The weather service says the additional moisture is within the norm for this time of year and shouldn’t significantly increase the flood risk.
Jamestown (CSi) — The Jamestown City Council’s Public Works, Police and Fire Committees met at City Hall, on Thursday afternoon. All members were present.

The Public Works Committee discussed a letter of request relating to parking at 301 2nd Ave Northwest from Vining Oil & Gas, LLC, concerning signage with two hour parking for two parking spaces on the east side of the building. Dave Vining said the parking spaces are sometimes occupied by vehicles from the nearby apartment residents.
The committee recommends approval of the request.
The committee recommends establishing June 2 – 7th, 2014 as the 2014 City Wide Clean-Up week. Crews will pick up items Monday-Thursday that week.
The committee then recommended approving the Engineering Department AutoCAD software, with a three year subscription, replacing outdated equipment.
The committee recommends a Change Order for the Wastewater Lift Station and force Main Improvement project, Phase One, adding a fault detection device.
Stormwater Committee met and reviewed the City of Jamestown Stormwater Pollution Prevention Plan as prepared by the Engineering Department. The item is to meet North Dakota standard.
The committee recommends adding a Street Foreman and Equipment Operator III position under the Street Department to the Stormwater Sub-Committee.
Council Member Brubakken suggested to add to the new Southwest Jamestown water tower, either a Blue Jay logo, or the word “Jamestown” rather than the approved one solid color with no logo. No official change order has been approved.
The original base bid was for a white paint scheme with “Jamestown” in black letters on one side.
Mayor Andersen said tourism has expressed interest in having a logo on the tower, with no official request. She suggested making a color choice as soon as possible, with the logo to be decided later. Council Member Kourajian suggested a buffalo logo.
The painting is scheduled for April this year.
The committee Thursday, recommends moving the color choice decision to the April 7, 2014 City Council meeting.

Jamestown (CSi) The Jamestown Choralaires and Jamestown Boys’ Choir presents the 59th Annual Spring Concert, April 3 & 4, 2014 at 7:30-p.m., at the Jamestown High School theater.
Adult tickets are $10, and $4 for Students.
Tickets are available from Choralaires or Boys’ Choir member, Looysen I Care, and at the door.
On Thursday’s Wayne Byers Show on CSi Cable 2 spokesman Roger Caine said the Choralaires will join the Boy’s Choir in 2 musical numbers, with the Boy’s Choir performing 3-4 numbers, under the direction of Meredith Meidinger.
The Choralaires are under the direction of Pam Burkhardt, with accompaniment of Carrie Kraft.
Caine pointed out, the Choralaires will perform in the annual regional Big Sing, next month, in Cold Spring, Minnesota.
Jamestown will again host the Big Sing in 2016.
Valley City (CSi) Tonya Duffy has recently been appointed as the Barnes County Assistant, State’s Attorney.
She has held the position since February 17, 2014.
Ms. Duffy also has a law firm in LaMoure.
Barnes County State’s Attorney Carl Martineck moved into his position from assistant, also in February this year, when Lee Grossman accepted a position with the Myhre law firm in Valley City.
Martineck will have to run for a full 4-year term in the November 4, 2014 election.
The Barnes County commission set Martineck’s salary at $69,000 and Duffy’s salary at $57,000.
Jamestown (CSi) Today Friday March 21, Senator John Hoeven will honor Korean War Veteran John Jangula for his military service in Korea. The ceremony will take place in Jamestown at the Law Enforcement Center in Jamestown at 10-a.m..
Senator Hoeven will present veteran John Jangula with the military medals he earned for his service in the Korean War.
FARGO, N.D. (AP) – A judge says a Minnesota man who was sentenced to a year in prison in a North Dakota drug case must serve another year for failing to show up at the prison.
Joseph Bellanger, of Naytahwaush, Minn., was originally sentenced in June to a year in prison after pleading guilty to aiding and abetting the distribution of a controlled substance. He was ordered to self-report to prison in August, but failed to show up.
The 37-year-old Bellanger was apprehended by U.S. marshals in October. A judge last month denied his request to be released to attend his nephew’s funeral.
MANDAN, N.D. (AP) – State officials have reinstated the license of an assisted-living facility in central North Dakota that had been subject of complaints about its services.
The Bismarck Tribune reports that the state Department of Human Services reinstated the license of Lakewood Landing in Mandan this week.
Thirteen people were living at the facility at the time its license was revoked. It has capacity for up to 70 residents.
Lakewood Landing administrator Judy Pepple has said the cause for the license revocation was personnel issues that had already been resolved. But state officials dispute that.
Medical Services Director Julie Schwab with the human services department has said safety concerns at the facility included medication management and supervision of residents with memory loss.
OMAHA, Neb. (AP) – An economist says a survey of bankers in 10 Midwest and Plains states suggests the regional economy is experiencing slow to no growth.
The Rural Mainstreet Index rose slightly above growth neutral in March, to 50.1, compared with 48.4 in February.
The survey indexes range from 0 to 100, with 50 representing growth neutral. A score above 50 suggests growth in that factor in the months ahead.
Creighton University economist Ernie Goss oversees the survey, and he says the region will need to see more increases in farm commodity prices to push the agriculture-based economy back into healthy growth territory.
Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.
BISMARCK, N.D. (AP) – The North Dakota Department of Commerce is hosting a “boot camp” for entrepreneurs in Bismarck.
The event slated for Sunday is part of the Innovate ND program that assists entrepreneurs in developing business ideas.
Organizers say the event is aimed at helping “entrepreneurs develop and enhance their business plan in order to become market competitive and investor-worthy.”
WILLISTON, N.D. (AP) – An investigator with the federal Environmental Protection Agency is inspecting the site of an oil spill near the confluence of the Missouri and Yellowstone rivers in northwestern North Dakota.
The EPA’s emergency response coordinator in Denver on Friday was looking at how the 1,400-gallon spill has affected the waters, land owned by the U.S. Army Corps of Engineers, and nearby wildlife management areas.
The oil spill was reported March 14 when rising water caused by ice jams flooded at least 16 oil wells in the confluence lowlands.
Oil flowed from an unanchored oil storage tank owned by Colorado-based Zavanna LLC. State environmental geologist Kris Roberts says the oil was mostly trapped by containment booms, but some coated brush and grass.
MINOT, N.D. (AP) – North Dakota officials have toured the new Minot middle school that was rebuilt after being damaged by floods in 2011.
Gov. Jack Dalrymple and U.S. Sen. John Hoeven on Thursday visited the new Erik Ramstad Middle School. The school was damaged when the Souris River flooded in June 2011.
Officials say the project cost nearly $37 million. Funding came from federal, state and local sources.
The new building is about 25,000 square feet larger than the original facility and can accommodate 720 students.
The record flooding in summer 2011 caused hundreds of millions of dollars in damage.

