Jamestown, ND (KCSi –TV. News Oct 31 2013) — Water service was interrupted Thursday afternoon in the area along 2nd St SW, from 3 Ave west to river. A water main in 2nd St SW broke after work had been completed installing lines to the south and the hole had been backfilled. The original line was described as “brittle” and apparently collapsed. The broken line was excavated to be able to make repairs. As of Friday morning the service was restored.
Water service had been turned off Monday and then again Tuesday for installation work in the SW Jamestown neighborhood. Updates will be posted on line at CsiNewsNow.com

Jamestown, ND (KCSi-T.V. News Oct31, 2013) – As the winter season approaches, the Holiday Shopping Marathon is encouraging the public to get in shape for Christmas… Christmas gift giving that is.
In partnership with the Jamestown Area Chamber of Commerce, Buffalo City Tourism, Main Street Downtown and the Jamestown Civic Center, the goal of the Marathon is to increase local spending as well as raise awareness to the various retail offerings available here.
Buffalo City Tourism Director, Searle Swedlund says, “Last year, Americans spent $1 billion online just on Black Friday. Let’s keep those dollars here. The Holiday Shopping Marathon is the perfect opportunity – at a perfect time of year – for retail stores to display their offerings to Jamestown natives as well as those visiting from out of town.”
On Thursday’s (Oct 31, 2013) Wayne Byers Show on CSi Cable 2, committee member, Jessica Haak said, the Marathon begins Sunday, Nov. 3, 2013 in conjunction with the Jamestown Civic Center’s Gift & Craft Sale. The “race” ends 26 days later on Black Friday, Nov. 29. She pointed out that Jamestown has 80 retail businesses at which to shop.
As the committee prepares for the event, it is asking retail businesses to sign up and participate in the Marathon’s Punch Card, which will list 12 Jamestown businesses. The goal of the Punch Card is to encourage shoppers to patronize local retail businesses as well as visit stores they’ve never entered. To complete the Punch Card, the shopper must visit at least a ten businesses.
Once completed, the shopper can turn the Punch Card in for a chance to win $500 in Jamestown Area Chamber of Commerce Chamber Bucks. In addition to the grand prize, the committee is also giving out a prize each week. Shoppers who turn their Punch Cards in early get more chances to win.
Thanks to the Marathon’s generous partners, this service is provided to retail businesses at no cost.

