FARGO, N.D. (AP) – Prominent North Dakota businessman Harold Newman  died Thursday.

Daughter Kari Newman Ness says Harold is believed to have died in his sleep. An official cause of death has not yet been released.

Newman was the founder of Newman Signs, a successful highway sign and billboard business based in Jamestown.

The company has divisions in Bismarck, Fargo, Grand Forks and Minot, as well as offices in Roswell and Las Cruces, N.M. It’s now one of the 10 largest sign businesses in the country, according to the company’s website.

Newman got the idea for the company after he started painting signs in his mother-in-law’s garage to pay for college tuition. The Mayville native started Newman Signs in Jamestown in 1956. It later expanded to Fargo and Roswell, N.M.

Newman, in the late 1950s led a committee to create an attraction that would draw motorists traveling along Interstate 94. The result was Dakota Thunder, The World’s Largets Buffalo.

Newman gave North Dakota State University $1.5 million in 1998 to complete a financing package for a new baseball stadium. Newman Outdoor Field is now the home to NDSU and the Fargo-Moorhead Redhawks of the independent American Association.

BISMARCK, N.D. (AP) – The National Weather Service says the risk of spring flooding along major rivers in western North Dakota appears low.

The agency on Thursday issued long-range outlooks for the Missouri, Souris and James River valleys. The outlooks will be periodically updated as spring arrives.

Officials say the risk of flooding in the James and Missouri river basins is normal to below normal for most locations. Exceptions are Apple Creek and the Cannonball River near Breien.

Officials say the risk of minor flooding along the Souris and Des Lacs rivers above Minot is near normal. The risk increases downstream of Minot.

Officials say the snowpack above Souris River dams in Canada is normal for this time of year.

 

Jamestown (CSi) The Jamestown City Council’s Public Works, Police & Fire, Committees met Thursday evening at City Hall. All members were present.

Public Works Committee business:

The committee recommended approval of the 2014 City of Jamestown Standard Specifications (copies available in the Engineering Department).

The committee considered Sellin Brothers Claims relating to Otter Tail Power Co lines and Century Link Lines relative to the Sanitary Sewer Lift Replacement and Sanitary Sewer Mains Project. City Attorney Ken Dalsted recommends Sellin go back to the utilities.

The committee recommends forwarding the item to the March City Council meeting without recommendations as the city has not heard from the legal counsel involved.

The committee recommends approving an operator position for the Water Treatment Plant and for the Wastewater Treatment Plant. City Engineer, Reed Schwartzkopf said the plant improvements are underway.

The committee recommends approving advertising for both positions.

The committee recommends bidding the replacement of a Roll-off Truck for the Sanitation Department.

Discussion then concerned the painting scheme and additional $44,300 and additional 30 days for painting completion on the new Southwest Water Tower. The committee had approved a one color base paint with a multicolored JSDC logo. Council Member Brubakken said the individuals he’s talked with favor keeping the simple paint scheme and forego the additional dollars.

Jim Boyd favors saving the additional dollars, and invest it in a marketing position for the City of Jamestown.

From the Audience, Richard Klose presented the committee with a proposal to paint the tower, that he said will become a landmark, and tourist attraction, that will be painted 360 degrees on the tower. The committee looked at a hot air balloon design.

Mayor Andersen said the criteria for the proposed blue paint design is for a progressive, modern design, recognized from a distance, and has the name “Jamestown, North Dakota,” which she favors facing Highway 281 and the Business Park.

Council Member Gumke suggested a royal blue tower, with a JHS Blue Jay logo.

Council Member Kourajian recommends the hot air balloon design.

Council Member Buchanan moved to have the tower painted a basic blue with “Jamestown” of Blue Jay logo painted on it a save the $44,300. The base bid was $25,000.

The committee recommends 4-1 to accept the basic scheme with Mayor Andersen in opposition.

She note the topic will come back for discussion at the March 3rd City Council meeting.

The committee recommends the purchase request for a 20’ flatbed trailer for the Street Department.

The committee discussed the extension request from Swanberg Construction on the lift station project.

Lift station number 14 to extend to July 15, 2014, lift station number 9 at the Business Center parking lot and 10 near the tennis courts to start April 1st.

Lift station number 13th start up depends on number 9 being on line.

The original completion date was February 1st this year.

Swanberg has had a problem in getting materials from their material suppliers, or utility supplier.

The committee recommends unanimously, denying the extension request, and assess liquidated damages at the project closeout.

CARSON, N.D. (AP) – A white supremacist who unsuccessfully tried to take over a small North Dakota town is scheduled to stand trial this summer on terrorizing charges.
 
