  SIOUX FALLS, S.D. (AP) – Dangerous cold is again blanketing the Dakotas. The National Weather Service says wind chills this morning in North Dakota were in the minus 20 and 30s. A few inches of snow are also in the forecast today for south-central and southeast North Dakota.

Jamestown (CSi) A special assembly will be held in the Anne Carlsen Center auditorium today at 1:30-p.m., previewing the launch of Annie’s House, a new facility designed to accommodate the needs of skiers with both physical and cognitive disabilities from across North Dakota.

The project is inspired by Ann Nicole Nelson, who was working on the 104th floor of the World Trade Center when the towers collapsed during the terrorist attacks on Sept. 11, 2001.

Upon reviewing her personal computer after her death, the discovery of a “bucket list” gave life to this new visitor center that replaces the existing chalet at Bottineau Winter Park.

In addition to providing the equipment and staff to empower skiers with physical and cognitive disabilities, Annie’s House also offers adaptive ski equipment and programs for wounded warriors who returned from Iraq and Afghanistan, challenged with physical disabilities resulting from amputation and traumatic brain injury.

The event is open to the public with the opportunity to meet Nelson’s parents and loved ones, as well as people who have given countless number of volunteer hours to make this a success.

 

Jamestown (CSi) The Buffalo City Tourism Grant/Executive Advisory Board met Friday at the CSi Technology Center, at Historic Franklin School, and approved three grant requests.

Following a presentation by National Buffalo Museum Director Kim Penrod the board approved $3,675 to expend on White Cloud Days, July 4-6, 2014. She said most of the dollars will go toward advertising.

She requested $14,130 for summer of 2014 staffing.

She said the staffing salary increase from $13,682 stems from an increase in the hourly wage this summer for three employees, adding the hours open this summer will be 8-a.m., to 8-p.m. seven days a week from Memorial Day through Labor Day.

Buffalo City Tourism Director, Searle Swedlund recommended $14,229 dollars, which was approved.

The board also approved a request for 2014 staffing of Fort Seward, represented by Dale Marks, in the amount of $9,500. He said the staff consists of two interpreters, Tom Norman and Jane Norman.

In other business, board member Tenea Clocksene update marketing, including progress on re-branding Buffalo City Tourism. She said three of four profile options provided by Red Plum Media have been chosen for further consideration. An announcement is planned at the Annual Meeting on March 24,2014.

After meeting in closed Executive Session, the board voted an increase in the annual salary of Searle Swedlund to $51,700 plus a percentage increase in his benefit package.

Four board members conducted a job performance review, and in a range of 1-3 Swedlund’s score was 2.175.

The board also approved adding the James River Rodeo to the Site Advisory Board, and to add Mitzi Hagar to the open position on the Executive Board, coming from the Tourism Full Board.

The board also discussed, in the near future, to recognize the late Harold Newman, and his legacy to tourism in Jamestown.

 

Jamestown (CSi) The South Central Dakota Regional Council Executive Committee and the Jamestown/Stutsman Development Corporation (JSDC) Board of Directors are planning to form a committee to establish guidlines for negotiations for the SCDRC to possibly sell its portion of the Center for Economic Development building.

SCDRC Executive Committee President Joe Neis, Kim Lees, secretary-treasurer, and Executive Director Deb Kantrud will serve on the committee to establish parameters for negotiations. JSDC CEO Connie Ova said she would find two JSDC Board of Directors’ members to serve on the committee along with herself. The committee will meet at 11 a.m. Wednesday in the upper conference room of the CED building.

The building is appraised at $470,000.

The Center for Economic Development is owned by the SCDRC, the JSDC and the Jamestown Area Chamber of Commerce. The JSDC owns 50 percent of the building, the SCDRC owns 32 percent and the chamber owns 18 percent.

Based on the $470,000 appraisal, the JSDC and/or the chamber would have to pay the SCDRC $150,400 to buy out the SCDRC’s share of the building.

If the JSDC and or chamber don’t buy out the SCDRC, then the whole building goes up for sale.

Ova said the JSDC Board of Directors would consider buying the SCDRC’s portion of the Center for Economic Development, but wouldn’t want to get another business or group in the building due to its own space needs.

Bismarck (CSi) The Jamestown High School Number One team won the state LifeSmarts championship and will be representing North Dakota in the national competition.

The Jamestown High School’s Number Two team was second, Kindred High School took third.

The Jamestown high school students will represent the state in the national championship, which will to be held April 26-29, 2014 in Orlando, Florida.

On Friday’s (Feb 21, 2014 Wayne Byers Show on CSi Cable 2 three students, Kelsey Becker, Jessica Vandal, and Alex Igl said a silent auction fundraiser to raise dollars for the trip is set for Tuesday February 25, 2014, at Jamestown High School’s Jerry Meyer Arena starting at 4-p.m., and continuing through the boys and girls basketball games.

