BISMARCK, N.D. (AP) – Dangerous cold blanketed northwestern North Dakota on the heels of heavy snowfall in some areas.
The National Weather Service on Thursday morning issued an advisory for wind chills in the region as low as 30 degrees below zero.
Weather Service reports show that a system that crossed the state on Wednesday dropped as much as 6 1/2 inches of snow in some areas. The state Transportation Department issued a travel alert for the northwest and north central parts of the state because of poor driving conditions.
The Highway Patrol closed a portion of state Highway 22 north of Killdeer on Wednesday because semitrailers in the oil patch were having problems navigating the hills in the Killdeer Mountains.

Jamestown (CSi) – Interstate Engineering advises residents and motorists that the scheduled closure on 3rd St SE from 11th Ave SE to Railroad Drive E will now take place on Thursday, November 21, 2013.
This closure and detour are anticipated to be in place for up to two days.
2nd St SW open to local traffic only from 5th Ave SW to the bridge. 12th Ave SE open from 5th St SE to 6th St SE.
A reminder, the intersection of 1st Street SW and 3rd Avenue SW, near Renaissance Recycling, is closed for construction. A detour is in place and access will be provided for area businesses during this time.
To enter CSi, customers are reminded to go west on
2nd St SW to 4th Ave SW, go north 1/2 block and enter the CSi parking lot from the west.
With the closing of the 1st Street intersection, the detour to access west of the river is via 2nd Street to 4th Ave, up to 1st Street to use the 1st Street bridge. 2nd St SW bridge will remain closed for 3 more weeks or longer while lift station work is being done.

Jamestown (CSi) — The Jamestown City Fire Department was called Wednesday to 301 7th Avenue, Northeast about 4:10-p.m.
The call concerned a report of smoke coming from a gutter on the structure.
There was no fire involving the structure, as the smoke was originating from a wood burning unit.
The units returned to the fire station about 10 minutes later.
Jamestown (CSi) Jamestown’s Community Christmas tree was placed in front of the Jamestown Civic Center on Wednesday (Nov 20, 2013).
The tree was cut down and moved from the Jeff Schmidtt home located at 2015 – 5th St. N.E. City Forester Doug Wiles says the tree is 50 feet tall before being placed in the holder in front of the Civic Center. He says the tree weighs 9,800 pounds.
This is truly a city project, with the tree cutting and trimming done by the city street department crew, the moving by Scherbenske and Son and the tree lights and decorations done by the Jamestown Fire Department.
The Jamestown Main Street Downtown Association will again be in charge of the City Christmas Tree Lighting Ceremony, Wednesday Nov. 27, 2013 at the Jamestown Civic Center.
The lighting ceremony will start at 5:15 p.m. with Christmas carols and songs, a history of the tree and a Christmas message by Deacon Tom Geffre, chaplain at Ave Maria Village.
Coffee, hot chocolate and hot cider will be served along with cookies, courtesy of the Main Street Downtown Association.
Jamestown (CSi) – Jamestown Regional Airport Manager Matt Leitner job performance has been evaluated by the Jamestown Regional Airport Authority board, and provided a self-evaluation.
Leitner was evaluated on 10 areas of job performance: availability, adherence to policy, creativity, dependability, independence, initiative, interpersonal relationships, job knowledge, productivity and quality. He could receive a mark of “E” for excellent, “A” for above average, “S” for satisfactory and “U” for unsatisfactory.
Overall, Leitner received an A++, which according to Boyd, is a slight step down from an E rating.
Chairman Jim Boyd says Leitner has been excellent in just about every aspect of his job.
Leitner gave himself an overall rating of A.
Authority members felt Leitner needed to work on budgeting issues, mainly making sure budget figures reflect the actual amount of money or spending that is going on.
Jamestown (CSi) — The James River Valley Library System board will meet to discuss the location of a new library.
As reported Tuesday evening on CSiNewsNow.com, during a Jamestown City Council, committee meeting Tuesday, members voted to recommend a MetroPlains development request, to include the present site of the former Essentia Clinic in downtown Jamestown in the city’s Renaissance Zone.
That clears the way for the possibility of property and income tax breaks for the property owners.
Library Board Chairman, Dale Marks says representatives of the Library Board are attempting to schedule a meeting to speak with representatives of Essentia Health to find out what happened and whether the property’s sale is final.
At Tuesday’s meeting a MetroPlains representative said it intends to demolish the building currently on the site to build 24 units of senior and affordable housing on the site.

