Jamestown (CSi) With the deadline passing for proposals, two airlines have submitted bids for the Jamestown Essential Air Service route Great Lakes Aviation and SkyWest from Utah.

Sky West is affiliated with United Airlines.

Great Lakes proposal tied together Jamestown and Devils Lake, with, 3 round trips daily to the Twin Cities using a Beech 1900 (19) passenger turboprop, with a partial code share with Delta.

Sky West’s proposal is Jamestown and Devils Lake flights, independent of each other, 1 round trip daily to Denver, with a CRJ-200 (50) passenger jet, and a code share of United Express.

The proposed SkyWest aircraft has a restroom and a flight attendant, similar the last Delta airplane that served Jamestown.

SkyWest does not meet the full requirements to the number of round trips per day; however, the passenger available capacity is greater than the Great Lakes offer. Any SkyWest schedules would be announced if it is the selected carrier, meeting with local officials.

On Tuesday’s Wayne Byers Show on CSi 2, Jamestown Regional Airport Manager, Matt Leitner said that a Denver hub may be acceptable to Jamestown passengers, as North Dakota Aeronautics Commission data indicates 70% of Jamestown boarders head west.

The Denver flight to and from Jamestown takes about 75-83 minutes depending on weather conditions.

The Jamestown community is requested to submit their recommendations/comments to the Jamestown Regional Airport Authority, E-Mail jmsairport@daktel.com  by January 6, 2014. He says the plan is to package messages from community members and submit them all together.

The present Essential Air Service contract with Great Lake Airlines expires on March 31, 2014.

If a change in air carrier occurs they needs to be a transition time established.

Jamestown’s schedule with Great Lakes changed on December 1, 2013, with the early and late in the day flights eliminated between Jamestown and the Twin Cities. He said that was a result of a change in F.A.A. regulations including rest periods for the flight crews.

In November of 2013 Jamestown boardings were 224 compared to 251 in November of 2012.

Spiritwood (CSi) The Spiritwood Township Board of Supervisors failed to modify the existing permit fee for the planned CHS nitrogen fertilizer plant.

CHS will pay about $1 million to Spiritwood Township for a building permit if it proceeds with construction.

A final decision on the project is expected from CHS in January or February.

By not taking official action, the township will use its existing fee structure of $1 per $1,000 of construction cost.

The CHS plant is in the planning stages with an estimated total cost of about $1.5 billion. Actual construction cost is estimated at $1 billion.

CHS representatives were on hand for the meeting but did not speak, but rather were on hand to listen to the discussion.

 

Jamestown (CSi) The Jamestown City Planning Commission heard changes to accommodate possible construction of a Dakotah Bank, Jamestown Branch.

The plat passed the preliminary and final hearings unanimously.

Property lines of a portion of the “Platinum Commerce Addition,” were changed, west of Applebee’s and east of Walmart, to accommodate possible construction.

The Planning Commission also looked at a conceptual plan for the area between the Buffalo Mall and Jamestown Regional Medical Center.

Jamestown/Stutsman Development Corporation (JSDC) Coordinator, DeAnn Brunner says the plan is preliminary and is a tool for Southwest Jamestown development.

 

Jamestown (CSi) The Jamestown Public School Board has voted to accept a 25-year concept plan involving land use around Jamestown High School.

It includes a location for ball fields and the projected Two Rivers Activity Center.

School Board member Roy Musland, says he hopes the James River Valley Library System would consider locating in the TRAC building.

The School Board, Monday also talked about the possibility of creating school calendars for two years at a time rather than one, and discussed the state voter initiative to start school after Labor Day statewide.

In 2014, that would mean starting after the first Monday in September — Sept. 1 —but in 2015, it would mean starting after Sept. 7.

 

BISMARCK, N.D. (AP) – The Bismarck School Board has decided to begin classes after Labor Day next year and end them after Memorial Day.
 
     The issue of when to begin the academic calendar has become a hot topic in North Dakota, where each school can set its own schedule. A group of parents who favor starting classes after Labor Day hope to bring to a public vote next year an initiated measure that would mandate a post-Labor Day start.
 
     Supporters say that would give families more time to enjoy summer weather, and also boost tourism. Opponents say many students are participating in fall sports before Labor Day anyway, and a later start would push the end of the school year past Memorial Day.
 
     Bismarck’s 2014-15 school year will be Sept. 2 to June 4.

 

 BISMARCK, N.D. (AP) – North Dakota’s insurance commissioner says the state will receive more than $171,000 as part of a multi-state settlement with a life insurance company group.
 