The State Champion team members include: Captain, Kelsey Becker, Andrew Briedenbach, Zach Fossen, Alex Igl and Jessica Vandal.

LifeSmarts involves students studying and competing in five areas of interest that they lean and train for competition with on line quizes.

Jamestown High School team coach Marchel Krieger says “LifeSmarts is a very valuable program that I wish more schools could take part in and experience. We are very proud to have the chance to represent North Dakota at the national competition.”

 

 FARGO, N.D. (AP) – Fargo police are investigating two convenience store robberies in a matter of hours.
 
     Authorities say the male suspect in a robbery at a Stop-n-Go store about 5:15 p.m. Sunday didn’t show a weapon. But the two males who held up a Petro Serve USA about 1:30 a.m. Monday did show handguns.
 
     The suspects in both robberies fled on foot with an undisclosed amount of cash.

 

  SHERIDAN, Wyo. (AP) – Five snowmobilers from North Dakota are in good condition after spending two nights in the frigid temperatures of northern Wyoming’s Bighorn Mountains.
 
     Lieutenant Mark Conrad of the Sheridan County Sheriff’s Office says the group, which had run out of gas, was found near Horse Creek Mesa on Saturday afternoon and did not require medical attention.
 
     Search crews had been taking shifts in wintry conditions looking for the group, which was reported missing early Friday. The snowmobilers, who are experienced and familiar with the Bighorns, were last seen around 3:30 p.m. Thursday before being rescued.
 
     Sheridan Media reports the snowmobilers have been identified as two father and son teams of James Murray and son, Jared, and Rod Schilling and stepson, Dusty, as well as Chad Tweeten.

 

FARGO, N.D. (AP) – Federal prosecutors say the case of man who was investigated for child pornography after leaving his cellphone behind at a Carrie Underwood concert in Fargo turned into a race to save at least one victim.
 
     Dustin Muscha (moo-SHAY’), of Moorhead, Minnesota was sentenced last month to 30 years in prison for child porn that involved sexually explicit images of children between ages 2 and 6 years old.
 
     Once the phone was turned into a Fargo Sprint store, investigators worked through the night to discover the identity of a victim immediately at risk and get her out of harm’s way. They figured it out by the time she met the school bus the next morning.
 
     Assistant U.S. Attorney Jennifer Klemetsrud Puhl says investigators went to “great lengths to rescue that child.”

 

DICKINSON, N.D. (AP) – Police in the western North Dakota oil patch city of Dickinson say they’re dealing with a resurgence of heroin in the area.
 
     There were 10 heroin-related arrests in the city last year, compared with none the year before. Dickinson police say it’s the biggest drug concern they have right now.
 
     Capt. Joe Cianni says  there have been recent drug overdoses, and one fatality.

 

FARGO, N.D. (AP) – A Fargo man is facing a mandatory minimum sentence of 20 years in prison on a drug conspiracy charge.
 
     William Russ is charged in federal court with conspiracy to possess with intent to distribute at least 500 grams of meth. Authorities say he was involved in dealing meth primarily in North Dakota, Minnesota and Texas.
 
     Court documents show that Russ was arrested after he was found sleeping in a vehicle outside a Fargo motel. A search found more than 118 grams of meth, about 42 grams of marijuana, more than 70 prescription painkillers and $16,000 in cash.
 
     Russ pleaded guilty in September. Sentencing is scheduled for Monday afternoon in Fargo.

 

 BERTHOLD, N.D. (AP) – Burlington Northern Santa Fe Railroad is seeking approval from the U.S. Army Corps of Engineers to build a new track at Berthold to provide a more efficient interchange.
 
     The  permit application is being considered under the Clean Water Act because it would discharge fill material into wetland.
 
     BNSF proposes to construct a new track for the rail system using local native soil and riprap. The project would place fill less than an acre of jurisdictional wetlands.
 
     The corps’ Omaha district North Dakota regulatory office is taking comments on the project until March 6.

 BISMARCK, N.D. (AP) – The North Dakota Game and Fish Department says hunter education classes are filling up.
 
     Officials say adults and children looking to take a class should enroll now, as most of the classes are held by the end of May.
 
     State law requires anyone born after Dec. 31, 1961, to pass a certified hunter education course to hunt in the state. Hunter education is mandatory for youth who are turning 12 years old, and children can take the class at age 11.

 PORTLAND, Ore. (AP) – Damian Lillard had 32 points and the short-handed Portland Trail Blazers rallied to beat the Minnesota Timberwolves 108-97 on Sunday night. Kevin Love scored 31 for Minnesota, which had won three in a row. It was Love’s franchise-best fifth straight game with 30 or more points.

