BISMARCK, N.D. (AP) – Arctic air that has enveloped the Northern Plains for a week and half is on its way out, with a warm-up in store for the rest of the week. The forecast calls for highs today from the teens to the mid-30s in North Dakota, and from the 20s to the lower 40s in South Dakota. The balmier weather also could bring strong winds as well as a mix of precipitation.
Jamestown (CSi) Meeting in Executive Session Monday morning, the Spiritwood Energy Park Association (SEPA) voted to approve a Resolution, to re-bid the rail loop project, and rescinded the bid awarded to Dakota Missouri Valley and Western Railroad.
The action follows the discovery of bid irregularities, reviewing bids opened on January 6, 2014 .
The panel pointed out unintentional actions that may have “created irregularities” in the bid evaluation process.
No new date for a bid opening was set.
Officials with RailWorks Track Systems alleged fraud and collusion against the Spiritwood Energy Park Association concerning a construction contract for a rail loop it awarded to Dakota Missouri River Valley and Western Railroad.
The $7 million project will provide rail access to Dakota Spirit AgEnergy and possible future businesses in the Spiritwood Energy Park, a joint project of the Jamestown/Stutsman Development Corp. and Great River Energy.
Great River Energy (GRE) Project Engineer, Rich Garmen says, Dakota Spirit AgEnergy is on schedule for a spring 2014 construction with the rail loop completed by this fall.
Jamestown (CSi) The Jamestown City Planning Commission is asking for more information about the Southwest Jamestown development between the Buffalo Mall and Jamestown Regional Medical Center.
Planning Commission member, Harley Trefz says the area is currently seeing development as commission members have unanswered questions relative to drainage, storm water, fire protection and roads in the area.
At Monday’s meeting the planning commission unanimously voted to invite landowners in the area, representatives of Stutsman Rural Water District and city officials to its March 10 meeting.
The Planning Commission will retain the present leadership for the coming year. Chairman David Hillerud and Vice Chairman Jane Trautman were both unanimously re-elected to their posts.
The Planning Commission has approved a zoning change for a four-acre parcel located northwest of Walmart from agriculture to local commercial. Developers plan a 40-unit apartment complex on the property.
A preliminary plat of Eventide Addition was also approved. The plat includes all of the old Riffe First Addition and lots 1 and 2 of block 4 of Hi-Acres Hillcrest Addition into a single plat as part of the renovation project underway at Eventide Hi-Acres.
Jamestown (CSi) Prairie Paws Rescue is still selling sponsorships for $100 for the “Raise the Woof Comedy Tour” . The sponsor will also get two tickets to the show.
On Monday’s (Feb 10, 2014) Wayne Byers Show on CSi Cable 2, President and Co-Founder of Prairie Paws Rescue Kaye John says Prairie Paws is raising money for a used vehicle to transport animals and equipment.
She says the vehicle is essential to animal rescues which is used it to get equipment and animals to meet and greet events, transporting animals to vet appointments, and picking up dogs from area pounds on death row to get them either to Prairie Paws or to other reliable havens.
She adds, the old van is a hazard to volunteers and pets as there is no heat, electrical doesn’t work with no ability to adjust seats, dome lights and most important no headlights for night time travel.

Kaye also notes that CMA,ACM and Grammy Award winner and Country Artist Miranda Lambert’s MUTT NATION FOUNDATION…has donated $3000 to Prairie Paws for the help of defraying the cost. Lambert is a friend of Kaye John.
Prairie Paws has monthly Meet and Greet events at Jamestown Tractor Supply company the 2nd Saturday of every month from 10am-2pm. She adds, the events have been a great way for people to come out and visit the pets.
Right now Prairie Paws has 32 pets in their foster home based rescue.

Jamestown (CSi) A President’s Day Dinner and Program will be held at the All Vets Club in Jamestown on Tuesday, February 18, 2014.
Social hour with entertainment will begin at 6 p.m. with a ham dinner being served at 6:30 p.m. with a program to follow.

