Jamestown (CSi) According to Matt Leitner, manager at Jamestown Regional Airport, Great Lakes Airline has released a schedule change for Jamestown.
Starting Monday, Jan 20, Great Lakes Airline will reduce service to only 1 flight a day from and to Minneapolis, Sunday through Friday. There will be no flights on Saturday. This will bring the total weekly flights to 6, on the 19 passenger Beech 1900 turbo-prop.
Passengers are encouraged to check with their travel agent or the airline to see how the schedule change will impact their reservations and for exact flight times. The “no Saturday flights” goes into effect Jan 18, 2014.
Last week, the Airport Authority approved covering the expenses of sending Chairman Jim Boyd, Jamestown Regional Airport Manager Matt Leitner and Mayor Katie Andersen to Washington later this month to answer questions about the bid from SkyWest Airlines to provide essentail air service to Jamestown.
The bids are advertised, reviewed, and awarded by the United States Department of Transportation for the FAA.
Regional Airport Authority Chairman Jim Boyd says DOT officials have some concerns about the SkyWest Airlines bid.
The SkyWest Airlines bid is a one flight daily roundtrip from Denver to Jamestown using a 50-seat jet airplane. The DOT minimum bid for a 50-seat jet airplane service to Jamestown is two daily flights.
SkyWest’s bid would require a higher subsidy from the federal government because its plane would be traveling a greater distance.
Prior to the schedule reduction, Great Lakes Airlines, which currently provides service to Jamestown Regional Airport, submitted a bid to continue providing service to Jamestown with three roundtrip flights daily from Devils Lake/Jamestown to Minneapolis, using 19-seat turboprop airplanes. It is unknown if Great Lakes plans to withdraw or revise that bid, after the airline reduced flights.
The original bid meets the DOT’s minimum bid requirement for turboprop airplanes.
The Regional Airport Authority has recommended the SkyWest Airlines bid to the DOT.
Boyd says he hopes the state’s congressional representatives, including Senator Heidi Heitkamp, Senator John Hoeven, R-N.D., and Representative Kevin Cramer, R-N.D., will be able to answer questions from DOT officials about the SkyWest bid.
Leitner said Great Lakes Airlines continues to have problems getting full flight crews for its flights due to changes in FAA requirements for co-pilots, increasing the minimum number of flight hours a co-pilot must have in order to be part of a flight crew for a passenger flight from 250 hours to 1,500 hours.
The change has put qualified co-pilots in high demand for all airlines.
The Jamestown Regional Airport Authority met Saturday to review and update its strategic plan, setting priorities for 2014-18 assuming SkyWest Airlines will receive the bid to provide jet airplane passenger service to the Jamestown Regional Airport from Denver through the Federal Aviation Administration’s Essential Air Services program starting later this year.
Airport Authority member Brent Harris says he doesn’t believe that there is currently enough parking space to accommodate a big increase in passengers at the airport.
Airport Authority member Keith Veil agreed also says if the jet service from SkyWest proves popular enough to bring in a second flight daily, the authority should consider space for a new commercial hangar to house a jet airplane overnight.
Chairman Jim Boyd said there is space on airport property to accommodate more parking and hangar space.
The committee’s goals for 2014-18 are:
building a jetway boarding ramp;
increasing the number of SkyWest flights and destinations;
increasing public relations for new passenger and airport services;
expanding market size with the Denver destination;
increasing the crosswind runway width to 100 feet to accommodate jet landings;
creating a terminal area growth plan that includes increased space for parking and aircraft accommodations/hangars.
BISMARCK, N.D. (AP) – Passenger boardings at North Dakota’s eight commercial airports in 2013 set a record for the second straight year.
The state Aeronautics Commission says boardings in Fargo, Bismarck, Grand Forks, Minot, Williston, Dickinson, Devils Lake and Jamestown totaled more than 1.1 million. That was an 11 percent increase from 2012, when boardings surpassed the million mark for the first time.
North Dakota has a healthy economy in large part because of an oil boom in the western part of the state. Passenger boardings in the oil patch cities of Dickinson and Williston were up 47 percent and 152 percent respectively over the year.
Aeronautics Commissioner Kyle Wanner says he expects the growth to continue.
In December, of 2013 Jamestown boardings were 214, compared to 300 in December of 2012.
Jamestown (CSi) A veteran of the Jamestown Police Department has been appointed Assistant Chief of Police, with the rank of Major.
John Johnson started his new position today, assisting Jamestown Police Cheif Scott Edinger with administrative and supervision duties.
His duties including being in charge when Chief Edinger is on vacation or out of town on department business.
Before his appointment Johnson was sergeant and a commander on the night shift.
Spiritwood (CSi) — Spiritwood Energy Park Association announced this week that Dakota Missouri Valley Western RR (DMVW) of Bismarck, ND was awarded the bid for the rail procurement and construction project in Spiritwood Township, Stutsman County, ND.
The DMVW bid was within the proposed $7.5M budget set for the project. The Dakota Missouri Valley Western RR company rated highly in all of the following areas: (a) extensive knowledge of the site; (b) extensive project specific experience with Burlington Northern Santa Fe (BNSF) (c) lowest financial risk factor and (d) lowest safety risk factor.
DMVW has a strong working knowledge of the site. They were the contractor that built the Spiritwood Station rail spur. They are also under contract to operate the rail on the neighboring sites. DMVW is very well experienced in the rail construction industry and has extensive experience working with Class A Railroads.
SEPA Business Manager Connie Ova says, “We are excited to have DMVW as partners in this promising venture and look forward to a phenomenal growth period in the Spiritwood Energy Park. DMVW will begin construction on May 1, 2014 and finish on October 1, 2014, weather permitting.