SPOKANE, Wash. (AP) – Lawrence Alexander hit a 3-pointer with 11 seconds left to force overtime and freshman Carlin Dupree scored four points in the final 75 seconds as Number 12 seed North Dakota State knocked off Oklahoma 80-75 last night. The Bison picked up their first NCAA tournament win by rallying in the final minute and then outlasting the 5th seeded Sooners in overtime at Spokane, Washington.
NDSU and San Diego State meet Saturday in the third round of the West Regional in Spokane, Wash. The winner of that game will advance to the Sweet 16 next Thursday. Saturday’s Game at 5:10-p.m. on CSi 24 TNT.
Ben Brust scored 17 points and Wisconsin devastated American with a 22-5 run to close the first half in a 75-35 victory. The second-seed Badgers trailed by seven points early in the game, but recovered to turn it into a rout. Wisconsin shot 57 percent in the second half to improve to 27-7.

HOUSTON (AP) – James Harden had 28 points with eight assists as the Houston Rockets rolled to an easy 129-106 win over the Minnesota Timberwolves last night. Houston trailed by as many as 10 before using a big run in the second quarter to take the lead. They padded the advantage with another run to start the third quarter.

NEWARK, N.J. (AP) – The Devils snapped a three-game losing streak with a 4-3 victory over the Minnesota Wild last night in Zach Parise’s first game back in New Jersey against his former teammates. Adam Henrique and Patrik Elias each had three assists and combined to set up the game-winner for New Jersey. Parise, Mikael Granlund and Matt Cooke tallied for the Wild.

