Travel Alert remains in effect for central and eastern North
Dakota
The North Dakota Department of Transportation (NDDOT) reminds
motorists that a Travel Alert remains in effect for central and
eastern North Dakota. Areas included in the Travel Alert include
Minot, Devils Lake, Grand Forks, Fargo, Valley City, Jamestown,
Bismarck and surrounding areas. Icy conditions, blowing and
drifting snow with areas of heavy snow reducing visibility are
creating hazardous driving conditions in some areas. A Travel
Alert means conditions are such that motorists can still travel
in these areas, but are urged to use caution.

Kensal (CS
i) Firefighters from Kensal, Pingree, Carrington, the Jamestown Rural Fire dpartment were called to a grain bin fire, in Kensal late Tuesday morning. at the Kensal Farmers Elevator.
The Jamestown Rural Fire Department was called about noon for mutual aid to supply water from their tanker trucks, while Carrington responded late morning.
Stutsman County Sheriff Chad Kaiser says the fire was spotted by the elevator staff at about 7:30 Tuesday morning.
Kaiser says the fire was smoldering in a wood bin located in the older part of the elevator, which contained an estimated 5,000 bushels of sunflower screenings.
It consists of weed seeds and other material screened from grain before it is shipped.
On scene, the firefighters received assistance from the Buffalo Valley Red Cross Chapter from Jamestown.
Ramsey Rural Water District, which serves the city of Kensal, and the water, tank was at its lowest level.and the tower ran dry for a short time until it caught up.
The tower serving Kensal has a 50,000-gallon capacity but contained less than 20,000 gallons at the time of the fire.
No damage estimate was immediately available.
Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender that will be changing addresses within the city.
Elvert Deon Mack will be moving to 613 8th St. Southeast.
He has been assigned a high risk assessment by the North Dakota Risk Level Committee at the Office of the Attorney General.
Mack was charged in 2001 when he exposed his genitals to a female with intent to arouse in Waco, Texas.
Mr. Mack was again charged in 2006 when he forced a juvenile female to engage in sexual intercourse in Burleigh County.
Elvert Mack is not wanted by police at this time and is currently serving his sentence. This notification was issued for public safety and not to increase fear in the community. Anyone harassing, intimidating or threatening the offenders their families employers or landlords are subject to prosecution.

Jamestown (CSi) The Buffalo City Tourism Foundation has sent out surveys, as part of its re-branding process.
On Tuesday’s (Dec 3, 2013) Wayne Byers Show on CSi Cable 2, Tourism Director, Searle Swedlund said, the survey was developed by a Tourism Board sub-committee and Red Plum Media, and is being distributed to hotels, restaurants, business people, and Jamestown Area Chamber of Commerce groups.
He added anyone wishing to fill out a tourism survey may call the tourism office at 701-251-9145.
The survey questions include if Buffalo City Tourism has successfully marketed the Jamestown area tourism message, successfully represented the community image and its assets, along with the importance of various Jamestown sites.
Swedlund said the surveys need to be returned by December 20, 2013, for review, and the results from Red Plum will be given to the Tourism Board after the first of the year for possible action in the re-branding process.
On another note, Swedlund said, in January he will attend the National Bus Association Conference in Nashville, along with sports shows in Milwaukee, Sioux Falls, and Minneapolis.

