Update: Oct. 23, 2013:

Valley City, ND  (KCSi-T.V. News Oct 23, 2013)  –  Investigators have concluded that Monday morning’s fire at Faith Lutheran Church in Valley City was arson.

The fire  caused more than one million dollars in damages.

Valley City Fire Chief Gary Retterath and other investigators including the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives and North Dakota State Fire Marshals, said, “We all agreed that it was a set fire at the church.”

Retterath confirmed the fire was set in a number of different locations in the church.

The investigation continues with federal and state investigators and the Valley City Police Department.

Earlier this week, Valley City Police Chief Fred Thompson said authorities were looking into the possibility of the fire being related to a late-September string of church burglaries in Valley City, but it was “too early to tell.”

The church building remains sealed, as the investigation continues.

A possible reward may be offered, leading to the arrest of the person(s) responsible for starting the fire.

 

Valley City, ND (KCSi-T.V. News) — Members of Faith Lutheran Church in Valley City gathered Wednesday evening (Oct. 23, 2013) to pray outside the church building, heavily destroyed by fire early Monday morning.

When Faith Lutheran’s church members gathered Wednesday, they were grieving but also forgiving.

Reverend Jolene Knudson-Hanse told the congregation, “It doesn’t matter that it was arson instead of an accident that caused this fire … because God’s goal is peace.”

She added “Much work lies ahead for our congregation, but our fear and anger, we can leave at Jesus’ feet.”

After, about 300 members of Faith Lutheran’s 900-member congregation shared a meal in the basement of St. Catherine’s Catholic Church.

Faith Lutheran Council President Tory Hart answered questions and said, the church is waiting to hear from its insurance company on fire damages.

Church officials will then decide whether to repair or rebuild the church.

The church will relocate to the former U.S. Department of Agriculture building in Valley City, starting November 3rd. and will likely be there for at least a year.

He said a firefighter saved the church’s altar book, and church records were mostly saved having been in a plywood cabinet in the office that sustained the most fire damage.

Donation funds for Faith Lutheran Church have been set up at Dacotah Bank and Bank Forward in Valley City.

Jamestown, ND (KCSi-T.V. News) – The Stutsman County Sheriff’s Office is investigating a fight between two men Tuesday evening (Oct. 22, 2013) that led to a stabbing of one of the men at the Hitching Post Bar.

As a result of the altercation a 31 year-old man was air flighted a Fargo hospital for treatment a stab wound.

Stutsman County Sheriff Chad Kaiser, says the two men got into a fight at about 11:30 p.m., at the Hitching Post in Jamestown.

During the altercation, the man was allegedly stabbed with the other man’s personal knife.

No names have been released, and the incident remains under investigation by the Stutsman County Sheriff’s Office.

 

Jamestown, ND (KCSi-T.V. News) — October is Domestic Violence Awareness month, and the Jamestown community is invited to participate in the “Take Back The Night ®, Walk,” on Monday October 28, 2013, at 7-p.m., at the University of Jamestown, Voorhees Chapel.

The walk is co-sponsored by the University of Jamestown, SAFE Shelter, the Jamestown Zonta Club, and the Jamestown Martial Arts Academy.

On Wednesday’s Wayne Byers Show, on CSi Cable 2, University of Jamestown, Student Advocacy Coordinator, Caleb Grossman said the University is partnering to bring awareness of domestic violence, to the community and to the University campus.

He said the event starts at Voorhees Chapel at 7-p.m., with a speaker, then a walk to the University of Jamestown entrance, where there will be another talk, and then the walk continues.

Also on our show, SAFE Shelter’s, Sexual Assault Services Coordinator, Mary Thysell said the walk has not been held in the Jamestown area for a few years, and this year’s event will help bring a new generation of community support, for victims of domestic and sexual violence, along with awareness.

She pointed out that in the past year, SAFE Shelter in Jamestown served 90-families, along with 100 children, and 16 sexual violence victims in Stutsman and Foster Counties.

She added the majority of victims are abused by someone they know.

Jamestown, ND (KCSi-T.V. News Oct 23, 2013) — The Jamestown/Stutsman Development Corporation Executive Board has approved selling two condominiums acquired in 2010.

JSDC obtained the condos as partial payment on loans made to Brian Lunde, who originally developed the Zappas building. The condominiums are located on the second floor and the Buffalo City Rotisserie Grill is located at street level.

The condos were each valued at $150,000 in December 2010 when the JSDC took possession.

