Carrington, ND  (KCSi-T.V. News Oct 24, 2013)  —  Police are investigating a Thursday afternoon about 3-p.m., of a  report of an robbery at the Gate City Bank in Carrington.

No injuries were reported

Jamestown, ND  (KCSi-T.V. News)  —  The Jamestown City Engineer’s Office reports, due to necessary utility work, 4th St NE from 12th Ave NE, west to 9th Ave NE will be closed to through traffic beginning Friday, October 25, 2013 at 8:00 a.m. and until repairs are completed. Traffic will be re-routed until the repair work is completed.Motorists’ should use EXTREME caution in and around this area and use alternate routes.

 Jamestown, ND  (KCSi-T.V. News)  — With the Jamestown sanitary sewer project, Interstate Engineering reports, a road closure on 7th Street SE near WedgeCor will be extended Friday. The closure, located at 7th Street SE and 13th Avenue SE, will be extended west to 12th Avenue SE.This closure is expected to be in place for about two weeks.

 Jamestown, ND  (KCSi-T.V. News Oct 24, 2013)  – A water main break at the intersection of 3rd Ave NW and 3rd St NW has been repaired and water service to the area has been restored.

Earlier Thursday Interstate Engineering reported, the intersection of 3rd Avenue NW and 3rd Street NW was closed due to a water main break. Residents along 3rd Street NW, between 2nd Avenue NW and 5th Avenue NW, were told that they may experience a water outage during the day  Thursday.

 

 Valley City, ND (KCSi-T.V. News Oct 24, 2013) — The Valley City Police Department look for help from the public as they look for a group of people accused of breaking into a man’s home, on October 18, 2013.

Reported stolen was a television and computer.

Valley City Police received the call just before 9:30 p.m. on October, about the break in.

Philip Chirchir, said he was at home watching television when someone knocked on the door, and did not recognize the five black males and one female outside the door.

When he refused them entrance to the home, he says, one of the men displayed a black handgun and banged on the door breaking in the door.

The homeowner call 9-1-1 from the bathroom.

He heard the suspects leave the home and discovered the items that were missing.

He says he saw the suspects leaving in a small, four door, sedan that was metallic silver.

Jamestown, ND  (KCSi-T.V. News Oct 24, 2013)  –    A 31 year-old man, stabbed late Tuesday night at the Hitchin’ Post in Jamestown was  released from a Fargo Hospital late Wednesday afternoon. 

He was air flighted to a Fargo hospital after the Tuesday night incident.  As the investigation continues, his name is not being released.

Jamestown, ND (KCSi-T.V. News) – The Stutsman County Sheriff’s Office is investigating a fight between two men Tuesday evening (Oct. 22, 2013) that led to a stabbing of one of the men at the Hitchin’ Post Bar.

As a result of the altercation a 31 year-old man was air flighted a Fargo hospital for treatment a stab wound.

Stutsman County Sheriff Chad Kaiser, says the two men got into a fight at about 11:30 p.m., at the Hitchin’ Post in Jamestown.

During the altercation, the man was allegedly stabbed with the other man’s personal knife. No names have been released, and the incident remains under investigation by the Stutsman County Sheriff’s Office.

 

Valley City, ND (KCSi-T.V. News Oct 24, 2013) — Valley City Police report, a Grand Forks man was arrested, accused of vandalizing a restroom inside Jimmy’s Pizza Tuesday night about 6p.m.

Police Chief Fred Thompson says officers arrested 32-year-old Jon Henry Lightning a short time later at the VFW Club for carrying a concealed weapon and criminal mischief.

Police removed two swords and a dagger that Lightning allegedly hid under his clothing.

Thompson says at least one of the bladed swords was used to poke a hole in the sheetrock and to slice other parts of the wall.

He says the incident remains under investigation.

 

Jamestown, ND (KCSi-T.V. News Oct 25, 2013) — The Jamestown City Council’s Fire Committee, and Public Works Committee met Thursday evening (Oct 24, 2013) at City Hall.  All members were present.

With Fire Committee business:

Discussion related to the roofing project at the main Fire hall. Re-roofing work will take place, and next spring work will occur on eliminating the chimney.  Additional downspouts will be installed for drainage.The committee recommends moving forward with installing the downspouts.

 

The committee recommends approval of revisions to Chapter 15, of the City Code, pertaining to the Fire Protection Code.

 

Public Works Committee

The committee discussed allowing permanent curbside trash pick-up at seven  locations.  City Engineer Reed Schwartzkopf said the proposal is based on slopes and encumbrances in the alleys, creating dangers to workers. Mayor Andersen suggested fixing those problems instead of moving the pick up location. The committee tabled the issue until the next Public Works Committee meeting. In the meantime those residences that could be affected by a change will be notified of the meeting date.