DAYTONA 500…

 DAYTONA BEACH, Fla. (AP) – Dale Earnhardt Jr. waited through a lengthy rain delay before ending a pair of droughts.
 
     NASCAR’s most popular driver won the Daytona 500 for the second time, a decade after his first victory in the “Great American Race.” Earnhardt also snapped a 55-race winless streak that dated to 2012.
 
     Earnhardt led for 54 laps and finished 0.092 seconds ahead of Denny Hamlin. Brad Keselowski was third, followed by Jeff Gordon and Jimmie Johnson.
 
     Rain stopped the race about 45 minutes after it began for a delay of more than six hours. When it resumed, Earnhardt dominated at the track where his father was killed in an accident on the last lap of the 2001 race.

     Sochi Games end
 
     SOCHI, Russia (AP) – The Olympic cauldron has been extinguished, the last of the 99 gold medals have been handed out and the 2,856 athletes are heading home following the closing of the Sochi Games.
 
     The last premier event was the men’s gold medal hockey game and the defending champion Canadians beat Sweden 3-0. The gold is Canada’s third in the last four Olympics in men’s hockey.
 
     Chicago’s Jonathan Toews (tayvz) scored in the first period and Penguins captain Sidney Crosby notched his first goal of the tournament in the second. Pittsburgh’s Chris Kunitz (KOO’-nihts) also tallied and Montreal’s Carey Price made 24 saves for Canada.
 
     Henrik Lundqvist of the New York Rangers stopped 33 shots for the Swedes.
 
     The final medal for the U.S. came in four-man bobsled as the sled piloted by Stephen Holcomb came in third. The bronze by the 2010 Olympic champ gave the U.S. seven sliding medals in Sochi, tops among all countries. He also finished third in the two-man.
 
     A check of the final medal tally shows the host nation on top with 33 and the U.S. second with 28. Broken down, the Americans had nine gold, seven silver and 12 bronze.
 
     The 2018 Winter Games will take place in South Korea.

     Day, Dubuisson in overtime
 
     MARANA, Ariz. (AP) – Jason Day has won the Match Play Championship by surviving the amazing par saves of Victor Dubuisson (doo-bwee-SAWN’).
 
     The most riveting event in its 16-year history ended on the 23rd hole at Dove Mountain when Day rolled in a routine birdie putt from 4 feet on the 15th hole. It was his first World Golf Championship.
 
     Day was 3 up with six holes to go, but couldn’t close the match out in 18 holes.
 
     LPGA-THAILAND
 
     Nordqvist wins
 
     PATTAYA, Thailand (AP) – Anna Nordqvist of Sweden ended a five-year victory drought when she beat defending champion Inbee Park of South Korea by two strokes to win the LPGA Thailand event. Nordqvist shot a final-round 68 to finish 15-under. Inbee carded a final-round 66.
 
     The victory was Nordqvist’s third LPGA title after winning the LPGA Championship and the LPGA Tour Championship in 2009.

In world and national news…

 SEVASTOPOL, Ukraine (AP) – While the leadership crisis and violent clashes between police and government opponents have dominated the headlines, Ukraine also faces a financial crisis. The acting finance minister says the country needs $35 billion to finance government needs this year and next and expressed hope that Europe or the United States would help. Meanwhile an arrest warrant is out for President Viktor Yanukovych (yah-noo-KOH’-vich), who remains elusive after leaving Kiev over the weekend.

 
     BANNU, Pakistan (AP) – Intelligence officials and militant commanders say a top leader of the Pakistani Taliban and three aides have been shot to death in the North Waziristan tribal region near the Afghan border. The officials say it’s not clear whether the killing was from militant infighting, Pakistani security forces, or someone after a $95,000 bounty.
 
     ENTEBBE, Uganda (AP) – Uganda’s president accuses “arrogant and careless Western groups” of trying to “recruit” Ugandan children into homosexuality and says that’s why he signed a harsh anti-gay bill today. In its original form, the bill called for the death penalty for some homosexual acts. That penalty was removed following an international outcry. Some sections do provide for life in prison.
 
     NEW ORLEANS (AP) – A 65-mile stretch of the Mississippi River remains closed at New Orleans today because of a collision that spilled crude oil from a barge. Authorities involved in the cleanup and investigation plan a conference call as they work on estimates of how much oil spilled and when the river would re-open following the weekend incident.
 
     NEW ORLEANS (AP) – The Mardi Gras parade season was marred yesterday by a pair of injuries. Officials say two men were injured falling from floats, despite a city ordinance requiring riders to wear a safety belt or harness. The New Orleans Fire Department’s pre-parade inspection found the floats met the rules. Dozens of parades roll in New Orleans for two weeks leading up to Mardi Gras, which falls on March 4 this year.