Jamestown, ND (KCSi-T.V. News Nov 1, 2013) — A dispute between the City of Jamestown and Stutsman Rural Water District, rolled up about $75,000 in legal fees.
Information released by both parties, showed the city of Jamestown spent a total of $43,891 including legal fees from City Attorney Ken Dalstad and Vogel Law Firm and for a legislative consultant retained by the city. The fees were paid from the city’s general fund.
Stutsman Rural Water District incurred legal fees of $28,456, inclduing the time spent by Scott Sandness, its Jamestown attorney, and Steve Harris of Doyle, Harris, Davis & Haughey of Tulsa, Okla.
SRWD also had costs of $2,828 in extra fees paid to board members for special meetings.
Legal costs were paid from a legal expense line item, going over budget of $4,000.
The disagreement centered on a territorial dispute regarding the Titan Machinery location near Jamestown Regional Medical Center. The resulting agreement defines the territorial boundaries for the two utilities for the entire Jamestown are.
CARRINGTON, N.D. (AP) – Charges are pending in federal court against a Willow City man in connection with a bank robbery in Carrington.
The 27-year-old man named in an FBI complaint is being held on Rugby in unrelated state charges and is expected to soon be charged in U.S. District Court with bank robbery.
The man was arrested on U.S. Highway 52 near Martin after the Oct. 24 holdup of the Gate City Bank in Carrington. No one was hurt in the robbery.
MAPLETON, N.D. (AP) – A trench collapsed at a job site in Mapleton sent a worker to the hospital with minor injuries.
The Cass County Sheriff’s Office says 32-year-old Adam Loy was working inside a trench that was about 17 feet deep when part of the clay wall broke loose and pinned him.
Other employees quickly freed him and he was taken to a hospital.
Loy works for Kuechle Underground Inc. out of Kimball, Minn.
BISMARCK, N.D. (AP) – North Dakota’s attorney general has banned three unlicensed contractors from doing business in the state.
Wayne Stenehjem issued cease and desist orders Thursday against Grant Nelson, doing business as Service Pro Plumbing Inc.; Jeff Lafountain, doing business as Gittr Done Construction; and Thomas Lantto, doing business as Tom Lantto Builders.
The AG’s Consumer Protection Division initiated investigations after getting complaints from consumers that the contractors didn’t properly finish home improvement projects.
Stenehjem says none of the contractors cooperated with investigators.
FARGO, N.D. (AP) – Three men are charged in federal court with attempted sex trafficking of children in western North Dakota. Indictments were unsealed yesterday against Jordan Christiansen, Daniel Ray and Michael Sackett. They have not been asked to enter pleas. Authorities say the cases involved girls the clients believed to be between the ages of 12 and 14.
BISMARCK, N.D. (AP) – A woman in northern North Dakota says the man she was living with kept her locked in the basement of their Cavalier home for weeks, freeing her only to torture and rape her.
The man faces a December 9th trial on 26 counts of gross sexual imposition, plus charges of aggravated assault and drug possession.
The woman told KVLY-TV she was tied up like an animal. A criminal complaint alleges the man bound the woman repeatedly using duct tape, hose clamps, zip ties and ropes. It alleges he then physically and sexually assaulted her.
The Associated Press typically doesn’t identify people who might be victims of sexual abuse. The woman didn’t immediately respond to requests for comment from The Associated Press made through Facebook.
GRAND FORKS, N.D. (AP) – A temporary science teacher is standing trial in Grand Forks on charges he had sex at a hotel with a 14-year-old girl after meeting her in a Catholic parish on the Turtle Mountain Indian Reservation.
The Grand Forks Herald reports 28-year-old Sean Kovalevich is charged him with two counts of gross sexual imposition of a girl under 15 and a lesser count of corruption of a minor.
He was arrested late last year weeks after he started teaching science in Starkweather.
His trial is scheduled to last through Friday.
BISMARCK, N.D. (AP) – A group that funds developers of North Dakota farm products will consider grant requests totaling nearly $582,000 at its quarterly meeting this month in Jamestown.
The Agricultural Products Utilization Commission will review eight requests on Nov. 21.
Among the groups making requests is Endless Harvest of Jamestown, which wants $150,000 for a proposed greenhouse operation to grow leaf lettuce for North Dakota and Minnesota.
BISMARCK, N.D. (AP) – Federal regulators say a lightning strike may have caused a pipeline rupture that spilled more than 20,000 barrels of oil in northwestern North Dakota.
The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration said Thursday that a preliminary investigation “points to a strong electrical discharge as the cause of the failure.”
Agency spokesman Damon Hill says the exact final determination on cause hasn’t been made. He says that could take months.
The agency also issued a safety order Thursday that sets conditions for Tesoro Corp. to restart the pipeline. The order requires the company to perform frequent aerial and ground inspections and install additional leak detection equipment.
BISMARCK, N.D. (AP) – A North Dakota Health Department official told lawmakers that the agency will soon unveil a website that the public can access to see all oil spills and other hazardous leaks that are reported in the state.
Environmental health chief Dave Glatt (GLAHT) told the Energy Transmission and Development Committee on Thursday that health officials are still considering how large a spill should trigger a public announcement.
North Dakota Democratic lawmakers say they want legislation to require regulators to publicly report all oil spills and other hazardous leaks.
Glatt tells The Associated Press that the website will be permanent once it goes live in about two weeks. Glatt says he intends to show off the website to lawmakers once it’s running.
WASHINGTON (AP) – A federal disaster declaration has been declared for North Dakota to cover damage from an early fall winter storm.
The Federal Emergency Management Agency says the federal disaster aid will supplement state and local recovery efforts in Adams, Bowman, Grant, Hettinger, Morton, Sioux and Slope counties.
The storm hit Oct. 4-5.
MOORHEAD, Minn. (AP) – Concordia College is moving its annual Christmas concert off-campus this year because of concerns about the snow load capacity on the roof of Memorial Auditorium.
School officials said Thursday the concert will be held in the Fargo Civic Center.
Last week school officials notified students, staff and faculty about concerns about the roof and its ability to handle uneven snow loads.
GRAND FORKS, N.D. (AP) – Grand Forks County commissioners have selected a group to lead the development of a proposed tech park for unmanned aircraft systems.
Commissioners accepted a proposal from FDSL, a joint venture between FD Stonewater, a Washington, D.C., development firm, and Lynx, a Texas-based real-estate developer.
The two firms, which have worked together in the past, will help recruit tenants for Grand Sky, which is planned at the Grand Forks Air Force Base.
The Air Force indents to sign a 50-year lease with the county for the park, but says it would not do so until the county lined up a developer.

