Jamestown (CSi) Victory Lutheran Church in Jamestown hosts its 10th annual free Christmas meal from 11:30 a.m. to 1:30 p.m. Sunday, Dec. 22, 2013.
The meal was inspired by Concordia Lutheran Church’s annual Community Thanksgiving Dinner, a longstanding tradition for that church.
Last year, 198 meals were delivered by Victory Lutheran to home-boudn individuals with 360 meals served at Victory Lutheran.
Turkey and all the trimmings will be served, with over two dozen turkeys to be cooked, with about 100 volunteers on hand.
Those wishing a home delivered meal may call Victory Lutheran Church at 251-1570 to request a delivery or leave a message after 3 p.m. Friday.
FARGO, N.D. (AP) – A Fargo man who attempted to run over a police officer who was trying to question him about an assault has been sentenced to 12 years in prison. KFGO radio reports 49-year-old Jack Christensen reached a plea deal with prosecutors on several charges, including aggravated assault. Authorities say Christensen struck 25-year-old officer Brent Malone with his van in a parking lot in November.
FARGO, N.D. (AP) – Authorities allege a man arrested more than a year ago for sending threatening letters to a federal judge mailed similar letters to district court officials in North Dakota and Minnesota after he was indicted. Carlos Kidd was originally charged in November 2012 with two counts of mailing threatening communications. Authorities allege he mailed two separate letters threatening to kill Bismarck U.S. District Judge Daniel Hovland.
FARGO, N.D. (AP) – A federal judge says it’s too early to tell whether an appeal by a man sentenced to death for killing a University of North Dakota student can be decided without a hearing.
Lawyers in the case of Alfonso Rodriguez Jr., of Crookston, Minn., appeared in a Fargo courtroom Thursday to update U.S. District Judge Ralph Erickson on the habeas motion, considered the last step in the appeal process.
A jury in 2006 convicted Rodriguez, a convicted sex offender, of kidnapping and killing Dru Sjodin (shuh-DEEN’), of Pequot Lakes, Minn.
The government last month filed a 417-page answer to the appeal, which claims among other things that Rodriguez is mentally disabled and his trial lawyers did a poor job.
Prosecutors say Rodriguez’s appeal has no basis and he should be executed.
GRAND FORKS, N.D. (AP) – University of North Dakota officials say that more than 860 students are eligible to receive degrees at the school’s winter commencement.
The school has scheduled two ceremonies Friday at the Chester Fritz Auditorium. Professional and graduate degrees will be handed out starting at 10 a.m. The event for undergraduates begins at 2 p.m.
UND President Robert Kelley will preside over both ceremonies, which will be shown by video stream on the school’s website.
FARGO, N.D. (AP) – North Dakota State University is holding its largest ever winter commencement ceremony.
A total of 957 graduate, professional and undergraduate students are eligible to participate in the Friday ceremony and more than 550 have indicated they plan to take part. Associate Registrar Rhonda Kitch says participation is up about 40 students from last year.
The ceremony is at 4 p.m. at the Bison Sports Arena. It’s being held there because the NDSU football team is hosting a playoff game at the Fargodome.
WASHINGTON (AP) – North Dakota lawmakers are expressing support for a comprehensive defense bill passed by Congress that provides military funding and takes aim at sexual assaults in the military. They say it will also help protect North Dakota’s missile silos.
Republican Sen. John Hoeven and Democratic Sen. Heidi Heitkamp both voted for the annual defense policy bill. The roughly $633 billion bill passed the Senate late Thursday and now goes to President Barack Obama.
Heitkamp says she’s particularly pleased that the bill contains a provision protecting North Dakota’s Intercontinental Ballistic Missile silos. Hoeven also says the language on missile silos is important and will protect the state’s interests.
GOP Rep. Kevin Cramer backs the bill – he voted for it in the House last week.
BISMARCK, N.D. (AP) – North Dakota has developed a “Pollinator Plan” to help farmers, ranchers, landowners and beekeepers better protect honeybees.
Agriculture Commissioner Doug Goehring says there’s a need to reduce risks to honeybees while minimizing the impact of that on agricultural production.
The mysterious colony collapse disorder has caused as much as one-third of the nation’s bees to disappear each winter since 2006. A federal report blames a combination of intertwined factors that include a parasitic mite, multiple viruses, bacteria, poor nutrition, genetics, habitat loss and pesticides.
North Dakota’s pollinator plan is largely based on information gathered at a meeting last fall and at a statewide conference of beekeepers, growers, pesticide applicators, crop consultants, and others last July.
North Dakota leads the nation in honey production.
BISMARCK, N.D. (AP) – North Dakota’s attorney general says the state must to do more to protect special sites in the oil patch and make the comment process more transparent.
Wayne Stenehjem told the Industrial Commission Thursday there’s a pressing need to recognize what he says are “extraordinary places” and improve feedback.
He outlined a draft proposal to provide that extra protection.
The rules include a list of 18 places recognized for special protections, including Elkhorn Ranch, Theodore Roosevelt National Park and the Killdeer Mountains.
Commission members say the proposal would need more review before they decide on it.
A conservationist calls the draft a step in the right direction, while an official with an energy organization is concerned about potential impacts on drilling and private landowners.
OMAHA, Neb. (AP) – A new survey of bankers suggests that the economy will grow at a healthy pace in rural parts of the Dakotas and eight other states in the months ahead.
The monthly survey’s overall index rose to 56.1 in December from November’s more moderate 54.3. But any score above 50 suggests growth.
Creighton University economist Ernie Goss says the region continues to benefit from the strength of agriculture and energy businesses. But declining crop prices and the lack of a farm bill are concerning.
The index is based on surveys of rural bankers in the Dakotas, Minnesota, Iowa, Nebraska, Kansas, Colorado, Wyoming, Missouri and Illinois.
It ranges from 0 to 100, with 50 representing growth neutral. A score above 50 suggests growth in that factor in the months ahead.
DEVILS LAKE, N.D. (AP) – University of North Dakota researchers have found an expensive research buoy on Devils Lake that went missing two months ago.
University pilots recently located the buoy stuck in frozen mud along the lake’s shoreline. Officials say they’ll attempt to thaw it out after the holidays. They aren’t giving the exact location because the buoy is valuable.
UND’s Department of Earth System Science and Policy uses the $30,000 instrument to monitor water quality in the lake. The buoy was put in the lake about two years ago as part of a $3 million project funded by NASA. The goal is to research changes in water saltiness due to flooding and climate change.
DICKINSON, N.D. (AP) – A ticket sold in the North Dakota city of Dickinson has won a Wild Card 2 jackpot worth a little more than $673,000.
North Dakota lottery officials say the ticket matched all five white balls and the Wild Card in Wednesday’s drawing. The winning numbers were 2, 9, 14, 22, 30 and the Wild Card was the Queen of Diamonds.
The odds of winning the Wild Card 2 jackpot are 1 in about 1.9 million.
Wild Card 2 is played in the Dakotas, Montana and Idaho. The jackpot for Saturday’s drawing is estimated at $200,000.
In sports…
FARGO, N.D. (AP) – All-American defensive lineman Ryan Drevlow (DREHV’-loh) says there will always be plenty of North Dakota in the NDSU football team. The senior nose guard from Gwinner is one of a half-dozen in-state players who have played key roles this season and will start today in a Football Championship Subdivision semifinal against New Hampshire.
The game can been seen on CSi 18 ESPN 2 at 7-p.m.