Great River Energy purchased one condo for $150,000. GRE has rented the same condo, a corner unit, for the past two years for its staff staying in Jamestown while working on the Spiritwood Station coal-fired generating plant and Dakota Spirit AgEnergy.

Fran and Monica Romsdal purchased the second condominium for $145,000. The current residents renting that unit did not make a counter offer and will be given 30 days to vacate the residence.

 

Bismarck, ND (KCSi-T.V. News Oct 23, 2013) – USDA Rural State Director Jasper Schneider, says Phase Two, construction to extend water lines from south of Woodworth to the Medina area, may start next week.USDA Rural Development provided a $1.5 million loan for this second phase.

Stutsman Rural Water recently held a groundbreaking ceremony to celebrate the expansion of water services in the western part of the county. When the project is completed, more than 700 families will be added to the system.

The water is being purchased from the city of Carrington and pumped through Rural Water lines to provide service to Woodworth. The water will then flow from that point to other areas of western Stutsman County.

 

 WILLISTON, N.D. (AP) – Authorities have arrested a 17-year-old girl in Williston for alleged cyberbullying.
 
     The  girl is facing felony charges of terrorizing, harassment and hindering law enforcement. Her case is being handled in juvenile court, where proceedings are not open to the public.
 
     Police arrested the girl after a three-week investigation. They allege that she sent threatening messages to multiple people online and through text-messaging. Police Det. Amy Nickoloff calls it “a new way of bullying.”

 

 FREDERICK, S.D. (AP) – A fire at a grain elevator in the northeastern South Dakota town of Frederick destroyed about 2,500 bushels of corn. The American News reports that the Tuesday morning blaze at the Frederick Farmers Elevator broke out in a grain dryer, about 35 feet above ground. Fire departments from Frederick and nearby Ellendale, North Dakota extinguished the blaze.

 

FARGO, N.D. (AP) – A disciplinary panel of the North Dakota Supreme Court says a Fargo judge accused of sexually harassing a female court reporter should be suspended.
 
     The state Judicial Conduct Commission is recommending that East Central District Judge Wickham Corwin be removed from the bench for two months without pay and cover about $12,000 in court costs.
 
     Corwin says he is disappointed with the decision by the hearing panel and is hopeful the Supreme Court will reject its recommendation.
 
     The judge was accused of trying to start an affair with the woman, who has never filed a formal complaint. A hearing on the matter was held in Fargo in June.
 
     Corwin says he believes he should be judged on “what he said and did, not what someone else imagined.”

 

 FARGO, N.D. (AP) – While the rest of the nation ages, North Dakota is getting younger.
 
      An analysis of 2012 U.S. Census population estimates found that North Dakota has the largest proportion of 20- to 24-year-olds in the nation – more than 9 percent of the population. State census office manager Kevin Iverson says North Dakota’s median age also has dropped from 37 to 36.1 in just two years – an enormous drop for such a short time window.
 
     Experts say the data is more evidence of how much the state’s economy has grown, driven by high farm commodity prices and the western oil boom.
 
     Iverson says it’s a lot easier for young people to go where the jobs are.
 

 

 BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has asked President Barack Obama to declare a federal disaster for the southwestern and south central parts of the state that were hit by an early October blizzard.
 
     A presidential disaster declaration would pave the way for federal aid for the region that was hit by up to 1  1/2 feet of snow and strong winds on Oct. 4-5. The storm caused extensive damages to rural electric infrastructure, roads, crops and cattle herds.
 
     Damage estimates so far have surpassed $8 million and do not include agricultural losses.
 
     Dalrymple has requested federal disaster assistance for Adams, Bowman, Grant, Hettinger, Morton, Sioux and Slope counties. Additional counties could be added later.

 

BISMARCK, N.D. (AP) – Enrollment at the North Dakota University System’s 11 colleges and universities dropped by less than a percentage point from last fall.
 
     The total headcount at the institutions is 48,015 this fall, compared to 48,203 in Fall 2012. That’s a decrease of 0.4 percent.
 
     Graduate student enrollment increased by 6.7 percent and community college enrollment rose by 0.9 percent. University enrollment dropped 0.7 percent.
 
     Interim Chancellor Larry Skogen says the stable enrollment numbers are good news for North Dakota because national enrollment numbers are trending downward as an improved economy is sending people go back to work.
 
     He says the system has been able to keep the cost of education affordable.

 

 BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has been named chair of the National Governors Association Natural Resources Committee.
 
