Bismarck, ND (KCSi-T.V. News Sept 12, 2012) — At a news conference Wednesday at the State Capital in Bismarck, a major announcement was made that involves Spiritwood Energy Park Association, industrial park, become the site of a $1.2 billion nitrogen fertilizer manufacturing plant.

The plant will be operated by CHS, the Farmers Union member owned cooperative.

The plant will take natural gas and produce anhydrous ammonia, urea, and liquid fertilizer.

The materials will be distributed by CHS.

The next step in the process is to obtain a preliminary engineering and design study.

If all goes according to plans, the plant would be on line in 2016.

It’s expected the plant will employ 100-150 workers at the site at Spiritwood.

Financing for the project is expected to come from multiple sources, including owner equity in CHS, and and hopefully other equity sources.

The plant will be co-located with Great River Energy’s power and coal plant, which produces steam.

On hand from Jamestown at the major announcement were: Jamestown Mayor Katie Andersen,

Jamestown/Stutsman Development Corporation, CEO Connie Ova, along with Stutsman County Commissioners, Mark Klose, and Dennis Ova.

News Release From Gov. Dalrymple’s Office

BISMARCK, N.D. (KCSi-T.V News Sept 12, 2012) — Gov. Jack Dalrymple and leaders of CHS Inc., the nation’s largest farmer-owned cooperative, Wednesday announced that the company is taking steps toward constructing a nitrogen fertilizer plant in North Dakota at a cost of more than $1 billion.

The plant would convert natural gas into fertilizers, providing the region’s farmers with enhanced supplies of nutrients essential to raising corn and other crops.

CHS has selected a 200-acre site for the fertilizer plant near Spiritwood, North Dakota.

Following further due diligence, necessary approvals and a successful engineering study, CHS would move forward on construction.

CHS is conducting a preliminary engineering and design study to determine the feasibility of construction plans for the project, which is expected to cost between $1.1 billion and $1.4 billion.

CHS is investing $10 million in the first phase of the feasibility study.

Governor Dalrymple said, “This project is great news for our farmers and for the entire state of North Dakota. The CHS fertilizer plant will provide our farmers with a reliable, long-term supply of locally produced fertilizers in place of imports from foreign countries. At the same time, the plant will create more North Dakota jobs and utilize locally produced natural gas. We will continue working to add value to our energy resources and to develop more agricultural inputs for North Dakota farmers.”

Gov. Dalrymple and CHS President and CEO Carl Casale announced plans to build the fertilizer plant during a news conference held at the state capital in Bismarck.

They were joined by Woody Barth, president of the North Dakota Farmers Union which has helped facilitate the project.

Casale said, “By pursuing this project, CHS would be making a significant, strategic investment that ensures consistent, domestic nitrogen fertilizer supply for our farmer-owners. Today CHS imports fertilizer products from 19 countries. Developing additional domestic crop nutrients sources closer to our customers is critical to meeting demand, improving our logistical and distribution expertise, and adding value for the farmers who count on us.”

Barth said, “The ability to deliver a reliable supply of fertilizer products in North Dakota and the region is a win-win for family farmers and our farmer-owned cooperative system. We are pleased that our organization’s initial market analysis and feasibility study for building a plant of this scope has allowed us to work closely with CHS, leading to today’s announcement.”

Preliminary plans call for building a plant that will produce 2,200 tons of ammonia fertilizer daily.

It will be distributed as anhydrous ammonia, urea and UAN liquid fertilizer to farm supply retailers and farmers in the Dakotas and parts of Minnesota, Montana and Canada.

The proposed plant will take advantage of abundant regional natural gas feedstock. It will employ between 100 and 150 people, with a tentative start-up in the second half of 2016.

Casale said CHS is in discussions with Great River Energy and the Jamestown Stutsman Development Corporation (JSDC), which together own the Spiritwood property, to formalize project agreements related to the land and services to be provided by Great River Energy and JSDC.

CHS will continue working with Gov. Dalrymple’s office, the North Dakota Department of Commerce, JSDC, Jamestown city officials, Stutsman County, North Dakota Farmers Union and Great River Energy to move the project forward.

In addition, CHS has contracted with the engineering firms of CH2M Hill of Houston, Texas, and Kadmas, Lee and Jackson of Bismarck for on-site planning and related business and construction details.

