Jamestown (CSi) — At the Frontier Village Association meeting, Thursday there were suggestions for new activities in 2014, at the Village.

Frontier Village Manager Colleen Conley presented a list of ideas for events at the village with cost estimates for each event, requesting $21,175 for items in the proposed budget.

Ms.Conley’s list for 2014 includes the annual Pioneer Days, “Children’s Days” two days a month during the summer, which could include activities such as a story time, nursery rhyme day, crazy dog name contest, ugly shirt contest, tea with a princess and square dancing.

Conley assigned a cost of $2,000 for Children’s Days, $3,000 for Pioneer Days and $5,000 for the World Fast Draw Association shooting contest.

The association is also looking at pay increases for the village’s maintenance staff and greeters.

Association President ,Charlie Tanata, reminded members that they are funded primarily by grants administered through the Buffalo City Tourism Foundation, along with local hotel and restaurant use tax revenues.

He points out that any increase in spending the association proposes has to be backed up with facts supporting the need for the increase.

The association approved Ms. Conley’s request to buy a pedal car-type toy fire engine and place a plaque on it honoring Bert Gray, the association’s former treasurer, and City Fire Chief who passed away earlier this year.

The association supports having the Wild West Players visit kindergarten classes in Jamestown schools to pass out small gift bags with Santa Claus next week.

WILLISTON, N.D. (AP) – Fire has destroyed two apartment buildings under construction in Williston.

Firefighters were called to a complex of four buildings being built on the west side of the city at about 2 a.m. Friday. Two three-story buildings were engulfed and burned to the ground. Firefighters saved the other two.

There were no reports of injuries, and the department says there were no nearby homes that needed to be evacuated.

The state fire marshal’s office was being called in to help determine the cause.

DICKINSON, N.D. (AP) – No one was hurt when a twin-engine airplane aborted a takeoff and slid off the runway at the airport in Dickinson.

The Highway Patrol says the pilot realized something was wrong Thursday afternoon, aborted the takeoff and applied the brakes. The Avanti P 180 plane slide to the end of the runway and into a grassy area, losing a wheel in the process.

The Piaggio Aero Industries plane was heading to Scottsdale, Ariz., with seven passengers.

FARGO, N.D. (AP) – Police are investigating whether a Fargo-Moorhead TV journalist broke any laws while reporting a story aimed at revealing holes in security at area elementary schools.

Valley News Live reporter Mellaney Moore on Wednesday walked around three schools without permission. News director Ike Walker tells The Forum newspaper and KFGO radio that the story raises significant questions about school security – and the station stands by the story.

Walker tells The Forum that his station was not aware of laws restricting access to schools. In Fargo and West Fargo, city ordinances require visitors to register with the main office. In Moorhead, Minnesota law essentially demands the same of school visitors. Violations are a misdemeanor.

Some area school officials say the news report showed poor judgment and a disregard for rules.

FARGO, N.D. (AP) – A man plans to plead guilty to leaving a threatening message at a Fargo synagogue nearly two years ago.

Dominique Flanigan, also known as Kadafi Al Sadar, is charged in federal court with transmitting threatening communications and interference with a federally protected activity.

Court documents show that Flanigan called Temple Beth El in Fargo and said he had a “special package” he wanted to deliver from Hamas.

Flanigan is serving time after he was convicted earlier this year on reckless endangerment and criminal mischief charges in Cass County.

A plea and sentencing hearing is scheduled for March 24 in Fargo.

BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) says a person who never divorced from a valid same-sex marriage in another state could legally enter into an opposite-sex marriage in North Dakota.

Burleigh County State’s Attorney Richard Riha (REE’-uh) asked Stenehjem whether a person who was involved in a valid same-sex marriage in another state and never divorced could legally sign a North Dakota marriage application saying he or she was single or never married.

Stenehjem says a person could, since North Dakota does not recognize same-sex marriage as being legal.

