Jamestown (CSi) The “Be The Match” event, a bone marrow registry drive in Jamestown at the Anne Carlsen Center, on Monday, had 151 individuals registering.

The registry was started by friends and family of Josh Bond of Jamestown, the 27 year old battling leukemia, and in need of bone marrow transplant.

Those registering will be put on the registry list, to be a possible donor.

The University of Jamestown will be hosting another “Be The Match” event for Josh Bond on March 26, 2014, from 9 AM to 2 PM. Registration is free.

 

Jamestown (CSi) The Jamestown City Council’s Finance & Legal, Building Planning & Zoning Committee, and Civic Center & Promotion Committee met Tuesday evening at City Hall.

The Finance & Legal Committee reviewed requests from the Jamestown/Stutsman Development Corporation (JSDC).

Following discussions:

The committee recommends approving a request for Economic Development Funds in the amount of $682,500 to provide Jobs Incentive Grant Funds to Dakota Spirit Ag Energy, with the City Share to be $614,250 and paid from the City Sales Tax Fund. CEO Connie Ova said, payments are paid one employee at a time.

The committee recommends approving a request for Economic Development Funds in the amount of $80,000 to provide Flex PACE and PACE interest buy-down to Real Truck.com Inc., with the City Share to be $64,000 and paid from the City Sales Tax Fund.

The committee recommends approving a request for Economic Development Funds in the amount of $125,000 to cover the cost of purchasing the SCDRC’s portion of the Center for Economic Development building, with the City Share to be $112,500 and paid from the City Sales Tax Fund.

The committee reviewed the draft and First Reading of an ordinance pertaining to beekeeping within the city, discussed with Assistant City Attorney, Mary Jensen.

The committee recommends amendments to require 70 percent of approval of neighbors to issue a permit for beekeeping.

The committee recommends approving the bid for the City Hall Cooling Tower Upgrade to Nill Construction in the amount of $137,261.00.

The committee recommends approving a request from Great River Energy for ongoing disposal of sand/coal/ash mix waste at the Jamestown Sanitary Waste Landfill, subject to North Dakota Health Department requirements and any landfill capacity restrictions, and notification of termination to GRE.

The committee discussed giving support to the James River Valley Library System, for a grant application for a new bookmobile. Mayor Andersen suggested public input before giving support. The committee recommends bringing the issue to the April 7, 2014 City Council agenda for further discussion.

The Building, Planning & Zoning Committee…

Recommends approval of the final plat of Eventide Addition, a Replat of Riffe First Addition and Lots 1 & 2, Block 4, Hi Acres Hillcrest Addition.

The committee discussed placing on the April 7, 2014, council agenda, without recommendation, the First Reading of an ordinance to change the zoning at Menards Site in Southwest Jamestown from P-O-C (Public Open Development & Conservation District) to C-2 (General Commercial District). Council Member Buchanan said any action now would be “fast-tracking” the zone change.

Mayor Andersen said action would put the issue on the April council, meeting and not delayed until the May meeting, without any sacrifices concerning public notice.

The committee recommends placing the item on the April City Council agenda without recommendation. Council Member Buchanan was opposed.

Considered the First Reading of an ordinance to amend and re-enact a Chapter by adding a new Article VII of the City Code pertaining to provisions regulating crew camps in the city. Assistant City Attorney Mary Jensen said the Ordinance is similar to the Ordinance approved by the Stutsman County Commissison.

It also deals with building code, and and limited the locations in M-1 or M-2 zoning, along with placement of perimeter fences and set-backs. along with fees.

The committee recommends sending the First Reading of the Ordinance to the April 7th City Council agenda.

The committee recommends the First Reading of an ordinance to amend and re-enact Appendix C, Section 5.8, of the City Code pertaining to uses permitted, M-1 District pertaining to the crew camps, at the April 7th meeting..

A Public Hearing was held regarding Abatement of Taxes for Florence V. Olufson for property at 907 2nd St SE (with Legal Description: Lot 19, Zetterberg’s Subdivision of Riverside Park Addition, City of Valley City, Barnes County, North Dakota,) for 2013 tax year.

 

The City Commission then approved a resolution for Abatement of Taxes for Florence V. Olufson reducing the 2013 tax true and full values to $7,400.

ORDINANCES

Approved a first reading of an ordinance changing the zoning from I-B to B-2, on Replat of Auditor’s Lot Number 1B of SW ¼ Section 29, Township 140 N, Range 58 W, Barnes County, North Dakota.

Approved a contract with Municipal Code Corporation to republish the recodified ordinances in the amount of $8,500.