MEN’S NCAA BASKETBALL TOURNAMENT
UNDATED (AP)- It was one-and-done for a couple of big-name Ohio schools in their first action in the NCAA tournament. No. 12 seed Harvard took out Cincinnati 61-59 in the East region and upstart Dayton, the 11th seed in the South region, knocked off sixth-seed Ohio State 60-59.
ORLANDO, Fla. (AP) – Florida, the top overall seed, got a tougher-than-expected test from 16th seed Albany before getting by the pesky Great Danes 67-55 in the South region. Dorian Finney-Smith scored 16 points as the Gators ran their winning streak to 27.
Michigan State, which is President Barack Obama’s pick to win it all, got off to a fast start by beating 13th-seed Delaware 93-78 in the East region. Adreian Payne poured in a career-best 41 points for the fourth-seeded Spartans. He set an NCAA tournament record by making all 17 of his free throws.
– Defending national champion Louisville was all out to win its opener against upset-minded Manhattan. Luke Hancock launched two huge 3-pointers in the final two minutes to give the Cardinals a 71-64 win over the gutty Jaspers. Russ Smith led the Cardinals with 18.
Guard Trevor Cooney scored 18 points and backcourt mate Tyler Ennis added 16 as Syracuse dumped Western Michigan 77-53. The 28-5 Orange forced 11 turnovers in the opening half and scored 13 points off them in running out to a double-digit lead before the midpoint of the period.
– Talib Zanna scored 16 of his 18 points in the opening half, helping Pittsburgh build a 28-point lead on the way to a 77-48 rout of Colorado. The Panthers shot 51 percent to improve to 26-9.
– Oregon held BYU to 33 percent shooting in running away from the Cougars 87-68 in the West Region. Elgin Cook scored a career-high 23 for the seventh-seeded Ducks.
– Connecticut, the seventh seed in the East, needed overtime to beat 10th-seed St. Joseph’s 89-81. Shabazz Napier (shah-BAHZ’ NAH’-pee-ayr) scored nine of his 24 points in OT.
– Saint Louis, the fifth seed in the Midwest, survived a scare from 11th-seed N.C. State before outlasting the Wolfpack 83-80 in OT. Jordair Jett scored 16 of his 17 points after the first half. Rob Loe scored 22 points and grabbed 15.
– Glenn Robinson III scored 14 points, Jordan Morgan had 10 points and 10 rebounds, and the second-seeded Michigan Wolverines started their quest for a second straight trip to the Final Four by beating 15th-seeded Wofford (WAHF’-urd) 57-40.
– Texas, seventh seed in the Midwest, nipped Arizona State 87-85 on Cameron Ridley’s buzzer-beating layup. Ridley finished with 17 points and 12 rebounds.
– Villanova, second seed in the East, ran away from Milwaukee 73-53. Darrun Hilliard scored 16 points and JayVaughn Pinkston added 13 for ‘Nova.

UNDATED (AP) – Cincinnati pitcher Aroldis Chapman underwent a two and a-half hour operation to repair a broken bone above his left eye but has no other serious injuries. The Reds closer was hit in the face by a line drive in a spring training game Wednesday.
Team doctor Tim Kremchek says Chapman could be playing again in six to eight weeks. He called the Cuban fireballer “a very lucky guy.”

— Detroit’s Jose Iglesias will be out four to six months because of stress fractures in both legs. The Tigers shortstop was examined by a specialist on Tuesday, and is scheduled to be reevaluated in four months. Iglesias will be relegated to non-weight bearing exercises and upper-body conditioning for four to six months.

ORLANDO, Fla. (AP) – Masters champion Adam Scott made five putts from about 20 feet or longer, two of them for eagle and one of them from off the green for birdie, and matched the course record with a 10-under 62 to build a three-shot lead after the first round of the Arnold Palmer Invitational. Ryo Ishikawa (REE’-oh ish-ih-KOW’-uh) and John Merrick are tied for second.
TENNIS…
Bernard Tomic lost the shortest completed ATP match on record. It lasted just 28 minutes at the Sony Open in Florida.
Ending a two-month layoff, Tomic won just 13 points and lost to Jarkko Nieminen (YAR’-koh NEE’-mih-nin) 6-love, 6-1. It was the quickest match since the ATP started keeping such records in 1991.
Tomic, an Australian, was a Wimbledon quarterfinalist in 2011. He has been ranked as high as 27th and is now 74th.
In world and national news…
MOSCOW (AP) – Russian President Vladimir Putin has signed a resolution approved by parliament to annex Crimea. Putin also says there is no need for further Russian action against the West beyond some individual sanctions announced yesterday. Russia’s move in Crimea could have a negative economic effect. Two credit rating agencies have warned Moscow of a possible downgrade. Meanwhile, Ukraine’s prime minister has signed a deal to bring Kiev closer to Europe.
PARIS (AP) – France if offering to help NATO with air patrols over the Baltic states and Poland amid growing tensions between the West and Russia. A defense ministry official says France is “available – if NATO requests it.” The United States and Britain have already provided such support. A French contribution could include warplanes, AWACs surveillance aircraft and radar.
UNDATED (AP) – The United States is getting a good review today from a major credit rating firm. Fitch Ratings has concluded a review and reiterated that the U.S. deserves the highest rating. Fitch says its U.S. rating remains at “AAA.” The Standard and Poor’s rating remains at AA+ following a 2011 downgrade.
WASHINGTON (AP) – An Education Department report says black students are disproportionately likely to be suspended from U.S. public schools – even as young as preschool. The report highlights continuing racial disparities in American education, from access to high-level classes and experienced teachers to discipline.
VIENNA (AP) – A U.N. report card on Iran’s compliance with a temporary nuclear deal is in and it’s encouraging. The report says Iran is curbing its atomic activities in line with the January agreement. Despite western suspicions, Tehran says it is not interested in nuclear arms and only seeks power production.
