Bismarck (CSi) The National Weather Service computer models vary right now on the amount of snow and weather conditions with an upcoming winter storm, expected to generate light to possibly moderate snowfall amounts, to areas south of Highway 200.

The strongest of the three forecast models indicate widespread precipitation is expected this Sunday, Sunday night, and into Monday morning.

Mainly rain is expected Sunday, changing to snow Sunday night.

One forecast model indicates the possibility of around an inch of liquid precipitation, with more cold air moving in with strong wind, and suggests the potential for heavy snow/blizzard conditions into Monday.

The weather service says the main trough has yet to come on shore in the west, with a better handle on the eventual track of the storm, over the next few days.

Then another storm system next week with the possibility of more accumulating snow, Tuesday into Wednesday.

Jamestown (CSi) The probable cause of the Saturday March 22, 2014 Northeast Jamestown apartment building fire has been released.

Jamestown City Fire Chief, Jim Reuther says with the information collected from firefighters, photos taken at the scene, information collected from interviews and working with private fire investigators, it would indicate that most probable cause would be smoking materials .

He says this concludes the fire investigation and this fire investigation would be considered to be closed unless further evidence is obtained.

 

Jamestown (CSi) The Jamestown City Auditor’s Office says one person has filed petitions to run for mayor, and one for the city council seat, in the June 10, 2014 city elections.

Filing to run for re-election for a four year term, in Mayor Katie Andersen.

Mayor petitions that have been taken out but not filed yet include: Pam Phillips, Charlie Ricketts, and Richard D. Geigle.

Filing to run for re-election to his city council seat is Ramone Gumke.

Those with city council seat petitions out include: Dwaine Heinrich, and Matthew Kriedeman.

For City Park board, Mike Landscoot has filed for re-election. Also filing is Kevin Miller. Those with petitions out include Richard Ryan, and incumbent Larry Knoblich.

For Municipal Judge, Timothy Ottmar has a petition out for re-election.

Those wishing petition forms may pick them up at city hall.

The filing deadline in April 7, 2014 no later than 4-p.m., at city hall.

The filed petitions will then be reviewed to make sure it contains the proper number of valid signature.

 

Jamestown (CSi) The U.S. Army Corps of Engingeers reports that the James River flows through Jamestown are anticipated to total about 144,000 acre feet this year.

Pipestem Dam Manager Bob Martin says he flow level is considered moderate compared to 250,000 acre feet last year and a record of 800,000 acre feet set in 2011.

The total flow is a combination of releases from Jamestown and Pipestem dams and local runoff, and it is measured at the gauge located where the James River flows under I-94.

Martin says water levels at Pipestem Dam have gone up about 3 1/2 feet from the lowest levels of the past winter.

Pipstem is releasing 100 cfs, which is expected to stay steady into June this year. Lower release levels are expected from June to Sept. 1.

Jamestown Reservoir has gone up 1 1/2 feet from its lowest levels of the past winter. The lake level is still 1 1/2 feet below levels that would typically be used for flood water storage, with no releases currently being made, and won’t be until the water reaches near the flood storage level.

Martin says depending on additional spring moisture this year, Jamestown Dam releases may not be made.

 

 BISMARCK, N.D. (AP) – Trial has been postponed in an illegal weapons case against a North Dakota man and former business associate of a Washington state man killed in an alleged murder-for-hire scheme.
 
     James Henrikson, of Watford City, is charged with being a felon in possession of a firearm. He was scheduled for trial next week.
 
     A judge put the proceedings on hold after Henrikson filed a motion Thursday to have evidence thrown out in the case. The document was not specific but said it involved weapons that were discovered in a safe.
 
     Court documents show Henrikson had business dealings in the North Dakota oil patch with Doug Carlile, who was shot and killed by an intruder Dec. 15 at his Spokane, Wash., home. Timothy Suckow, of Spokane, is charged with murder.

 

 BISMARCK, N.D. (AP) – Police say three Minnesota men broke into three Fargo stores last spring and stole more than $100,000 worth of products.
 
     The men are each facing three counts of conspiracy to commit theft of property.
 
     Authorities say the men broke the front window and kicked in the storage room door at a Verizon Wireless store. The owner said approximately $30,000 was missing.
 