The committee recommends approving the Jamestown Force Main and Gravity Sewer Change Order No. 4, with the Jamestown sanitary sewer project. Darrell Hournbuckle of Interstate Engineering said the change order is due to unexpected discoveries of piping and other items. He said the project is 65 percent completed, and is expected to be finished this fall. He said most of the paving should be completed this fall.

The committee recommends approval of the Jamestown Wastewater & Lift Station Replacement & Force Main Improvements Project Phase I – Lift Station Replacement change order no. 1.

The committee recommends approving paving of District No. 13-42, in effect “all aspects of the project except the final lift of hot bituminous pavement shall be completed by November 1st, 2013. The final lift of hot bituminous pavement shall be completed by June 1st, 2014.”

The committee discussed participating in the NDDOT Strategic Highway Safety Plan, up to a cost of $5,000. The information would be added to the city’s Land Use and Transportation Plan.

A presentation was noted of the NDDOT’s recent Traffic Operations Study near Hwy 52 Bypass.   The information and recommendations of the NDDOT will be given to the City Council for review.

An update and sketches were presented, relating to the Vacation request for Joo’s Addition.  Schwartzkopf suggested a traffic study be conducted along with development issues, and considered by the city, before the vacation request is granted.

Discussion then concerned the alley way behind 100 block of 1st Street East, behind U.S. Bank. Schwartzkopf said the north 75 feet of an alley vacated still is a city right of way, and parking issues have ensued, with the three adjacent property owners. He said the alley is primarily a utility conveyance.He said the area at question could contain three parking stalls. He suggested just posting the area as “no parking.” Mayor Andersen has concerns about eliminating any downtown parking spaces. The committee recommends 4-1 to signing no parking, and proper enforcement.

 

A presentation was made of a  gray water study from Apex Engineering related to capacity of Waste Treatment facilities for potential future water demands of the city. The facility is used by the Cavendish facility, and in the future by Great River Energy, in addition to municipal waste. The biggest improvement needs were indicated, along with treatment issues that have been positive at the facility over its past 25 years. Recommendations were made, for needed improvements over the next several years.

 

The committee discussed curbside recycling, including where the city presently stands on the issue, and past actions taken regarding recycling, including the present recycler, and studies that were made on curbside. The issue is on the city’s Strategic Plan, along with automated trash collection, in conjunction with curbside recycling, and cost efficiencies. 

The current strategic plan for Jamestown approved on Aug. 1, 2011, listed “explore the implementation of curbside recycling” as a 2013 goal.

The Jamestown Recycling Task Force surveyed 1,184 people in Jamestown about recycling. That survey said about 75 percent of residents would be willing to pay fees ranging from $4 to $10 per month for curbside recycling.

Presently about 1,500 tons of garbage goes through the baler and into the landfills in Jamestown each month.

Mayor Andersen said studies need to be made on options available, including the city’s role in recycling. 

Mayor Andersen said how to move the issue forward, without burdening the city’s staff, is necessary, and whether a consultant is necessary, added to the work the city’s staff has already performed on the issue. Privatization of a recycling program is an option. The Mayor said the city needs to look at the effectiveness of costs relative to service, either under the city or a private firm.

Joan Morris gave a presentation on costs of operating the city landfill, and increases over the past few years. 

She noted garbage being brought to the Jamestown landfill, by communities outside of Jamestown.

The committee will review additional information on recycling to be obtained by the City Engineer, to discuss at the upcoming City Council meeting.

 BISMARCK, N.D. (AP) – The North Dakota Stockmen’s Association is offering a $10,000 reward for information leading to the conviction of whoever is responsible for the dragging death of a pet pony in Bottineau County.
 
     Owner Dave Boppre says the 38-inch-tall miniature Shetland pony named Bad Boy was chased from a hobby farm on Sept. 24, struck with a pickup truck, then tied to the back of the truck and dragged. Boppre also is accepting donations for a reward.
 
     Stockmen’s President Jason Zahn, of Towner, calls the killing of the pony a “senseless crime.” The rancher association is helping the Bottineau County Sheriff’s Office with the investigation.

 

BISMARCK, N.D. (AP) – The North Dakota Department of Health says people who attended four Catholic churches and took communion on specific dates may have been exposed to the hepatitis A virus.
 
     Symptoms include fever, tiredness, loss of appetite, nausea, abdominal discomfort, dark urine, pale stools or jaundice. Symptoms can take 15 to 50 days to appear.
 
