FARGO, N.D. (AP) – A man convicted of killing two children on the Spirit Lake Indian Reservation in North Dakota has filed court documents on his own claiming he was not mentally fit to stand trial. He’s asking to be released from prison.

A jury in September found Valentino “Tino” Bagola guilty of two counts of felony murder for the May 2011 slayings of 9-year-old Destiny Jane Shaw-Dubois and her 6-year-old brother, Travis Lee DuBois Jr., in St. Michael.

Bagola says in a handwritten document that he should have had an evaluation to determine whether he was competent to stand trial and assist in his own defense.

Neil Fulton with the public federal defender’s office in the Dakotas says defense attorneys have not reviewed Bagola’s documents but continue to work with him.

MINNEAPOLIS (AP) – The Minnesota Timberwolves and the City of Minneapolis have announced a $97 million renovation plan for Target Center.

The long-negotiated plan finally was announced on Tuesday and is scheduled to be voted on for approval by the City Council on Nov. 12. The Timberwolves will pay $43 million toward the project, Minneapolis will contribute $48.5 million and building manager AEG will pay $5.5 million.

The parties first announced plans for a $150 million renovation in February 2011 as part of a bill to get the Minnesota Vikings a new football stadium. The renovation will redesign the exterior of the building, create additional gathering spaces, improve pedestrian traffic flow, upgrade amenities, increase the seating capacity, add additional VIP clubs and fix loading dock problems. The deal also keeps the Timberwolves, Lynx and AEG at the arena until 2032

The deal also extends the Timberwolves’ lease at the arena through 2032.