     Police say the men got away with 86 cellphones worth more than $46,000 from a second store, and later took $28,000 in merchandise from a third store.
 
     Cass County authorities say one man is already in a Minnesota correctional facility. The suspect was identified as 23-year-old Victor Doe of Plymouth, Minn.
 
     The other two haven’t been arrested but have warrants out for their arrest.

 

 BISMARCK, N.D. (AP) – A judge has changed bond conditions so a former Bismarck teacher accused of having sex with a 15-year-old student can attend her son’s high school baseball games.
 
     The bond for 35-year-old Susan Duursma barred her from having contact with minors. Under the change approved by Judge Bruce Romanick (roh-MAWN’-ihk), she’s barred from having unsupervised contact with minors other than her own children.
 
     Duursma is accused of a sex act with a teenage boy three times between March and July last year, when she was a physical education teacher at Wachter Middle School. She’s since resigned.
 
     Duursma has pleaded not guilty to three counts of corrupting or soliciting a minor and is scheduled for trial in early May. Her attorneys have asked Romanick to move the trial out of Burleigh County.

 

 FARGO, N.D. (AP) – North Dakota’s Board of Higher Education approved a plan for tuition increases after most college presidents committed to maximum rates that were equal to or lower than those recommended by a board committee.
 
     North Dakota State and Dickinson State were the only schools that requested the ability to increase tuition caps beyond those proposed by the board’s budget and finance committee.
 
     NDSU president Dean Bresciani (bruh-SHAW’-nee) says his school is “still recovering from a long-term tradition of underfunding” and programs would be cut under the committee’s proposed tuition cap of 3.28 percent.
 
     The board gave NDSU permission to set the cap at 4.23 percent. That’s a difference in income of $1.2 million a year.
 
     It’s unclear whether Dickinson Sate will request more than the 3.97 percent set by the committee.
 
    

 
     FARGO, N.D. (AP) – The North Dakota Board of Higher Education has approved a plan for North Dakota State University to take over the Sanford College of Nursing.
 
     The new college will be NDSU Nursing at Sanford Health. It will be part of NDSU’s department of nursing and operate at its current location in Bismarck. All faculty and staff currently employed by the Sanford college will become NDSU employees.
 
     The board approved the plan over objections by some members who complained there wasn’t enough discussion on the idea and wondered whether the agreement would give a private business a competitive advantage.
 
     Sanford Bismarck president Craig Lambrecht says Sanford hires 1,000 nurses a year and has “triple digit openings” for nurses.
 
     Sanford Health is based in Sioux Falls, South Dakota and Fargo.
 

 

 WILLISTON, N.D. (AP) – The recent population boom that has made Williston the fastest-growing micropolitan area in the nation has also left the city’s emergency services struggling to keep up.
 
     There have been 9,440 calls to 911 in the first three months of 2014, up from fewer than 5,000 calls to emergency services in all of 2008.
 
     Mike Hallesy is the 911 coordinator in Williams County. He says the emergency dispatch office is understaffed and in need of upgraded technology.
 
     The office is now asking for the monthly 911 fee on residents’ phone bills to be raised by 50 cents to $1.50. Hallesy says the increase would alleviate staffing and technology concerns.
 
     Residents will vote on the proposed hike in July. County commissioners have already approved it.

 

 BISMARCK, N.D. (AP) – All three members of North Dakota’s congressional delegation say they support legislation to provide aid to cash-strapped Ukraine and sanction Russia for its annexation of Crimea.
 
     The House and Senate passed different bills on Thursday, and lawmakers hope to soon send a single bill to the White House for President Barack Obama’s signature.
 
     Sens. John Hoeven and Heidi Heitkamp and Rep. Kevin Cramer all voted for the measures. They say it is important to counter Russia’s aggression and support Ukraine, a country with which North Dakota has strong trade relations. North Dakota exports to Ukraine last year totaled $22 million.

 

 WASHINGTON (AP) – The Air Force is firing nine mid-level commanders and disciplining dozens of junior officers at a nuclear missile base in response to an exam-cheating scandal that spanned a far longer period than originally reported. The Air Force says the firings are unprecedented in the history of the intercontinental ballistic missile force, which consists of 450 Minuteman 3 nuclear-tipped missiles at bases in Montana, Wyoming and North Dakota.
 
