VALLEY CITY, N.D. (AP) – A Valley City State University football player who was a standout athlete at a Minnesota high school has been charged with fatally shooting a man outside a Minneapolis bar over the weekend.

Cedric Chappell Jr. was arrested Tuesday at Valley City State University. He is charged in Hennepin County, Minn. with second-degree murder and attempted second-degree murder. He’s being held in the Barnes County jail.

The Minneapolis Police Department contacted the Valley City Police Department last weekend to seek assistance in investigating the case. Minneapolis police got an arrest warrant for one count of murder and one count of attempted murder.

Twenty-two-year-old Willie Smith, of St. Paul, was fatally shot outside the Blue Nile restaurant and bar about 2 a.m. Saturday. Another man was shot in the leg.

A criminal complaint says a fight started inside the bar, spilled out into the parking lot and two groups started shooting at each other.

Chappell was a standout athlete at Washburn High School in Minneapolis.

The VCPD, was assisted by the Barnes County Sheriff’s Office and the Stutsman County Narcotics Task Force, who able to locate Chappell, on the VCSU campus where he was taken into custody without incident.

Police had notified university officials of the situation before arresting Chappell

VCSU spokesman Greg Vanney, says Chappell has been suspended from the university, as a student due to safety concerns for other students, adding that VCSU officials are cooperating with police in the investigation.

He says, the mood on campus Wednesday wasn’t as much fearful as it was surprised.

Student affairs staff reported that students in the residence halls were faring well,

Forum News Service reported, that when Chappell was 17, he was charged with theft of a motor vehicle as a gross misdemeanor in January 2010 and again with felony motor vehicle theft and receiving stolen property in March of the same year, Forum News Service reported.

He pleaded guilty to the gross misdemeanor vehicle theft charge and the receiving stolen property charge, also a gross misdemeanor, according to court records. He was sentenced to a year of supervised probation. The vehicle theft charge was dismissed.

Jamestown, ND (KCSi-T.V. News Oct 2, 2013) — The public is invited to support the All Vets Club in Jamestown by attending a live and silent auction, and optional dinner, on Thursday October 10, 2013.

On Wednesday’s Wayne Byers Show on CSi Cable 2, the Co-Chair, Nellie Degen says, the event will be at the All Vets Club in Jamestown, at 116 1st Street East.

She says the social is at 5:30-p.m., with dinner at 6-p.m., followed by the live auction at 7-p.m., and there will be silent auctions.

Tickets are $30 for a single, or $50 for two tickets.

Tickets are selling quickly and any remaining are available at the All Vets Club, and various organizations.

Monetary donations may be dropped off at First Community Credit Union in Jamestown.

Ms. Degen point out that there will be no charge for those wishing to attend the auctions, only.

She says a number of items have been donated for the auction, and more are welcome by the deadline of Monday October 7, 2013.

Some of the auction items donated so far include…a flat screen t.v. a certificate from Looysen I Care, an overnight stay at the Quality Inn, and Qual Chiropractic Clinic as donated a therapeutic water pillow.

Jamestown, ND (KCSi-T.V. News Oct 2, 2013) — On Tuesday, October 8, 2013 at 7 p.m. The University of Jamestown’s Convocations Committee will present a free program, on “Distracted Driving,” at the Nafus Student Center, Level One.
Famous German director Werner Herzog was commissioned by major wireless carriers to make a 35-minute film, “One Second to the Next,” about the impact that texting-while-driving accidents have had both on the families of the victims and upon the drivers themselves.

Representatives of the Jamestown Police Department and Jamestown Area Ambulance will be speaking after the movie about their own experiences with this growing problem. Refreshments will be served.

 

BISMARCK, N.D. (AP) – Donene Feist says Nike’s trademark slogan is helping in the effort to help people get health insurance through the Affordable Care Act.

Feist says she’s encouraging people to “Just do it.”‘

The Edgeley resident is among North Dakota’s 17 so-called navigators whose job is to find uninsured residents and inform them of their options under the new law championed by President Barack Obama.

The certified guides are meeting with people and encouraging them to enroll in the new government-run online marketplaces.

Feist says there are many people interested in signing up for health insurance and some are “ecstatic” to have it. But she says a lot of people are confused by the new law and are looking for answers.

 

 BISMARCK, N.D. (AP) – North Dakota’s taxable sales and purchases dropped 2.4 percent during April, May and June when compared to the same three months a year ago. 
 
     North Dakota’s Tax Department says the state recorded about $6.3 billion in taxable sales and purchases during the second quarter.
 
     Deputy Tax Commissioner Ryan Rauschenberger says taxable sales and purchases decreased $157.3 million from the second quarter in 2012.
 
     Rauschenberger says a late spring blizzard and excessive rains hampered some industries during the quarter. But he says the retail and wholesale trade sectors grew, which suggests that consumer confidence remained strong.

 

(KCSi-T.V. News Oct 3, 2013) — United Technologies Corp (UTC) said it would be forced to furlough as many as 4,000 employees, if the U.S. government shutdown continues through next week.

The company expects to put nearly 2,000 employees out of work at its Sirkosky helicopter unit on Monday. The number could double through the week if its Pratt & Whitney and UTC Aerospace Systems businesses also get affected.

UTC reports that more than 5,000 employees may be on furlough if the shutdown continues into next month due to the absence of Defense Contract Management Agency inspectors who audit and approve manufacturing operations for military products, UTC said.

Sikorsky, which makes military and commercial helicopters, gets about 66 percent of its revenue from the U.S. government, UTC filings showed. Sales to the government accounted for 27 percent of revenue in 2012 for engine maker Pratt & Whitney.

