Oct 8, 2013) – Interstate Enginering reports, starting Wednesday (Oct 9, 2013) the intersection of 17th Street SE (County Road 39) and 19th Avenue SE is partially closed as part of the Jamestown sanitary sewer project. 17th Street SE (County Road 39) will be reduced to one lane of traffic during working hours. Flaggers are  also  present.

Motorists are still able to access to the City of Jamestown Baling Facility during this time.

At this time, this partial closure is expected to be in place for up to three days.

2nd Street SW – remains closed from 3rd Av SW to river. Use 1st Street bridge detour.

3rd Ave SW – remains closed from 2nd St SW to 1st St SW. Use 4th Av SW to enter & exit CSi parking lot at Historic Franklin School.

Valley City, ND (KCSi-T.V. News Oct 8, 2013) – A 71 year old Litchville man died about 3:30-p.m., Tuesday on Barnes County Road 38, five miles north of Litchville.

The North Dakota Highway Patrol reports, the 1988 Corvette convertible was westbound on a straight level portion of the paved county road. The vehicle gradually drifted into the north ditch. The vehicle rotated clockwise and rolled. The driver was ejected. The vehicle and driver came to rest in a soybean field.

The driver was not wearing a seatbelt.

The man’s name has not yet been released.

 

 VALLEY CITY, N.D. (AP) – Valley City police are investigating a string of burglaries at local churches.
 
     Authorities say five churches and the city/county public library have been targeted by thieves over the last two weekends. Police Chief Fred Thompson says he believes the burglaries are connected.
 
     Authorities have not said how much money was taken.

 

Jamestown, N.D. (KCSi-T.V. News Oct 8, 2013) – Gov. Jack Dalrymple Tuesday celebrated the completion of the Lutheran Social Services Legacy Center in Jamestown. The residential and commercial center, a major renovation of the former Jamestown Hospital, includes rental housing for adults of various income levels, a child care center, a wellness center and senior citizen services.

The grand opening of Lutheran Social Services Legacy Center was held at the center’s front lobby.

Lutheran Social Services provided tours of the center at 1pm

Governor Jack Dalrymple says, “This project is a great example of what can be accomplished by working together to meet the needs of our growing communities and enhance our quality of life. Lutheran Social Services has done an outstanding job transforming this landmark building to provide a creative housing solution and to support other public services that strengthen communities.”

The Lutheran Social Services Legacy Center includes 20 low-income apartments for residents 62 years of age or older and 31 apartments without income restrictions for residents 55 or older. The building also houses a privately owned child care center, a community wellness center and is home to the James River Senior Center. From the renovated hospital, the James River Senior Center offers a regional meal program and transportation program for seniors. The Legacy Center is expected to draw other commercial businesses as well.

The North Dakota Department of Commerce awarded Lutheran Social Services a $220,000 HOME program grant to assist in the development of the project’s low-income housing. The Bank of North Dakota and the U.S. Department of Housing and Urban Development also assisted in the project’s development.

Director of Lutheran Social Services Housing, Jessica Thomasson, says “Lutheran Social Services Housing is honored to be able to launch its new brand of apartments for adults 55 and over through redevelopment of this beautiful former hospital building in Jamestown. We are now working to replicate this model in other North Dakota communities, beginning with our current renovation of Williston’s historic high school. By attracting additional partners, such as local senior centers, to share these new homes with us, Lutheran Social Services is creating a new kind of community anchor for older adults and their families.”

Officials from Roers, Inc. joined Lutheran Social Services in sponsoring the grand opening event. Roers served as a co-leader in the Legacy Center project since its inception in 2010. The firm served as a development and architectural partner in the renovation and led the construction process.

Joining Dalrymple for the center’s dedication included Lutheran Social Services of North Dakota CEO Robert Sanderson, Jamestown Mayor Katie Andersen, Jessica Thomasson, director of Lutheran Social Services Housing, Larry Nygard of Roers and Joel Manske of the U.S. Department of Housing and Urban Development.

North Dakota is developing new housing at a faster rate than any other state in the nation. North Dakota added 7,388 new housing units last year, the nation’s strongest growth rate at 2.3 percent, according to estimates compiled by the U.S. Census Bureau.

The state facilitates the development of low-and moderate-income housing in several ways, including the Housing Incentive Fund. Capitalized with$15.4 million in state funds and contributions from state taxpayers, the HIF provides developers of affordable rental housing with low-cost financing. The individuals, businesses and financial institutions that help to further build this fund receive a dollar-for-dollar state income tax credit.

During the last biennium, the HIF program supported the development of 669 affordable housing units in western North Dakota and other areas of the state. Fully capitalized, the program is projected to facilitate the development of about another 1,000 affordable housing units in 2013 and 2014.

