At the end of the Jamestown Public School Board meeting Monday Sept 17, 2012, it was announced that Jamestown Public School classes would not be held as normal on Thursday Sept 20 to allow staff & students to attend the funeral service for
Jane Aune, who died at her home Sunday, September 16, 2012 ending a long and courageous battle with breast cancer.
It was indicated that the District would announce details of the plans via the phone calling system to parents/students, and release the full details this morning.

Jamestown Public Schools Superintendent Robert Toso announced that he will retire at the end of this school year.
The announcement was made official at the school board, and the board unanimously approved Toso;s resignation letter.

Jamestown, ND (KCSi-T.V. News) — The Jamestown City Council held another 2013 Budget Meeting at City Hall Monday afternoon. (Sept 17, 2012).
Mayor Andersen said the Equipment Replacement Fund has been completed.
The Vector Control Fund will be maintained for normal maintenance.
With The Convention and Promotion Budget.
Mayor Andersen said the Buffalo City Tourism Foundation budget is projected at $308,500, and includes 100% of the motel tax, and 40% of the Restaurant Tax.
Buffalo City Tourism submitted a budget of $261,651.
It is a line item on the Convention and Promotion Budget.
City Administrator Jeff Fuchs said Buffalo City Tourism has $477,000 in unrestricted funds.
Tourism Director Nina Sneider said the entity has a substantial amount in reserves by “being frugal.”
She added Tourism is looking at capital improvements with dollars from that fund.
Council Member Buchanan moved to have a multi year (3-4 years) contract developed for Tourism, to be brought to the Finance and Legal Committee for discussion, before going to the City Council for approval.

City Administration Jeff Fuchs says the Public Building Sites Fund needs for the Civic Center, $50,000
To repair the concrete stairs on the west side exterior, $74,000 for a “chiller unit,” $3,000 for interior and exterior outlet installations.
To replace the seating risers, the cost is projected at $575,000 over three years, and $490.000 if completed in one phase.
The Mayor moved to transfer $300,000 to the Public Building Site Fund, from the Convention and Promotion Fund, as a line in the 2013 budget, for improvements to the Civic Center, and a “cooling tower,” for City Hall.
The City Council voted unanimously to approve.
It was noted the library’ mill is 15 Mills, and the Airport Mill Levy is 4-Mills.
City Administrator Fuchs added, the 2013 General Fund will break even.
The Public Building Site is 5-Mills, the Humane Society is a half mill.
The City’s Mill Levy is 123.34 Mills, and reduction of 5.93% reduction, overall 7.75 Mills.
The budget will receive its final approval at the October 1, 2012 City Council meeting.

Valley City, ND (KCSi-T.V. News) — The Valley City Commission met in Regular Session Monday evening (Sept. 17, 2012) at City Hall. All members were present.
Approval of Consent Agenda items included:

Game of Chance Raffle Permit for El Zagal Shrine, Sheyenne Valley Flag Corps and the Valley City USBC Youth Bowling Team.
A new Tobacco License for Family Dollar Stores of North Dakota, Inc.