BISMARCK, N.D. (AP) – Hunter donations of venison to a program that helps feed the hungry across North Dakota have declined along with the state’s deer population.
But the recent addition of goose meat to the Sportsmen Against Hunger program is helping make up for it.
The charitable program raises money for the processing of donated deer and geese, and coordinates the distribution of meat to food pantries across North Dakota. It’s administered by Community Action Partnership, which serves low-income families.
Officials say deer donations have dropped from 353 in 2009 to 102 last year. But goose donations have gone from 350 in the first year last year to 1,300 so far this fall.
North Dakota’s deer population has been hurt by recent harsh winters, but waterfowl in the state are thriving.
GRAND FORKS, N.D. (AP) – The University of North Dakota and the University of Minnesota will renew their storied hockey rivalry in three years. The two NCAA Division I powerhouses have agreed to terms on a two-year deal that will renew a rivalry that dates back to 1930. The two programs have combined for a dozen national championships.
GRAND FORKS, N.D. (AP) – The University of North Dakota is one of four finalists to host the NCAA Women’s Frozen Four hockey tournament for the 2014 through 2018 seasons. Bids could be for one or more years, and UND’s bid was for each of the five seasons. If UND is successful, the tournaments would be held at Ralph Engelstad Arena on campus.

MIAMI (AP) – The Dolphins blew a 17-3 lead in the second half before Cameron Wake tackled Andy Dalton in the end zone for a safety with 6:38 left in overtime to give Miami a 22-20 win over Cincinnati. The Dolphins ended a four-game losing streak and improved to 5-4 by becoming the third NFL team to win an overtime game on a safety. Brent Grimes returned an interception 94 yards for a TD to help Miami drop the Bengals to 6-3.

UNDATED (AP) – The Chicago Bulls weren’t sure Derrick Rose could play last night because of a because of a sore neck. Not only did he contribute a team-high 18 points, he drained the game-winning jumper with 5.7 seconds left as the Bulls beat the visiting New York Knicks 82-81.
The NBA’s only other game last night had Chris Paul putting up big numbers in the Los Angeles Clippers’ 126-15 win over Golden State. Paul poured in 42 points on 12-of-20 from the field and 16 of 17 from the line.

SAN FRANCISCO (AP) – Australia’s Peter Senior shot an 8-under 63 to take a one-stroke lead in the Champions Tour’s season-ending Charles Schwab Cup Championship. Senior had nine birdies, an eagle and three bogeys at TPC Harding Park. David Frost shot 64, missing a short putt on the 18th hole.
Charles Schwab Cup points leader Kenny Perry opened with a 68 as he tries to close out the season title and a $1 million annuity. He’s 612 points ahead of second-place Langer, who fired a 67.
If Langer wins the tournament, Perry needs only to finish fifth or better take the season title.
SHANGHAI (AP) – Dustin Johnson made 10 birdies and tied the course record with a 9-under 63 to build a five-shot lead in the HSBC Champions.
Johnson put himself in great position to start another PGA Tour season with a win. He won the Tournament of Champions in Hawaii last January. This World Golf Championship is his first tournament of the 2013-14 season.
Starting four shots behind, Johnson overpowered Sheshan International with pure, powerful tee shots. He birdied six of the opening seven holes and finished at 12-under 132.
Rory McIlroy reached 10-under at the turn, but struggled on the back nine and had to settle for a 72. He was five shots behind, along with Boo Weekley and Bubba Watson.
Phil Mickelson had a 68 and was seven shots behind.

WASHINGTON (AP) – Matt Williams has been named the new manager of the Washington Nationals, replacing the retired Davey Johnson.
The five-time All-Star and four-time Gold Glove winner played for the Giants, Indians and Diamondbacks during his 17-year playing career and has been Arizona’s third-base coach the past three seasons.

WASHINGTON (AP) – Iraq’s leader will confer with President Barack Obama today about Baghdad’s request for U.S. help against an insurgency that has rekindled since the U.S. pullout two years ago. Meanwhile, the United Nations says that 979 Iraqis died in attacks in October, a monthly death toll that is exactly the same as the figure for September. Violence has spiked amid political and sectarian tensions.
SYDNEY (AP) – Indonesia’s Foreign Minister says allegations of Australian complicity with U.S. electronic data gathering are unacceptable if true. Australia’s ambassador met with Indonesian government officials today to talk about reports that the Australian Embassy in Jakarta is a hub for U.S. snooping. The ambassador said it was a good meeting.
WASHINGTON (AP) – The regulations won’t change immediately but change is coming for airline passengers who want to use their mobile devices from gate to gate. Under new federal rules, they’ll be able to do pretty much everything except make calls. Officials say the individual airlines will set the pace of change.
AUSTIN, Texas (AP) – About a third of Texas clinics that perform abortions can’t do so today now that a federal appeals court has allowed most of the state’s new abortion restrictions to take effect. One provision requires doctors to have admitting privileges at a nearby hospital. A lawsuit challenging the restrictions continues to proceed.
MONTREAL (AP) – Canadian authorities say there was more to an airline passenger’s pumpkins than met the eye. Authorities believe three pumpkins found in a woman’s luggage at the Trudeau International Airport in Montreal airport on Thursday were stuffed with approximately 4.4 pounds of cocaine. Officials say scanning equipment detected masses inside the pumpkins.