EL SEGUNDO, Calif. (AP) – It took Kobe Bryant eight months to recover from a torn Achilles’ tendon suffered during the final week of last season. It’s taken him less than two weeks to suffer another serious injury.
The Lakers guard is expected to miss about six weeks with a fracture in his left knee. Bryant made his season debut just nine days ago and played six games after returning from a torn Achilles’ tendon.

MORRISTOWN, N.J. (AP) – A judge has agreed to delay requiring the family of Minnesota Vikings owner Zygi Wilf from paying two business partners that the Wilfs defrauded of $84.5 million from a New Jersey apartment complex. Judge Deanne Wilson delayed requiring the Wilfs to give the money to Josef Halpern and Ada Reichmann until the Wilfs’ appeal of her ruling is complete. The trial lasted two years. The lawsuit was filed 21 years ago.

NEW YORK (AP) – Outfielder Carlos Beltran and the New York Yankees have finalized a $45 million, three-year contract the two sides agreed to on Dec. 6.

CHICAGO (AP) – The Chicago White Sox have agreed to a $3 million, one-year contract with right-hander Ronald Belisario and are closing in on a $4 million, one-year deal with pitcher Scott Downs.
In world and national news…
WASHINGTON (AP) – The defense bill headed to President Barack Obama for his signature is being hailed for provisions cracking down on perpetrators of rape and other forms of sexual assault. Sen. Patty Murray calls it a major step toward “eliminating the plague of sexual assault in our nation’s military.” Among other things, it strips military commanders of their ability to overturn jury convictions and requires a civilian review if a commander declines to prosecute a case.
BRUSSELS (AP) – The European Union is disputing Standard & Poor’s decision to downgrade its credit rating from AAA to AA+. The ratings agency says the EU’s bitter budget battle and the debt problems afflicting a number of member states are behind the decision. But the EU’s Commissioner for Economic and Monetary Affairs Olli Rehn insists that member states have always provided their expected contributions to the EU budget “in full and in time” even through the financial crisis. He notes that the EU’s rating with Fitch and Moody’s remains AAA.
LONDON (AP) – A group representing London’s theaters is trying to reassure patron’s that the city’s elegant but aging venues are safe after 79 people were injured last night by chunks of plaster and wooden beams that fell from the ceiling of a 100-year old theater. The London Ambulance Service says most of the injuries were minor, but nine people had suffered more serious injuries. The Society of London Theatre says the incident is rare and all theaters undergo “rigorous safety checks and inspections.”
KAMPALA, Uganda (AP) – Uganda’s parliament has passed a tough new law against homosexuality. It sets life imprisonment as the maximum penalty for the new offense of “aggravated homosexuality.” The lawmaker who wrote the bill alleges homosexuals from the West are “recruiting” Ugandan children into gay lifestyles and threatening to destroy Ugandan families. The bill drew wide condemnation when it was first introduced in 2010 and included the death penalty, but that was removed from the revised version passed today.
ANTANANARIVO, Madagascar (AP) – There’s been an outbreak of bubonic plague in the African island state of Madagascar. Health officials there say some 84 suspected cases have been reported and 32 people have died. Poor hygiene and declining living standards as a result of a protracted political crisis are cited as the primary causes of the disease’s spread.