KATHRYN, N.D. (AP) – A rural Kathryn woman is charged with three misdemeanors for the deaths of eight horses in one of her pastures.
Barnes County Sheriff Randy McClaflin says, Ginger Helland was charged with animal neglect, animal abuse and improper disposal of animal carcass.
The horses were found in December.
McClaflin says the state animal veterinarian office and North Dakota Stockmen’s Association helped in the investigation.
Helland could not immediately be reached for comment.
BISMARCK, N.D. (AP) – A Missouri man is charged in federal court with stalking a North Dakota woman.
Carl Story is accused of harassing, intimidating and threatening to hurt the woman, who was living in Rolette. Story was arrested last week in Kansas City, Missouri.
The indictment says Story placed the woman “in reasonable fear” of death and serious bodily injury to herself and members of her immediate family.
Story is also charged with mailing threatening communications and interstate threatening communications.
Court documents do not list a lawyer for Story.
WASHINGTON (AP) – The explosive derailment of an oil train near Casselton last month has North Dakota’s senators pushing harder than ever for expanded oil pipelines.
Republican John Hoeven and Democrat Heidi Heitkamp are longtime supporters of expanded pipelines. But the accident in Casselton that produced a fiery wreck and forced residents to briefly evacuate has the senators renewing their pitch to federal officials in recent days.
Hoeven and Heitkamp have met with several federal officials in the aftermath of the Casselton crash. Much of that discussion has focused on increased rail safety. But the senators have also mentioned pipelines as an alternative or something that needs to be considered in tandem with increased safety procedures.
ABERDEEN, S.D. (AP) – The number of methamphetamine cases is the rise across South Dakota.
There were 1,229 meth-related arrests in 45 counties last year compared to 669 in 36 counties in 2012. Data show there were 402 arrests in 30 counties in 2011.
Attorney General Marty Jackley says the 49 agents from the state Division of Criminal Investigation are spread thin.
Jackley says one extra agent was added last year to northwestern South Dakota to help with problems related to the oil boom in western North Dakota.
MINOT, N.D. (AP) – A search committee is expected to review a list of 36 candidates who have applied to be the next president of Minot State University.
Current President David Fuller is retiring in June. A presidential search committee will be start the process whittling down the list of candidates on Wednesday.
Fuller in 2004 was named the eighth president of Minot State. The school that celebrated its 100th anniversary last year currently has about 3,500 students, and has experienced three straight years of enrollment declines. Fuller has cited Souris River flooding in 2011, a housing shortage caused by the western oil boom and high-paying jobs in the oil patch that are enticing young people who might otherwise attend college.
MINOT, N.D. (AP) – Minot officials are taking another run at a school bond issue.
Residents defeated a $125 million proposal for schools on Dec. 10, but the school board plans to roll out a scaled back version this spring.
The revamped bond issue would pay for construction of a new elementary school, the construction of additions at Perkett and Edison elementary schools, and safety and security measures at all district schools.
School district business manager Scott Moum says he expects the bond issue to be in the $35 to $40 million range. He says district will ask its consultant to fine-tune the proposal and come up with a firm dollar amount.
WILLISTON, N.D. (AP) – The Williston City Commission has approved a request to annex 217 acres for a rail loading facility.
The proposed annexation was opposed by some citizens who worried about increased traffic and noise.
New Frontier Group submitted the request to rezone the property to heavy Industrial.
The Planning and Zoning Commission is slated to consider the request at their Jan. 27 meeting.
WILLISTON, N.D. (AP) – Williston Fire Chief Alan Hanson is resigning at the end of the month, and says leaving will be “somewhat of a relief.” Hanson took the reins of the fire department in 2007, before an oil boom that has transformed the city into a bustling regional hub. Hanson tells the Williston Herald that he’s had a lot of sleepless nights over the last three years, with increases in fires and ambulance calls.
BISMARCK, N.D. (AP) – State officials say preliminary work has begun on a unique wildlife crossing between two cities in the oil patch of North Dakota.
The underpass is designed to allow wildlife will go underneath a bridge on U.S. Highway 85 between Watford City and Williston. It’s part of a $300 million upgrade on a road that has seen increased traffic with the oil boom.
Wildlife officials say the area is a natural corridor for movement of big game animals like moose and white-tailed deer, as well as predators like mountain lions, coyotes and other animals.
North Dakota Game and Fish Department spokesman Bruce Kreft says officials took several trips to Montana to study designs of wildlife crossings.