Resolutions :
A Public Hearing was held Regarding Abatement of Taxes for Tamara Berg for Property at 1014 11th Street Southwest in Valley City,for the 2010 and 2011 tax years.
City Assessor Nick Lee approves with the abatement.
Following the Public Hearing, Commission voted to reduce the 2010 and 2011 tax true and full values to $16,300.00.
The City Commission approved a Resolution awarding the low bid to Reiner Contracting, for the West Main Street Retaining Wall in the amount of $270,002.08, contingent upon release of funds from the Governors Fund of Community Block Grant.
Also approved was a Resolution to approve obligation of future city sales tax revenue.
Valley City Barnes County Development Director Jennifer Feist said the funding is for development of the National Guard facility, and private sector development on Valley City property.
She said the City Sales Tax Fund is needed to secure financing and purchasing the land.
She said the total amount is $3.5 million.
City Commissioners approved a Resolution of Sponsorship for the Application of CDBG Funds.
Ms. Feist said the action is the first step to obtain dollars through a grant for infrastructure development for the project.
Commissioners approved a Resolution calling for a Special Election on November 6, 2012 for an Advisory Vote on an Ordinance which would Amend, Update and Re-enact the Existing 1% City Sales Tax for an Additional 10 year term from January 1, 2020, through December 31, 2029, with the Dedication of Proceeds to Remain Unchanged.
Ms. Feist says the action begins the process of extending the City Sales Tax, time frame, in order to cover the long term commitments, such as financing, with the National Guard project.
A series of public presentations on the topic will be held.
Ordinances
An open Public Hearing was held for 2013 Valley City Budget.
City Auditor, Avis Richter said, the city will levy just over $1.1 million, or 95.54 Mills down slightly from 2012, with the property values increased.
Commissioners then approved the First Reading of an Ordinance approving the 2013 budget.
The budget will be voted on to finalize at the October 1, 2012 City Commission meeting.
New Business
City Commissioners discussed the Sheyenne River Management Plan.
Commissioner Luke said, additional insight is suggested from a company, URS on another view, on the plan, in addition to the U.S. Army Corp of Engineers study.
Commissioner Pedersen said, the erosion issue is still of concern.
Mayor Werkhoven is in agreement with inviting URS to meet with city officials.
City Commissioner, Nielson suggested inviting more than one company, for other views, and options.
The consensus of the City Commission was to invite URS, to meet with Valley City Officials.
The City Commission considered, and approved, issuing the Corps of Engineers, $55,000 to secure funding for a Feasibility Study.
City Commissioners approved a Retail Image Enhancement Grant for Marketplace Food and Drug in the amount of $2,281.00. The Visitors Committee has approved the grant, toward a new sign.
Considered the transfer of funds from the Sanitation Department to the Street Department in the amount of $144,202.27.
Accountant Claude Beach said the Street Department is operating a deficit due to a number of factors, including flood recover issues.
An additional $50,000 was put into the 2013 budget for the Street Department.
The Commissioners approved submitting an Economic Development Administration application in cooperation with the VCBC Development Corporation and the City of Valley City as co-applicants.
Jennifer Feist said the city is eligible for the funds stemming from the 2009 and 2011 floods.
The Commissioners placed on the City Commission meeting agenda, the approval of Tax Increment Financing (TIF) for Industrial/Commercial Development Park in the amount of $1.25 million for a period of 15 years.
The City Commission heard a presentation from Vicki Rosenau, on “Retaining Local Control — Warding Off Preemptive Legislation”
She asked the Commission consider having its “voice” be heard in future discussions concerning state law, relative to public health issues, specifically, tobacco use, and second hand smoke, in public places.
The City Commission’s consensus was to approve.
Commissioners considered selling 7 State Water Commission buy-out homes for relocation.
City Administrator Schelkoph said out of 27 properties purchase, some property owners have
considered moving the buildings off the present foundations to another location.
He said any property with asbestos issues would be taken off the list and demolished rather than spending dollars on asbestos removal.
The Commissioners approved selling a home if it is found not to have contained asbestos, and selling the house in “as is,” condition.
The buyer would have 30 days to completely remove the building after purchase.
The city will advertise for bids or quotes in the newspaper.
The City Commission approved a Special Alcohol Beverage Event for VCSU Foundation & Alumni/VCSU Athletics at VCSU Skoal Room & Cafeteria on September 28, 2012, for a homecoming activity.
The City Lights Supper Club’s license will be used.
The City Commission approved the Final Recommendations for Safe Routes to School, project.
The routes and improvements were disclosed, including sidewalk enhancements, and signage for motorists.
The premise of the program is to provide safe walking and biking for students to school, and home.

David Schelkoph updated street projects with several nearing completion.
With the flood protection buy out program… Officials would like the buidlings removed before next spring, in the event a spring 2013 flood would necessitate the raising of dikes or levys.
He said about 95% of the homes have been inspected for asbestos.

City Attorney Russell Myhre said the home buyout program is moving from the buyout, to the demolition phase.

Bismarck, ND (KCSi-T.V. News Sept 17, 2012) — The North Dakota Department of Emergency Services (NDDES) announced today it has awarded two flood recovery grants totaling over $154,000.
NDDES has awarded grants of $93,092 to Barnes County and $61,711 to Richland County. Both grants will be used to refurbish flood damaged homes and will be administered jointly by Lutheran Social Services Disaster Response and the long-term recovery committees in each county.
Last year, the Legislature authorized the Housing Rehabilitation and Citizen Retention Grant program and appropriated $10 million to help North Dakota homeowners cover the costs of repairing flood-damaged homes.
The funds also can be used for home demolition projects when homeowners remain in their communities.