     Dalrymple says the committee has jurisdiction over issues related to agriculture, energy, the environment and natural resources. Members of the committee ensure that the governors’ views are represented in the shaping of federal policy.
 
     Dalrymple says he looks forward to “sharing with others the successful policies that have been implemented here in North Dakota.”

 BOSTON (AP) -David Ortiz and Mike Napoli drove in three runs apiece to support Jon Lester’s shutout pitching as the Boston Red Sox pounded St. Louis 8-1 in Game 1 of the World Series last night. Ortiz hit a two-run homer and a sacrifice fly after Napoli put the Bosox ahead with a three-run double in the first inning. Lester held the Cardinals to five hits while striking out eight in 7 2/3 innings.

 EDEN PRAIRIE, Minn. (AP) – Minnesota Vikings coach Leslie Frazier will likely turn the offense back over to Christian Ponder for the Sunday night’s game against Green Bay. Josh Freeman showed up to the facility after his first start on Monday night with concussion-like symptoms. Freeman has to go through a battery of tests to get clearance to play again.
 
     GREEN BAY, Wis. (AP) – Packers coach Mike McCarthy says injured tight end Jermichael Finley is making progress in recuperating from a serious neck injury. Finley has remained in a hospital after getting hurt in last week’s 31-13 win over the Browns. Finley posted a video of him walking down a hospital hall accompanied by three others on Twitter on Tuesday.

 

ST. PAUL, Minn. (AP) – A Minnesota legislative panel formed to keep tabs on the Vikings stadium deal is meeting to go over a recently signed lease and the development agreement.
 
     The Legislative Commission on Minnesota Sports Facilities lacks power to alter the agreements. They were executed a few weeks ago by the team and the managers of the yet-built stadium.
 
     Thursday’s meeting will give lawmakers a platform to highlight concerns or voice support for the direction of the $975 million project. The public is hugely invested in the deal, with taxpayers paying more than half and fans likely to foot a share as well.
 
     The lease binds the team to 30 years. The development agreement includes the sale of seat licenses to fans who want the right to buy a season ticket.

 NEW YORK (AP) – NBA owners have unanimously voted to change the NBA Finals format back to 2-2-1-1-1 from 2-3-2. In short, instead of the series opening with two games in one city before switching to the other city for three and then back for two, the Finals will open with two games in one city before switching to the other city for the next two games followed by single games.
 
     The change was approved during the preseason board of governors meetings and will take effect with this season’s finals.
 
     The current format of 2-3-2 was instituted in 1985 in part to ease the amount of cross-country travel with the Celtics and Lakers frequently meeting for the championship.

     NEW YORK (AP) – Three-time U.S. figure skating champion Johnny Weir has retired and will join NBC for its coverage of the Sochi (SOH’-chee) Winter Olympic Games. Weir spent 16 years in the sport, going to two Olympics. He finished fifth at the 2006 Olympics and sixth in 2010. The Winter Olympics begin Feb. 6.
 

In world and national news…

 BERLIN (AP) – The fallout is growing in Germany over alleged U.S. cellphone monitoring. A senior lawmaker says he’s concerned about what Washington didn’t say about allegations that Chancellor Angela Merkel’s (AHN’-geh-lah MEHR’-kuhlz) cellphone was monitored. The U.S. says it isn’t monitoring and won’t monitor, but hasn’t claimed it never monitored. Germany also summoned the U.S. ambassador today for an explanation.
 
     WASHINGTON (AP) – President Barack Obama speaks on immigration today in the East Room of the White House and he’s expected to try to turn up the heat on Congress to pass reform legislation by insisting lawmakers act by year’s end. House Speaker John Boehner (BAY’-nur) says it’s possible the House could act but it might not be able to pass the kind of comprehensive bill Obama wants.
 
     WASHINGTON (AP) – Some of the blame for foul-ups with the government’s health insurance website may be laid at the Obama administration’s feet when the principal contractors responsible for the system testify before a House committee today. The House Energy and Commerce Committee hearing comes as some Democrats begin to worry about the effect on their re-election plans.
 
     NEW YORK (AP) – Upscale Barneys New York is facing another racial profiling accusation. Kayla Phillips, who is black, says police questioned her after she purchased a $2,500 designer handbag at the high-end department store in February. The 21-year-old says she came forward after hearing about a lawsuit brought by a black teen who said he was wrongfully detained after buying an expensive belt. Barneys has denied involvement.