     South Central District Judge Gail Hagerty on Feb. 10 gave attorneys in the case of Craig Cobb three weeks to work out a plea deal. But on Thursday, the court scheduled a jury trial for July 15-17, with Judge David Reich presiding.
 
     Cobb is accused of terrorizing residents of Leith (leeth) with guns in mid-November. He has pleaded not guilty to seven felony counts. Grant County State’s Attorney Todd Schwarz this week moved to dismiss one of the counts, saying the evidence didn’t justify it.
 
     The 62-year-old Cobb still could face up to 30 years in prison if convicted on the other counts.

 

MINOT, N.D. (AP) – A man who scaled a fence to briefly escape from a Rugby jail last summer says he will plead guilty to federal charges. Wesley Brown III is charged with two counts of possession of firearm and ammunition by a convicted felon and one count of escape from custody. Authorities say Brown escaped from the Heart of America Correctional and Treatment Center on June 22. He was apprehended within three hours.

 

BISMARCK, N.D. (AP) – Tesoro Corporation says an excavator struck an oil pipeline in western North Dakota, spilling about 75 barrels of crude, or about 3,150 gallons. The company says the small spill happened Wednesday afternoon near Cartwright, which is west of Watford City near the Montana border.
 

 BILLINGS, Mont. (AP) – BNSF Railway Company says it intends to buy a fleet of 5,000 strengthened tank cars to haul oil and ethanol in a move that would set a higher safety standard for a fleet that’s seen multiple major accidents.
 
     The Fort Worth, Texas-based subsidiary of Warren Buffett’s Berkshire Hathaway, Incorporated announced the voluntary step Thursday.
 
     Railroads are under pressure to prevent accidents after a string that included an oil train derailing in Quebec last July and killing 47 people and another tanker train derailment in Casselton, North Dakota in December.
 
     Oil and ethanol shipments by rail have increased dramatically in recent years. Much of it is being hauled by an old fleet of some 78,000 tank cars that are prone to split during derailments.
 
     BNSF says it does not want to wait for the government to finalize pending regulations on improved tank cars.

 

BISMARCK, N.D. (AP) – A real estate trade group says the average value of homes sold last year in North Dakota topped $200,000.
 
     The North Dakota Association of Realtors says that’s up more than 20 percent compared to 2011.
 
     North Dakota’s robust economy lead by its soaring oil production in the western part of the state has resulted in record-high home prices and skyrocketing rental prices that reflect tight supply and strong demand.
 
     Officials say home values have quadrupled in some areas since the state’s oil boom began a few years ago.
 
     North Dakota Finance Agency Executive Director Jolene Kline says the lack of affordable housing for seniors and low-income North Dakota residents has swelled well beyond the state’s oil-producing areas.
 

 

 FARGO, N.D. (AP) – A new federal report shows North Dakota saw a small drop in its number of farms during the last five years, while the size of the average farm increased slightly.
 
     The U.S. Department of Agriculture released the Census of Agriculture Thursday. It is based on 2012 data.
 
     The report states the average number of farms in North Dakota in 2012 was 30,961. That’s down 3 percent from the 2007 census.
 
     But the average size of a farm at 1,268 acres is larger compared to the previous census. That’s up 2 percent or about 27 acres larger than the average in 2007.
 
     The service portrays the average North Dakota farmer as 57 years old.
 
     The census is issued every five years. It’s used in evaluating and implementing agriculture policies and programs.

 FARGO, N.D. (AP) – North Dakota State women’s basketball coach Carolyn DeHoff is stepping down. The school announced yesterday that DeHoff’s resignation is effective at the end of the season. The Bison have three regular season games remaining before the Summit League tournament. DeHoff is in her sixth year at NDSU with a 72-101 record.

  UNDATED (AP) – The Indiana Pacers pulled off one more, bold move before yesterday’s trade deadline.
 
     Less than three weeks after signing Andrew Bynum, Indiana agreed to a trade that will send Danny Granger and a second-round draft pick in 2014 to Philadelphia in exchange for former first-round pick Evan Turner and forward-center Lavoy Allen.
 
     It gives the Pacers a potential upgrade in Turner, the former No. 2 overall pick whose average of 17.4 points is about twice that of Granger, who is still working his way back from a series of injuries.
 
     In other trade deadline moves:
 
     –The Washington Wizards have announced a three-team trade that will get them disgruntled point guard Andre Miller from the Denver Nuggets.  The Wizards give up two seldom-used players, shipping forward Jan Vesely to the Nuggets, while point guard Eric Maynor heads to the 76ers.  Philadelphia also gets two second-round draft picks, one from the Wizards and one from the Nuggets.
 