Minneapolis (CSi) The Minnesota Twins’ 54th annual Winter Caravan is will be in Valley City, at Mo Eats (formerly the Broken Spoke) in Valley City today, January 20, 2014 at 8:45am.
Later this morning the caravan motors to Jamestown at 10: 15 a.m., at the Quality Inn in Jamestown.
The event is free and open to everyone.

MINNEAPOLIS (AP) – The Minnesota Twins and right-hander Anthony Swarzak have agreed to a $935,000, one-year contract, avoiding arbitration. Swarzak went 3-2 with a 2.91 ERA in 48 games for the Twins last season.

DENVER (AP) – The Denver Broncos are in the Super Bowl for the first time in 15 years after knocking off New England 26-16 in the AFC championship game. Peyton Manning was 32 of 43 for 400 yards, two touchdowns and no interceptions, while Matt Prater hit four field goals. The Broncos kept the Patriots out of the end zone in building a 23-3 lead before Tom Brady threw a pair of fourth-quarter touchdown passes.
SEATTLE (AP) – Russell Wilson threw for 215 yards and Marshawn Lynch ran for another 109 as the Seattle Seahawks beat San Francisco 23-17 in the NFC championship game. The Seahawks never led until Wilson threw his only touchdown pass of the game, a 35-yard toss to Jermaine Kearse in the fourth quarter. Lynch scored Seattle’s first touchdown on a 40-yard run early in the third quarter.

LA QUINTA, Calif. (AP) – Patrick Reed has won the PGA’s Humana Challenge, finishing two shots ahead of Ryan Palmer. Reed fired three straight 63s before closing with a 1-under 71 to finish 28-under for the tournament. He ran in an 18-footer for birdie on the par-3 15th to push his advantage to three strokes and parred the final three holes.
ABU DHABI, United Arab Emirates (AP) – Spain’s Pablo Larrazabal shot a final-round 67 to finish on top of the Abu Dhabi (AH’-boo DAH’-bee) HBC Golf Championship. He finished a stroke in front of Phil Mickelson and Rory McIlroy.

NAGANO, Japan (AP) – Shani (SHAH’-nee) Davis and Heather Richardson of the United States have won their 1,000-meter races at the world sprint speedskating championships.
Davis clocked a time of 1 minute, 08.96 seconds to win his race while Richardson posted a time of 1:15.28 to win the women’s 1,000.
The world sprint speed skating championships features 50 of the fastest sprinters in the world competing in 500 and 1,000 meter races.
BOBSLEDDING…
IGLS, Austria (AP) – U.S. women have done well at a World Cup bobsled competition in Austria. Jamie Greubel and Lauryn Williams won a World Cup race for their first gold medal for each this season. Greubel’s first gold as a pilot came with a two-run time of 1 minute, 46.28 seconds. For Williams, an Olympic track gold medalist in the 4×100-meter relay at the 2012 Summer Games, it was her first gold as a push athlete and likely enhanced her bid to qualify for next month’s Sochi Games.
The U.S. also took the silver medal, with Elana Meyers and Aja Evans finishing 0.13 seconds back. Also for the U.S., Jazmine Fenlator and Lolo Jones placed seventh, posting the second-fastest time in the second heat.
T.V. SPORTS…
SEATTLE (AP) – A person with knowledge of the bidding process tells The Associated Press that all four of the NFL’s network partners have bid on the Thursday night television package. The league has used its NFL Network to televise the games, but recently put up the 13-game series for bids. It received them from NBC, Fox, CBS and ESPN. The NFL also has expressed a desire to simulcast the games on NFL Network.

BAGHDAD (AP) – A senior Iraqi official claims al-Qaida fighters hunkered down in Fallujah are well-enough armed to pose a threat to Baghdad itself. Militants seized the city west of the capital late last month. Iraq’s senior deputy interior minister says the weapons in Fallujah that are in the hands of various militant groups are “advanced and huge and enough to occupy Baghdad.” Iraq has begun an all-out military operation to push al-Qaida out of Ramadi and Fallujah.
KANDAHAR, Afghanistan (AP) – NATO says one service member died when suicide bombers and gunmen attacked a coalition base in southern Afghanistan. An Afghan official and NATO say all nine insurgents were killed. The Afghan says the group wore coalition uniforms, and that two civilian bystanders also died.
BRUSSELS (AP) – France could get a decision today on its request for military assistance in the Central African Republic. European Union foreign ministers are deciding whether to send an EU military force to help French and African troops trying to quell anarchy in the country.
PYONGYANG, North Korea (AP) – An American missionary detained in North Korea was under guard today when he appeared before reporters to apologize for committing what he says are anti-government acts. Kenneth Bae (bay) also appealed to the U.S. government to do its best to secure his release. He’s been detained since
LONDON (AP) – Growing distrust in government appears to be a global trend. A survey by the public relations firm Edelman finds that only 44 percent of university-educated people participating in the survey trusted government. It stood at 52 percent as recently as 2011. The 2014 Edelman Trust Barometer finds there’s more general trust in business, but not in CEOs. Political and business leaders are about to meet in the Swiss resort of Davos.