The county says it received an inquiry from someone wanting to marry in the state.

Riha also wondered if that person would risk violating bigamy rules in the other state, but Stenehjem declined to interpret another state’s law.

FARGO, N.D. (AP) – A Fargo judge who is facing a suspension over sexual harassment allegations says he won’t seek re-election.

East Central District Court Judge Wickham Corwin makes the announcement in a letter to the Cass County Bar Association obtained by The Associated Press. In it, he writes that he has enjoyed the job, but not the publicity.

Corwin did not immediately respond to a message left at his office.

     Corwin’s term ends December 31st, 2014.

Corwin is accused of trying to start an affair with his former court reporter. The woman has never filed a formal complaint but the issue went before a disciplinary panel of the North Dakota Supreme Court.

The state Judicial Conduct Commission has recommended Corwin be suspended for two months.

BISMARCK, N.D. (AP) – The North Dakota Stockmen’s Association has begun accepting applications to a relief fund set up to help ranchers who lost livestock during an early October blizzard.

The storm that hit with surprising intensity on Oct. 4-5 dumped up to 1  1/2 feet of snow in southwestern North Dakota. There is no official count of the number of dead cattle, but anecdotal evidence suggests it is in the thousands.

The Stockmen’s Association and the Stockmen’s Foundation each contributed $10,000 to start the relief fund. With other donations the fund totals nearly $50,000.

Application and nomination forms can be found at http://www.ndstockmen.org .

The Stockmen’s also has contributed $10,000 to a relief fund for South Dakota ranchers, who lost between 15,000 and 30,000 livestock in the storm. That fund has surpassed $2 million.

BISMARCK, N.D. (AP) – North Dakota’s top oil regulator says the state’s booming oil production is a lot like a championship stock car race.

State Mineral Resources Director Lynn Helms told the Legislature’s Government Finance Committee on Thursday that if the state’s oil boom were the Daytona 500, only about 50 laps would be completed.

Helms says the state “hasn’t even had a pit stop year and there are lots and lots of laps left and the car is running great.”

North Dakota is the nation’s No.2 oil producer behind Texas. Helms says the state is on pace to surpass 1 million barrels daily early in 2014.

Helms says the state has about 10,800 oil wells at present. He says about 7,200 more wells are expected to be drilled in the next five years.

Helms told the Legislature’s Government Finance Committee on Thursday that he expects as much as 90 percent of the state’s crude will move by rail in 2014. Rail shipments now account for about 60 percent of crude produced in North Dakota.

North Dakota’s oil production is nearing 1 million barrels daily.

Helms says oil prices have been slipping since July. He says it costs more to ship oil by rail than by pipeline, but producers are able net about $24 more per barrel by sending it on trains to U.S. refineries, where premium prices are fetched.

BISMARCK, N.D. (AP) – A North Dakota company that has sent thousands of the state’s winter-hardy cows to Kazakhstan since 2010 has yet to ink a deal this year with the oil-rich country. Bismarck-based Global Beef Consultants co-owner Dan Price says the Central Asian republic increasingly is importing cows from Canada and Australia to help build its beef industry.

NFL…

LAKE FOREST, Ill. (AP) – Quarterback Jay Cutler is set to return to the Chicago Bears’ lineup. Coach Marc Trestman says Cutler will start Sunday at Cleveland after missing the previous four games with a high left ankle sprain. Cutler went through a full practice on yesterday after working out with the receivers following a walkthrough, and got the green light to start this week. Josh McCown, who played well in his absence, goes back to a reserve role.

 Update…

GREEN BAY, Wis. (AP) – The Green Bay Packers will play another game without star quarterback Aaron Rodgers.

The Packers ruled out an injured Rodgers on Friday for the road matchup with the Dallas Cowboys on Sunday.

