Jamestown (CSi) With the deadline passing for proposals, two airlines have submitted bids for the Jamestown Essential Air Service route Great Lakes Aviation and SkyWest from Utah.
Sky West is affiliated with United Airlines.
Great Lakes proposal tied together Jamestown and Devils Lake, with, 3 round trips daily to the Twin Cities using a Beech 1900 (19) passenger turboprop, with a partial code share with Delta.
Sky West’s proposal is Jamestown and Devils Lake flights, independent of each other, 1 round trip daily to Denver, with a CRJ-200 (50) passenger jet, and a code share of United Express.
The proposed SkyWest aircraft has a restroom and a flight attendant, similar the last Delta airplane that served Jamestown.
SkyWest does not meet the full requirements to the number of round trips per day; however, the passenger available capacity is greater than the Great Lakes offer. Any SkyWest schedules would be announced if it is the selected carrier, meeting with local officials.
On Tuesday’s Wayne Byers Show on CSi 2, Jamestown Regional Airport Manager, Matt Leitner said that a Denver hub may be acceptable to Jamestown passengers, as North Dakota Aeronautics Commission data indicates 70% of Jamestown boarders head west.
The Denver flight to and from Jamestown takes about 75-83 minutes depending on weather conditions.
The Jamestown community is requested to submit their recommendations/comments to the Jamestown Regional Airport Authority E-Mail jmsairport@daktel.com by January 6, 2014. He says the plan is to package messages from community members and submit them all together.
The present Essential Air Service contract with Great Lake Airlines expires on March 31, 2014.
If a change in air carrier occurs they needs to be a transition time established.
Jamestown’s schedule with Great Lakes changed on December 1, 2013, with the early and late in the day flights eliminated between Jamestown and the Twin Cities. He said that was a result of a change in F.A.A. regulations including rest periods for the flight crews.
In November of 2013 Jamestown boardings were 224 compared to 251 in November of 2012.

Spiritwood (CSi) The Spiritwood Township Board of Supervisors failed to modify the existing permit fee for the planned CHS nitrogen fertilizer plant.
CHS will pay about $1 million to Spiritwood Township for a building permit if it proceeds with construction.
A final decision on the project is expected from CHS in January or February.
By not taking official action, the township will use its existing fee structure of $1 per $1,000 of construction cost.
The CHS plant is in the planning stages with an estimated total cost of about $1.5 billion. Actual construction cost is estimated at $1 billion.
CHS representatives were on hand for the meeting but did not speak, but rather were on hand to listen to the discussion.
Jamestown (CSi) The Jamestown City Planning Commission heard changes to accommodate possible construction of a Dakotah Bank, Jamestown Branch.
The plat passed the preliminary and final hearings unanimously.
Property lines of a portion of the “Platinum Commerce Addition,” were changed, west of Applebee’s and east of Walmart, to accommodate possible construction.
The Planning Commission also looked at a conceptual plan for the area between the Buffalo Mall and Jamestown Regional Medical Center.
Jamestown/Stutsman Development Corporation (JSDC) Coordinator, DeAnn Brunner says the plan is preliminary and is a tool for Southwest Jamestown development.
Jamestown (CSi) The Jamestown Public School Board has voted to accept a 25-year concept plan involving land use around Jamestown High School.
It includes a location for ball fields and the projected Two Rivers Activity Center.
School Board member Roy Musland, says he hopes the James River Valley Library System would consider locating in the TRAC building.
The School Board, Monday also talked about the possibility of creating school calendars for two years at a time rather than one, and discussed the state voter initiative to start school after Labor Day statewide.
In 2014, that would mean starting after the first Monday in September — Sept. 1 —but in 2015, it would mean starting after Sept. 7.
WILLISTON, N.D. (AP) – Williston police have identified the 31-year-old man killed in a hit-and-run last week.
Mississippi resident Anthony Paul Scoggins was killed last Thursday night when a dark-colored, four-door pickup truck ran over him as he tried to hold onto the back of the truck in the JDubs parking lot.
Det. David Peterson says police have blurred security footage of two men leaving JDubs through the west side door moments prior to the accident.
