Cass County Administrator Keith Berndt is charged in Moorhead, Minn., with two counts of misdemeanor domestic assault. Police say the alleged victim is a minor.
Berndt declined to comment Wednesday.
The 53-year-old Berndt served as Cass County engineer for 19 years before he was promoted to county administrator three years ago.
Police say Berndt, who lives in Moorhead, has not been arrested. His first court appearance is scheduled for March 25.

MINOT, N.D. (AP) – Police in Minot have arrested a woman they say intentionally set fire to an apartment that she and her husband rented.
Authorities who responded to the Wednesday fire deemed it suspicious. Authorities began looking for the 37-year-old woman, and Ward County deputies arrested her a short time later after she was involved in a vehicle rollover crash.
The woman was taken to a hospital for treatment and then arrested on a felony charge of endangering by fire. Formal charges were not immediately filed.
Police did not immediately release further details of the incident.
BISMARCK, N.D. (AP) – A 55-year-old central North Dakota college student is facing charges after police discovered marijuana in a package that went through the school’s mailroom.
The package was addressed to Ronald Turner, who lives in the dorms of the University of Mary.
The station reports police were called to the Bismarck university’s mailroom in connection with a package that smelled like marijuana.
Police found 2 ounces of the drug inside the package. The station says police also found marijuana and paraphernalia on Turner when he went to pick up the package.
Turner has been charged with possession of a controlled substance and possession of drug paraphernalia. His bond has been set at $5,000.
Information about Turner’s attorney could not be found.
FARGO, N.D. (AP) – Federal authorities say a man accused in the November shooting death of another man on the Turtle Mountain Indian Reservation acted in self-defense.
U.S. Attorney Timothy Purdon says the investigation into the killing of 29-year-old Joel Sherman showed that homicide charges are not warranted.
Purdon would not say whether other charges are possible.
Tribal prosecutors had filed reckless endangerment and assault charges against 31-year-old Justin Keplin following the Nov. 27 shooting. The status of those charges is not clear and a Turtle Mountain tribal prosecutor was not immediately available for comment.
Federal investigators say sworn statements from several witnesses who were at the scene show that Sherman first fired several rounds from his pistol and Keplin then returned fire.
BISMARCK, N.D. (AP) – The Federal Railroad Administration says inspectors in North Dakota have found more than 13,000 defects and have written 721 violations against BNSF Railway since 2006.
Democratic Sen. Heidi Heitkamp asked the agency for the data following a fiery oil train derailment in eastern North Dakota in December. It happened when a train carrying soybeans derailed and caused a train carrying crude oil to derail near Casselton.
The crash caused massive explosions and left a cloud over the Cass County town.
The FRA says there have been four derailments in Cass County in nine years.
Heitkamp says the area deserves increased focus due to its derailment history.
BNSF says it “inspects its key routes and busiest track more than twice as frequently as required by the FRA.”
LINCOLN, Neb. (AP) – A judge has struck down a Nebraska law that allowed the Keystone XL oil pipeline to proceed through the state.
Lancaster County Judge Stephanie Stacy issued a ruling Wednesday that invalidated Nebraska Governor Dave Heineman’s approval of the route. Stacy says the decision should have been made by the Nebraska Public Service Commission, which regulates pipelines and other utilities.
The ruling could cause more delays in finishing the pipeline, which would carry oil from Canada to Texas refineries.
But it’s a win for Nebraska-based pipeline opponents. They’ve argued that Heineman exceeded his authority when he approved the route in January 2013.
BISMARCK, N.D. (AP) – The warden of the North Dakota State Penitentiary is quitting after managing the Bismarck prison for nearly four years.
Robyn Schmalenberger’s last day on the job is Thursday. She submitted her resignation last Friday.
Schmalenberger has worked in corrections for more than 20 years. She began as a probation officer and was involved in the organization of Fargo Drug Court in 2002 and the development of re-entry programs in Bismarck and Fargo in 2003.
Schmalenberger was promoted to state director of transitional facilities in 2007. She took over for Tim Schuetzle (SHOOT’-zuhl) as warden in April 2010.
Department of Corrections and Rehabilitation director Leann Bertsch says Schmalenberger guided the prison through a stressful time during a $64 million renovation project, which is mostly completed.
BISMARCK, N.D. (AP) – A coalition says it is kicking off a campaign against a proposed North Dakota conservation fund ballot measure.
The Greater North Dakota Chamber, energy groups and others plan to launch the so-called North Dakotans for Common Sense Conservation effort on Thursday in Bismarck and Fargo.
Conservation advocates want a bigger slice of North Dakota oil tax revenues for an outdoor heritage fund. Backers want 5 percent of the state’s oil extraction taxes for a fund to benefit water, wildlife and parks projects. That would raise about $150 million during the 2015-17 budget period. The current fund is capped at $30 million.
Opponents say the state already provides money for conservation efforts, and they worry that a bigger fund would take away from other critical needs.
BISMARCK, N.D. (AP) – North Dakota officials say a new edition of a guide to the state’s noxious and troublesome weeds is now available.
Agriculture Commissioner Doug Goehring says the pocket-size guide has information and photos to help landowners and managers determine the invasive plants that have grown in their properties and how to stop them from spreading.
The 67-page guide includes information about 31 weeds such as the leafy spurge, Canada thistle and hoary cress. Each entry shows whether the plant is a county- or state-listed noxious weed, how to control it and whether it is poisonous.
The guide is available for free through the state’s agriculture department and the North Dakota State University Extension Service. It can also be found online at www.bit.ly/NDweeds .
