 In world and national news…

WASHINGTON (AP) – With a government shutdown just hours away, the Democratic-led Senate has rejected conditions that House Republicans attached to a temporary spending bill. The Senate voted 54-46 to remove from that bill a one-year delay in President Barack Obama’s health care law. The Senate also stripped a provision that would have eliminated the tax on medical devices. House Republicans had added the provisions early Sunday in their campaign to undo Obama’s signature domestic program.

WASHINGTON (AP) – There are signs that Republican unity may be weakening, as the deadline for averting a government shutdown draws near. For the first time since the showdown began more than a week ago, some Republican lawmakers are voicing dissent over the party’s strategy that has been carried out at the insistence of members aligned with the tea party. Republican congressman Charles Dent of Pennsylvania says he’s willing to vote for stand-alone legislation that would keep the government running and that contains no provisions related to health care.

WASHINGTON (AP) – The White House is defending the National Security Agency — following a new report that the agency has been scanning the data it collects to map out the social connections of some Americans. The New York Times reports the tracking started in 2010, allowing the government to identify some Americans’ associates, their locations at certain times and their traveling companions. The Times cites documents provided by NSA leaker Edward Snowden. White House spokesman Jay Carney says the NSA’s activities are directed against foreign intelligence targets and geared toward addressing security risks.

WASHINGTON (AP) – The Justice Department is suing North Carolina for alleged racial discrimination. It’s the result of a tough new voting law that shortens early voting, and imposes other restrictions that heavily affect minority voters. The administration is working to blunt the impact of a Supreme Court decision that freed states from strict federal oversight of their elections.

NEW YORK (AP) – New York City police are looking for two unidentified people who may have parachuted onto a lower Manhattan street. Commissioner Raymond Kelly said private security guards reported seeing parachutists land in front of the Goldman Sachs headquarters at about 3 a.m. The building is near the World Trade Center site. Investigators are studying security videotape from the area. Kelly says footage shows two people with parachutes walking away from the spot. He says it’s unclear whether the pair possibly jumped from an aircraft or from a high-rise building.
