Jamestown (CSi) After 10 weeks of being closed, 3rd Av SW is open, sort of, from 2nd St SW north to CSi driveway. Motorists can now enter & exit Historic Franklin School parking lot and drive-up payment box normally.

Interstate Engineering says work in this area has been suspended for the winter.

The intersection at 1st St & 3rd Av SW is still closed as work continues.

The 2nd St SW bridge remains closed.

The detour to access west of the river is via 2nd Street to 4th Ave, up to 1st Street to use the 1st Street bridge.

A reminder, the intersection of 1st Street SW and 3rd Avenue SW, near Renaissance Recycling, is closed for construction. Access the recycling center by looping around Historic Franklin.

Valley City (CSi) — Valley City School Board chairperson Joyce Braunagel is asking members of the Valley City Education Association negotiating team to return to the negotiating table to settle their differences concerning 28 words in a section on medical insurance with the negotiated agreement.

She asked that the teachers and school board to start the process of setting up a 9 member health insurance committee soon to find the best solution on this issue.

School board member Mike Callahan urged the public to come and check the facts out for themselves concerning the school districts interim fund. He says open records are available for the public to see during business hours.

Callahan says the impact of the federal Affordable Care Act will affect this school district and others and it needs to be seriously addressed by all parties involved.

The school board entered into Executive Session following the public meeting on Monday (November 25, 2013.) Some of the ageda items will be made public in the near future.

The VCEA and school board have not indicated what their next moves will be.

 

Jamestown (CSi) Jamestown’s Community Christmas tree lighting is set for Wednesday at 5:15-p.m., in front of the Jamestown Civic Center. The tree was placed in front of the Jamestown Civic Center on Wednesday (Nov 20, 2013).

The tree was cut down and moved from the Jeff Schmidtt home located at 2015 – 5th St. N.E. City Forester Doug Wiles says the tree is 50 feet tall before being placed in the holder in front of the Civic Center. He says the tree weighs 9,800 pounds.

This is truly a city project, with the tree cutting and trimming done by the city street department crew, the moving by Scherbenske and Son and the tree lights and decorations done by the Jamestown Fire Department.

The Jamestown Main Street Downtown Association will again be in charge of the City Christmas Tree Lighting Ceremony, Wednesday evening.

The lighting ceremony will start at 5:15 p.m. with Christmas carols and songs, a history of the tree and a Christmas message by Deacon Tom Geffre, chaplain at Ave Maria Village.

Coffee, hot chocolate and hot cider will be served along with cookies, courtesy of the Main Street Downtown Association.

 

 BISMARCK, N.D. (AP) – Chances are good that people driving on a North Dakota highway Wednesday will see a Highway Patrol trooper.
 
     The patrol says the day before Thanksgiving is one of the busiest travel days of the year, and the agency is ramping up traffic and safety enforcement. All available troopers are taking to the roads.
 
     Patrol Col. James Prochniak (PRAWK’-nee-ak) says motorists should remember that driving is “a full-time responsibility,” and that driving responsibly is the most important factor in arriving at a destination safely.

 

 FARGO, N.D. (AP) – Authorities say 11 men were arrested in an online child sex trafficking sting in the western North Dakota oil patch. The men have been charged separately in federal court with attempted sex trafficking of children. The suspects range in age from 18 to 50. Most are believed to reside out of state.
 

 BISMARCK, N.D. (AP) – North Dakota is investigating a human rights complaint from a white supremacist charged with terrorizing the small town he’s trying to take over.
 
     Craig Cobb says Attorney General Wayne Stenehjem discriminated against him when he told a radio  station that Cobb “and his supporters are ‘not the kind of people’ wanted in North Dakota.”
 
     Cobb says that was intended to discourage him from practicing his religion of racism in the state.
 
     He’s being held without bail in the Stanton jail and says he hasn’t eaten in six days as part of a form of spiritual enlightenment that ends in death.
 
     Cobb told The Associated Press he’d be willing to sell his Leith house and leave the state if prosecutors drop charges that he terrorized residents with guns.
 
     Stenehjem hasn’t seen the complaint.

 

BISMARCK, N.D. (AP) – Job Service North Dakota says the state’s unemployment rate dropped slightly in October and remains the lowest in the nation. Job Service research analyst Michael Ziesch (zish) says North Dakota’s unemployment rate was 2.7 percent in October, down from 2.8 percent in September. The national unemployment rate was 7 percent in October.

 

 BISMARCK, N.D. (AP) – A Canadian company is inviting oil producers to bid on rights to use the largest-capacity pipeline proposed to date to transport North Dakota crude.
 
     Calgary, Alberta-based Enbridge Energy is proposing the $2.6 billion, 612-mile Sandpiper pipeline to carry 225,000 barrels of oil daily to a hub in northern Minnesota and 375,000 barrels to one in northwestern Wisconsin.
 
     The company announced a so-called open season, which is a period of courting gas producers to secure shipping agreements. The company says oil shippers have until Jan. 24 to commit to the project.
 
     Enbridge announced Monday that Houston-based Marathon Petroleum Corp. agreed to pay 37.5 percent of the project’s construction in exchange for 27 percent equity interest.