VALLEY CITY, N.D. (AP) – A bridge dismantling project in Valley City has been rescheduled.
The old North Valley Bridge was tentatively set to be demolished Monday, September 17, 2012.
Project manager Shawn Mayfield says it has been rescheduled to early October because needed equipment is tied up at another project.
The bridge was closed last month and traffic routed to the new $2.4 million North Valley Bridge built nearby.
The new bridge is more than 4 feet higher than the old one, which was closed during flooding in 2009 and 2011.

Jamestown, ND (KCSi-T.V. News) — The first annual Women In Leadership Development (WILD) conference will be held on Sept. 21 and 22 at the North Dakota Farmers Union (NDFU) State Office in Jamestown.
The conference is open to all women.
On Monday’s (Sept 17, 212) Wayne Byers Show, on CSi Cable 2, Jessica Haak, from the North Dakota Farmers Union, in Jamestown said, the event is designed to empower women to become more involved in their communities and organizations.
She said, the theme is “Find Your Voice, Tell Your Story.” Keynote speaker is Jessie Veeder, a writer, singer and rancher who lives near Watford City, N.D. She has her own album on iTunes and occasionally appears on NPR and in agriculture magazines.
Ms Haak pointed out that also speaking at the event will be Pam Gulleson, who is running for North Dakota’s lone congressional seat in the U.S. House, and Kelly Schmidt, North Dakota state treasurer. Schmidt is the only woman currently holding an elected statewide office and is running for re-election.
Another speaker will be Fred Pryor professional trainer will give valuable communication tips to build speaking confidence in a fun and interactive group session.
A variety of hands-on interactive breakout sessions will be conducted.
There will be 6 total and they are parliamentary procedure, women and farm programs, women and co-op boards, how to run and get elected to a board, precision ag 101 and N.D. 2.0 the next chapter. Participants will be able to choose one.
A live video tour of NDFU’s Founding Farmers in Washington, D.C., will be shown and lunch prepared from restaurant recipes.
The event starts Friday, Sept. 21, at the Quality Inn at 6 p.m. with a pre-conference social and ends on Saturday, Sept. 22, at 5 p.m. Conference partners include the Farm Service Agency, Red River Valley Research Corridor, Quentin Burdick Center for Cooperatives, and USDA Rural Development.

Alcohol Saturation and Sobriety Checkpoint
Jamestown, ND (KCSi-T.V. News) — On September 21st and 22nd, the North Dakota Highway Patrol, along with the Jamestown Police Department and Stutsman County Sheriff’s Department, will be conducting an alcohol saturation in Stutsman County to deter and detect impaired drivers on the federal, state, county and local roadways in Stutsman County. In addition to the alcohol saturation, a sobriety checkpoint will be conducted by the three agencies, on one of the above dates, at an undisclosed location.
The purpose of enforcement efforts by the NDHP and our local law enforcement partners during an alcohol saturation or sobriety checkpoint is not to arrest DUI drivers, but to cause people to think before they consume alcohol and get behind the wheel, and for them to find alternate ways to reach their destinations after they’ve been drinking. If someone decides to drink and drive, when we locate and stop that driver, they will be arrested and taken to jail.
North Dakota continues to experience the tragic loss of life on our roadways because of impaired drivers. In 2012, 50% of fatal crash victims have been killed in alcohol involved crashes, resulting in the loss of 55 lives.
FARGO, N.D. (AP) – A 17-year-old Fargo boy has been arrested in
connection with an armed robbery in the city.
Police say two suspects entered Rayon’s Market with their faces covered and
displayed knives.
The clerk complied with their demands for money,
and the robbers left with an undisclosed amount of money. No one was injured.
BISMARCK, N.D. (AP) – The North Dakota Supreme Court is set to
decide whether locked-out American Crystal Sugar workers should be
paid jobless benefits.
More than 230 workers are appealing a Job
Service North Dakota decision that they’re not eligible for
unemployment checks.
The court is hearing arguments this afternoon.
BISMARCK, N.D. (AP) – Secretary of State Al Jaeger is hoping for
a quick resolution of a dispute about whether a medical marijuana
initiative should be on the November ballot.
Jaeger disqualified the measure because of what he said was evidence of petition fraud.
But supporters of the initiative say they want the state Supreme
Court to intervene because Jaeger didn’t review the petitions
closely enough.
MINNEAPOLIS (AP) – Airlines are looking to add service to North
Dakota to fly in workers drawn by the state’s oil industry.
Delta Air Lines says it will add two round-trips a day between
Minneapolis and Williston, while United Airlines is set to add
three round-trip flights a day between Denver and Williston this
fall.
Airports in Minot and Dickinson are also adding service.
BISMARCK, N.D. (AP) – North Dakota has stiffened cattle import
rules because of cases of a bovine venereal disease in other
states.
State Veterinarian Susan Keller says the Board of Animal Health
recently voted to tighten the restrictions for female cattle
imports because of concerns about trichomoniasis
(trihk-uh-muh-NY’-uh-sihs), which can cause infertility and
miscarriages in cattle.
Keller says officials expect more cattle to be brought into
North Dakota this fall because of drought in other states.

