1-1 calls rerouted either to Bismarck or Fargo, where they were answered and information was given back to the county involved.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council held a Budget Committee meeting Wednesday (Sept 25, 2013) at 4-p.m., at City Hall, to discuss the 2014 budget. All members were present.
City Administrator Jeff Fuchs said the 2013 General Fund budget will end with $600,000 in revenues, and noted the state legislature’s additional funding distributed to political subdivisions.
With the water utility budget for 2014, at the outset, not enough revenue was estimated available relative to request expenditures.
The budget requests were reviewed and some areas were trimmed.
Water Department Superintendent Steve Suko said some items would be able to be trimmed, but the requests will come back in subsequent years.
The water department is looking at meter replacements, and installing new meters, and is looking at remote reading equipment. Mayor Andersen said the remote reading costs will not be in the budget, however, a financing plan will be looked at in the future.
Renovation of the water storage tank at Cavenish is estimated at $490,000 and the costs will come from the utility reserves. The clean waste water treatment filter replacement cost was approved. Replacement of water line infrastructure will be Special Assessed to areas that will benefit from replacements, with the city paying 25 percent of the costs.
With infrastructure planning, some items will be budget, and individual requests will come to the City Council, for approval.
With the sewer utility, it starts at a negative balance of $2.5 million.
A request for a raker building, which keeps debris out of the pumps was taken out of the proposed budget.
FEMA Hazard Mitigation grants, if approved may pay for some of the budget items.
Removed from the budget was $28,000 for a new automated gate, and replacement of sewer lines was removed, and costs mainly Special Assessed to affected property owners.
The request for an additional employee is in the budget, in the event the person is necessary with the GRE plant coming on line later.
Water and sewer rates will be raised by three percent.
With the Sanitation Department budget, a balance of $30,000 is anticipated.
With the Solid Waste budget, it shows a negative ending balance of $104,375, some of which is dollars required to be set aside, by the State Health Department, if needed.
Some funds will be transferred from the Sanitation budget.
An incremental rate increase of five percent, will still be needed, along with fees, to balance the budgets in Solid Waste and Sanitation, for 2014.

BISMARCK, N.D. (AP) – A federal report says North Dakota residents will have fewer insurance options and could face higher bills than people in most states in the health insurance exchange. North Dakota residents will have an average of 24 qualified health plans to choose from, compared to the national average of 53.
FINLEY, N.D. — A Minnesota man suspected of stealing a motor home escaped from authorities by running through a North Dakota cornfield, then riding a lawn tractor and is now believed to be driving a stolen car.
Authorities are looking for Dylan Klade driving a red 2006 Pontiac G6 four-door with the North Dakota license plate JKB 184.
The 21 year old Klade, of Thief River Falls, Minn., is described as being 5 feet 11 inches tall, 150 pounds, with short black hair. He was last seen wearing a white tank top and blue jeans and no shoes, authorities said.
The car was reported stolen Wednesday morning from a farmstead near Portland, N.D.
22 year old Corey Roper,a high-risk sex offender from Thief River Falls, was captured but Klade got away.
BISMARCK, N.D. (AP) – Bismarck police have arrested a Wing man accused of robbing a man with a toy gun.
Police say the 22-year-old approached a 43-year-old man Wednesday morning outside of the south Wal-Mart.
The suspect said he had a gun, showed it to the man and told him to hand over his wallet, which he did.
Officers say they caught up with the suspect minutes later and found the toy and stolen credit cards in a Subaru that had been reported stolen in Burleigh County.
FARGO, N.D. (AP) – A Seattle doctor charged with Medicare fraud in North Dakota is accused of turning in phony claims that included nursing home visits to patients who were dead.
John C. Chen is also accused of reporting face-to-face appointments when he was out of the country.
He pleaded not guilty Wednesday in Fargo to six counts, including health care fraud and false statements.
Authorities say Chen submitted 673 claims to Medicare from 2007 through 2010, when he allegedly was out of the country.
The case is being tried in North Dakota because Fargo-based Noridian Healthcare Solutions LLC processes and pays Medicare Part B claims in Washington state.
Chen faces a maximum penalty of 45 years in prison on all charges. U.S. Magistrate Judge Karen Klein set trial for Nov. 19.
FARGO, N.D. (AP) – Bismarck State College president Larry Skogen has been named interim chancellor of the North Dakota University System.
The state Board of Higher Education voted Wednesday to hire Skogen, who has been serving as acting chancellor since the board bought out the contract of Hamid Shirvani.
Skogen and former state commerce commissioner Shane Goettle were finalists for the job.
Skogen is expected to take over by Nov. 1. The contract runs until June 2015, which would allow Skogen to serve through the 2015 legislative session.
North Dakota residents will go to the polls in November 2014 to decide whether the state should dump the higher education board and chancellor and replace it with a three-member commission appointed by the governor.
The board held its monthly meeting Wednesday in Bismarck.
BISMARCK, N.D. (AP) – Members of the state higher education board say there have been ongoing discussions about possibly ending Dakota College at Bottineau’s affiliation with Minot State University. Some believe it makes sense to combine the move with next year’s retirement plans by Minot State and Dakota College president David Fuller.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple and a Minnesota-based energy company are pushing the concept of an “energy corridor” that could move oil, natural gas, electricity and water out of the western part of North Dakota.
Dalyrmple and officials of Allete Inc. announced the concept on Wednesday. The idea is to establish a right of way adjacent to Allete’s existing electric transmission line right of way in western North Dakota to Duluth, Minn.
Dalrymple and company officials say the corridor would consolidate and simplify the shipment of several energy sources along a single line.
Allete officials say they are working with other companies that are interested in the concept.
MINOT, N.D. (AP) – The Federal Emergency Management Agency’s temporary housing program in the Minot area following historic Souris River flooding has come to a close after two years and three months.
FEMA brought in more than 2,000 manufactured homes to address a housing shortage following the June 2011 flood that swamped 4,100 homes and other structures in Minot and Ward County.
FEMA says that in the past month, the final few remaining households have been securing permanent housing.
Some homeowners bought the temporary homes from FEMA, and some of them are still living in the homes while they continue fixing their permanent homes. A city committee voted Wednesday to allow two dozen of them to keep the FEMA trailers in city limits another eight months.
BISMARCK, N.D. (AP) – North Dakota’s largest rancher group is holding its annual get-together in Bismarck.
It’s the 84th year for the North Dakota Stockmen’s Association’s Convention and Trade Show, running Thursday through Saturday at the Ramada Inn.
Activities include policy development, seminars, speeches, awards presentations and entertainment.