 

 FARGO, N.D. (AP) – A South Dakota-based cable company is expanding into North Dakota’s largest city.
 
     Sioux Falls-based Midcontinent Communications will begin offering cable TV, broadband Internet and telephone services in Fargo next year, giving residents of that city a second cable company option.
 
     Cable One is the only cable provider in Fargo, which has about 110,000 people. The company tells The Forum it welcomes the competition.
 
     Midcontinent’s expansion is to begin in the spring, pending city approval. It will cost the company about $55 million.
 
     Midcontinent has more than 300,000 customers in 335 communities in the Dakotas, Minnesota and Wisconsin.

 

 BISMARCK, N.D. (AP) – Timothy Carlson has been named chief auditor of the North Dakota University System.
 
     Carlson is a certified internal auditor who has 20 years of experience in internal auditing, risk assessment, finance and operations. He previously worked as managing member of TPC and Associates of O’Fallon, Mo.
 
     Carlson has a bachelor’s degree in business administration from Concordia College in Moorhead, Minn.
 
     State Board of Higher Education president Kirsten Diederich says Carlson has “the right combination of solid management and internal auditing experience” and calls him a “great fit for this position.”

 

MARMATH, N.D. (AP) – The North Dakota Department of Health says a salt water spill in Montana has flowed into a North Dakota creek that is not a source of public drinking water.
 
     The agency says about 17,000 barrels of brine leaked from a pipeline in Montana. It has reached the Big Gumbo Creek and flowed down 1.4 miles of the creek about 14 miles south of Marmath.
 
     The creek is in a rural area.
 
     Denbury Onshore LLC reported the leak. The North Dakota Department of Health has inspectors at the location to monitor the response and cleanup.

 

 WILLISTON, N.D. (AP) – The U.S. Postal Service says it is sending at least a dozen workers from Nebraska to help out with mail delivery in northwestern North Dakota.
 
     Mail delivery to some customers in the oil boom town of Williston has been disrupted after four carriers quit.
 
     The  resignations likely were due to long hours and long weeks associated with short staff.
 
     Officials say they are currently advertising for permanent workers in the Williston area. The jobs pay between $50,000 and $55,000 annually.

 

 BISMARCK, N.D. (AP) – Mountrail County officials have denied requests for two landfills for oil field waste.
 
     The county’s zoning board on Monday approved a one-year moratorium on any such landfills.
 
     Zoning board member David Hynek says the county needs more time to consider large-scale oil field special landfills.
 
     The board members also worried about traffic on county roads where the landfills were proposed near Ross, in northwestern North Dakota.
 

 FARGO, N.D. (AP) – Longtime KFGO/Fargo radio personality Larry Ristvedt has died from ALS at age 71.
 
     He spent nearly 35 years as farm and ranch director at the station. Along with Tom Wynn, Ristvedt hosted the “Tom and Larry Show,” one of the longest-running radio teams in market history.
 
     Operations Manager Joel Heitkamp says  the show was like “waking up with a friend,” which is why Ristvedt was known as Uncle Larry.
 
     He retired in 2010 due Lou Gehrig’s Disease.
 
     Ristvedt was a commodities broker when he joined KFGO in 1976.  More recently, he was also known for selling Uncle Larry’s Lemonade and Uncle Larry’s Beefshtix.

VALLEY CITY (CSi) – Pairings have been set for the 2013 Barnes County Boys Basketball Tournament, taking place December 10, 12 and 14 at Valley City State University.

Defending Class B State champion Milnor headlines the tournament as the top overall seed and will take on Barnes County North in the first game of the tournament at 3 p.m. on Dec. 10.

Four-time defending Barnes County Tournament champion Maple Valley is the No. 4 seed. The Raiders will take on No. 5 Sargent Central at 4:30 p.m. in the opening round as they begin a quest for five straight titles.

LaMoure-Litchville-Marion, which placed fourth at the state tournament last year, is the No. 2 seed and will play No. 7 Finley-Sharon/Hope-Page in the first round at 6 p.m.

The Enderlin Eagles are the No. 3 seed and will take on No. 6 Griggs County Central at 7:30 p.m.

Play begins at 3 p.m. on both Tuesday, Dec. 10, and Thursday, Dec. 12. The final day of games begins at noon on Saturday, Dec. 14. The championship game is set for 4:30 p.m. Dec. 14. All games will be played at the W.E. Osmon Fieldhouse on the campus of Valley City State University.

 

VALLEY CITY (VCSU & CSi) – Williston High School standout Jayden Ferguson has committed to attend Valley City State and play basketball for the Vikings starting in the fall of 2014.

Ferguson, a 6-foot-5 forward, averaged 17.3 points and 9.6 rebounds per game last season for the Williston Coyotes. He signed a Letter of Intent on Monday, choosing to continue his basketball career at Valley City State.

VCSU head coach Jeff Kaminsky, says, “It’s exciting to have Jayden join our program.

He will be a great addition. I admire his work ethic and approach to the game. He communicates well and will be a great teammate. Jayden’s ability to rebound and the versatility he has on both ends of the court will make him a great fit in our program.”

