DICKINSON, N.D. (AP) – Southwestern North Dakota could be in store for up to half a foot of snow.
The National Weather Service has issued a winter weather advisory for the Dickinson region from Monday afternoon into Tuesday morning. Forecasters say 4-6 inches of snow is possible, along with wind gusts up to 30 mph.
The weather service says the conditions could make travel hazardous.

Interstate Engineering says, some residents in Southwest Jamestown may experience an interruption in water service during the day Tuesday, Oct 29, 2013. During this time, crews will be performing maintenance on the water system. Residents in the area between 1st and 2nd Street SW and 3rd and 5th Avenue SW may be impacted.
Jamestown, ND (KCSi-T.V. News Oct 28, 2013) – Interstate Engineering reports section of 19th Avenue SE is closed for construction. The closure begins at 10th Street SE and extends south for about two blocks. This closure is expected to be in place for about two weeks. During this time, area businesses can be accessed from the south via 17th Street SE.
19th Ave SE is open from about two blocks south of 10th St SE to 17th St SE. Temporary surfacing is in place.
A reminder, 2nd St SW from 3rd Ave SW to 4th Ave SW was opened Tuesday afternoon. The 2nd St SW bridge over the James River remains closed. Enter CSi from 4th Av SW.

Jamestown, ND (KCSi-T.V. News) — The two suspects in the robbery of Northland Financial in Medina, who were arrested over the weekend, appeared Monday in Southeast District Court, before Judge Thomas Merrick, for their bond hearing.
They are both charged with robbery and not conspiracy to commit burglary as previously reported. Each face felony charges of criminal conspiracy and robbery. They each could face up to 20 years in prison if convicted. Court documents do not list attorneys for the men.
Both charges are Class B felonies with a maximum punishment of 10 years in prison and a $10,000 fine.
40 year olf Rendell Hardy’s bail was set at $400,000 cash by Merrick, 34 year old Satrone Boyd’s bail was set at $200,000 cash.
Hardy is from Florida and Boyd from Lincoln. Authorities say the two men have been living and working in Dickinson.
Both remain in custody at the Jamestown Correctional Center.
The two men are accused of robbing the Northland Financial Bank in Medina around 10:30 a.m. Friday.
The suspects fled the bank’s parking lot in a blue Chevrolet Trailblazer, which was found abandoned south of Medina on Highway 30 later Friday morning.
Stutsman County Sheriff, Chad Kaiser said the Trailblazer was reported stolen out of Bismarck.
The pair reportedly then changed vehicles, and a Lincoln Navigator allegedly used by the suspects in Dickinson at a residence where the suspects lived while working in that city.
Jamestown, ND (KCSi-T.V. News) — The Jamestown/Stutsman Development Corporation Executive Board, heard from CEO Connie Ova, who said the JSDC has spent about 99 percent of its annual budget for the year, $400,000, with two months left in 2013.
She requested a modification of the budget of $25,000.
She said the money would come from the JSDC’s General Fund with no need for additional funding from the city of Jamestown or Stutsman County.
Ova said unexpected costs were recorded in legal expenses, miscellaneous expenses, travel, training and office equipment.
The legal expenses included $4,300 in fees spent researching and responding to an allegation of a violation of the North Dakota open meetings law brought by The Jamestown Sun.
In February, The Sun filed a legal challenge concerning an executive session meeting of the JSDC on January 30th.
The newspaper reports that the challenge alleged the executive session violated North Dakota open meeting laws by taking votes and reviewing the CEO evaluation in a closed door meeting. The North Dakota Attorney General’s Office has not issued an opinion on the challenge at this time.
On another topic, the area of budgets was also noted as an area of improvement.
The executive board recommended Ova receive a 4 percent raise based on her 2013 salary of $83,856 per year.
The JSDC Executive Board also learned that it may be forced to purchase an additional share of the building it occupies, The Center for Economic Development in downtown Jamestown, which houses the Jamestown Area Chamber of Commerce, the JSDC, and the South Central Dakota Regional Council, sharing the building since 2006.
JSDC has 50 percent ownership while SCDRC owns 32 percent of the building, with the rest held by the chamber.
If the Regional Council moves from the building, the other entities would have the option to buy its share at the appraised price or the building would be placed on the market to the public.
No decision has been made by the Regional Council on a possible move.
Jamestown, ND (KCSi-T.V. News (Oct 28, 2013) — The Stutsman County Sheriff’s Office is notifying residents of a convicted high-risk sex offender living in the rural Jamestown area.
33 year old Matthew Alan Jasmann, lives at 2940 91st Ave. SE, in Spiritwood. He drives a 1993 Chevy 2500, white in color, with N.D. license JYE167.
Jasmann is described as a white male, 6 feet 2 inches tall, weighing 170 pounds, with brown hair and blue eyes.
Jasmann was convicted of gross sexual imposition in 2001 Southeast District Court in Stutsman County. Authorities said Jasmann engaged in various sexual acts with numerous girls who were ages 13 to 17. Additional charges were dismissed in return for Jasmann’s guilty plea to the charges.
He was sentenced to 10 years with two years suspended and placed on supervised probation.
He was also convicted of gross sexual imposition in Southeast District Court in Stutsman County in 1994. Authorities said when he was 12 years old, Jasmann had sex with a 10-year-old girl and her younger sister. He was sentenced to 18 months with juvenile services.
Jasmann is not wanted by law enforcement at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate Jasmann. Attempts to harass, intimidate or threaten Jasmann or his family, landlords or employers will be turned over for prosecution.