City Commissioners reviewed and approved the appraised amount of $77,000 for Phase 2 buy-out of property at 651 5th Avenue SW.

The Commission reviewed the Police Department 2013 Annual Report, as presented by Police Chief Fred Thompson.

Considered approving a Gaming Site Authorization from the Eagles Club to the My Bar at 240 E Main St. The City Commission voted to approve the authorization.

CITY ADMINISTRATORS REPORT

David Schelkoph said there are 2,000 new utility meters installed or 30%, and 137 load control units installed.

He noted the growing homeless issues of the area, and a coalition that has been formed to address the issue, which begins with the City of Jamestown.

CITY UPDATE & COMMISSION REPORTS

Commissioner Nielson said in Washington DC last week she met with the North Dakota Congressional delegation including FEMA issues, along with cyber security, and electrical power issues.

Commissioner Luke said the City has passed water plant inspection issues.

Commissioner Pedersen presented where the city is at with permanent flood protection with the State Water Commission in Bismarck.

Next Monday the 24th a public meeting will be held in Valley City concerning updates in the construction plan.

City Attorney Russelll Myhre discussed a mailing received by the city concerning a class action lawsuit, that includes the City of Valley City’s participation. He said reviewing the options he recommends the city that the city remain in the class.

City Assessor Hansen explained that she is working on numbers for the Board of Equalization meeting, and notices have been sent out.

Fire Chief Retterath reminded residents of the ice thickness diminishing on the river, and that individuals should stay off the ice cover. He also reminded residents to replace batteries in their smoke detectors, with the past time change as a reminder.

Jamestown (CSi) Interstate Engineering reports, starting Wednesday March 19, 2014, the 500 block of 3rd Avenue Northwest will be closed for the excavation of Lift

Station 10.

The closure will last approximately four weeks.

Also 2nd Street SW bridge is closed due to soft surfacing until next week.

Jamestown (CSi) The 37 Annual James River Figure Skating Club’s Ice Show, “Holidays on Ice,” is coming March 21, 22, and 23, 2014, at John L. Wilson Arena.

On Tuesday’s Wayne Byers Show on CSi Cable 2, the Ice Show’s Producer and Costume Coordinator, Elizabeth Sherfy said student tickets for those in grades 6-12, in advance are $6, and $7 at the door. Students in grades K-5 have been given free tickets.

Adult tickets in advance are $8 and $9 at the door.

Advance tickets are available from Gifts From The Heart in Jamestown and from skaters.

The performance on Friday March 21 is at 7-p.m., Saturday March 22, at 2-p.m., and 7-p.m., and Sunday March 23 at 2-p.m.

She said that Holiday’s on Ice will feature various holidays including Christmas, Halloween, the 4th of July, Veterans Day, Labor Day, and more.

Members of the Jamestown High School Boys hockey team will skate with four high school girls.

The skaters range in age from 3-17-years old, as the club has just finished a successful competition season in the upper mid west, where the skaters in one competition took first place in all areas.

She added that raffle tickets will be sold for $1 each, and the drawings will be for prizes donated by local businesses.

Parents support include in the areas of costuming and many other support area, along with support of businesses and individuals in the area.

The James River Figure Skating Club and the Ice Show are fully sanctioned by the United States Figure Skating Association.

 

BISMARCK, N.D. (AP) – The federal government is making $3.6 million available through a conservation program to help Upper Midwest farmers and ranchers who have flooded land.
 
     The funding is being made available through the Water Bank Program, which gives landowners annual payments over 10 years to protect wetlands and adjacent farmland. U.S. Sen. John Hoeven says it will help farmers affected by flooding – particularly those in regions with chronic flooding, such as the Devils Lake area in North Dakota.
 
     The federal Agriculture Department’s Natural Resources Conservation Service is taking applications through April 18 from producers in North Dakota, South Dakota and Minnesota.
 
     NRCS Chief Jason Weller says the effort will help with flood control while also keeping water on the land to benefit waterfowl.

 

 FARGO, N.D. (AP) – A North Dakota man has been sentenced to 25 years in prison for leading a methamphetamine ring.
 
     Earl St. Claire Jr., of Fargo, was charged with conspiracy to possess with intent to distribute a controlled substance, as well as attempted escape from custody.
 
     Authorities say the conspiracy moved meth from Minnesota to the Fargo area for distribution. St. Claire was one of eight people charged in the case.
 
     The 24-year-old St. Claire attempted to escape from authorities on June 15, 2013.