     Commissioner Adam Hamm says the amount is a portion of a $12.6 million multi-state life insurance agreement with Lincoln National Life Insurance Company, Lincoln Life and Annuity Company of New York and First Penn Pacific Life Insurance Company regarding the group’s use of the Social Security Administration’s Death Master File.
 
     Life insurers for years have used the file to search for and stop payments to annuity holders, but they have not used the database to identify deceased life insurance policyholders to pay beneficiaries.
 
     The agreement was coordinated with state insurance departments in California, Florida, Illinois, Indiana, New Hampshire and Pennsylvania.

 

 BISMARCK, N.D. (AP) – A new public defender has been appointed to represent a white supremacist accused of terrorizing with guns the residents of the small town of Leith that he’s trying to turn into an Aryan enclave.
 
     Three appointed public defenders earlier withdrew from Craig Cobb’s case. State Commission on Legal Counsel for Indigents Executive Director Robin Huseby (HYOO’-zuh-bee) says that’s “certainly not the norm.”
 
     But she also says conflicts are a part of the legal profession. Huseby says she checked with Bismarck attorney Ryan Heintz (hyntz) about any possible conflicts before appointing him Tuesday to represent Cobb.
 
     Heintz didn’t immediately respond to an Associated Press request for comment.
 
     Cobb is in custody awaiting a Jan. 13 court hearing. He could face up to 35 years in prison if convicted.

 

BISMARCK, N.D. (AP) – State health officials say a spill of oil and saltwater in western North Dakota’s Billings County has been contained but that some of the oily brine reached a tributary of the Little Missouri River.
 
     Health officials say about 650 barrels of saltwater and 20 barrels of oil spilled from a well site 15 miles northwest of Medora.
 
     The spill happened on private land and federal land and was reported Sunday by Midland, Texas-based BTA Oil Producers. Company spokesman Ben Grimes says a gasket on a tank failed and leaked the mixture of oil and saltwater.
 
     State environmental geologist Kris Roberts says the spill migrated about a quarter mile from the well before it froze in a drainage. He says the company has hired a contractor to clean up the site.

 

 WESTHOPE, N.D. (AP) – Voters in the northern North Dakota town of Westhope have approved a $4.3 million bond issue for a school expansion and renovation project.
 
69 percent of the 229 people who voted Monday favored the measure.
 
     Officials say enrollment is rising in the school district and the project is needed to accommodate the growth.

 

  SIOUX FALLS, S.D. (AP) – Some officials in the Dakotas are sparring good-naturedly over whether the North or the South is better off.
 
     North Dakota’s energy boom has money flowing into the state coffers and the state economy. But South Dakota also has a strong economy and low unemployment, and some leaders there say that state has a better quality of life.
 
     Chief of Staff Dusty Johnson tells the Argus Leader newspaper ) that some top advisers to South Dakota Gov. Dennis Daugaard (DOO’-gahrd) have joked about running billboards in North Dakota saying, “Today you’ve got a job; come to South Dakota and get a life.”
 
     Greater North Dakota Chamber of Commerce CEO Andy Peterson says South Dakota must be jealous. He says, “Come to North Dakota for a job and a life.”

FARGO, N.D. (AP) – North Dakota State coach Craig Bohl says he told his players during an emotional team meeting that his departure to Wyoming was no reason to have a “pity party.”
 
     Bohl was named Sunday to lead the Cowboys but will continue coaching the Bison during their Football Championship Subdivision playoffs. North Dakota State is seeking its third straight FCS championship. That would equal the string by Appalachian State from 2005 to 2007.
 
     Bohl said in his weekly press conference in Fargo Tuesday he told his players that football is a “man’s game played by men” and everyone should focus on Saturday’s quarterfinal game against Costal Carolina.
 
     The 55-year-old coach says his veteran team showed up at Monday’s practice ready to work and the players are “galvanized to move forward and win.”

 

 FARGO, N.D. (AP) – The coach of North Dakota State’s upcoming opponent in the Football Championship Subdivision playoffs says he’s not surprised that Bison coach Craig Bohl took the Wyoming job – and nobody else should be, either.
 
     Bohl plans to take over the Cowboys after the Bison finish their playoff run. NDSU is seeking its third straight FCS championship, which would equal the string by Appalachian State from 2005 to 2007.
 
     Coastal Carolina coach Joe Moglio (MOH’-glee-uh) brings his Chanticleers (SHAWN’-tuh-kleers) to Fargo for Saturday’s FCS quarterfinal matchup. The former TD Ameritrade CEO who’s nicknamed the “billionaire coach” says that “most coaches in the world” are always looking at the next step.
 