The American League division champions are finally set, but there remains a fierce, three-team scramble for the AL’s two wild-card berths.
The Detroit Tigers clinched their third straight AL Central title by beating the Minnesota Twins 1-0 last night. Max Scherzer gave up two singles in seven innings. Jose Veras and Drew Smyly teamed up for the eighth and Joaquin Benoit worked the ninth for his 24th save in 25 tries.
Tampa Bay moved another step closer to winning a wild-card berth and stayed a game ahead of the Indians by thumping the New York Yankees 8-3. The Rays eliminate the Yanks from the wild-card race.
Cleveland has maintained a one-game lead over Texas for the second AL wild-card berth with a 7-2 victory over Chicago.
The Rangers kept pace with Cleveland. Martin (mahr-TEEN’) Perez struck out eight and allowed three runs over seven innings of a 7-3 triumph over Houston.
Oakland was a 3-1 loser to the Angels which damaged Oakland’s shot at gaining home-field advantage throughout the postseason.

The St. Louis Cardinals have reduced their magic number for winning the National League Central to one over Pittsburgh while also eliminating Cincinnati from the division race.
The Cardinals’ win 4-1 over Washington. The Cards, now lead their division by three games over Pittsburgh with three games remaining for both teams.
The Cardinals also own the National League’s best record by a half-game after Atlanta lost 4-0 to Milwaukee.
The Pirates lost ground by falling to the Cubs 4-2 in Chicago.
The Bucs still own a one-game lead over Cincinnati for the first NL wild-card berth.

TOKYO (AP) – Venus Williams beat Eugenie Bouchard of Canada 6-3, 6-7 (4), 6-3 on Thursday to advance to the semifinals of the Pan Pacific Open.
Playing in the Tokyo tournament for the first time since 2009, Williams broke Bouchard with a forehand down the line to go up 5-2 in the third set and held on to win the match that lasted 3 hours, 2 minutes at Ariake Colosseum.
Williams will face either Svetlana Kuznetsova or Petra Kvitova in the semis.

SAN FRANCISCO (AP) – The United States has pulled off one of the finest comebacks in sports to win the America’s Cup. Skipper Jimmy Spithill steered Oracle’s space-age, 72-foot catamaran to its eighth straight victory, speeding past Dean Barker and Team New Zealand in Race 19 in San Francisco Bay yesterday. All but defeated a week ago, Spithill and his international crew twice rallied from seven-point deficits to win 9-8.
In sailing terms, it was the equivalent of the Boston Red Sox sweeping the final four games of the 2004 ALCS over the New York Yankees, the only 3-0 comeback in major league history. It’s also comparable to the Philadelphia Flyers overcoming a 0-3 deficit to beat the Boston Bruins in the 2010 NHL playoffs.

SOCHI, Russia (AP) – The International Olympic Committee says it is “fully satisfied” that Russia’s law banning gay propaganda does not violate the anti-discrimination guarantees of the Olympic charter. IOC chairman Jean-Claude Killy (zhahn khahd khee-LEE’) says the committee deliberated for several days, but concluded the IOC could only discuss a host country’s laws if they violate Olympic rules. Russian officials insist that the law is designed to protect children and is not discriminatory.

WASHINGTON (AP) – A six-month enrollment period for the health care exchanges starts Tuesday, and President Barack Obama wants to make sure Americans know how to shop for the best plans. He’ll be at a community college outside Washington today to explain the options, including plans that are affordable on a variety of budgets. Millions of Americans, especially young, healthy people, are needed to sign up to keep costs down for everyone.
BAGHDAD (AP) – At least 23 people are dead and dozens wounded this morning after bombs ripped through outdoor markets in and near Baghdad. Insurgents in Iraq often target crowded places such as markets, cafes and mosques in order to inflict huge casualties. More than 4,000 people have died in violence during the past few months.
AWARAN, Pakistan (AP) – Two days after a massive earthquake struck southwestern Pakistan, rescuers are still struggling to help survivors. The death toll from the quake climbed to 348 on today, with more than 500 people injured. Survivors are complaining that aid isn’t reaching the far-flung areas, as militants fired two rockets at a government relief helicopter, narrowly missing.
BILLINGS, Mont. (AP) – It’s release day for a former Montana high school teacher whose prison sentence for raping a 14-year-old student drew protests for being too lenient. Fifty-four-year-old Stacey Rambold served 30 days for the 2007 crime. The judge drew outrage for appearing to pin some of the blame on the victim, Cherice Moralez, who committed suicide in 2010, before Rambold went to trial.