     CHICAGO (AP) – The governor of North Dakota is touting the state’s strong economy at a summit that has gathered industrial executives, entrepreneurs, academics and elected officials. Governor Jack Dalrymple (DAHL’-rimp-ul) spoke yesterday at the Forbes Reinventing America Summit in Chicago.

 

In sports…

Valley City (CSi) The Valley City State basketball program has signed letters of intent from Briton Bussman of Milnor and Williston’s Jayden Ferguson.

A 6-3 guard,Bussman, was a Mr. Basketball finalists and first team all-state selection after averaging 28 points, 8 rebounds and 2.5 assists per game for the Bison, who posted a 23-2 record. He shot 57 percent from the field and 41 percent on 3-pointers.

A 6-5 forward, Ferguson led the West Region in scoring this past season, going for 23 points per game for the 3-17 Coyotes. He averafed 7 rebounds per game and shot 50 percent overall and 44 from 3-point range. He earned second team all-state honors.

The Vikings went 14-14 overall and finished third in the North Star Athletic Association.

 

FARGO, N.D. (AP) – North Dakota State University men’s basketball coach Saul Phillips is among 15 finalists for the 2014 Hugh Durham Award. The honor is given to the top NCAA Division One mid-major men’s basketball coach. The winner will be announced at the CollegeInsider DOT com Awards Banquet April 4th in Dallas.

 

COLLEGE HOCKEY…

 CINCINNATI (AP) – Wisconsin reached the NCAA Frozen Four title game in 2010 and lost to Boston College. Ferris State got there in 2012 … and lost to Boston College.
 
     The Badgers and the Bulldogs are back in the tournament as the top two seeds in the Midwest Regional, looking to get in position for a title.
 
     Wisconsin (24-10-2) plays North Dakota (23-13-3) in the semifinals on Friday night at 7:30-p.m.   Ferris State (28-10-3) plays Colgate (20-13-5) in the other semifinal.
 
     Wisconsin and North Dakota State haven’t played this season. Ferris State and Colgate have played three times – unusual for nonconference teams – with Colgate winning twice. The Raiders’ 3-0 win on January 4th became a turning point for both teams.

 

MEN’S COLLEGE BASKETBALL NCAA TOURNAMENT…

  MEMPHIS, Tenn. (AP) – It will be No. 1 versus No. 2 in the West Regional final of the NCAA men’s basketball tournament on Saturday following wins by Arizona and Wisconsin. Nick Johnson missed his first 10 shots before scoring all of his 15 points in the last 2:45 to push the Wildcats past No. 4 San Diego State 70-64. The Badgers were a 69-52 winner against Baylor behind Frank Kaminsky’s 19 points.

 

  ANAHEIM, Calif. (AP) – The 11th-seeded Dayton Flyers are still alive in the NCAA men’s basketball tournament and will take on No. 1 Florida in Saturday’s South Regional final. Jordan Sibert (SY’-burt) hit four 3-pointers while scoring a team-high 18 points in the Flyers’ 82-72 win against No. 10 Stanford. The Gators ran their team-record winning streak to 29 games and advanced to the Elite Eight for the fourth straight year as Michael Frazier’s 19 points led them to a 79-68 triumph over UCLA.
 

SYRACUSE, N.Y. (AP) – Syracuse freshman point guard Tyler Ennis has announced his intention to put his name in the 2014 NBA Draft, saying he feels the experience at Syracuse has helped prepare him to fulfill a lifelong dream to play in the NBA. Ennis finished second on the Orange in scoring at 12.9 points per game and averaged 5.5 assists.

HOUSTON (AP) – The Philadelphia 76ers suffered their 26th straight loss last night, tying the NBA record set by the 2010-11 Cleveland Cavaliers. Harden had 26 points, 10 rebounds and 10 assists in just three quarters as the Houston Rockets hammered the Sixers 120-98. The 76ers can break the record for consecutive losses at home Saturday against Detroit.