But investigators still have no identification of the driver.
Witnesses reported the truck as possibly being a three-quarter ton vehicle with a yellow four-wheel ATV in the back.
BISMARCK, N.D. (AP) – A convicted ax murderer serving a life prison sentence in North Dakota has been given an additional 40 years for attacking a prison guard.
John Bridges pleaded guilty on Tuesday to felony charges of attempted murder and possession of contraband and was given the maximum 20-year sentence on each count. Judge Bruce Romanick (roh-MAWN’-ihk) called Bridges “a dangerous person.”
Authorities said that Bridges stabbed officer Daryl Lawson on Aug. 25 with a homemade knife at the North Dakota State Penitentiary. Lawson’s wounds were considered minor.
Bridges is serving a sentence of life in prison plus 20 years for the July 2012 kidnapping and ax murder of Lee Clay. Bridges acknowledged that he forced Clay into his van and killed him during a struggle on Interstate 94 in Burleigh County.
FARGO, N.D. (AP) – Democratic state Rep. Scot Kelsh has pleaded not guilty to drunken driving.
A state Highway Patrol trooper stopped the Fargo lawmaker on Nov. 18. Kelsh’s attorney on Tuesday entered his not guilty plea. Kelsh did not appear personally in court.
The charge against Kelsh is a Class B misdemeanor, which carries a maximum punishment of 30 days in jail and a $1,500 fine.
Kelsh has represented District 11 in the Legislature since 1996 and was among those who passed more stringent DUI laws in the last legislative session.
BISMARCK, N.D. (AP) – The North Dakota Supreme Court is slated to hear arguments on 2011 state law that seeks to limit the use of drugs to terminate pregnancies.
State lawyers will urge justices on Wednesday to reverse a district court ruling on abortion.
East Central Judge Wickham Corwin ruled in July that a 2011 North Dakota law that seeks to limit the use of drugs to terminate pregnancies is unconstitutional.
Corwin had already granted an injunction preventing the law from taking effect. He has called that legislation “simply wrongheaded.”
Attorney General Wayne Stenehjem (STEN’-jihm) has said that the state will defend the law.
BISMARCK, N.D. (AP) – North Dakota’s insurance commissioner says the state will receive more than $171,000 as part of a multi-state settlement with a life insurance company group.
Commissioner Adam Hamm says the amount is a portion of a $12.6 million multi-state life insurance agreement with Lincoln National Life Insurance Company, Lincoln Life and Annuity Company of New York and First Penn Pacific Life Insurance Company regarding the group’s use of the Social Security Administration’s Death Master File.
Life insurers for years have used the file to search for and stop payments to annuity holders, but they have not used the database to identify deceased life insurance policyholders to pay beneficiaries.
The agreement was coordinated with state insurance departments in California, Florida, Illinois, Indiana, New Hampshire and Pennsylvania.
BISMARCK, N.D. (AP) – A new public defender has been appointed to represent a white supremacist accused of terrorizing with guns the residents of the small town of Leith that he’s trying to turn into an Aryan enclave.
Three appointed public defenders earlier withdrew from Craig Cobb’s case. State Commission on Legal Counsel for Indigents Executive Director Robin Huseby (HYOO’-zuh-bee) says that’s “certainly not the norm.”
But she also says conflicts are a part of the legal profession. Huseby says she checked with Bismarck attorney Ryan Heintz (hyntz) about any possible conflicts before appointing him Tuesday to represent Cobb.
Heintz didn’t immediately respond to an Associated Press request for comment.
Cobb is in custody awaiting a Jan. 13 court hearing. He could face up to 35 years in prison if convicted.
BISMARCK, N.D. (AP) – North Dakota has developed a “Pollinator Plan” to help farmers, ranchers, landowners and beekeepers better protect honeybees.
Agriculture Commissioner Doug Goehring says there’s a need to reduce risk to honeybees while minimizing the impact of that on agricultural production.
The mysterious colony collapse disorder has caused as much as one-third of the nation’s bees to disappear each winter since 2006. A federal report blames a combination of intertwined factors that include a parasitic mite, multiple viruses, bacteria, poor nutrition, genetics, habitat loss and pesticides.
