DICKINSON, N.D. (AP) – A ticket sold in the North Dakota city of Dickinson has won a Wild Card 2 jackpot worth a little more than $673,000.

North Dakota lottery officials say the ticket matched all five white balls and the Wild Card in Wednesday’s drawing. The winning numbers were 2, 9, 14, 22, 30 and the Wild Card was the Queen of Diamonds.

The ticket was purchased at the Pit Stop in Dickinson. It is the second Wild Card 2 jackpot winner in North Dakota this year.

There was also a $10,000 Powerball winner from the December 18th drawing. It was sold at HiWay Service in Hankinson.

The odds of winning the Wild Card 2 jackpot are 1 in about 1.9 million.

Wild Card 2 is played in the Dakotas, Montana and Idaho. The jackpot for Saturday’s drawing is estimated at $200,000.

FARGO, N.D. (AP) – A federal judge says it’s too early to tell whether an appeal by a man sentenced to death for killing a University of North Dakota student can be decided without a hearing.

Lawyers in the case of Alfonso Rodriguez Jr., of Crookston, Minn., appeared in a Fargo courtroom Thursday to update U.S. District Judge Ralph Erickson on the habeas motion, considered the last step in the appeal process.

A jury in 2006 convicted Rodriguez, a convicted sex offender, of kidnapping and killing Dru Sjodin (shuh-DEEN’), of Pequot Lakes, Minn.

The government last month filed a 417-page answer to the appeal, which claims among other things that Rodriguez is mentally disabled and his trial lawyers did a poor job.

Prosecutors say Rodriguez’s appeal has no basis and he should be executed.

FARGO, N.D. (AP) – Damage to a high-rise apartment building in Fargo is estimated at $125,000 after a fire blamed on an unattended candle.

Most of the damage was caused by water from the sprinkler system in the 22-story building. The automatic sprinklers extinguished the fire in a 15th-floor apartment Tuesday night.

The building has 249 one-bedroom apartments and is one of the tallest residential buildings in North Dakota’s largest city. No one was hurt, though some residents were displaced for a time.

OMAHA, Neb. (AP) – A new survey of bankers suggests that the economy will grow at a healthy pace in rural parts of 10 Midwest and Western states in the months ahead.

The monthly survey’s overall index rose to 56.1 in December from November’s more moderate 54.3. But any score above 50 suggests growth.

Creighton University economist Ernie Goss says the region continues to benefit from the strength of agriculture and energy businesses. But declining crop prices and the lack of a farm bill are concerning.

The index is based on surveys of rural bankers in Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming.

It ranges from 0 to 100, with 50 representing growth neutral. A score above 50 suggests growth in that factor in the months ahead.

MINOT, N.D. (AP) – A faith-based group that has helped the Souris River Valley recover from historic flooding in 2011 is ending its mission in Minot.

Pennsylvania-based Mennonite Disaster Service has helped nearly 125 homes with cleanup and restoration in the past 2 1/2 years. Spokesman Ken Graber says  more than 1,500 volunteers came to the northern North Dakota region for a week or more.

Volunteers also helped rebuild Bible Fellowship Church, whether they made their base. Pastor Duane Deckert says the group will be missed.

The June 2011 flood caused by heavy spring snowmelt and rains damaged or destroyed more than 4,000 homes, businesses and other structures in Minot, and caused nearly $700 million in damage.

ROSS, N.D. (AP) – North Dakota regulators have halted dumping at an oil drilling waste pit near Ross while they investigate whether the pit threatens the town’s water supply.

The  pit is within half a mile of the town’s water wells. Mountrail County Commissioner David Hynek says he’s dumbfounded, and State’s Attorney Wade Enget calls it a “clear violation” of common sense.

State Environmental Health Chief Dave Glatt (glawt) says the state Health Department is looking into the matter. He says the department should have been consulted in the first place.

In world and national news…

CENTENNIAL, Colo. (AP) – Students are being allowed back into Colorado’s Arapahoe High School for brief visits that are providing some comfort following last week’s shooting. Juniors and seniors were allowed inside for two hours Thursday to get things they had to leave behind after a gunman opened fire, wounding one student before killing himself. Underclassmen are scheduled to report Friday. Many students visited a tribute to wounded student Claire Davis. She remains in critical condition. Classes will resume in January.

WASHINGTON (AP) – More than a quarter of the Senate is defying President Barack Obama by promoting legislation that could raise sanctions on Iran. The bill introduced Thursday sets sanctions that go into effect if Iran violates a nuclear deal it reached with world powers last month. Those include a global boycott on Iranian oil exports within one year and measures against several Iranian industries.

PYONGYANG, North Korea (AP) – Former NBA star Dennis Rodman has arrived in North Korea, to meet with the country’s leader and finalize plans to bring 12 former NBA players to the country’s capital for an exhibition game next month. The game will mark the birthday of North Korean leader Kim Jong Un (kim jawng oon). Rodman says the game is on track — despite the recent execution of Kim’s uncle in a dramatic political purge.

SANTA FE, N.M. (AP) – Seventeen states and the District of Columbia now allow same-sex marriages. New Mexico is the newest, after a ruling Thursday from the state’s highest court. Justice Edward Chavez wrote that none of New Mexico’s marriage statutes specifically prohibits same-gender marriages, but that the state’s laws as a whole have prevented same-sex couples from marrying. And he said that’s unconstitutional.

SALT LAKE CITY (AP) – Flights are able to take off and land again at the airport in Salt Lake City. It was shut down for two and a-half hours because of slippery conditions that caused a cargo plane to lose traction on a taxiway. An airport spokeswoman says crews were able to get one of the three runways de-iced. In the meantime, a number of flights were canceled or diverted to other Utah airports.