BELCOURT, N.D. (AP) – Authorities have identified the victim of a fatal shooting on the Turtle Mountain Reservation in northern North Dakota and say a man is in custody in connection with the death.
Law officers say 29-year-old Joel Sherman died in the Nov. 27 shooting. The circumstances of the death remain unclear.
FBI spokesman Kyle Loven confirmed that charges have been filed in tribal court against one person but referred questions to tribal prosecutor Bill Marcellais (MAHR’-sehl-ayz). He didn’t immediately return a telephone call to The Associated Press on Tuesday seeking comment.
Federal courts have jurisdiction over serious crimes in Indian Country while tribal courts have jurisdiction over lesser crimes. U.S. Attorney Timothy Purdon says officials are still investigating whether a federal crime was committed.
BISMARCK, N.D. (AP) – A Bismarck man and woman accused of locking the woman’s three boys in a basement have been sentenced after pleading guilty to felony charges of child abuse or neglect.
Kacie Schaeffer was sentenced Monday to 60 days in jail and three years of supervised probation. Her 33-year-old friend, Trevor Runningbear, was sentenced to three years of probation.
The two were charged in May after police say a 9-year-old boy reported to school officials that his mother and her boyfriend physically abused him and his 3- and 6-year-old brothers, and locked them in the basement when they weren’t in school.
Susan Schmidt, Schaeffer’s lawyer, says the children are now with Schaeffer’s sister.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has created a task force to study permanent property tax reform in North Dakota.
Dalrymple announced the 14-member group on Tuesday at the state Capitol.
The governor says that since 2009 North Dakota has had about $1.5 billion in reductions in local property taxes. He says it’s been a period of historic tax relief but now is the time for “lasting property tax reform.”
Dalrymple says North Dakota’s property tax system can be simplified and improved, which might result in savings for taxpayers.
The governor’s new task force is slated to hold its first meeting on Friday.
BISMARCK, N.D. (AP) – The chairman of the North Dakota Senate’s Finance and Taxation Committee says he expects an attempt to abolish the state’s income tax when the Legislature reconvenes in 2015.
Sen. Dwight Cook says it’s an idea that has come up before but hasn’t gone anywhere. The Mandan Republican says he expects someone to push a measure next session.
Cook says he doesn’t know if the Legislature “has the political will” to do away with state income taxes.
North Dakota has become the nation’s No. 2 oil producer and the state boasts a billion-dollar surplus.
Other major oil states, such as Texas and Alaska, have no state income tax.
BISMARCK, N.D. (AP) – Cattle ranchers in the Dakotas who were hard-hit by an early October blizzard are better-prepared for the latest winter storm in the northern Great Plains.
Southwest South Dakota rancher Bob Fortune says some cattle were still in summer pastures when the earlier storm hit. He also says ranchers have had some relatively good weather since and have been able to put up hay. He says ranchers are ready for winter, unlike two months ago when the snowstorm hit with surprising intensity.
Cattle themselves also are better able to withstand bad weather. North Dakota Stockmen’s Association leader Julie Ellingson says cattle have grown their winter hair coat now, and can withstand harsh conditions.
The National Weather Service says snow totals in the region by late Wednesday could range from 2-10 inches.
BELCOURT, N.D. (AP) – The prosecutor for the Turtle Mountain Band of Chippewa says he has charged a man in connection with a fatal shooting on the northern North Dakota reservation.
Tribal prosecutor Bill Marcellais (MAHR’-sehl-ayz) says 31-year-old Justin Keplin faces reckless endangerment and assault charges in the Nov. 27 death of 29-year-old Joel Sherman.
It was not immediately clear if Keplin had an attorney. He remains in custody pending a bond hearing later this week.
Sherman was found dead in a Belcourt home, prompting lockdowns and shutdowns at area schools, businesses and a hospital. Authorities have not released details of the shooting.
Federal officials are investigating to determine if more serious federal charges are warranted.
DEVILS LAKE, N.D. (AP) – U.S. Sen. John Hoeven says a new Veterans Affairs clinic in Devils Lake is on track to open in the spring.
The North Dakota Republican says the third floor of Mercy Hospital is being prepared for construction. The federal government in September awarded the hospital the contract to house the clinic.
Hoeven says the effort to get a VA clinic in Devils Lake has taken 10 years. He says it means veterans in the region will no longer have to commute to the VA hospital in Fargo.

WATFORD CITY, N.D. (AP) – The coach who has become synonymous with Watford City High School football is calling it a career, after nearly half a century.
Seventy-one-year-old Fred Fridley Sr. retired from teaching 15 years ago and says now seems like a good time to end his coaching duties. He leaves with a career record of 321-103.
Fridley spent 42 of his 48 seasons in Watford City. He led the Wolves to 16 state title games and won nine of them, the last coming in 2008. He was named high school coach of the year four times and national coach of the year in 1997. He has coached more than 100 all-state players, and Watford City’s football field is named in his honor.

