Jamestown, ND (KCSi-T.V.) — The Jamestown City Fire Department was called out about 2:40-p.m., on Thursday (Oct 3, 2013) at 1813 Highway 281 North, at the Melland Addition.
Black smoke was reported coming from a shed in the rear of the property.
When the fire units arrived they discovered an individual burning refuse behind the shed.
The units returned to the city fire station.
Jamestown, ND (KCSi-T.V. News Oct 3, 2013) — The Jamestown Police Department is warning Jamestown residents regarding a convicted sex offender who has changed addresses.
The reports says, 35 year old Jayme Joseph Rowley now resides at 219 7th Avenue, N.E., in Jamestown, apartment number 2.
His vehicle is a 2001 Dodge Dakota, North Dakota license plate LIVNPRF.
Rowley is a white male 5 feet 10 inches tall, weighing 200 pounds with hazel eyes and brown hair.
The report says Rowley has been assigned a high risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.
Rowley was convicted of Gross Sexual Imposition involving a adult female, with the conviction date of October 11, 2006 in Burleigh County District Court.
Disposition: 10 years with 6 years and 6 months suspended.
He was convicted of surreptitious intrusion, on December 14, 2004 in Burleigh County District Court.
Disposition: 6 and a half years, with all but 2 years suspended, 5 years supervised probation.
Rowley is currently on probation with North Dakota Parole and Probation and has been placed on GPS monitoring.
Rowley is not wanted by police at this time, and is currently serving the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used threaten, assault or intimidate the offender.
Attempts to harass, intimidate, or threaten these offenders or their families, landlords or employers will be turned over for prosecution.

VALLEY CITY, N.D. (AP Oct 3, 2013) – A Valley City State University spokesman says the arrest of one of the North Dakota school’s football players in a Minnesota murder case was a surprise.
Twenty-one-year-old Cedric Chappell Jr. was arrested Tuesday (Oct 1, 2013) at on campus at Valley City State University. He is charged in Hennepin County, Minn., with second-degree murder and attempted second-degree murder for fatally shooting a man and wounding another outside a Minneapolis bar over the weekend.
Valley City State University spokesman Greg Vanney tells the Grand Forks Herald that no “red flags” were raised during Chappell’s time at the school. Vanney also says Chappell did not cause any problems when he previously was at the North Dakota State College of Science in Wahpeton.
Chappell attended the college in Wahpeton for about two years before transferring to Valley City.
Jamestown, ND (KCSi-T.V. News Oct 2, 2013) — The new Executive Director, at the James River Family Y, in Jamestown says, the facility has had several changes over the past few month.
On Thursday’s (Oct 3, 2013) Wayne Byers Show on CSi Cable 2, Frank Conlin said he started his new position on August 1st this year.
He pointed out that the Nautilus Room, at the Y, has been moved into a climate controlled area. He added that the Fitness on Demand program also has a climate controlled room, with the workout, dialed up on computers.
Signups are going on for the Fall 2 Session at the Y, with brochures at the front desk.
Coming up is the Mighty Mites youth basketball, along with youth soccer, and volleyball, along with swimming lessons and adult classes and leagues.
Conlin added that Ocotber 19, 2013 is the 3-on-3 basketball tournament for youth in grades 5,6,7, and 8, with registration now being accepted.
He noted that the Y’s Learning Center, has about 100 pre-schoolers enrolled.
This year the Y’s Halloween Party is set for Friday October 25, 2013 at the Y, from 5:30 p.m., to 8-p.m.

Frank Conlin comes to the Y’s Executive Director’s position after spending several years in education as an English teacher, and coach.
He had been in education for 32 years, including 28 years at Jamestown High School, including 20 years as the Blue Jays Head Football Coach, and a track and field coach for 32 years, 18 of which were the Jays track and field coach.
Jamestown, ND (KCS-T.V. News Oct 3, 2013) — Jamestown City Forester Doug Wiles says, the City of Jamestown crews will be clearing alleyways, and overhanging tree and shrub branches.
He says, it’s the homeowner’s responsibility to maintain trees and shrubbery. When this responsibility is neglected, it becomes the duty of the City to clear overgrowth that threatens public safety. In some cases, the only answer is removal of the tree or shrub. This is a clearance procedure and should not be mistaken for a complete pruning of the tree. If a complete pruning is needed, have your trees pruned by a City licensed local tree service.
The City Street Department Crews along with the City Forester will be conducting annual tree branch clearing in the Northeast section of the city beginning October 21, 2013, weather permitting. Once the Northeast is finished Street Dept. Crews will then move to the Southeast section of the city. Tree and shrub branches that are overhanging streets and alleys in these areas will be removed to prevent interference with traffic and City maintenance equipment in accordance with City Ordinances