 

Jamestown, ND (KCSi-T.V. News Oct 9, 2013) — Due to the partial shutdown of the federal government, the staff of the Stutsman County Soil Conservation District in Jamestown, has re-located to the basement of the Health to Go & H20 location, at 1015 5th Avenue, Northeast.

The Stutsman County Soil Conservation District is responsible for administering tree planting and other programs to prevent soil erosion in the county. The regular office space is shared with the U.S. Department of Agriculture Farm Service Agency, and is leased by the federal government, closed on October 1st by the partial government shutdown.

Cooperstown, ND (KCSi-T.V. News Oct 8, 2013) —  Residents of Griggs County have kicked all five county commissioners out of office.
 
     The five county leaders were ousted in a recall election Tuesday prompted by a dispute over a new courthouse.
 
     Commissioners voted last spring to proceed with building a $3.5 million courthouse and emergency operations center, despite voters rejecting the idea three times in separate elections in fewer than two years. Commissioners said the courthouse built in 1884 has serious health and structural issues – including mold – and that fixing the problems would be too costly.
 
     The move prompted a petition drive that led to the recall vote.
 
     The courthouse is the oldest active county courthouse in North Dakota and is listed on the National Register of Historic Places. Construction continues on its replacement.

 WATFORD CITY, N.D. (AP) – An FBI agent was shot and wounded though not seriously while helping serve a drug warrant in the western North Dakota oil patch.
 
     FBI spokesman Kyle Loven says the agent was treated at a hospital and released after the incident Monday night east of Watford City. The agent wasn’t identified.
 
     Loven says one person was taken into custody. He did not release any other details, citing the ongoing investigation.
 
     Loven says the agent who was shot is part of a multi-agency task force assigned to crack down on rising crime in the oil fields.
   

 WILLISTON, N.D. (AP) – Authorities in northwestern North Dakota say an inmate who escaped last week while being treated at a Williston hospital’s emergency room has been caught in Montana.
 
     Williams County officials say police in Glendive, Mont., apprehended Preston Sonstegaard.
 
     He was being held for violating probation.

 

 FARGO, N.D. (AP) – A Canadian couple accused of making monthly trips from British Columbia to Manitoba to sell marijuana were arrested when they detoured through the United States to avoid bad weather.
 
     Robert and Jonna Booth are charged in federal court with bulk cash smuggling.
 
     The Booths were detained at the Northgate port of entry in western North Dakota about 4:30 p.m. Monday. Customs and Border Patrol officers found about $73,000 in Canadian money behind a bathroom cabinet in the couple’s motorhome.
 
     Jonna Booth told investigators the couple has traveled to Winnipeg once a month since January to sell pot. She says they decided to go through North Dakota this time because of snowstorms in the Canadian Rockies.
 
     No defense attorney was listed for the Booths ahead of a Tuesday court hearing.

 

WILLISTON, N.D. (AP) – Jurors in Williston are hearing the case this week of a man accused of offering cash for a hit on an associate in the drug trade.
 
     Billy Owens is standing trial on charges of conspiracy to commit assault and leading a criminal association.
 
He’s accused of paying Paul Huckstep $1,500 in May 2012 to assault Kenneth Moore, who was shot multiple times with a 9 mm semi-automatic pistol.
 
     Authorities say it was in retaliation for Moore burglarizing Owens’ trailer.
 
     Huckstep was earlier sentenced to five years in prison for his role after pleading guilty to terrorizing and several drug and gun charges.

MANDAN, N.D. (AP) – A man accused of having a deadly punch is on trial in Mandan.

Twenty-three-year-old Colten Towry is accused of manslaughter in the death a year ago of 30-year-old Derek Oshkeshequoam (awsh-KEESH’-kuh-wawm) at a party in Mandan. Authorities allege Towry struck Oshkeshequoam during a fight, and Oshkeshequoam later died of head injuries.

Prosecutor Brian Grosinger and defense attorney Ken Morrow say there is no dispute that Towry threw a punch. Grosinger told jurors that they have to decide “what does it mean?”

The two men who rented the home left Oshkeshequoam at a hospital emergency room the next day. They were charged with reckless endangerment. Joseph Houle pleaded guilty earlier and was sentenced to serve six months in jail. Christopher Vernon faces a November trial.

 

FARGO, N.D. (AP) – Prosecutors in Fargo want the state Supreme Court to overturn a judge’s decision to dismiss some cases that used drug-sniffing dogs.
 