Hartford, Connecticut-based United Tech shares were unchanged in extended trade after closing down 2 percent at $104.98 on the New York Stock Exchange on Wednesday.

 

 GRAND FORKS, N.D. (AP) – A North Dakota suspected of breaking into a Grand Forks apartment and raping and robbing two women at gunpoint has been charged with multiple felonies.
 
     In an affidavit filed in court, 20-year-old Antonio Raheem Matthews, of Grand Forks, was charged with three counts of gross sexual imposition as well as two counts of robbery and felonious restraint. He also is charged with one count of terrorizing.
 
     Grand Forks Police Lt. Jim Remer says  Matthews was already in custody on unrelated warrants when he was arrested Tuesday night in connection with the assault that occurred early Monday.
 
     Matthews’ bail was set at $500,000.

 

WAHPETON, N.D. (AP) – Voters in the southeastern North Dakota town of Wahpeton have approved a $30 million school building project. Wahpeton Superintendent Rick Jacobson says  unofficial results of the election showed 88 percent of those voting Tuesday approved the project.
 

 

BISMARCK, N.D. (AP) – An official says Gov. Jack Dalrymple intends to name a new state tax commissioner in November to serve the remainder of current commissioner Cory Fong’s term.

Fong announced Tuesday he will resign at the end of the year to work for a Bismarck-based advertising agency.

Dalrymple has directed Lt. Gov. Drew Wrigley to gather letters of interest for the position and oversee the appointment process.

Jeff Zent, a spokesman for the governor, says Wrigley will assist in vetting the candidates, and Dalrymple will interview a small group of finalists.

 
     DICKINSON, N.D. (AP) – Dickinson State University enrollment numbers show the number of students at the western North Dakota school has fallen by nearly 42 percent in three years. The university’s official fall enrollment is 1,449 students. That’s down from 2,482 in 2010. An enrollment scandal at the university became public late last year, leading to the eventual firing of former DSU President Richard McCallum.

 

 DICKINSON, N.D. (AP) – A Montana man accused of oil and gas violations that threatened Stark County’s drinking water must pay a $2,500 fine.
 
     Nathan Garber pleaded guilty to violating the rules and regulations of the North Dakota Industrial Commission.
 
     The  criminal charge stems from a civil case against Halek Operating ND LLC. It was fined $1.5 million for injecting saltwater into a Stark County disposal well after the company was told the well was not up to state standards.
 
     Court records say Garber directed another company to modify the disposal well site to mislead state inspectors.
 
     He also was ordered to reimburse the Department of Mineral Resources Oil and Gas Division $1,800 for its cost in investigating the matter.
 

 

 BISMARCK, N.D. (AP) – Theodore Roosevelt National Park officials say 150 head of bison have been recently removed from the park and relocated.
 
     Bill Whitmore, chief of resource management for the park, says the roundups are normally done very three to four years in order to manage the bison population.
 
     Whitmore says a dozen of the bison went to a buffalo museum in Jamestown and the rest of the animals to the Intertribal Bison Cooperative.

 

In sports…

GRAND FORKS, N.D. (AP) – It’s a season of new identities for the University of North Dakota men’s hockey team.
 
     The perennial challengers in the Western College Hockey Association have moved to a new league this year after the Big Ten teams decided to play each other. The fledgling National Collegiate Hockey Conference features five former WCHA teams and three teams that UND has not played on a regular basis.
 
     UND coach Dave Hakstol says outside of the names on the back of the jerseys, the fans won’t notice a difference in the level of competition.
 
     North Dakota is also looking for new point producers. It lost its two top scorers from last year, Danny Kristo and Corban Knight, both of whom were candidates for the Hobey Baker Award as the college hockey’s top player.

     ATLANTA (AP)- The NL East champion Atlanta Braves have the home field edge in Game 1 of their NL division series against the L.A. Dodgers. The Braves are going with 15-game winner Kris Medlen while the NL West champion Dodgers have tabbed their ace, 16-game winner Clayton Kershaw, for the opening game assignment.
 
  BOSTON (AP) – Boston manager John Farrell says Jon Lester will get the start in the ALDS playoff opener Friday against Tampa Bay. John Lackey will start the second game in the best-of-five series, followed by Clay Buchholz (BUHK’-ohlts). Jake Peavy would start a fourth game if it is necessary.

WASHINGTON (AP) – On day three of the partial government shutdown, House Republicans plan to continue pursuing their latest strategy: muscling bills through the House that would restart some popular programs. Votes are on tap for restoring funds for veterans and paying members of the National Guard and Reserves. Democrats are saying no, demanding that the entire government be reopened with an emergency funding bill.
 
     NEW YORK (AP) – A lot hinges on what happens with the partial government shutdown, but the holiday season shopping forecast this year is optimistic for now. The National Retail Federation, the nation’s largest retail trade group, is expected to release a forecast today that sales in November and December will rise 3.9 percent, compared to 3.5 percent last year.
 
     PARACHINAR, Pakistan (AP) – Officials say a suicide car bombing in northwest Pakistan was a case of the Taliban targeting a rival militant commander who has been fighting them. The bomber rammed a car packed with explosives into the rival compound, killing 15 people. The commander wasn’t there at the time.
 
     ROME (AP) – Italy’s Interior Minister canceled his appointments today and headed to Lampedusa to personally oversee rescue operations after a ship carrying African migrants toward Italy caught fire and capsized off the Sicilian island. At least 94 bodies have been recovered and some 200 people are unaccounted for out of hundreds tossed into the sea. Some 150 people were rescued.
 
     HONG KONG (AP) – Hong Kong customs agents have struck another blow at the illegal trade in ivory. Agents seized nearly a ton of illegal ivory today worth about $1.5 million. It’s the city’s third big bust of endangered species products in three months.