Rodgers has been sidelined since he suffered a broken collarbone early in Green Bay’s loss to the Chicago Bears on Nov. 4.  Rodgers practiced on a limited basis this week and even took some reps with the first-string offense in team drills Wednesday and Thursday.

But coach Mike McCarthy said after practice Friday that the decision to hold Rodgers out for a sixth straight game was made in the best interest of the team’s franchise quarterback. McCarthy said Rodgers had a good week of preparation but did very little in practice Friday.

The decision to declare him out for the game came as a disappointment to Rodgers, McCarthy added.

Matt Flynn will make his third straight start in place of Rodgers as the Packers (6-6-1) try to stay in contention for the NFC North title with three games left.

COLLEGE FOOTBALL…

UNDATED (AP) – Florida State freshman quarterback Jameis (JAYM’-ihs) Winston has come away with the Walter Camp player of the year award and the Davey O’Brien Trophy as the nation’s top quarterback. Fellow Heisman finalist Andre Williams of Boston College has won the Doak Walker Award, given to the nation’s top running back. And Alabama quarterback AJ McCarron has captured the Maxwell Award, given to college football’s player of the year.

AUSTIN, Texas (AP) – Texas football coach Mack Brown isn’t saying what he’s going to do after the upcoming Alamo Bowl. There has been plenty of speculation that he would either resign or be fired.  Brown says he has yet to talk with new Texas Athletic Director Steve Patterson and university president Bill Powers about his job following a disappointing season in which the Longhorns went 8-4.

MLB…

UNDATED (AP) –    A person familiar with the negotiations says the Detroit Tigers have added depth to their bullpen by working out a one-year contract with Joba (JAH’-buh) Chamberlain. The hard-throwing, right-hander was 2-1 with one save and a career-high 4.93 ERA in 45 games for the New York Yankees last season. The converted starter was 23-14 with five saves with a 3.85 ERA in 260 games over seven seasons with the Yankees.

The Cubs and Marlins worked out a deal. Chicago obtained outfielder Justin Ruggiano from the Marlins for Brian Bogusevic (boh-guh-SEHV’-ihk).

In world and national news…

PRETORIA, South Africa (AP) – The South African government says the time allotted may not allow all the people in line to file past the casket of anti-apartheid hero Nelson Mandela. The body is lying in state for the third and final day today and the government says nearly 100,000 people have gathered in a line that was miles long by some accounts. A government spokeswoman says about 24,000 were able to view Mandela’s casket yesterday.

KIEV, Ukraine (AP) – The criminal cases remain against those arrested during a violent police dispersal of demonstrators near the presidential administration building in Ukraine, but a court has released them from detention. The release is one of the demands of the opposition that has conducted three weeks of large protests. One protest leader says opposition members have now decided to attend roundtable talks with the president President Viktor Yanukovych (yah-noo-KOH’-vich) today to push demands for early elections.

WASHINGTON (AP) – The Republican establishment is now in full-blown pushback mode against the tea party wing of the party. Some Republican loyalists wonder what took so long after they angrily watched for three years while hard-right groups exercised remarkable clout in Congress and elections. House Speaker John Boehner (BAY’-nur) yesterday renewed his denunciation of groups that try to defeat GOP incumbents after pushing through a budget deal some conservative groups had opposed.

SEATTLE (AP) – There appear to be more questions than answers today about where Boeing will eventually build the new 777X jet. A national Machinists union negotiator tells The Seattle Times that Washington state union members should get a chance to make their own decision on what Boeing called its “best and final counterproposal” to keep much of the work in the Puget Sound region. Local union leaders say they can’t recommend the offer because the price is too high.

CHICAGO (AP) – Today could mark a last chance for freedom for disgraced and imprisoned former Illinois Gov. Rod Blagojevich (blah-GOY’-uh-vich). A three-judge federal panel is scheduled to hear oral arguments in his appeal of corruption convictions. Blagojevich’s defense team hopes the court will at least agree to reduce his 14-year prison term.