     The services are: the Sept. 27, 2013 school mass at Holy Spirit Church in Fargo, the Sept. 29-Oct. 2, 2013  priest convention at St. James Basilica in Jamestown, the Oct. 6 mass at Cathedral of St. Mary in Fargo and the Oct. 7 mass at St. Paul’s Catholic Newman Center in Fargo.
 
     Immunization Program manager Molly Howell says the risk is low, but officials feel it’s important to let people know of the possible exposure.

 

  FARGO, N.D. (AP) – The manager for the city of Fargo says the decision by the U.S. House of Representatives to authorize the Red River diversion puts the proposal on “the downward side of the hill.”
 
     The House late Wednesday passed a water projects bill that includes plans for the nearly $2 billion diversion around Fargo and Moorhead, Minn. The Senate passed its version of the bill in May.
 
     Fargo City Administrator Pat Zavoral calls authorization for the channel “clearly significant” and says backers of the project will keep pushing to make sure it remains a high priority in Congress.
 
     Nathan Berseth, spokesman for a group of upstream residents opposed to the diversion, says authorization wasn’t a surprise and believes it will be difficult to advance the project in conference committee.

 

BISMARCK, N.D. (AP) – North Dakota Insurance Commissioner Adam Hamm says the state will receive nearly $174,000 as part of a multi-state insurance settlement reached with New York Life Insurance Company.
 
     The settlement over the use of the Social Security Administration’s Death Master File totals $15 million nationwide.
 
     As part of the settlement, New York Life has agreed to a number of business practice reforms, including using the file to search for deceased life insurance policyholders so beneficiaries are paid.
 
     State insurance departments in North Dakota, California, Florida, Illinois, New Hampshire and Pennsylvania worked together to examine the company’s practices.
 
     Hamm says the settlement is another step in the right direction to reform the life insurance industry’s use of the database.

 

FARGO, N.D. (AP) – The North Dakota Trade Office and companies from around the state are hosting a delegation of Chinese food buyers, researchers and government officials this week.
 
     The initiative is the second part of the North Dakota-China Reverse Trade Mission, in which Chinese delegates tour North Dakota companies and organizations and meet with local business and government leaders. 
 
     The delegates visiting through Saturday are focused on the soybean industry. A separate delegation with interest in wheat, barley, oats, peas, flax, beans and sunflowers visited North Dakota in September.
 
     The North Dakota Trade office has led three outgoing trade missions to China since 2009 with a fourth mission planned in March 2014.

 

 FARGO, N.D. (AP) – Grammy-winning pop singer Pink has rescheduled several concerts including one in Fargo so she can recover from inflamed vocal cords and laryngitis.
 
     The Fargo show originally scheduled for Sunday night is now scheduled for Jan. 11, a Saturday. It will still be at the Fargodome. Tickets for the original show will be honored at the makeup show.
 
     Pink is touring to support her double-platinum album, “The Truth About Love,” which features the hit song “Blow Me (One Last Kiss).”

 

In world and national news…

MILLINGTON, Tenn. (AP) – There’s been a shooting at a U.S. Navy facility in Tennessee. The military says a gunman opened fire, wounding two service members, before being taken into custody. According to a law enforcement official, the shooter was a Navy recruiter who had been relieved of duty. The Navy says neither of the victims has life-threatening injuries.
 
     WASHINGTON (AP) – A spokesman for House Speaker John Boehner (BAY’-nur) says House Republicans want to see a “common sense, step-by-step” approach to immigration reform. It’s a response to President Barack Obama’s appeal today for Congress to finish work on an immigration overhaul by the end of the year. Boehner has said he believes the House could act by then — but he’s had trouble rallying support from the conservative wing of his caucus.
 
     NEW YORK (AP) – For the first time since the eight-foot swells from superstorm Sandy did heavy damage to Ellis Island, the former U.S. immigration entry point in New York Harbor will reopen to the public. It will happen on Monday, one day before the storm’s anniversary. There’s an immigration museum that showcases the stories of the millions of immigrants who passed through the island to start their lives in the United States. More than a million documents, photos and other artifacts were moved before the storm in order to protect them. They will remain in a temporary storage facility for the time being.
 
     SOFIA, Bulgaria (AP) – Prosecutors in Bulgaria have filed preliminary charges against a Gypsy woman who may be the mother of a girl found living with an unrelated couple in Greece. The woman has admitted that she once left a baby behind there. She says if DNA proves she’s the girl’s mother, she’ll take her back. But she denies taking any money for giving up her baby to another Roma, or Gypsy, family years ago.
 
     BOSTON (AP) – The Boston Red Sox will be looking to continue on the road toward another World Series sweep when they host the St. Louis Cardinals in the second game Thursnight in Boston. Last night’s 8-to-1 win in this year’s opening game was the ninth straight win in a World Series game for the Sox.