 

 FARGO, N.D. (AP) – A man who threatened a synagogue in Fargo about three years ago has been sentenced to a year in federal prison.
 
     Dominique Flanigan was accused of calling Temple Beth El in January 2011 and leaving a voice mail message threatening employees. U.S. Attorney Timothy Purdon says Flanigan pleaded guilty Monday and was sentenced to the year in prison.
 
     The man who also is known as Kadafi Al Sadar will be on supervised release for one year following his time behind bars.

 

 WILLISTON, N.D. (AP) – Prosecutors have dropped a murder conspiracy charge against another one of the six suspects in the slaying of a Williston-area hobby rancher.
 
     The charge against Ronald Gibbons was dismissed without prejudice, meaning prosecutors can refile it if new evidence comes to light.
 
     Gibbons and the others are charged in the April 2013 shooting death of Jack Sjol (shohl) at his rural residence. Police haven’t discussed a possible motive.
 
     Prosecutors last October dropped the conspiracy case against another of the suspects, Jeremy Weyrauch. Authorities haven’t said why the decision was made in either case.
 
     One man is scheduled for trial in July on a murder conspiracy charge and three other suspects are to stand trial in April on charges of criminal facilitation and hindering law enforcement.

 

 WASHINGTON (AP) – U.S. Sen. Heidi Heitkamp says 32 post offices in North Dakota will extend their hours of operation.
 
     The senator from North Dakota says the U.S. Postal Service has committed to also install self-service kiosks in Dickinson, Watford City and Williston, the heart of the state’s oil country.
 
     Officials in North Dakota have been pushing the Postal Service to improve service in the western part of the state, which is bustling with oil activity.
 
     U.S. Sen. John Hoeven last month announced that the Postal Service will grant pay increases and bonuses to recruit and retain mail carriers in that region of the state.

 

 BISMARCK, N.D. (AP) – The North Dakota Supreme Court has ruled that the city of Bismarck can use its tax increment finance district funds for a quiet rail zone and a parking ramp.
 
     The court’s decision pertains to the second appeal filed by businessman Curly Haugland against the city after a district court ruling favored Bismarck after Haugland sued over of its 34-year-old district. 
 
     Bismarck intends to use the TIF funds to pay for a $13 million parking ramp under construction downtown and quiet rail protection projects.
 
     Haugland first sued the city in 2010 claiming its use of TIF funds to pay for renewal projects violated the state law. 
 
     Haugland in his latest appeal argued Bismarck didn’t comply with requirements in 1994 for modifying its urban renewal plan.

 

 BISMARCK, N.D. (AP) – North Dakota leaders are going on a trade mission to Canada.
 
     Gov. Jack Dalrymple says he met with Canadian Ambassador to the United States Gary Doer on Tuesday to discuss plans for the weeklong trip, slated to begin on June 9.
 
     Lt. Gov. Drew Wrigley will lead the trade delegation of North Dakota exporters. They are slated to travel to Toronto, Ottawa and Montreal.
 
     Canada is North Dakota’s largest international buyer, accounting for more than 60 percent of the state’s export sales. Other key markets for North Dakota exports include Mexico, Australia, Belgium, China, Germany and Japan.
 

BISMARCK, N.D. (AP) – A trade group wants to create a pathway for unmanned vehicles through the central U.S.
 
     Marlo Anderson with the Central North American Trade Corridor Association says  major railways and roads move east to west in the middle part of the country, and there’s a lack of north-south avenues.
 
     The association is starting an initiative to develop regulations for driverless vehicles, both on the ground and in the air. One roadblock is that the emerging technology is ahead of regulations.
 
     Anderson says within five years he hopes to have a trial corridor, possibly from Bismarck to Minot or to Pierre, S.D.
 
     Association Chairman Steve Pederson calls the idea “visionary.” He says in 10 years, the transportation industry will look a lot different than it does today.

 

In sports…

 BISMARCK, N.D. (AP) – Only a little more than half of the hunters who went in search of a deer during last fall’s gun season in North Dakota found success.
 
     The Game and Fish Department says hunters killed about 28,600 deer during the 2013 season, for a success rate of 55 percent. That was down from 59 percent in 2012 and well below the long-term average of 70 percent.
 
     Hunter success for antlered white-tailed deer was 62 percent, and for antlerless whitetails 55 percent. Mule deer buck success was 82 percent. No mule deer doe licenses were issued.
 
     Game and Fish is determining recommendations for licenses for the 2014 season. The state issued only 59,500 licenses last year – a 30-year low. That was due to a decline in the deer population.