     District Court Judge Wickham Corwin ruled in May that authorities couldn’t use evidence against 19-year-old Matthew Nguyen because police used a dog to smell for drugs allegedly coming from under his apartment door.
 
     The Forum reports Corwin cited a U.S. Supreme Court opinion stating it was a search that required a warrant because the renter shares the hallway with others.
 
     In his appeal brief, Cass County prosecutor Gary Euren argued the U.S. Supreme Court case doesn’t apply to Nguyen’s case. Defense attorney Mark Friese asked the high court to uphold Corwin’s decision, arguing it was similar.
 
     Other cases might be affected by the state Supreme Court’s ruling.

 

DICKINSON, N.D. (AP) – A state district judge has sided with Dickinson teachers in their contract dispute with the school board, but the battle might not be over.
 
     The Dickinson Press reports Judge William Herauf ruled that contracts imposed for this year won’t be effective for two years.
 
     The dispute landed in court after the two sides couldn’t agree on terms for a two-year contract. The school board unilaterally issued two-year contracts in July after a state fact-finding commission sided with the board’s final offer. The Dickinson Education Association sued on behalf of teachers over the two-year deal.
 
     Association attorney Michael Geiermann says Herauf’s ruling is a victory. School board attorney Rachel Ann Bruner-Kaufman says the board will decide whether to appeal to the North Dakota Supreme Court.
 

 

  GRAND FORKS, N.D. (AP) – A Grand Forks  wind power equipment plant that laid off half of its 600 workers a year ago is nearly back to full strength.
 
Denmark-based LM Wind Power expects to have 570 employees at its North Dakota facility by the end of the year.
 
     The plant manufactures wind turbine blades.
 
     Company officials cite the extension of the federal wind production tax credit early this year for increasing demand.
 
     LM Wind Power, which also has a plant in Little Rock, Ark., grew from 350 employees in the U.S. in April to 700. It plans on growing to 1,200 workers in 2014.

Rebekkah Brunson had 12 points and 10 rebounds. Maya Moore chipped in 14 points and eight boards for the Lynx.

 WASHINGTON (AP) – Minneapolis, New Orleans and Indianapolis are the three finalists to host the NFL championship game in 2018. There will also be three games played at London’s Wembley Stadium next season. The Falcons, Jaguars and Raiders will be the “home” teams. Dates and opponents will be announced later.

 

FARGO, ND — Fargo police has arrested and booked the son of former Penn State assistant football coach Jerry Sandusky on suspicion of drunken driving.

Fargo police Lt. Joel Vettel says an officer spotted 36 year old Jon Sandusky, making an illegal turn about 1:50 a.m. Tuesday. The officer pulled Sandusky over and determined after administering field sobriety tests that he was driving under the influence.

Sandusky, is the director of player personnel for the Cleveland Browns. He did not say where he had been before he was pulled over.

Sandusky was booked into the Cass County Jail on suspicion of driving under the influence.

Jail staff said he posted bail later Tuesday.

WASHINGTON (AP) – Ben Bernanke’s expected successor at the Federal reserve is a close ally of the outgoing chairman and a key architect of the Fed’s efforts to keep interest rates near record lows to support the economy. President Barack Obama will nominate Janet Yellen today. She would be the first woman to head a major central bank anywhere in the world. She also would be the first Democrat chosen to lead the Fed since Paul Volcker in 1979.
 
     STOCKHOLM (AP) – Martin Karplus, Michael Levitt and Arieh Warshel laid the foundation in the 1970s for the computer models used to understand and predict chemical processes. In awarding the men this year’s Nobel Prize in chemistry, the Royal Swedish Academy of Sciences said their research helped make it possible to optimize catalysts for cars, drugs and solar cells.
 
     LAMPEDUSA, Italy (AP) – Italy will get additional millions from the European Union to help settle refugees after the sinking of a migrant boat killed at least 275 people. The head of the European Commission made the announcement today during a visit to the Sicilian island of Lampedusa. Jose Manuel Barroso also pledged to work “tirelessly” for an EU-wide asylum policy and to beef up efforts to prevent similar tragedies.
 
     BOSTON (AP) – It appears a surprise strike by Boston school buses drivers lasted only a day. The school department said on its website today that “early indications are that most bus drivers are returning to work.” Television reports showed buses rolling out of depots. The strike stranded tens of thousands of children.
 
     BANDAR SERI BEGAWAN, Brunei (AP) – Egypt could be losing some of its U.S. aid over continued strife in that country including the ouster of President Mohamed Morsi. It would be a dramatic shift for the Obama administration, which has declined to label Morsi’s ouster a coup and has argued that it is in U.S. national security interests to keep hundreds of millions of dollars in military and economic assistance flowing.