As a junior last year, Ferguson was named to the All WDA Team. He posted a season-best 28 points and 20 rebounds in a dominating performance as he led the Coyotes to a 66-59 win over Turtle Mountain on Jan. 26. At Williston, Ferguson plays under head coach Mark Slotsve, who says his drive makes him a great fit for VCSU.

Slotsve, says, “Jayden has been an integral part of the Williston basketball program the last couple seasons. He has been the leader in every statistical category as well as our emotional leader. Jayden plays with a high motor and has spent countless hours on improving his game. That motivation and inner drive will make him a great player for the Vikings.”

Ferguson begins his senior season at Williston High on Tuesday, Dec. 10, when the Coyotes go on the road to Sidney, Mont. He is the son of Greg and Bobbi Svihl, and Guy and Mandy Ferguson.

Valley City State is coming off an appearance at the NAIA National Tournament last season, and have won 20-plus games in four of the past six seasons under head coach Jeff Kaminsky. The Vikings begin play this season in the new North Star Athletic Association, which features VCSU, Mayville State, University of Jamestown, Dakota State and Presentation College. Dickinson State is set to join the conference next season.

  UNDATED (AP) – Eighth-ranked Syracuse and No. 18 Baylor have advanced to Wednesday’s title game at the Maui Invitational.
 
     Tyler Ennis poured in 17 of his 28 points in the second half as the Orange downed California 91-82. Trevor Cooney finished with 23 points, 20 coming after the Orange and Bears were tied 41-41 at intermission.
 
     Baylor needed Cory Jefferson’s go-ahead putback with 16 seconds left to escape with a 67-66 win over Dayton. Royce O’Neale and Kenny Cherry had 13 points each for the Bears.
 
     No. 11 Gonzaga also won its Maui Invitational game, bouncing back from Monday’s surprising loss to Dayton.
 
     Sam Dower Jr. and Gerard Coleman scored 19 points each as the Bulldogs clobbered Chaminade (SHAH’-mih-nahd) 113-81. Przemek Karnowski had a double-double with 10 points and 13 rebounds. Kevin Pangos and Kyle Dranginis had 18 points each.

 UNDATED (AP) – Packers quarterback Aaron Rodgers has returned to practice on a limited basis for the first time since suffering a collarbone injury on Nov. 4.  The 5-5-1 Packers have been winless since his injury. Coach Mike McCarthy says Matt Flynn took the starter reps on Tuesday, and both Flynn and Scott Tolzien (tohl-ZEEN’) are preparing for the key NFC North game against Detroit.

     The Los Angeles Lakers guard is eyeing the team’s Dec. 6 game in Sacramento as his possible return, saying he’s looking forward to three practices in the four days before that game.

The Chicago Cubs have acquired catcher George Kottaras from the Kansas City Royals for a cash consideration. The 30-year-old Kottaras served as Kansas City’s backup catcher last season hitting .180 with five home runs and 12 RBIs in 46 games.

 

 NHL-CANADIAN TV RIGHTS..
  
     TORONTO (AP) – The NHL says it has reached a 12-year, $5.2 billion agreement with Rogers Communications for the league’s Canadian broadcast and multimedia rights.
 
     The league says the deal gives Rogers national rights to all NHL games, including the playoffs and Stanley Cup Final, on all of its platforms in all languages.
 
     The deal will begin with the 2014-15 season and run through 2025-26. The agreement is subject to approval by the NHL Board of Governors, which will next meet Dec. 9-10 in Pebble Beach, Calif.

 

In world and national news…

 CHICAGO (AP) – Heavy rain and breezy conditions are forecast today from the Carolinas to the Northeast, with ice and snow a possibility in the Appalachians, western Pennsylvania and western New York. The storm system, which developed in the West, has been blamed for at least 12 deaths. Forecasters say the storm could disrupt Thanksgiving travel plans.

 
     WILLARD, Ohio (AP) – Motels in Willard, in northern Ohio, have received an influx of check-ins after authorities ordered the evacuation of hundreds of homes near a leaking railcar in a rail yard. The leaking liquid is believed to be styrene monomer, a highly flammable and toxic substance used to make a variety of plastic and rubber products.
 
     LONDON (AP) – Details of the poisoning death of a former Soviet spy in London will remain secret. The British government won a court order today ensuring that key aspects of the inquiry remain sealed. Alexander Litvinenko (leet-vee-NYEHN’-koh), an intelligence agent turned Kremlin critic, died in London in 2006 after drinking tea laced with the radioactive isotope polonium-210.
 
     RIGA, Latvia (AP) – The deadly collapse of a supermarket roof in Latvia’s capital has taken down the government. The prime minister resigned yesterday after accepting political responsibility for the collapse that killed 54 people and injured at least 40 others. Valdis Dombrovskis’ decision means that his center-right government automatically falls. Police have opened a criminal investigation.

 
     PARSONS, Kan. (AP) – A candlelight vigil is planned today for a southeast Kansas mother and her three young children whose bodies were discovered yesterday. Police say a suspect was taken into custody last night, but they haven’t identified him or charged him. Authorities did not release details about the deaths.