On Tuesday, March 4, 2014, it’s the Country Hoedown in the National Guard Armory.
Admission of $20 includes a full day of entertainment, with performances by Slamabama, an opry a country music band from Minneapolis, along withTim & Becky Hager, from Valley City and the Dan Brekke Band, from Moorhead, MN.
Wednesday, March 5 it’s the Tasting Bee, at the National Guard Armory, from 11 am to 1:30 pm and feature a variety of food samples for 50-cents each, and no admission charge.
Senior Dance Day is also on Wednesday, at the Valley City Eagles Club.
Admission is $5 and is from 10 am to 3-p.m. with music by Marv and the Moonlighters, of Mandan.
Thursday, March 6 features the Antique Show and the Winter Show Luncheon.

Entertainment will be provided by Robby Vee and his band, named after his father, Bobby Vee, playing favorites from the 50’s and 60’s, including songs made popular by Johnny Cash, Buddy Holly, Bobby Vee, Charlie Rich and others.

LEITH, N.D. (AP) – A white supremacist who tried to take over a small North Dakota town has sold his house there.
Leith Mayor Ryan Schock tells The Bismarck Tribune that 62-year-old Craig Cobb sold the home to a resident of nearby Carson, and Grant County records confirm that.
Cobb is accused of terrorizing Leith residents with guns last November. He has pleaded not guilty to seven counts of felony terrorizing and remains jailed. He could face up to 35 years in prison if convicted.
A district judge on Monday gave attorneys in the case three weeks to try to work out a plea deal.
Cobb purchased a dozen lots in Leith after moving there about two years ago, and still owns three.
FARGO, N.D. (AP) – A North Dakota man has been sentenced to 30 years in prison for sexually abusing a girl beginning about three years after he was released from prison for killing his infant child.
Prosecutors had recommended a 20-year prison term for Erick McKay, of Devils Lake, but U.S. District Judge Ralph Erickson ruled that special circumstances warranted a stiff sentence.
Erickson called McKay a danger to children and to the community. The judge had earlier sent notice to both sides that he was contemplating a sentence above federal guidelines.
McKay was previously convicted in state court in 2002 of shaking his 7-week-old son to death and sentenced to 15 years in prison.
McKay had pleaded guilty to abusive sexual contact.
A federal public defender could not be immediately reached for comment.
BISMARCK, N.D. (AP) – A North Dakota man and former business associate of a Washington state man killed in an alleged murder-for-hire scheme has pleaded not guilty. Thirty-four-year-old James Henrikson of Watford City is charged with seven counts of being a felon in possession of a firearm. He appeared in federal court yesterday.
BISMARCK, N.D. (AP) – The North Dakota Health Department says more than 10,000 gallons of saltwater leaked from an oil well site in the western part of the state. Environmental geologist Kris Roberts says the spill about three miles west of Alexander has been contained. Roberts says Englewood, Colorado-based Rim Operating Inc. reported the spill Saturday night. Roberts says inspectors were en route to the site on Monday afternoon.
BISMARCK, N.D. (AP) – Sen. John Hoeven says he’s bringing together railroad and farm officials to address agriculture shipping delays.
Hoeven says the meeting Tuesday will be attended by senior officials from BNSF Railway, American Crystal Sugar and Farmers Union. Hoeven says he also plans to address delays in Amtrak service in North Dakota.
Increased crude oil and freight shipments largely have been blamed for causing rail delays. BNSF officials say rail service is being hampered by a wave of blizzards and subzero weather.
BISMARCK, N.D. (AP) – A public hearing is slated in Bismarck on a proposed ordinance that would ban selling electronic smoking devices to minors.
The hearing is today.
Under the ordinance, those providing or selling e-cigarettes and similar devices to people under age 18 could be fined up to $500.
Minors found possessing or using the product could be fined up to $70.
FARGO, N.D. (AP) – North Dakota Senator Heidi Heitkamp (HYT’-kamp) has gone from pushing a farm bill in Congress to promoting American agriculture products in Cuba. Heitkamp, a member of the Senate Agriculture Committee, was in the island nation on Friday, the day that President Obama signed the farm legislation into law.
MINOT, N.D. (AP) – A panel of community leaders in North Dakota’s fourth-largest city has narrowed the list of applicants for city manager in Minot.
Thirty-six people applied to succeed David Waind, who is stepping down in the spring after 35 years. There are now three remaining, including current City Finance Director Cindy Hemphill.
The other two finalists are Greg Sund, a former Dickinson city administrator who is now a county administrator in Kansas, and Minot native Kevin Degenstein, an engineer and energy company executive in Great Falls, Mont.
Final interviews are late next week.