     Moglio says Bohl has done a “phenomenal job” at NDSU, but great programs can have transition and continue to win.

 

 GRAND FORKS, N.D. (AP) – University of North Dakota hockey forward Bryn Chyzyk has been suspended from the team indefinitely after allegedly running out on a cab fare estimated at $4.
 
     Head coach Dave Hakstol announced the suspension Monday, the same day Chyzyk pleaded not guilty to a theft charge in Grand Forks Municipal Court. Hakstol says he won’t consider reinstating Chyzyk until at least January.
 
  Chyzyk was arrested shortly after 1:30 a.m. Monday at a convenience store. He faces a trial before a city judge on Feb. 19.
 
     Chyzyk is a sophomore forward from Virden, Manitoba, in Canada. He has two goals and two assists this season.
 
     Chyzyk has been cited twice for alcohol violations while at UND. A telephone listing for him could not immediately be found.

 

(CSi)  The Minnesota Twins has announced plans for the club’s 54th annual Twins Winter Caravan. The 2014 Twins Winter Caravan features stops in more than 50 communities throughout Twins Territory between Monday, Jan. 13 and Thursday, Jan. 23.

The Twins Winter Caravan is one of the longest running and most extensive offseason team caravans in professional sports. It features teams of current and former players visiting schools, hospitals, corporations and service clubs during the day with a traditional “hot stove” program each evening.

Twins Winter Caravan tours will be led by members of the Treasure Island Baseball Radio Network and Fox Sports North (CSi 25) broadcast teams including Bert Blyleven, Dick Bremer, Dan Gladden and Cory Provus.

Jamestown (CSi) The Jamestown City Park Board on a 3-2 vote, has rescinded rate increases for the Hillcrest Municipal Golf Course for 2014, a $50 increase in the annual rates for eight membership categories.

Vice Chairman Mike Landscoot and member Joyce Heinrich opposed.

Parks and Recreation Department, Director, Doug Hogan said he recommended keeping the rates at the 2013 level because of the amount of work that will be taking place during the early part of the 2014 golfing season.

Hogan recommended the rate increase happen in 2015.

In 2014, ome of the course’s holes would be closed early in the season and some temporary tee boxes would be in place as well.

Work on the golf course should be completed by middle to late summer in 2014.

The park board agreed to a $21,400 contract with Herfort Norby Golf Course Architects to design $301,400 in improvements to the golf course, a continuation of improvements the commission had done to the course this year.

In other business, the city park board members said they will likely support replacing the Jack Brown Stadium sound system, pending sponsorship to help pay the costs.

 

In world and national news…

JOHANNESBURG (AP) – Nelson Mandela is being remembered  as a man who “tells us what’s possible not just in the pages of dusty history books, but in our own lives as well.” Those words came from President Barack Obama, who was greeted with enthusiastic applause by the tens of thousands who gathered in a soccer stadium in the Johannesburg neighborhood of Soweto for the memorial service. Obama also said that in South Africa and around the world, the progress that’s been made can’t be allowed to cloud the fact that more work must be done.
 
     WASHINGTON (AP) – Secretary of State John Kerry says Congress must hold off on imposing new sanctions against Iran or risk endangering what he calls a “delicate” diplomatic effort to roll back Tehran’s nuclear program. Kerry told a House panel Tuesday that the U.S. promised there’d be no new economic penalties against Iran as part of a six-month interim deal to slow Iran’s enrichment of uranium and other nuclear activity.
 
     BANGUI, Central African Republic (AP) – Aid officials in Central African Republic say more than 500 people have been killed over the past week in sectarian fighting. The local Red Cross says aid workers have collected 461 bodies across the capital since Thursday. That figure does not include the scores of Muslim victims whose bodies were brought to mosques for burial. Muslim rebels overthrew the president of the predominantly Christian country in March. Last week, pent-up rage exploded into attacks on Muslims suspected of having ties to the rebellion.

 
     RENO, Nev. (AP) – Authorities say two adults and four children have been found alive in northern Nevada. They hadn’t been seen since they went out Sunday afternoon. Overnight temperatures since then have dipped to below zero. Crews had been widening the search for them from the air and on the ground.
 
     WASHINGTON (AP) – The Supreme Court is indicating it could revive a federal regulation intended to reduce power plant pollution that contributes to unhealthy air in neighboring states. Several justices suggested during a 90-minute argument Tuesday that they believe the Environmental Protection Agency did not exceed its authority when it issued its cross-state air pollution rule in 2011.