OKLAHOMA CITY (AP) – Two North Dakota cowboys are being inducted
into the national Rodeo Hall of Fame this week.
Pete Fredericks of Twin Buttes and Brad Gjermundson
(JUR’-muhnd-suhn) of Marshall will be honored during ceremonies
Friday and Saturday in Oklahoma City.
Both already are members of the North Dakota Cowboy Hall of Fame.
National Rodeo Hall of Fame inductees are chosen by members of
the Rodeo Historical Society of the National Cowboy and Western
Heritage Museum.

BISMARCK, N.D. (AP) – Two schools in the Dakotas have moved up
in the NAIA football coaches’ poll.
Dakota Wesleyan in South Dakota has moved up from 22nd to 19th
this week, after a 24-13 win over Briar Cliff on Saturday.
Valley City State in North Dakota is up one spot to 20th, after a 41-31
win over Dakota State.
There is no change in the top five spots in the poll this week.
Saint Xavier of Illinois remains No. 1, followed by Marian of
Indiana, Georgetown of Kentucky, Morningside of Iowa and Missouri
Valley of Missouri.
FARGO, N.D. (AP) – North Dakota State University remains atop the Football Championship Subdivision coaches’ poll this week.

CLEVELAND (AP) – Jim Brown and the Cleveland Browns are getting
back together.
The Hall of Fame running back, who has had a rift with his
former team for several years, plans to take part in alumni events
this weekend when the Browns host the Buffalo Bills.
Browns spokesman Neal Gulkis said the 76-year-old Brown recently
informed the team that he will be in Cleveland for Sunday’s game,
when the Browns will induct former players Ernie Green and Clarence
Scott into their legends club.

CAIRO (AP) – North Africa’s al-Qaida branch is urging Muslims to
kill or expel American diplomats to “purge our land of their
filth.”
A statement from the group — al-Qaida in the Land of the

ambassador to Libya and threatens attacks in Algeria, Tunisia,
Morocco and Mauritania.
KABUL, Afghanistan (AP) – Officials now say 12 people have been
killed in a suicide bombing in the Afghan capital, including eight
South Africans.
A car packed with explosives slammed into a
mini-bus carrying foreign aviation workers to the airport in Kabul.
A militant group headed by a onetime U.S. ally claims it carried
out the attack to avenge an anti-Islam film that ridicules the
Prophet Muhammad.
It says the suicide bomber was a young woman.
LONDON (AP) – Some British lawmakers say NATO’s decision to
scale back operations with Afghan soldiers and police risks
undermining the entire international mission in Afghanistan.
One Labour Party lawmaker says the change appears to reverse “the
whole axis of U.S. and U.K. strategy in Afghanistan.”
NATO says it’s halting patrols and other routine operations with Afghans amid a spike in insider attacks.
NANTERRE, France (AP) – A French gossip magazine faces a fine of
more than $13,000 a day if it refuses to hand over topless photos
of Prince William’s wife Kate.
A French court today ordered the magazine to surrender all digital copies of the photos and not disseminate them any further.
The magazine published 14 photos on Friday in what the court called a “brutal display” of the royal couple’s private moments.
CHICAGO (AP) – Striking Chicago teachers meet this afternoon to
vote on whether to end their seven-day strike.
Union delegates put off a vote on Sunday, saying they needed more time to study the tentative contract agreement worked out by the union and the school district.
If they don’t end their walkout, a judge has called a
hearing for tomorrow on the city’s request for an injunction
ordering the teachers back to work.
