FARGO, N.D. (AP) – Interstate 94 from Bismarck to Jamestown has reopened, but a travel alert is still in effect for the area. The stretch of interstate was closed late Thursday morning, until about mid afternoon,  by the Highway Patrol and NDDOT because of white-out conditions.
Late Thursday afternoon,  the state Department of Transportation said conditions between Sterling and Jamestown consisted of areas of scattered ice and blowing snow that’s creating reduced visibility.

The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway Patrol have LIFTED the No Travel Advisory for Devils Lake, Rugby and surrounding areas. In addition, areas east of Bismarck including north of Jamestown and north of Valley City have also been lifted.

Jamestown (CSi) The Jamestown City Council will hold a Special Meeting on Tuesday January 28, 2014, at 5-p.m.The agenda item is the purchase and sale agreement between the City of Jamestown and big box home improvement store.

TIOGA, N.D. (AP) – Thirteen cars from an eastbound train carrying mostly empty truck containers and trailers derailed about 35 miles east of Williston on Thursday morning.

Williams County Emergency Services tells KFGO radio that it’s possible that 60 mph winds from a powerful winter storm might have caused the derailment.

BNSF spokesman Steve Forsberg says the company hasn’t determined the cause but there was unusual weather in the area.

The derailment has blocked the main BNSF line, and customers have been told to expect delays of 36 hours to 48 hours. Forsberg says that could change depending on an assessment by repair crews.

On Dec. 30, a train carrying crude oil derailed and caught fire about a mile from Casselton, prompting the evacuation of about 1,400 people. No one was hurt.

UPDATE…

BISMARCK, N.D. (AP) – A North Dakota company that produces meat products says consumers should check “use by” dates and a labeling code to determine if some beef franks made by the company are subject to recall.

The U.S. Department of Agriculture’s Food Safety and Inspection Service says Cloverdale Foods Co. in Mandan recalled 2,664 pounds of beef franks due to mislabeling. The hot dogs were made with milk, which was not declared on the product label. Milk is a known allergen.

The items identified in the recall were “Seattle Mariners Beef Franks” and have “use by” dates of Feb. 21, 2014 and March 13, 2014. The packages are labeled UPC (hash)7682901717.

The products were sold in Montana, North Dakota and Washington.

There have been no reports of illness from the recalled products.

STANLEY, N.D. (AP) – A truck driver from Georgia faces three negligent homicide charges in a six-vehicle crash in North Dakota last summer that killed three men and injured three other people.

Vernon Wright, of Hiram, Ga., could face up to 15 years in prison if convicted. His attorney did not immediately respond to an Associated Press request for comment.

The crash happened the foggy morning of June 21, 2013, on U.S. Highway 2 about 3 miles east of Stanley. It involved a tanker trailer loaded with crude oil that was driven by Wright. Authorities say the tanker exploded and all of the other vehicles burned.

Authorities allege Wright’s driving contributed to the crash.

Killed were 41-year-old David Maskey of Minot, 26-year-old Patrick Wilkie of Wahpeton and 23-year-old Tyler Fischer of Minot.

FARGO, N.D. (AP) – The North Dakota attorney general’s office is looking for a new special prosecutor who will handle nothing but drug cases in the state’s oil patch.

The program will be financed through a federal program known as High Intensity Drug Trafficking Area, or HIDTA. The new attorney will be able to prosecute cases in state and federal court.

U.S. Attorney Tim Purdon says the announcement is an important development and will provide “much-needed help” in the effort to dismantle truck trafficking organizations.

Director of National Drug Control Policy R. Gil Kerlikowske (kur-lih-KOW’-skee) had earlier designated Williams County as part of HIDTA. Kerlikowske toured the oil patch in July.

Attorney General Wayne Stenehjem did not immediately return messages left by The Associated Press.

In world and national news…

GLENDORA, Calif. (AP) – Authorities say up to 2,000 people have been evacuated due to a wildfire that burned two homes and threatened neighborhoods in dangerously dry foothills of Southern California’s San Gabriel Mountains. They say one resident suffered minor burn injuries in the fire being fanned by gusty Santa Ana winds that spit embers into the city below. Police say the fire was started by three people throwing paper in a campfire. They were booked on charges of recklessly starting a fire.

LUCASVILLE, Ohio (AP) – A lawyer for the Ohio inmate who was executed Thursday says his death was “a failed, agonizing experiment by the state of Ohio.” Dennis McGuire was put to death with a combination of drugs that had never before been tried in the United States. He appeared to gasp several times, and it took him more than 15 minutes to die. McGuire’s lawyers had tried to stop the execution last week, arguing that the method would put him at a substantial risk of “agony and terror” while straining to catch his breath.

BAGHDAD (AP) – Members of al-Qaida’s branch in Iraq have been handing out pamphlets. They’re urging people in Fallujah to take up arms and support the militants in their fight against government troops. Residents say the appeals came as fighting continued around the city. Near Baghdad, meanwhile, police found the bodies of 14 Sunni men who’d earlier been abducted from a funeral by gunmen in military uniforms.

TORONTO (AP) – Canada’s foreign minister says it’s time for the Obama administration to make a decision on the controversial Keystone XL pipeline even if the answer is no. John Baird says, “We can’t continue to live in a state of limbo.” He was speaking to the U.S. Chamber of Commerce in Washington. The long-delayed pipeline would carry oil from Canada to the U.S. Gulf Coast. President Barack Obama is expected to decide early this year on Keystone XL, which is under review at the State Department.

NEW YORK (AP) – The price of flying continues to climb. The average price of a domestic round-trip ticket last year was more than $363 — up more than $7 from the previous year. It’s the fourth straight year in which fliers have faced price hikes. Airlines have cut unprofitable routes, packed more passengers into planes and merged with one another, providing travelers with fewer options.