MINNEAPOLIS (AP) – The Minnesota Twins have outrighted left-hander Scott Diamond and outfielder Chris Parmelee to Triple-A. Diamond had a 5.29 ERA in 17 innings during spring training and lost the competition for the fifth spot in the rotation to right-hander Kyle Gibson. Parmelee hit .195 with one home run in 41 at-bats.

 

  DETROIT (AP) – Triple Crown winner Miguel Cabrera will earn a baseball-record $292 million over the next decade under a $248 million, eight-year deal with the Detroit Tigers.
 
     Cabrera, who turns 31 on April 18, is due $44 million over the final two years of his $152.3 million, eight-year contract that runs through 2015. The new deal was announced Friday at a news conference in Lakeland, Fla.
 
     The contract’s average of $31 million tops the previous mark of $30,714,286 set by Los Angeles Dodgers pitcher Clayton Kershaw in his $215 million, seven-year deal in January. The total commitment tops the record set by New York Yankees third baseman Alex Rodriguez with a $275 million, 10-year agreement in 2007.

  SAN ANTONIO (AP) – Pat Perez and Danny Lee were clubhouse co-leaders when the first round of the PGA’s Texas Open was suspended by darkness yesterday. Perez birdied the final three holes on the way to 4-under 68. Will MacKenzie, Cameron Beckman, Chesson Hadley and Seung-Yul Noh are one shot back.
 

CARLSBAD, Calif. (AP) – Paula Creamer (KREE’-mur) and Mariajo Uribe (yoo-REE’-bay) are co-leaders through one round of the LPGA’s Kia Classic in California. Creamer and Uribe shot 5-under 67 at Aviara to finish a stroke ahead of Cristie Kerr, Shanshan Feng, Jodi Ewart Shadoff and Mi Hyang Lee.

     KEY BISCAYNE, Fla. (AP) – Serena Williams beat Maria Sharapova for the 15th consecutive time, rallying in both sets to win 6-4, 6-3 in the Sony Open semifinals. Williams rallied from deficits of 4-1 in the first set and 2-0 in the second to get within one match victory of her record seventh Key Biscayne title. Sharapova hasn’t defeated Williams since 2004.
 
     Rafael Nadal and Tomas Berdych reached the men’s semifinals at Key Biscayne.
 

In world and national news…

PERTH, Australia (AP) – Australian officials say one of nine planes searching a new area of the Indian Ocean for a missing Malaysian jetliner found objects today, but it will likely be tomorrow before ships can reach the area. The area is closer to land and has calmer weather than the previous search zone. A new analysis of radar data suggests the plane had flown faster and therefore ran out of fuel more quickly.
 
     DETROIT (AP) – The chairman of a powerful House committee says he’s giving up politics for radio. Rep. Mike Rogers of Michigan, the chairman of the House Intelligence Committee, said he won’t run for re-election during an interview on Detroit radio station WJR-AM. He says he plans to start a national radio program. He has been a prominent voice as President Barack Obama attempts to overhaul U.S. surveillance.
 
     LAS VEGAS (AP) – Some downtown Las Vegas casinos face the prospect of a strike. A statement from Culinary Union Local 226 says that more than 99 percent voted to authorize a strike if bargaining doesn’t yield a new contract. A number of other casinos have reached agreements. The last strike in Las Vegas ended in 1991, after workers picketed the Frontier casino for more than six years.
 
     TRENTON, N.J. (AP) – New Jersey Gov. Chris Christie has been absolved of wrongdoing by his own investigation but federal authorities and New Jersey legislators are continuing to delve into a traffic-blocking operation near a major bridge. The scheme created gridlock in Fort Lee, the town at the base of the George Washington Bridge, to retaliate against its Democratic mayor for an unknown transgression. Asked in an interview with ABC News whether he considered resigning over the scandal, Chris said never, adding: “I’m not a quitter.”
 
     CAIRO (AP) – A militant group based in Egypt’s Sinai is threatening workers and contractors building a security wall around a volatile town in the northern part of the peninsula. The al-Qaida-inspired group, whose name means Champions of Jerusalem, says in an Internet statement that the barrier seeks to isolate the town of el-Arish as part of a “repressive siege” by Egyptian authorities.
