Jamestown, ND (KCSi-T.V. News Oct 1. 2013) — With the federal government shut down, at midnight Tuesday, some workers at federal agencies in Jamestown are going to work today… to shut down operations.
Those federal agencies providing services in Jamestown include the U.S. Department of Agriculture, U.S. Geological Survey, Social Security Administration and Department of Veterans Affairs.
The USDA Farm Service Agency in North Dakota, has closed, as each agency has its own shutdown procedures..
At USGS’s Northern Prairie Wildlife Research Center in Jamestown, workers are furloughed without pay until a budget is in place.
During the furlough, one person remains on staff to maintain buildings and watch over the facility.
Medical services to veterans are not impacted, and all VA medical facilities and clinics in the nation remain operational.
The VA is suspending appeals of claims and outreach and public awareness activities through the duration of the shutdown.
The Social Security Administration local offices, including in Jamestown, remain open with limited services.
Still available is applying for benefits, make address changes or change other vital information.
Not available is applying for a new or replacement Social Security or Medicare card.
Officials say Social Security payments should not be affected.
North Dakota National Guard officials say about 430 of its employees will likely be told to go home because of the government shutdown.
Adjutant general Maj. Gen. David Sprynczynatyk (sprihn-suh-NAT’-ihk) says he plans to meet with Guard workers this morning to talk about staffing.
The Guard has about 1,150 full-time employees who are paid by the federal government.
U.S. Attorney Timothy Purdon says the shutdown forces his department to operate with about half of its 43 full-time employees. He says there could be “real consequences” from the budget battle.
State Budget Director Pam Sharp says that some departments that receive federal funding, like Department of Transportation and Job Service, should be able to function normally if the shutdown doesn’t last.
LAKEWOOD, Colo. (KCSi – T.V. News Oct 1, 2013) — The Federal Government will be closed as current funding expired on September 30, 2013. The U.S. Fish and Wildlife Service (Service) is very much aware that any lapse in appropriations imposes hardships on those we serve. Due to this event, the national wildlife refuges, waterfowl production areas, Ecological Services field offices, fish hatcheries, fish technology center, fish health center, fish and wildlife conservation offices, and Joint Venture offices in Colorado, Kansas, Montana, Nebraska, North Dakota, South Dakota, Utah and Wyoming will be closed to the public.
For programs experiencing a lapse in appropriated funding, only limited functions would continue, such as those necessary to respond to emergencies and to protect human life or property. While a lapse in appropriations remains in effect, public access to Service properties will be prohibited and fish and wildlife management activities and public programs will be cancelled. This includes all public recreation, including hunting activities on national wildlife refuges and waterfowl production areas, scheduled for Tuesday, October 1.
Additional information is available at DOI.gov/shutdown and oneINTERIOR.gov, as well as at OPM.gov, which will contain information about the government’s operating status on Tuesday, October 1, and the days following.

FARGO, N.D. (AP) – American Crystal Sugar will default on a government loan of $71.2 million under a program that provides relief when a glut of sugar depresses prices.
David Berg, American Crystal Sugar president and CEO, says forfeiting the sugar put up as collateral was the best option, given very low sugar prices.
The loans end with the crop year, which concludes Tuesday.
The forfeiture is under a U.S. Agriculture Department program. It is the result of sugar being cheaper and more plentiful that at any time in the past decade.
Berg says defaulting on the loan does not present a financial hit to the company. He says the default is beneficial to American Crystal Sugar’s financial health, and that’s the way the program is designed to work.

The chance of a motorist hitting a deer this year in North Dakota is 1 in 123.
North Dakota ranks 17th on the list, down from 10th a year ago.
