Jamestown (CSi) The Jamestown City Engineer’s Office is informing residents that the gates were removed from the snow plows as they will be virtually ineffective for these conditions.
City crews have begun plowing Emergency Routes and will continue to monitor these routes and keep them plowed as best as possible over the next two days.
City crews removed snow in the DOWNTOWN area Monday night.
Crews will start residential snow clearing Tuesday at 11-a.m., and then during normal working hours.
In Valley City, crews started removing snow from emergency routes only in the city just before midnight Monday night.
Public Works Director Jeff Differding says crews will then start to clear city streets after 8am Tuesday, April 1,2014 beginning in the southwest corner of the city and working counterclockwise.

BISMARCK, N.D. (AP) – Major roads in eastern North Dakota that were shut down by a spring blizzard that dumped as much as 20 inches of snow in the region are reopening.
Transportation officials early Tuesday reopened Interstate 94 from Bismarck to Fargo, state Highway 13 from Wahpeton to I-29, U.S. 2 between Grand Forks and Devils Lake, and I-29 between Grand Forks and the South Dakota border.
I-29 also has been reopened between the border and Brookings, S.D., but it remains closed between Grand Forks and the Canadian border.
BISMARCK, N.D. (AP) – A spring blizzard that dumped up to 20 inches of snow in parts of the Upper Midwest isn’t increasing flooding fears.
National Weather Service meteorologists say there wasn’t much of a flood threat going into Monday’s storm, and the snow that fell didn’t have a lot of water in it.
Residents in North Dakota, South Dakota and Minnesota were digging out on Tuesday as major roadways reopened, including large stretches of interstate highways in the Dakotas. Many schools were opening late.
The blizzard set snowfall records in the North Dakota cities of Grand Forks and Bismarck and also a rainfall record in Bismarck that had stood for 137 years.
In Minnesota, a tornado caused damage at three farms in Yellow Medicine County on Monday. No one was hurt.
MINOT, N.D. (AP) – The military says 15 airmen from a North Dakota Air National Guard unit have been deployed to southwest Asia.
The guard says the airmen are from the 219th Security Forces Squadron stationed at the Minot Air Force Base. In Minot, the unit works with active duty airmen, helping to protect missile fields.
The military says the airmen will be deployed for six months in support of U.S. Central Command operations.
BISMARCK, N.D. (AP) – A California man says he lost his job on a North Dakota oil rig because his supervisor thought he was too old.
Jimmy Delap, of West Pointe, Calif., has filed an age discrimination lawsuit against Tulsa, Okla.-based Unit Drilling Company. The complaint says Delap was 62 years old when he was fired.
The lawsuit accuses Delap’s supervisor of making repeated public comments that Delap was too old and he wanted a young crew.
Attorneys for the drilling company could not be immediately reached for comment.
BISMARCK, N.D. (AP) – Police in Bismarck say a man was killed by a BNSF train over the weekend.
Police Sgt. Mark Buschena says the train’s engineer saw the man lying on the tracks in a fetal position early Sunday morning. Buschena says the color of the man’s jacket initially led the engineer to believe a piece of cardboard was on the tracks. The engineer was unable to stop the train in time to avoid hitting the man.
Buschena says the train was travelling around 25 mph at the time of the incident.
No identification was found on the man’s body, which was taken to the medical examiner’s office.
KALISPELL, Mont. (AP) – Amtrak officials say the company is changing the schedules of its Empire Builder passenger train because of congestion from increasing oil freight along the line.
The Empire Builder runs daily between Chicago, Seattle and Portland, Ore., passing through Glacier National Park. In recent months, it has been consistently late because of freight traffic, particularly trains from the Bakken oil region.
Freight derailments on the line and avalanches also have contributed to the delays this winter.
Eastbound trains from Seattle and Portland will depart three hours earlier, at 1:40 p.m., starting April 15. Westbound trains will run more than an hour later than they usually do.
Empire Builder route director Jim Brzezinski says Amtrak hopes to return the passenger train to its normal schedule in June.
OMAHA, Neb. (AP) – A monthly economic index for nine Midwestern and Plains states has risen slightly, suggesting economic growth over the next three to six months.
A report issued late Monday says the overall Mid-America Business Conditions Index inched up to 58.2 in March from 57.4 in February.
Looking six months ahead, the business confidence portion of the overall index declined to a still strong 59.0 from 59.7 in February.
The survey results from supply managers are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth, while a score below that suggests decline.
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
WILLISTON, N.D. (AP) – Williston Police arrested a repo man who fired his gun as the owner of the vehicle in the process of being repossessed attempted to drive away.
Douglas Bothwell, an employee of Road Rage Towing, chased the fleeing driver for two blocks on March 18 before blocking off the path of the vehicle and firing at least one shot.
Bothwell told police he couldn’t remember firing a shot because he was caught up in the heat of the moment, but added that he should have emptied his weapon’s magazine into the vehicle or at least rammed the vehicle for the drivers’ actions.
The Stanley man has been charged with a felony for reckless endangerment and a misdemeanor for the discharge of a firearm within city limits.
BISMARCK, N.D. (AP) – A North Dakota official says there has been a surge in activity over the past week from people who are signing up for coverage under the federal health care law.
Neil Scharpe heads the state’s so-called navigators who are helping inform people of their options under the new law. Scharpe says a spring snowstorm likely won’t have much of an impact on enrollment through a federal online marketplace that ends at 11 p.m. Monday.
Scharpe says no major events were planned Monday to get people signed up.
He says navigators have helped dozens of people in recent days who had questions about the insurance marketplaces created by President Barack Obama’s law.
The latest enrollment numbers show that about 5,200 North Dakotans have picked private plans through the so-called exchanges.

BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department has postponed spring advisory board meetings in three cities because of the snow storm affecting much of the state.
Monday meetings in Williston and Turtle Lake and a Tuesday meeting in Walhalla have been postponed. A Tuesday meeting in Makoti will be held as scheduled.
The annual meetings give North Dakotans an opportunity to discuss fish and wildlife issues with state officials. Meetings are being held in eight cities this month.
The Turtle Lake meeting is rescheduled for April 14. New dates for the Williston and Walhalla meetings haven’t been set.

LOS ANGELES (AP) – The Minnesota Wild rallied for a 3-2 victory last night that snapped the Los Angeles Kings’ six-game winning streak. Matt Moulson and Mikko Koivu scored 62 seconds apart in the third period. Ilya Bryzgalov made 18 saves for the Wild. It was the second time in eight games that the Kings lost in regulation when leading after two periods.

CHICAGO (AP) – The Minnesota Twins have placed left-hander Brian Duensing on the paternity list and have recalled right-hander Michael Tonkin from Triple-A Rochester. The moves were announced before yesterday’s opener against the Chicago White Sox. Duensing’s wife gave birth to a boy named Boston Matthew Duensing in Omaha.
ANAHEIM, Calif. (AP)- Los Angeles Angels hitting coach Don Baylor broke his right leg while catching Vladimir Guerrero’s ceremonial first pitch last night. The 64-year-old Baylor had to be helped off the field after squatting to catch Guerrero’s throw.
Baylor will have surgery today on his right femur.

UNDATED (AP)- Half of the NCAA women’s Final Four is set, as a pair of unbeatens have qualified for the national semifinals next weekend in Nashville, Tenn. Notre Dame is in the Final Four for the fourth straight time after flattening Baylor 88-69 and UConn improved to 38-0 by beating Texas A&M 69-54.

BROOKINGS, S.D. (AP) – The South Dakota State University women’s basketball team is heading south for the semifinals of the Women’s National Invitation Tournament.
The Jackrabbits found out their opponent when the University of Texas at El Paso downed Washington 70-63 in a quarterfinal matchup on Monday night. SDSU will play at UTEP on Wednesday night for the right to advance to the WNIT title game.
The other semifinal matchup is Rutgers vs. South Florida. The championship game is Saturday afternoon.

JERUSALEM (AP) – An official close to the Mideast peace talks says the release of convicted spy Jonathan Pollard and a promise by Israel of “great restraint” but no freeze of West Bank settlements are part of an emerging deal to extend the troubled negotiations. The official says the deal would extend the talks into 2015. Pollard’s release would be in exchange for 400 Palestinian prisoners.
DETROIT (AP) – A House subcommittee is set to hear today what the new CEO of General Motors and the nation’s top auto safety watchdog have to say about a defect in the automaker’s small cars that is linked to 13 deaths. National Highway Traffic Safety Administration chief David Friedman and GM CEO Mary Barra are likely to face questions about why neither the company nor the safety agency moved to recall the vehicles until recently.
PERTH, Australia (AP) – Investigators are hoping to shed light on who was in control and will also seek to determine if there was any stress or tension in the voice of whoever was communicating with ground control when a Malaysian jetliner disappeared. They’re conducting a forensic examination of the final recorded conversation. Meanwhile Australia, which is coordinating the search, cautions that it “could drag on for a long time.”
WEIMAR, Germany (AP) – Germany’s foreign minister says it’s important to bring Russia and Ukraine face to face at the bargaining table. The minister consulted today with his French and Polish counterparts. The meeting in Weimar, Germany is part of a German-led effort to revive the so-called Weimar Triangle of western and eastern European powers set up in 1991.
LONDON (AP) – The Rolling Stones are ready to rock and roll again. The band has announced it’s resuming a world tour after postponing several dates in the wake of the death of fashion designer L’Wren (luh-REN’) Scott, girlfriend of singer Mick Jagger. The Stones will play Norway, Portugal, Switzerland, Israel, the Netherlands, Germany, France, Austria, Germany, Italy, Spain, Belgium, Sweden and Denmark.