Jamestown, ND (KCSi-T.V. News) — The Environmental Protection Agency, has given its approval of the Renewable Fuel Standards for the Dakota Spirit AgEnergy plant in Spiritwood.

On Wednesday’s (Sept 12, 2012) Wayne Byers Show on CSi Cable 2, Jamestown/Stutsman Development Corporation, Business Development Coordinator, DeAnn Brunner said, a 30 day public comment period now follows, and is posted to the EPA Registry.

After the results of the comment period, groundbreaking could occur, as soon as December this year.

Ms. Brunner said the plant would then expected to be completed by 2014.

The Dakota Spirit AgEnergy plant is part of the Spiritwood Energy Park Assocation the industrial park near Great River Energy’s Spiritwood Station coal-fired generating plant and Cargill Malt, 10 miles east of Jamestown.

She pointed out, that three companies have shown interest in the Spiritwood Energy Park Association’s industrial park.

On another topic, Ms. Brunner said the JSDC is seeking two new board members, to serve three year terms.

 Jamestown, ND (KCSi-T.V. News) — The United Way of Stutsman County will be launching its campaign on Thursday (Sept. 13, 2012) at the Knight’s of Columbus Hall.

 The event begins at 5:30 p.m. and includes many activities, such as a shoot out with community leaders, a cakewalk with cakes from various bakeries in town and bouncy games for children to begin fundraising toward the goal of $200,000.

A full meal will also be served. The theme for the campaign is “Be an All-Star”.

 “We are very excited to launch the ‘Be an All-Star campaign, ” said Lynette Stoddart, president of the United Way of Stutsman County. “The team has set a much higher goal than in recent years, due to extra need in the community. We feel the support of the community will remain strong, and have every intention of meeting that goal.”

 The cost to attend the event is $7 for an adult, $4 for a child or $25 for a family, immediate family only. The United Way of Stutsman County helps 23 local agencies and over 99% of the money donated stays in Stutsman County. The organization will be doing an event every month for the rest of the year to help reach their campaign goal.

 

Jamestown, ND (KCSi-T.V. News) — The Buffalo Mall is having a FALL-Back..To School Fashion Show, on Saturday September 15, 2012.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Trendsetters Modeling spokesperson, Mary Schwartzkopf said, participants will model fashions from various Buffalo Mall merchants.

She added the show will incorporate youth and adult models.

The show begins Saturday at 2-p.m., and should go for about 40-minutes.

Ms Schwartzkopf pointed out that this week is Fashion Week, in New York City, so the mini condensed Fashion Day Show, will be in Jamestown at the Buffalo Mall.

 

BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says more North Dakota
counties have been declared agricultural disaster areas due to
drought.
     Farmers and ranchers in 33 counties now are eligible for federal
disaster aid and other programs.
     The 33 counties are: Adams, Barnes, Benson, Billings, Bowman,
Cass, Dickey, Eddy, Emmons, Foster, Golden Valley, Grand Forks,
Griggs, Hettinger, Kidder, LaMoure, Logan, McIntosh, McKenzie,
Nelson, Pembina, Ramsey, Ransom, Richland, Sargent, Sioux, Slope,
Stark, Steele, Stutsman, Traill, Walsh and Wells.

 

GRAND FORKS, N.D. (AP) – Grand Forks Mayor Mike Brown is
defending a $25,000 raise to one of the city’s department heads.

     Some city council members complained that the pay increase for
Pete Haga, the Grand Forks community and government relations
officer, has been approved without the council knowing about it.
     Haga had been making $71,000 prior to the bump in pay. The raise
puts Haga on par with other department heads, most of whom earn
more than $100,000 a year.
Brown says  he did the right thing and says Haga “earns every penny of that salary.”

 

 BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission
has split on its approval of the route of a major new power line.
     The line will carry electricity from Fargo to St. Cloud and
Monticello in Minnesota. Supporters of the “CapX2020” project say
it will increase North Dakota’s ability to export electric power,
and will help the electric system’s reliability.
     The commission voted 2-1 on Wednesday to approve the project’s
33-mile route in North Dakota. It loops around south Fargo before
crossing the Red River.
     Commission Chairman Brian Kalk says the project does a good job
of balancing the interests of people along the route.
     Commissioner Kevin Cramer voted no. He argues the power line
route is too disruptive to communities south of Fargo.