MINNEAPOLIS (AP) – Minnesota Twins general manager Terry Ryan has been diagnosed with cancer. He will not be with the team for the start of spring training so he can focus on treatment and recovery. The Twins say the recent discovery of a lump in his neck was made by the team physician during a routine annual physical. The subsequent biopsy revealed squamous cell carcinoma. Ryan says he has been assured his condition is treatable and he remains optimistic about a return to good health “in the near future.”

UNDATED (AP) – Syracuse remains the unanimous No. 1 team in the latest Associated Press men’s basketball poll after improving to 23-0 with Sunday’s win against Clemson. KRASNAYA POLYANA, Russia (AP) – Dara Howell continued Canada’s dominance at Rosa Khutor Extreme Park, soaring to Olympic gold in women’s slopestyle skiing today, while the U.S. added the silver medal to its total from Devin Logan. Another Canadian Kim Lamarre earned bronze. Canada has claimed seven medals in four days of snowboarding and freestyle skiing. There were some scary crashes on the slushy course.
SOCHI, Russia (AP) – Team USA men’s hockey general manager David Poile (poyl) will be unable to travel to Sochi for the Olympics after getting hit in the face by a puck last week. The Nashville Predators GM is recovering from surgery and stitches he needed after a deflected puck struck him while he was standing in a tunnel behind the team’s bench in Minnesota. Pittsburgh Penguins GM Ray Shero (SHEER’-oh) will take over as acting general manager in Sochi.
Olympic officials in Russia are concerned about the poor attendance at some events. So much so that one official from the International Olympic Committee has suggested that school children and unarmed military personnel be given tickets. A Norwegian member of the IOC has expressed concern about the lack of “buzz” in Sochi, saying there is a “lack of enthusiasm.”

WOODSIDE, Calif. (AP) – Shirley Temple set a box office standard that no other child star has ever come near. As a dimpled, curly-haired dancer, singer and all-around personality, she beat out such grown-ups as Clark Gable, Bing Crosby, Robert Taylor, Gary Cooper and Joan Crawford. Known in private life as Shirley Temple Black, she died late last night. She was 85.
ATLANTA (AP) – Nearly 900 flights have been canceled at three of the region’s major airports ahead of a winter storm threatening the South with ice and snow. Tracking service FlightAware shows cancellations at the main airports in Atlanta, Dallas and Charlotte, N.C. Meanwhile, many Atlanta residents are unconvinced officials learned from the disaster two weeks ago and they plan to stay home.
BAGHDAD (AP) – Militants in Iraq continue to strike at government targets in an effort to undermine stability. Officials say an attack on a barracks in a remote area in the country’s north killed 15 troops overnight.
TEHRAN, Iran (AP) – Iran’s President Hassan Rouhani (hah-SAHN’ roh-HAH’-nee) is calling for “fair and constructive” nuclear talks with world powers on the anniversary of the 1979 Islamic revolution. Massive rallies today saw crowds chanting anti-American and anti-Israeli chants. The crowd burned U.S. and Israeli flags.
SOCHI, Russia (AP) – As the weather gets a bit balmy in the Olympic city of Sochi, there’s been some talk about 25,000 cubic feet of snow officials have stored near the mountain venues. But the head of the Sochi Olympics says there’s no need to bring in stored snow to cope with the warm temperatures, which reached 52 today.
