Bismarck (CSi) – The State Board of Higher Education Thursday named Steven Shirley, Ph.D., as the next president of Minot State University, Minot, N.D.
Shirley currently serves as president of Valley City State University where he leads a campus of over 1,300 students and 190 faculty members.
Board Chair Kirsten Diederich, says, “The Board is pleased to appoint such a passionate leader as Dr. Shirley to serve as the president of Minot State University. His strong understanding of what’s important to students, especially in North Dakota, clearly demonstrates that he is someone who can continue to drive the growth of this university.”
Interim Chancellor Larry C. Skogen adds, “Dr. Shirley has already shown himself to be a strong leader and a great partner in higher education in North Dakota. I look forward to continuing to work with him as the president of Minot State.”
Board Vice Chair Dr. Terry Hjelmstad chaired the campus committee that screened applicants, interviewed semifinalists, and forwarded its recommended finalists for the position to the Board.
Hjelmstad says, “The President Search Committee deserves credit for its thorough work. The committee was impressed by Dr. Shirley’s passion for and understanding of Minot State University, and I expect he will do an excellent job leading the university.”
Shirley previously served as Vice President and Dean of Student Affairs at Dakota State University and an assistant professor and Director of Study Abroad at the University of Minnesota, Crookston. He is a Fargo native with strong ties to the Minot community.
Shirley earned a Ph.D. in teaching and learning: higher education from the University of North Dakota, Grand Forks, N.D. He also holds a master of business administration degree (M.B.A.) with emphasis on marketing and global business and a bachelor’s degree in business administration from the same university.
Shirley will take over as president by July 2014. He will succeed David Fuller, Ph.D., who announced he will retire after 10 years.
Jamestown (CSi) The future of downtown Jamestown was the focus of the latest round of planning discussions.
At the recent series of Jamestown Land Use and Transportation plan public input meetings, input included residents wanting to see the downtown area grow as a location that attracts people, and make it a destination.
RDG Planning a Design planner Cory Scott, and Marty Shukert, another planner with RDG, were in Jamestown holding the meetings.
Scott said, “The area has a good starting point with Babb’s Coffee House and Buffalo City Rotisserie Grill and other businesses in the area.”
He indicated that the railroad tracks through downtown can be a problem, and residents noted it was an area difficult to cross by pedestrians.
Shukert added that other problems include the size of some of the buildings and associated parking lots.
Facilities such as the Jamestown Civic Center are so large they don’t connect to the overall downtown area.
With the traffic flow on First Avenue, planners are studying the number or placement of traffic lights on the street, and a three-lane street, including a turning lane in each direction,still in the planning stages.
The next planning session is being planned for the last week of March and will include the business corridors and Mill Hill areas.

Valley City (CSi) Mike Metcalf has sold Valley Flooring in the Valley City Scott and Carmen Waldie of the “Home Design Center” in Jamestown. Scott Waldie says Valley Flooring is a nice fit for his expanding business.Waldie has named Jenn Dooley as the store manager in Valley City. Waldie says employees Jill Heck and Lori Trucke will continue working for the company in Valley City.
FARGO, N.D. (AP) – A North Dakota woman who was caught with heroin after she was pulled over for speeding says she will plead guilty in federal court.
Clay Brooke Left Hand is charged with conspiracy to possess with intent to distribute heroin. The charge carries a maximum penalty of 20 years in prison.
Left Hand was arrested on U.S. Highway 83 near Underwood on July 18. Authorities say she and two other people were planning to distribute heroin on the Fort Berthold Indian Reservation.
Police say there was 10 grams of heroin in the vehicle.
FARGO, N.D. (AP) – A man who supplied the synthetic drugs that led to the overdose deaths of two teens in the Grand Forks area has been sentenced to more than 11 years in prison.
Adam Budge pleaded guilty earlier to conspiracy to distribute controlled substances resulting in serious bodily injury and death.
Authorities say Budge stole the drugs that wound up in the hands of 18-year-old Christian Bjerk (Bee’-urk), of Grand Forks, and 17-year-old Elijah Stai (sty), of Park Rapids, Minn. They died in June 2012 after ingesting the substances.
U.S District Judge Ralph Erickson on Thursday sentenced Budge to 136 months in prison.
Erickson says the case involved young people who “thought they were amateur chemists” and adults who failed to intervene.
At least 15 people have been charged in the case.
GRAND FORKS, N.D. (AP) – A former Grand Forks police officer convicted of disorderly conduct in a gun-related incident at a party has been sentenced to 100 hours of community service.
A jury late last year convicted 28-year-old Jace Prelip of the misdemeanor charge but found him not guilty of the more serious charge of felony terrorizing. He was sentenced Thursday.
Prelip also must complete a chemical dependency evaluation. If he successfully completes a year of unsupervised probation the charge will be removed from his record.
Prelip was accused of holding an unloaded gun to another man’s head during a party in August 2012. He resigned from the police force a few days later. He could have faced up to five years in prison had he been convicted of terrorizing.
BISMARCK, N.D. (AP) – A judge has ordered a presentence investigation before accepting a plea agreement for a white supremacist accused of terrorizing fellow residents of his small North Dakota town by carrying out threatening armed patrols.
Sixty-two-year old Craig Cobb of Leith agreed to plead guilty to five misdemeanor charges and one felony terrorizing charge on Thursday in a deal that would have spared him further jail time.
Judge David Reich told attorneys he did not feel comfortable accepting the plea deal until a thorough psychological and background investigation was done.
Cobb has been in jail since Nov. 16. He is accused of using guns in mid-November to terrorize residents of Leith, the small community he unsuccessfully tried to turn into an all-white enclave.
BISMARCK, N.D. (AP) – About 1,500 North Dakotans signed up for private insurance under the federal health care law in January, and the state no longer has the lowest total in the nation.
Including people enrolling for Medicaid, North Dakota’s total enrollment is close to 7,000. The total pushes North Dakota ahead of South Dakota and Wyoming, which have about 5,000 and 5,300 signups, respectively.
People can compare coverage and prices and select health plans through the marketplace. The open enrollment period ends March 31. Uninsured people who don’t sign up for a plan will face tax penalties when they file their returns for the 2014 tax year.
WILLISTON, N.D. (AP) – As the western North Dakota oil patch hub of Williston grows, so does the amount of money the city needs to subsidize housing for city employees.
Employees get $500 per month for housing, and the total went from $643,000 in 2012 to $1.2 million last year. City Commissioner Brad Bekkedahl says he expects the amount to climb to $1.5 million this year.
A national study from an apartment renting guide recently found that Williston had the highest average rent in the United States, at nearly $2,400 a month for a one-bedroom apartment.
Williston plans to seek more state money. Bekkedahl says the 2012 Legislature gave the city $60 million for essential housing projects, but the city has about $300 million in needs.