 

BISMARCK, N.D. (AP) – North Dakota National Guard soldiers who
spent a year helping the multinational peacekeeping mission in
Kosovo are due back in the state Thursday.
     The 55 members of the Bismarck-based 112th Aviation Regiment
arrived at Camp Atterbury, Ind., late last week to go through the
demobilization process.
     The Guard says the soldiers are to return home Thursday by bus,
making stops in Oakdale, Minn., and the North Dakota cities of
Fargo, Jamestown and Bismarck.
     The soldiers helped organize and coordinate air missions in
Kosovo during their tour of duty.

 

 FARGO, N.D. (AP) – Production forecasts for North Dakota’s
soybean, corn and sugar beet crops have changed little over the
month.
     The Agriculture Department’s September production report
estimates the North Dakota sugar beet crop at 5.83 million tons, up
2 percent from the August forecast; corn at 336 million bushels, up
5 percent over the month; and soybeans at 127 million bushels,
which is unchanged.
     Production of all three crops is expected to be up dramatically
over the year.

Wet weather and flooding in 2011 cut into production of most crops in North Dakota.

 

 WILLISTON, N.D. (AP) – The North Dakota Department of
Transportation is using a new technique to help roads in the
western oil patch withstand heavy truck traffic.
     Clayton Schumaker with DOT says the technique known as white
topping involves placing a 6-8-inch layer of concrete on an asphalt
roadway. It already has been used in other areas of the state,
including U.S. Highway 2 near Rugby.
     Officials say the concrete overlay method is a cost-effective
way to improve the load-carrying capacity of roads and increase
safety.
     ACME Concrete Paving Vice President Robert Seghetti tells The
Forum newspaper that white topping should eliminate the ruts that
have been occurring on some oil patch roads. ACME is using the
technique on U.S. 2 near Williston.

 

BISMARCK, N.D. (AP) – North Dakota’s presidential ballot will
have three other candidates besides Democrat Barack Obama and
Republican Mitt Romney.
     Secretary of State Al Jaeger says the Libertarian, Green and
Constitution parties have also qualified their candidates for the
ballot.
     Former New Mexico Republican Gov. Gary Johnson is the
Libertarians’ presidential candidate.

The conservative Constitution Party is running former Virginia congressman Virgil Goode Jr. for president. Goode was elected to the U.S. House as a Democrat, an independent and a Republican.

     The liberal Green Party presidential candidate is Jill Stein,
who is a Massachusetts doctor and environmental health advocate.
     The Libertarians have two other North Dakota candidates. Eric
Olson of Fargo is running for the House, and Joshua Voytek of Fargo
is seeking a seat on the Public Service Commission.
    

 

In world and national news…

WASHINGTON (AP) – The Obama administration is investigating
whether the assault on the U.S. consulate in Libya was a planned
terrorist strike to mark the anniversary of 9/11, and not a
spontaneous mob enraged over a anti-Islamic YouTube video.
According to a U.S. counterterrorism official, intelligence
personnel believe the attack on the consulate in Benghazi was too
coordinated or professional to be spontaneous.
 
     NEW YORK (AP) – In Egypt and in Libya, YouTube is blocking a
video that attacked Islam’s prophet Muhammad.

Both countries saw angry protests after the video went online.

It’s a 14-minute trailer to a low-budget movie that depicts Muhammad as a
philanderer who approved of child sexual abuse.

YouTube is leaving the video on its website, but is blocking access in Egypt and Libya.
 
     KARACI, Pakistan (AP) – Pakistani authorities are revising the
death toll from a factory fire yesterday in Karachi.

They now say at least 258 people died in that fire, in addition to the 25 who
were killed earlier in the day in a fire at another factory in
Lahore.

Earlier, more than 30 additional deaths had been reported.
 
     OKLAHOMA CITY (AP) – A retail chain based in Oklahoma is filing
a federal lawsuit, challenging a mandate in the nation’s health
care overhaul law requiring employers to provide coverage for the
morning-after pill and similar drugs.

Hobby Lobby Stores, which calls itself a “biblically founded business,” says the mandate is causing the company’s owners to “violate their deeply held
religious beliefs.”
 
     CHICAGO (AP) – Negotiators are back at the bargaining table on
the third day of the Chicago teachers’ strike.

Union officials are continuing to play down the chances of a quick resolution to the dispute, which centers on a new evaluation process for teachers,
and a policy on rehiring teachers that have been laid off.