Valley City, ND (KCSi-T.V. News Oct 28, 2013) — Faith Lutheran church in Valley City is moving soon, to its temporary location, on Winter Show Road.
The building is owned by Wagon Wheel Inn, the former U.S. Department of Agriculture building
The church was heavily damage by fire, which was intentionally set, according to investigators on October 21, 2013.
One week after the fire, church members are sprucing up the interior, painting and adding other touches.
Pastor Jolene Knutson-Hanse says the church has been blessed by the response of the community since the fire.
The church will relocate starting November 3, 2013, and will likely be there for at least a year.
The church is waiting to hear from its insurance company on fire damages.
Church officials will then decide whether to repair or rebuild the church.
Donation funds have been set up at both Dacotah Bank and Bank Forward.
The investigation into the fire continues, and no arrests have been made, thus far.

FARGO, N.D. (AP) – A man convicted of killing two children on the Spirit Lake Indian Reservation in North Dakota claims he was not mentally fit to stand trial. Valentino Bagola is asking to be released from prison. He was found guilty of two counts of felony murder for the slayings of Destiny Jane Shaw-Dubois and Travis Lee DuBois Jr.
BISMARCK, N.D. (AP) – Bismarck-based Montana-Dakota Utilities Co. has signed an agreement to buy electricity from a wind farm being built in southwestern North Dakota.
The division of MDU Resources Group Inc. says it has signed a 25-year deal to buy power from Thunder Spirit Wind LLC, a subsidiary of Wind Works Power Corp.
The state Public Service Commission earlier this month approved plans for the $300 million wind farm in Adams County. Construction is to begin late this year or early next year, with the wind farm of up to 75 turbines becoming operational in late 2015.
MDU says the agreement with Thunder Spirit Wind means 20 percent of its energy supply requirements will come from renewable sources.
BISMARCK, N.D. (AP) – A longtime employee of higher education has been named to an executive position in the North Dakota University System.
Sonia Cowen will serve as interim vice chancellor for academic and student affairs. She replaces Michel Hillman, who has been working under a temporary contract.
Cowen has spent more than 30 years as a senior adviser to executive academic posts, including responsibilities for academic and student affairs in three statewide university systems.
Interim Chancellor Larry Skogen says the Cowen’s appointment was made temporary to allow the new chancellor to decide the position in 2015.
BISMARCK, N.D. (AP) – A committee who interviewed North Dakota Supreme Court justice applicants has sent its list of recommendations to Gov. Jack Dalrymple.
The Judicial Nominating Committee pared the list of 12 people to the four finalists. Douglas Bahr is solicitor general with the state attorney general’s office in Bismarck; James Hill is a Bismarck trial attorney; Judge Lisa Fair McEvers serves in Fargo; and Judge David Reich is from Bismarck.
Dalrymple now has a month to make a selection from the nominees, ask for another list or call an election.
The court has to fill a vacancy created by Justice Mary Maring’s pending retirement with four years remaining on her 10-year term.
FARGO, N.D. (AP) – A federal court hearing is set Nov. 26 in Duluth, Minn., on whether the F-M Diversion Authority can intervene in a lawsuit by opponents of the planned Red River diversion around Fargo-Moorhead.
The group that is the primary local sponsor of the proposed $2 billion flood protection project has filed court documents seeking to be named a co-defendant in the lawsuit filed in August against the U.S. Army Corps of Engineers, which would build the project.
Opponents sued because they think the project is vastly overpriced and will damage farmland. Proponents say the project is necessary to provide long-term protection for the metro area where sandbagging has become a rite of spring.
Congress has authorized the diversion project but hasn’t approved any money for it.
WASHINGTON (AP) – The fight over renewing the nation’s farm bill has centered on cuts to the $80 billion-a-year food stamp program. But there could be unintended consequences if no agreement is reached: higher milk prices. Members of the House and Senate are scheduled to begin long-awaited negotiations on the five-year, roughly $500 billion bill this week.