     – Cleveland has acquired center Spencer Hawes from Philadelphia for forward Earl Clark, center Henry Sims and two second-round draft picks. The 7-foot-1 Hawes is in the final year of his contract. He’s averaging 13 points and 8.5 rebounds, both career highs, and shoots 40 percent from 3-point range.
 
     – The Atlanta Hawks, looking for more front-line help as they attempt to remain in the Eastern Conference playoff race, acquired 37-year-old forward Antawn Jamison from the Los Angeles Clippers. The Clippers received the rights to shooting guard Cenk Akyol, a 2005 second-round pick now playing in Turkey.
 
     – Charlotte has acquired guards Luke Ridnour and Gary Neal from Milwaukee in exchange for guard Ramon Sessions and forward Jeff Adrien.
 
     – The Miami Heat have traded Roger Mason Jr. to the Sacramento Kings for a protected 2015 second-round draft pick and cash. The move opens a roster spot for the Heat while the Kings get an undisclosed amount of money.
 
     – The San Antonio Spurs have traded guard Nando De Colo to Toronto for former first-round pick Austin Daye.

 

Olympics…

SOCHI, Russia (AP)- Team USA will try to extract a measure of revenge in Team Canada when the North American neighbors meet in the gold medal hockey game today (Noon Eastern time). Canada’s men beat the U.S. four years ago to win the gold and yesterday the Canadian women staged a miracle comeback, rallying from two goals down in the final four minutes of regulation, to beat the U.S. women 3-2 in overtime to win the gold.

Marielle Thompson and Kelsey Serwa finished 1-2 for Canada in women’s skicross Friday, giving their country bookend gold-silver performances in Olympic freestyle skiing. The final pitted the four fastest women in qualifying. Ophelie David of France wiped out about two-thirds of the way down the course, which gave the bronze to Sweden’s Anna Holmlund.
 

 NASCAR-DAYTONA QUALIFYING
 
 
     DAYTONA BEACH, Fla. (AP) – Matt Kenseth nipped Kevin Harvick and Kasey Kahne (kayn) at the finish line to win the first of two Daytona 500 qualifying races.  Denny Hamlin won the second qualifying race.
 
     Harvick was informed post-race that his Chevrolet, sponsored by Budweiser had failed post-race inspection for the first Budweiser Duel. Harvick will have to start at the back of Sunday’s Daytona 500 field as penalty.
 
     Rookies Cole Whitt and Alex Bowman both raced their way into the 43-driver field via the available transfer spots on Thursday night.

     MARANA, Ariz. (AP)- Ernie Els hit a superb chip from the collar of a bunker to knock out Justin Rose in 19 holes on the second day of the Match Play Championship. All four top seeds — Rose, Rory McIlroy, Henrik Stenson and Zach Johnson — are gone from the tournament with four rounds left to play.

 MOGADISHU, Somalia (AP) – Somalia’s president is reported to be unharmed but fatalities are reported after militants wearing suicide vests and carrying guns and grenades attacked the presidential palace in the capital, Mogadishu (moh-gah-DEE’-shoo). The heavily guarded palace is the residence of the country’s president, prime minister and speaker of parliament. A U.N. representative says he received a call from the president saying he was unharmed.
 
     KIEV, Ukraine (AP) – Ukrainian President Viktor Yanukovych (yah-noo-KOH’-vich) says he’s willing to share a little power and even call early presidential elections but there’s no word yet on what opposition leaders think of the latest effort to defuse the country’s crisis. Opposition leaders are said to be meeting among themselves.
 
     KABUL, Afghanistan (AP) – One officer is dead and four have been wounded in a militant attack on a police compound near the Afghan capital, Kabul. Officials say the attackers had explosives and guns. An Interior Ministry spokesman says a suicide car bomber first blew through the gates of the district police headquarters in Surobi.
 
     BEIRUT (AP) – Activists say the Syrian army is continuing a relentless aerial bombardment of southern Syria amid reports that opposition fighters are preparing to launch a wide offensive. The Local Coordination Committees activist network says air raids and government shelling in the southern province of Daraa have killed at least two people today.
 
     WASHINGTON (AP) – China isn’t happy with today’s White House guest list. President Barack Obama is hosting the Dalai Lama over the stern objection of Beijing, which warns the meeting will “inflict grave damages” on the U.S. relationship with the China. The Tibetan spiritual leader and exiled Buddhist monk is denounced by China as a separatist responsible for instigating self-immolations by Tibetans inside China.