UNDATED (AP) – The Milwaukee Bucks waived forward Caron Butler after agreeing to a contract buyout.
The 33-year-old Butler made 13 starts and appeared in 34 games this season, averaging 11.0 points, 4.6 rebounds and 1.6 assists.
Also agreeing to a buyout was Kings guard Jimmer Fredette (freh-DEHT’), clearing the way for the former BYU sensation to become a free agent.
Fredette is averaging 5.9 points while shooting 47.5 percent from the floor and 49.3 percent from 3-point range.

Center DeMarcus Cousins has been handed a one-game suspension and a $20,000 fine by the NBA for his conduct during Tuesday’s loss to Houston. Cousins punched Rockets guard Patrick Beverley in the stomach about 2 1/2 minutes into the game and was fined for verbally abusing official Courtney Kirkland and failing to leave the court in a timely manner following his third-quarter ejection.

UNDATED (AP) – Switzerland is freezing the assets of Ukraine’s fugitive president Viktor Yanukovych (yah-noo-KOH’-vich) and people close to him. The Swiss government also says Yanukovych and his son Aleksander are being investigated for alleged money laundering. Meanwhile, Ukraine’s government is asking the U.N. Security Council to intervene in its escalating conflict and Russian troops have taken control of the two main airports in Ukraine’s Crimea region.
LOS ANGELES (AP) – It’s begun to rain heavily in Southern California, where officials are concerned that there could be dangerous mudslides in bare areas ravaged recently by fire. Cities in Santa Barbara and San Luis Obispo counties handed out sandbags before the rains, and residents in some 1,000 homes in Glendora and Azusa in the eastern foothills of LA were told to evacuate. A 10-mile stretch of the Pacific Coast Highway was closed overnight in Ventura County because of a high likelihood of rock slides.
WHITE PLAINS, N.Y. (AP) – A jury in White Plains, N.Y., continues deliberations today in the drugged-driving trial of Kerry Kennedy, the daughter of Robert F. Kennedy. Jurors must decide whether Kennedy realized she was impaired when she got behind the wheel after accidentally taking a sleeping pill instead of a thyroid medicine. Kennedy was arrested in 2012 after her Lexus sideswiped a tractor-trailer, blowing out one of her tires.
JOHANNESBURG (AP) – Newly released video shows Olympic runner Oscar Pistorius firing weapons at a watermelon. On the tape broadcast by Sky News, there’s audio of a man saying, “It’s a lot softer than brain but… it’s like a zombie stopper.” Pistorius goes on trial Monday for the Valentine’s Day 2013 shooting death of girlfriend Reeva Steenkamp. Pistorius says he mistook his girlfriend for an intruder. The prosecution says the two had just had a fight.
LONDON (AP) – A British man accused of hacking into a series of American government computer networks is pledging to fight any move to extradite him to the United States. Twenty-eight-year-old Lauri Love is charged with computer hacking and aggravated identity theft, which carry a potential penalty of up to 12 years in prison. On Thursday, U.S. prosecutors added a charge of attack on the Federal Reserve.