The Minneapolis Star Tribune photo was taken Tuesday at a ceremonial groundbreaking for the Vikings’ new $1 billion stadium. It captured a gleeful team owner Zygi Wilf hoisting a golden shovel next to a more subdued Minnesota Gov. Mark Dayton. Some commenters said the photo sums up the struggle over the stadium deal.
GREEN BAY, Wis. (AP) – Green Bay Packers coach Mike McCarthy says quarterback Aaron Rodgers will practice in a limited fashion today but backup Matt Flynn will take the starter’s snaps. Rodgers hasn’t been medically cleared to play since breaking his left collarbone a month ago, but the team isn’t ruling him out for Sunday’s game against Atlanta. The Packers have gone 0-4-1 without Rodgers to fall from first two third in the NFC North at 5-6-1.

MINNEAPOLIS (AP) – The Minnesota Twins have finalized a $49 million, four-year contract with right-hander Ricky Nolasco, an expensive first step toward restoring a ragged rotation. The deal was announced Tuesday at Target Field, six days after the 30-year-old agreed to terms. Nolasco will move immediately to the front of Minnesota’s starting staff, which had a majors-worst 5.26 ERA this year.
NEW YORK (AP) – A person familiar with the negotiations tells The Associated Press the New York Yankees have worked out a seven-year, $153-million contract with center fielder Jacoby Ellsbury, a deal that’s pending a physical. Ellsbury helped the Boston Red Sox win the World Series this year, batting .344 with six RBIs, four doubles and six stolen bases in the postseason after posting a .298 average with a major league-leading 52 stolen bases during the regular season.
A person with knowledge of the negotiations tells the AP that free-agent catcher A.J. Pierzynski (peer-ZIN’-skee) has agreed to a one-year contract with the Boston Red Sox, pending a physical. Pierzynski hit .272 with 17 homers and 70 RBIs for Texas last season.
OAKLAND, Calif. (AP) – The Oakland Athletics completed separate trades with Texas and San Diego yesterday. The Athletics picked up outfielder Craig Gentry and pitcher Josh Lindblom from the Rangers for outfielder Michael Choice and minor league infielder Chris Bostick. Oakland also acquired right-handed reliever Luke Gregerson from the San Diego Padres for outfielder Seth Smith.
UNDATED (AP) – The Reds, Rays and Diamondbacks have pulled off a three-team trade. The Rays are getting catcher Ryan Hanigan from the Reds and reliever Heath Bell from the Diamondbacks, while Arizona gets minor league pitcher Justin Choate and a player to be named later from Tampa Bay. The Reds are getting left-hander David Holmberg from the D-Backs for their part in the deal.

VIENNA (AP) – Mexican authorities are on the lookout today for dangerous cargo stolen near Mexico City on Monday. The U.N. nuclear agency says a truck carrying cobalt-60, a highly radioactive substance used for cancer treatment, was on a truck stolen near Mexico City. Experts say the substance is extremely dangerous if damaged or removed from its protective shielding.
BEIJING (AP) – U.S. Vice President Joe Biden and Chinese President Xi Jinping (shee jihn-peeng) are being tightlipped today about the flare up over China’s announced air defense zone near disputed islands. The East China sea airspace dispute has ramped up tension between Beijing and the U.S. as well as Asian nations in the region. The two leaders are discussing efforts to forge a new model for relations between the major powers.
WASHINGTON (AP) – A pair of tech luminaries are spreading some wealth to help schools. Facebook creator Mark Zuckerberg and Microsoft Corp. co-founder Bill Gates are each trying to use their philanthropic clout to boost efforts to get high-speed broadband in every school. The nonprofit EducationSuperHighway has gotten a combined $9 million.
VIENNA (AP) – Iran is looking to capitalize on its oil holdings during a temporary deal with world powers. Tehran says it plans to pump as much oil as it can once sanctions on its crude exports are lifted, even if it causes prices to slide. It won’t happen before mid-2014 but the comments by Iran’s oil minister reflect Tehran’s determination to regain its role as a global oil power.
AMSTERDAM (AP) – The European Commission has fined a group of major global banks a total of 1.7 billion euros ($2.3 billion) for colluding to profit from the interest rates market. The banks include JP Morgan, Citigroup and HSBC, among others. They are accused of manipulating European and Japanese benchmark interest rates that affect hundreds of billions of dollars in contracts globally, from mortgages to credit card bills.