North Dakota’s pollinator plan is largely based on information gathered at a meeting last fall and at a statewide conference of beekeepers, growers, pesticide applicators, crop consultants, and others last July.
North Dakota leads the nation in honey production.
BISMARCK, N.D. (AP) – The State Bar Association of North Dakota is starting a program to recognize lawyers who work for free.
The “Justice for All” program will honor members who provide 50 hours or more of free legal services per year, known as pro bono work. The hours include legal services provided to low-income individuals at no fee and without expectation of a fee.
North Dakota’s guidebook for lawyers does not require that attorneys provide services for free, but strongly encourages it.
Bar Association president Nancy Morris says the program is a way to highlight lawyers “for the good work they do every day.”

The Minnesota Twins has announced plans for the club’s 54th annual Twins Winter Caravan. The 2014 Twins Winter Caravan features stops in more than 50 communities throughout Twins Territory between Monday, Jan. 13 and Thursday, Jan. 23.
The Twins Winter Caravan is one of the longest running and most extensive offseason team caravans in professional sports. It features teams of current and former players visiting schools, hospitals, corporations and service clubs during the day with a traditional “hot stove” program each evening.
Twins Winter Caravan tours will be led by members of the Treasure Island Baseball Radio Network and Fox Sports North (CSi 25) broadcast teams including Bert Blyleven, Dick Bremer, Dan Gladden and Cory Provus.

Jamestown (CSi) The Jamestown City Park Board on a 3-2 vote, has rescinded rate increases for the Hillcrest Municipal Golf Course for 2014, a $50 increase in the annual rates for eight membership categories.
Vice Chairman Mike Landscoot and member Joyce Heinrich opposed.
Parks and Recreation Department, Director, Doug Hogan said he recommended keeping the rates at the 2013 level because of the amount of work that will be taking place during the early part of the 2014 golfing season.
Hogan recommended the rate increase happen in 2015.
In 2014, ome of the course’s holes would be closed early in the season and some temporary tee boxes would be in place as well.
Work on the golf course should be completed by middle to late summer in 2014.
The park board agreed to a $21,400 contract with Herfort Norby Golf Course Architects to design $301,400 in improvements to the golf course, a continuation of improvements the commission had done to the course this year.
In other business, the city park board members said they will likely support replacing the Jack Brown Stadium sound system, pending sponsorship to help pay the costs.
GRAND FORKS, N.D. (AP) – University of North Dakota hockey forward Bryn Chyzyk has been suspended from the team indefinitely after allegedly running out on a cab fare estimated at $4.
Head coach Dave Hakstol announced the suspension Monday, the same day Chyzyk pleaded not guilty to a theft charge in Grand Forks Municipal Court. Hakstol says he won’t consider reinstating Chyzyk until at least January.
Chyzyk was arrested shortly after 1:30 a.m. Monday at a convenience store. He faces a trial before a city judge on Feb. 19.
Chyzyk is a sophomore forward from Virden, Manitoba, in Canada. He has two goals and two assists this season.
Chyzyk has been cited twice for alcohol violations while at UND. A telephone listing for him could not immediately be found.
FARGO, N.D. (AP) – North Dakota State coach Craig Bohl says he told his players during an emotional team meeting that his departure to Wyoming was no reason to have a “pity party.”
Bohl was named Sunday to lead the Cowboys but will continue coaching the Bison during their Football Championship Subdivision playoffs. North Dakota State is seeking its third straight FCS championship. That would equal the string by Appalachian State from 2005 to 2007.
Bohl said in his weekly press conference in Fargo Tuesday he told his players that football is a “man’s game played by men” and everyone should focus on Saturday’s quarterfinal game against Costal Carolina.
The 55-year-old coach says his veteran team showed up at Monday’s practice ready to work and the players are “galvanized to move forward and win.”
FARGO, N.D. (AP) – The coach of North Dakota State’s upcoming opponent in the Football Championship Subdivision playoffs says he’s not surprised that Bison coach Craig Bohl took the Wyoming job – and nobody else should be, either.