Jamestown (CSi) The State State Water Commission brought a regional meeting to Jamestown Wednesday, at the Jamestown Civic Center.
Representatives from the city of Jamestown, the city of Valley City, Stutsman Rural Water District and Garrison Diversion Conservancy District were among those at the meeting.
The meeting centered on changes to SWC’s cost-share policy, procedure and requirements in a draft for biennium 2015 to 2017, following legislation.
Wednesday’s meeting information was a draft, as SWC is looking for comments from officials throughout the state.
There will be another round of meetings in summer 2014.
FARGO, N.D. (AP) – Democratic state Rep. Scot Kelsh, of Fargo, has been arrested on suspicion of driving under the influence of alcohol.
The North Dakota State Highway Patrol says he was pulled over late Monday night.
Kelsh is a District 11 representative.
He’s been in the Legislature since 1996 and was among those who passed more stringent DUI laws in the last legislative session.
Kelsh said his attorney advised him not to comment.
BISMARCK, N.D. (AP) – A federal judge in Bismarck sentenced a South Dakota man to seven years in prison for his role in a North Dakota bank robbery.
Jurors convicted 20-year-old Colt Schneider, of Rapid City, in August of bank robbery and using a firearm during a crime of violence.
Schneider got one day in prison for the robbery conviction and seven years for the gun crime. He also must pay $4,000 in restitution.
Another man, 29-year-old Johnner Ward Jr., of Abilene, Texas, was sentenced in August to 11 years for his part.
Authorities say the two men wore black ski masks and carrying guns entered American Bank Center in New England in October 2012 and ran away after grabbing money from a bank employee.
BISMARCK, N.D. (AP) – The number of North Dakotans who reported incomes of $1 million or more nearly doubled last year and the average income of state residents rose 22 percent to an all-time high. State Tax Department figures released to The Associated Press show that 1,126 people in the oil-rich state reported making $1 million or more on their 2012 individual tax returns. That’s up from 634 people in 2011.
FARGO, N.D. (AP) – A longtime federal prosecutor in North Dakota is stepping down after nearly 30 years.
Lynn Jordheim has served the last decade as the top assistant to the U.S. attorney in North Dakota. He took over proceedings for the state’s only death penalty case after Alfonso Rodriguez Jr. was sentenced and there was a changeover in U.S. attorneys.
Rodriguez was convicted for kidnapping and killing University of North Dakota student Dru Sjodin (shuh-DEEN’). He sits on death row in Indiana while lawyers argue his appeal.
Timothy Purdon, the current U.S. attorney, says much of Jordheim’s work in recent years has been behind the scenes as a mentor to younger lawyers and contributor to various cases.
Assistant U.S. Attorney Chris Meyers will replace Jordheim as the No. 2 federal prosecutor.
WASHINGTON (AP) – Congress is honoring the service of American Indians who used their native languages to protect American battlefield secrets during World War I and II, including members of a North Dakota tribe.
Dozens of members of Congress and hundreds of others gathered in the U.S. Capitol’s Emancipation Hall Wednesday for a ceremony awarding the Congressional Gold Medal to so-called code talkers. Among the 33 tribes who received formal recognition was the Standing Rock Sioux Tribe, based in Fort Yates, N.D.
House Speaker John Boehner says members of tribes from across the country have gone too long without formal acknowledgement for their brave service. Congress previously awarded the Gold Medal to code talkers in 2000 and 2008. Wednesday’s ceremony was for more than two dozen tribes not included in that initial honor.
WASHINGTON (AP) – A Pentagon advisory group says weaknesses in how the Air Force manages its missile workforce have made it hard to maintain. The Defense Science Board says the Air Force in Minot has had trouble keeping people in its maintenance and security forces because of the cold. The group says a harsh climate is no excuse.
WILLISTON, N.D. (AP) – Officials say construction on Williston’s $70 million recreation center is nearing completion.
The center in the heart of North Dakota’s booming oil patch is slated to open in about four month.
Officials say the 234,000-square-foot facility on the campus of Williston State College will be the biggest in North Dakota and among the largest in the nation. The center so large a Walmart Supercenter could fit inside.
The center will include a water park and an Olympic-size swimming pool, four basketball courts, four tennis courts, a 200-meter running track, a golf simulator and other features.
FARGO, N.D. (AP) – Some North Dakota television stations are changing hands.
Gray Television Inc. and Excalibur Broadcasting LLC say they’ve reached a series of deals to acquire a total of 15 stations in seven markers from Hoak Media LLC and Parker Broadcasting Inc. for about $335 million in cash.
North Dakota stations Gray is buying from Excalibur: NBC affiliates KVLY in Fargo-Valley City and KFYR in Minot-Bismarck and its satellite stations KMOT, KUMV and KQCD.
Excalibur is acquiring CBS station KXJB in Fargo-Valley City from Hoak and Parker.
Also part of the deal is Excalibur’s purchase of Fox affiliate KNDX/KXND in Minot-Bismarck from Prime Cities.

ANKARA, Turkey (AP) – Turkish police now say a man seized near the Prime Minister’s office had a fake bomb, not the real article. An aide to Recep Tayyip Erdogan (REH’-jehp TY’-ihp UR’-doh-wahn) says police fired two warning shots before overpowering the man. Erdogan wasn’t in and no one was injured. Police initially said the bomb was real.
PARACHINAR, Pakistan (AP) – Pakistani police and security officials say three senior Afghan militants are among five people killed by a suspected U.S. drone in a rare missile attack outside a remote tribal region. The missiles hit an Islamic seminary in the northwest that’s known to be visited by senior members of the feared Afghan Haqqani (hah-KAH’-nee) network.
NEW HAVEN, Conn. (AP) – Kennedy cousin Michael Skakel (SKAY’-kul) is due to appear today at a bond hearing as he tries to win temporary freedom while prosecutors appeal a ruling that grants him a new trial in a 1975 slaying. Skakel has been serving 20 years to life in the death of 15-year-old Martha Moxley. The hearing is expected to focus on the terms and conditions of his release.
