BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says he’ll ask for a major disaster declaration from the White House to help cover damage from an early October blizzard.

He earlier proclaimed a winter storm emergency declaration that allows state agencies to work with local governments throughout the recovery process.

The storm caused extensive damages to the state’s rural electric cooperatives’ infrastructure and to roads.

Dalrymple says nearly 8,000 customers were part of an outage and the remaining 120 without power should be back online by this weekend.

BISMARCK, N.D. (AP) – Three North Dakota Army National Guard aviators have begun a yearlong mission supporting U.S. Customs and Border Protection agents on the southern border.

The soldiers left this month for Harlingen, Texas, where they were joined by a soldier from the Michigan Army National Guard for the anti-drug mission.

The four soldiers in the helicopter crew serve in the 1st Battalion of the 112th Aviation Regiment, which has detachments in both North Dakota and Michigan.

Members of the North Dakota Guard have been serving in the Southwest Border Mission on regular rotations since February 2012.

SISSETON, S.D. (AP) – A Minnesota man accused of trying to kill a man in South Dakota has been sentenced to 15 years in prison on a lesser charge. Twenty-one-year-old Tanner Dowell pleaded guilty to aggravated assault. Dowell was accused of shooting Dillon DeCoteau in the face last month. DeCoteau was hospitalized in Fargo for treatment.

ST. PAUL, Minn. (AP) – The government panel that’s managing construction of the new Minnesota Vikings stadium made several mistakes related to managing finances in its first few months of operation.

That’s the finding of a report released Thursday by Minnesota’s Legislative Auditor. It finds the Minnesota Sports Facilities Authority incorrectly classified about $833,000 from the Vikings for stadium construction planning as operating income, in violation of accepted accounting practices.

The audit also found the authority failed to properly verify net profit reports from the vendor that managed concessions at the Metrodome, which the authority also manages. The Legislative Auditor recommended that the authority should periodically verify that the concession vendor’s underlying revenue and expense records support its reported net profits.

In response, authority officials pledged to correct the problems identified by the audit.

In world and national news…

WASHINGTON (AP) – Federal workers are returning to their jobs and national parks and monuments are reopening, but the temporary deal that ended a 16-day partial government shutdown doesn’t fix everything. Defense Secretary Chuck Hagel says the Pentagon still faces budget uncertainty as Congress works on a 2014 spending bill and must deal with automatic budget cuts. And some government services will take a while to get back up to speed. The National Institutes of Health is warning university scientists not to expect a quick resumption of research dollars.

WASHINGTON (AP) – The Justice Department has brought fresh charges against former Blackwater Worldwide security contractors over a deadly 2007 shooting on the streets of Baghdad. The grand jury indictment announced today charges four men with voluntary manslaughter and other crimes in the shooting of 17 Iraqi civilians. A judge dismissed the charges in 2009, saying the Justice Department mishandled evidence. A federal appeals court reinstated the case.

WASHINGTON (AP) – Investigators are examining the engine of a Spirit Airlines plane to determine how badly it was damaged on Tuesday. National Transportation Safety Board spokesman Eric Weiss says initial reports indicate the engine experienced an “uncontained” failure, meaning pieces escaped the outer housing of the engine. That’s especially dangerous because the pieces can spray like shrapnel, damaging the plane. But Weiss says that may not be what happened to Flight 165. The plane landed safely.

COLUMBUS, Ohio (AP) – Attorneys are seeking a reduced sentence for an Ohio man who confessed in an online video to causing a fatal wrong-way crash after a night of drinking. The defense says a fair sentence for Matthew Cordle is imperative to send a message about the value of taking responsibility for causing a tragedy. Cordle faces a maximum sentence of eight years in prison after pleading guilty last month to killing Vincent Canzani of suburban Columbus.

ALBANY, N.Y. (AP) – New York Mayor Michael Bloomberg’s proposed ban on super-sized, sugary drinks isn’t dead yet. New York’s highest court has agreed to hear the city’s appeal of a ruling that blocked the measure. A lower court said the city Board of Health exceeded its authority by putting a 16-ounce size limit on high-calorie soft drinks. The cap would have applied to restaurants, stadiums and many other places.