Bohl plans to take over the Cowboys after the Bison finish their playoff run. NDSU is seeking its third straight FCS championship, which would equal the string by Appalachian State from 2005 to 2007.
Coastal Carolina coach Joe Moglio (MOH’-glee-uh) brings his Chanticleers (SHAWN’-tuh-kleers) to Fargo for Saturday’s FCS quarterfinal matchup. The former TD Ameritrade CEO who’s nicknamed the “billionaire coach” says that “most coaches in the world” are always looking at the next step.
Moglio says Bohl has done a “phenomenal job” at NDSU, but great programs can have transition and continue to win.

LAKE BUENA VISTA, Fla. (AP) – The Arizona Diamondbacks have acquired outfielder Mark Trumbo from the Anaheim Angels in a deal involving the Chicago White Sox. The White Sox acquired outfielder Adam Eaton from Arizona for left-hander Hector Santiago, and the Diamondbacks then sent Santiago and left-hander Tyler Skaggs to the Angels for Trumbo. Arizona also will receive a player to be named or cash from each of the other clubs.
LAKE BUENA VISTA, Fla. (AP) – Catcher J.P. Arencibia (ar-ehn-SEE’-bee-uh) has come to terms on a $1.8 million, one-year contract with Texas to likely be a back-up to starter Geovany Soto. Arencibia hit .194 with 21 homers, 18 doubles and 55 RBIs in a career-high 138 games this year for Toronto.
OAKLAND, Calif. (AP) – The Colorado Rockies have picked up starting pitcher Brett Anderson and cash from the Oakland Athletics for lefty Drew Pomeranz and minor league right-hander Chris Jensen. The 25-year-old Anderson was the Athletics’ starter on opening day this year before going 1-4 with a 6.04 ERA in five starts and 16 appearances. Pomeranz went 0-4 with a 6.23 ERA in 21 2/3 innings over four starts and eight outings for 21 2-3 innings for the Rockies last season, while Jensen pitched for Class-A Modesto.

UNDATED (AP) – Evan Lysacek (LY-sah-chehk) will not get to defend his Olympic title.
The reigning ice skating gold medalist has announced that a torn labrum in his left hip will keep him from competing in Sochi. After two months of aggressive treatment, doctors told Lysacek last week the injury was not going to improve and he was risking permanent damage if he kept training.
Lysacek said he will have to take time off the ice for the injury to completely heal, and surgery remains a possibility.

WASHINGTON (AP) – Health and Human Services Secretary Kathleen Sebelius (seh-BEEL’-yuhs), who’s been in demand on Capitol Hill over the botched health care website rollout, is now asking for an investigation of the whole mess. Sebelius says in a blog post early today that she is asking the department’s inspector general to investigate all aspects of the rollout. She’s due to testify before a House committee again today.
WASHINGTON (AP) – A modest bipartisan budget agreement is gaining support as some Republicans and President Barack Obama line up in favor. The deal seeks to replace a portion of tough spending cuts facing the Pentagon and domestic agencies. It also aims to help lawmakers stop lurching from crisis to crisis and avoid the specter of another partial government shutdown.
PRETORIA, South Africa (AP) – The body of Nelson Mandela lies in state in the amphitheater where he was sworn in 19 years ago as South Africa’s first black president. World leaders bowed and prayed today before the flag-draped casket as they had a final glance at the anti-apartheid hero through a glass pane in the cover.
DUBAI, United Arab Emirates (AP) – A new military partnership is taking shape in the Middle East. Six Gulf Arab nations wrapped up a summit meeting in Kuwait by agreeing to establish a joint military command, paving the way for tighter security coordination as their regional rival Iran pursues outreach efforts. The official Kuwait News Agency reports the military partnership was one of several initiatives agreed to.
SEOUL, South Korea (AP) – Conflicting social and economic priorities are clashing in South Korea where there’s an uproar over a law under consideration in parliament targeting popular online games. The proposal would classify games such as “StarCraft” with gambling, drugs and alcohol as an anti-social addiction the government should do more to stamp out. The bill is winning support from parents, religious groups and doctors, but the Internet industry is frightened and gamers are outraged.