 

BOZEMAN, Mont. (AP) – Montana State men’s basketball coach Brad Huse has resigned after eight seasons.

Athletic director Peter Fields says Huse resigned during a meeting between the two on Tuesday morning.

Huse’s teams posted a 107-133 record, including a 64-72 mark in Big Sky Conference play.

Prior to coming to MSU, Huse was an assistant at both Montana and Montana State and was head coach at Jamestown (N.D.) College.

Fields thanked Huse for his effort, dedication and integrity and said a search for his replacement will begin immediately.

 

Jamestown (CSi) Jamestown High School’s Tyler Ukestad has signed with the Valley City State and will play baseball and football.

The 6-foot-1, 180-pounder earned all-West Region honors, and joins Blue Jay teammate Marc Wagner, who signed earlier with the Viking football squad.

MEN’S COLLEGE BASKETBALL…NCAA TOURNAMENT….

  DAYTON, Ohio (AP) – North Carolina State and Albany have advanced to the second round of the NCAA men’s basketball tournament by winning in Dayton on Tuesday.
 
     T.J. Warren scored 16 of his 25 points in the second half and the Wolfpack led most of the way in a 74-59 victory over Xavier. Ralston Turner added 17 points to help N.C. State earn a meeting with Saint Louis in Orlando.
 
     D.J. Evans scored 22 points, including a pair of free throws with 12.6 seconds left as the Great Danes earned a 71-64 win over Mount St. Mary’s. Peter Hooley had 20 points and Gary Johnson 13 for Albany, winless in its three previous NCAA trips before advancing to Thursday’s action versus top-ranked Florida.

     Robert Morris beat St. John’s 89-78, Florida State topped Florida Gulf Coast 58-53, Georgetown was a 77-65 winner against West Virginia and Missouri downed Davidson 85-77.
 
     Arkansas thumped Indiana State 91-71, Belmont earned an 80-65 win against Green Bay, Minnesota eliminated High Point 88-81 and Clemson knocked out Georgia State 78-66.
 
     The final game of the night had Saint Mary’s beating Utah 70-58.

 

NBA…

NEW YORK (AP) – The New York Knicks have formally introduced new team president Phil Jackson, who says he is looking forward to leading the franchise that drafted him in 1967. Jackson also says he sees a future for Carmelo Anthony with the Knicks, who haven’t won a championship since Jackson was a reserve on the 1973 squad. Jackson won 11 titles as head coach of the Bulls and Lakers and says he’s ready for the challenge of rebuilding the Knicks.

 ORLANDO, Fla. (AP) – Tiger Woods has pulled out of the Arnold Palmer Invitational because of persistent back pain and says he’s not sure he will play in the Masters next month. Woods said on his website Tuesday he called Palmer to say he won’t be able to play. Woods is the defending champion at Bay Hill and an eight-time winner at one of his favorite courses.
 

 

In world and national news…

SEVASTOPOL, Crimea (AP) – The prime minister in Crimea says senior Ukrainian officials aren’t welcome and will be turned away if they try to travel to the region now nominally incorporated into Russia. The Ukrainian delegation had planned to travel to Crimea today in a bid to avert an escalation in hostilities. Two men were killed yesterday in a gunbattle between Ukrainian troops and a militia loyal to the local government.
 
     KUALA LUMPUR, Malaysia (AP) – Malaysia’s defense minister says the pilot of the missing Malaysian airliner is still innocent unless proven guilty of something, but in the meantime, investigators are trying to restore files deleted from his in-home flight simulator. The investigators want to know if the deleted files shed any light on the disappearance.
 
     DAMASCUS, Syria (AP) – The Syrian army says one soldier is dead and seven wounded in Israeli airstrikes against military posts in the Golan Heights. An army statement also warns Israel against escalating the situation. Israel says the strikes were in response to a roadside bombing in the Golan Heights that wounded four Israeli soldiers.
 
     BRUSSELS (AP) – Two European Union companies and four Japanese firms are being fined a total of nearly 1 billion euros ($1.4 billion) in a market rigging scheme tied to the car and truck industry. The EU’s antitrust commissioner says it’s at least the third case that the EU has found so far to rig the market of key components at the expense of consumers.

 
     PARIS (AP) – The ex-trader who nearly sank one of France’s largest banks will find out today whether he’ll have to serve a three-year prison sentence and pay back a staggering 4.9 billion euros ($7 billion). Jerome Kerviel was convicted in 2010 for committing one of the biggest trading frauds in history. France’s highest court is to rule on his appeal today.