Bottineau, ND (KCSi-T.V. News) – Fourteen Trees Award winners from across the state will be recognized at the Trees Bowl and Awards Ceremony sponsored by the North Dakota Forest Service and North Dakota State University at the Fargodome on Saturday, October 5, 2013.
The Trees Awards recognize individuals, organizations and agencies who contribute in an outstanding way to forestry activities. Forestry activities can include: fire mitigation, protection and suppression; tree planting, preservation, or maintenance; community forestry efforts; forest management practices; forest recreation; or environmental education.
The winners will participate in a ceremonial tree planting at 11:30 a.m., which will be followed by a noon luncheon and the awards ceremony in the Fargodome at 1 p.m. NDSU President Dean Bresciani and State Forester Larry Kotchman will present each winner with a plaque and a tree print. The winners will also attend the Trees Bowl football game at 2:30 p.m. and be recognized on the floor during half-time. The North Dakota Forest Service will distribute 3,000 Scotch pine and bur oak trees after the game.
A 2013 award winners includes The Volunteer Organization Award, going to the Jamestown Lions Club.
Jamestown, ND (KCSi-T.V. News) — Jamestown area message therapists and reflexologists will offer a 10 minute stress-reducing massages which will also support the Community Action, Region Six, Weekend Backpack Program for children.
For a minimum $10 donation, individuals will receive the massage to help them deal with stress, increase their productivity and improve their health.
The day-long event is being held in observance of National Massage Therapy Awareness Week, a national program sponsored by the American Massage Therapy Association, the professional association for massage therpists.
At the local level, all proceeds will go to the Community Action, Region Six Weekend Backpack Program.
The event takes place on Thursday October 24, 2013 from 10-a.m., to 5-p.m., at the Jamestown Business Center.
The Weekend Backpack Program provides the necessary nutrition a growing child needs through its nutritious well balanced snacks and meals.
Otherwise, to become a “backpack buddy,” a donation of $15 will help fill one child’s backpack for the weekend.
Also an individual may become a program volunteer, or donate specific food items, or donate a backpack.

GRAND FORKS, N.D. (AP) – A North Dakota man suspected of breaking into a Grand Forks apartment and raping and robbing two women at gunpoint has been charged with multiple felonies.
In an affidavit filed in court, 20-year-old Antonio Raheem Matthews, of Grand Forks, was charged with three counts of gross sexual imposition as well as two counts of robbery and felonious restraint. He also is charged with one count of terrorizing.
Grand Forks Police Lt. Jim Remer says Matthews was already in custody on unrelated warrants when he was arrested Tuesday night in connection with the assault that occurred early Monday.
Matthews’ bail was set at $500,000.
FARGO, N.D. (AP) – North Dakota farmers and agricultural officials say ideal growing conditions this summer and fall have led to a bumper canola harvest in the area.
Ron Beneda, extension agent in Cavalier County, says nature could not have written a better script for growing canola this year. North Dakota is the nation’s dominant canola producer, and Cavalier County is a key canola-growing area sometimes known as the canola capital of North Dakota.
Cool temperatures in July helped canola, a cool-season grass. The lack of a September freeze also allowed late-planted canola to mature properly.
MINOT, N.D. (AP) – Two separate traffic crashes involving moose have been reported in North Dakota in the past two days.
The Minot Police Department reports that a vehicle hit a moose on a city street early Thursday. The driver suffered only minor scratches, but the moose had to be killed because it had severe injuries.
On Wednesday, a pickup truck hit a moose on Interstate 94 near Casselton. The driver and a passenger were not seriously injured, but that moose also had to be killed. Authorities say the moose involved in the crash near Casselton could be the same one spotted earlier this week in West Fargo.

WASHINGTON (AP) – Witnesses and officials say a woman driving a car with a young child inside tried to ram through a White House barricade, led police on a chase toward the Capitol, where police shot and killed her. The child was taken from the car to a hospital. Senate Sergeant at Arms Terrence Gainer says he knows of no harm to the child.
Tourists watched the shooting unfold on Constitution Avenue outside the Capitol today as lawmakers inside debated how to end a government shutdown. Police quickly locked down the entire complex temporarily, and both houses of Congress went into recess.
Texas Congressman Michael McCaul, citing a Homeland Security Department briefing, said the woman was killed. Asked if she was armed, he replied: “I don’t think she was. There was no return fire.”
Police described it as an isolated event and saw no indications of terrorism.
WASHINGTON (AP) – A senator is describing the scene outside the U.S. Capitol as shots were fired Thursday afternoon. Democrat Bob Casey of Pennsylvania told reporters he was walking from the Capitol to the Senate Russell Office Building across the street when he noticed several police officers driving fast up Constitution Avenue on motorcycles. Within seconds, he says, he heard “three, four, five pops,” which he assumed were gunshots. He says police ordered him and nearby tourists to crouch behind a car for protection. In about two minutes, he said, the officers moved everyone into the Capitol.
WASHINGTON (AP) – Efforts to end the partial government shutdown are at a standstill. President Barack Obama and House Speaker John Boehner (BAY’-nur) are trading barbs — with Obama saying the only thing keeping the government shut down is Boehner’s refusal to let a funding measure get an up-or-down vote. He says Boehner “doesn’t want to anger the extremists in his party.” Boehner responds by blasting what he says is Obama’s “my-way-or-the-highway approach.” He says if the president would negotiate to fix flaws in his health care law, the shutdown would end.
SEATTLE (AP) – A man who was drunk when he plowed his pickup into a Seattle family earlier this year, killing two grandparents, has pleaded guilty to charges of vehicular homicide and vehicular assault. Mark Mullan faces a recommended term of 18 years in prison. He’d had five previous drunken driving arrests. The accident that killed the two grandparents badly injured a mother and her newborn son.
NEW YORK (AP) – The wife of the SUV driver who was involved in a confrontation with a throng of motorcyclists in New York City over the weekend says he feared for the life of his family when he drove through the crowd, striking one of the motorcyclists. She says the sympathies of her family go out to the injured rider, who broke both legs and suffered spinal injuries that may leave him paralyzed, but that there was no other option than to flee. Meanwhile, records show that the injured biker was recently arrested in Massachusetts for driving with a revoked license.