ST. LOUIS (AP) – The Boston Red Sox have a three-games-to-two lead in the World Series and can wrap up their third title in 10 seasons as early as tomorrow night. Jon Lester allowed one run and four hits over 7 2/3 innings to pitch the Bosox to a 3-1 win over the Cardinals in Game 5 at St. Louis last night. David Ross doubled home the tiebreaking run in the seventh, and David Ortiz went 3-for-4 with an RBI double to raise his series batting average to .733.

ST. LOUIS (AP) – It was a rather rough night for St. Louis sports fans. Not far from the World Series, the Rams allowed Russell Wilson to throw a pair of touchdown passes to Golden Tate as the Seattle Seahawks downed St. Louis 14-9. The Seahawks led just 7-6 until Tate turned an acrobatic catch into an 80-yard TD with 3:45 left in the third quarter.

ST. PAUL, Minn. (AP) – The Blackhawks beat the Minnesota Wild 5-1 last night. Corey Crawford made 29 saves. Sheldon Brookbank, Patrick Kane and Brandon Saad all scored to give the Blackhawks just their third game of more than three goals in 12 contests this season. Jason Pominville had a goal for the Wild.

EDEN PRAIRIE, Minn. (AP) – Minnesota Vikings coach Leslie Frazier says he’ll decide later this week whether Josh Freeman or Christian Ponder will start at quarterback on Sunday. The Vikings have changed quarterbacks for four consecutive games. The only one to win a game this season for them is veteran Matt Cassel.

MINNEAPOLIS (AP) – The Minnesota Timberwolves and the City of Minneapolis have announced a $97 million renovation plan for Target Center. The Timberwolves will pay $43 million toward the project, Minneapolis will contribute $48.5 million and building manager AEG will pay $5.5 million. The deal also extends the Timberwolves’ lease at the arena through 2032.
INDIANAPOLIS (AP) – Pacers swingman Danny Granger will sit out the first three weeks of the season with a left calf injury. Granger missed the last several preseason games with the injury, and the Pacers say they are holding Granger out as a “precautionary measure” to ensure he is ready to play when he returns.
NEW YORK (AP) – The New York Knicks have exercised their fourth-year contract option on guard Iman Shumpert. He started all 45 of his games last season after returning from major knee surgery, averaging 6.8 points and 3.0 rebounds. He tore knee ligaments during the 2012 playoffs after earning a spot on the NBA All-Rookie team.

WASHINGTON (AP) – The first of two House hearings is today on Capitol Hill as Republicans demand answers about the malfunctioning health care enrollment website. In the spotlight will be Medicare Chief Marilyn Tavenner. She’s considered to be the official who’s the closest to day-to-day implementation of the website.
WASHINGTON (AP) – A Senate hearing is on tap today to discuss state self-defense laws with the “stand your ground” provision. A key witness is Sybrina Fulton, the mother of Trayvon Martin, the unarmed Florida teen who was gunned down by former neighborhood watch captain George Zimmerman. She says states must clarify the definition of “stand your ground.” No congressional action is expected on state policies.
WASHINGTON (AP) – The Federal Reserve is expected to retain the status quo on its stimulus efforts when it meets for two days starting today. The Fed sprung a surprise at its last meeting by not reducing its bond buying. The economic recovery has remained tepid and no slowdown is expected out of this week’s meeting.
COPENHAGEN, Denmark (AP) – The terrible storm that slammed into parts of Europe has now taken 15 lives. The latest is a traffic accident in Denmark. Yesterday’s storm was one of the worst in years in western and northern Europe. Wind gusts up to 120 mph swept across Denmark. Germany had six deaths, Britain five, Denmark two and France and the Netherlands had one each. Tens of thousands are without power.
GENEVA (AP) – The U.N.’s health agency says the risk of polio is high across northeast Syria where 10 cases have been confirmed among babies and toddlers who officials say were “under-immunized.” It’s the first confirmed outbreak in the country in 14 years. Syria has launched a vaccination campaign.
