GRAFTON, N.D. (AP) – A woman had to be rescued in the northeastern North Dakota town of Minto after driving into floodwaters.

U.S. Highway 81 was shut down due to ice jam flooding on the Forest River on Thursday but the woman drove into the water anyway.

More than a dozen homes were surrounded by water Thursday, but the Walsh County Sheriff’s Office said early Friday that the situation was calming down. The river peaked Thursday and was dropping Friday.

The state Transportation Department said Highway 81 was reopened Friday morning after floodwaters receded.

WEST FARGO, N.D. (AP) – The Red River Regional Bomb Squad safely destroyed two homemade explosive devices found in West Fargo.

Police say the devices were found along a city street Thursday afternoon. Authorities determined that they were made with common fireworks sparklers.

The area was searched for other suspicious items but none were found.

BISMARCK, N.D. (AP) – The state Historical Society is still negotiating the purchase price of the boyhood home of famous band leader Lawrence Welk.

The group voted 6-5 in January to buy the Strasburg homestead from Welk’s nieces. But a final sale price was not negotiated.

The purchase agreement also was contingent on negotiated repairs being made to the property, which is listed on the National Register of Historic Places.

The Legislature last year included $100,000 in the Historical Society’s budget for the purchase but lawmakers stipulated that repairs must first be made.

Historical Society Director Merl Paaverud (PAH’-vuhr-ood) says he expects details of the purchase to be worked out sometime this spring.

Tours of the homestead led by volunteers are slated to begin on Memorial Day.

BISMARCK, N.D. (AP) – The North Dakota Game and Fish Department is prohibiting open burning this spring on the Oahe Wildlife Management Area south of Bismarck-Mandan.

The goal is to reduce the potential for wildfires in the heavily wooded recreation area along the Missouri River. Open burning including campfires is banned until further notice on both sides of the river.

The Oahe Wildlife Management Area covers more than 25 square miles in Burleigh, Emmons, and Morton counties. The area is popular among anglers, campers and other outdoor recreationists.

BISMARCK, N.D. (AP) – North Dakota oil drillers produced an average of about 951,000 barrels of oil a day in February.

The Department of Mineral Resources says February production was up from an average of about 935,000 barrels daily in January.

North Dakota’s oil patch had a record 10,186 producing wells in February, up from 10,114 in January.

The state also produced 29.7 million cubic feet of natural gas in February, averaging more than 1 million cubic feet daily.

MINNEAPOLIS (AP) – Minneapolis police are reviewing video footage of a raucous celebration by University of Minnesota hockey fans that resulted in several arrests and a couple of police officers hurt.

Police also are asking the public for any video that might help investigators.

Hundreds of students and other hockey fans took to the streets in Dinkytown near campus to celebrate the Gophers’ last-second Frozen Four semifinal win over North Dakota Thursday night.

Authorities say some fans threw beer bottles and cans at officers, others climbed light poles and one video showed several young men jumping on top of a squad car.

The Star Tribune reports university President Eric Kaler warns students that a substantial law enforcement presence will be in place to prevent a repeat when the team plays Saturday for the national championship.

In sports…

FARGO, N.D. (AP) – North Dakota State University senior guard Taylor Braun has accepted an invitation to play in the 2014 Portsmouth Invitational Tournament in Virginia next week.

The tournament each year invites 64 of the top college basketball seniors from around the country to participate in a four-day, 12-game tournament in front of representatives from every NBA team. Scouts from numerous international leagues also are expected to be in attendance next Wednesday through Saturday.

Braun was the Summit League player of the year this past season, leading the league with an average of nearly 18 points per game. He also was in the top five in assists and rebounds.

The Newberg, Ore., native concluded his NDSU career ranked among the school’s all-time top 10 in nine statistical categories, including points, steals and rebounds.

In world and national news…

ORLAND, Calif. (AP) – The California Highway Patrol says it does not yet know what caused a FedEx tractor-trailer to veer across a grassy highway median and slam into a bus, killing 10 people. A spokesman says investigators will try to determine whether the FedEx driver fell asleep, experienced mechanical failure or lost control because of a separate collision on the southbound side of the freeway. They will also look at roadway and weather conditions. The bus was carrying more than 40 high school students on their way to visit Humboldt State University when it was struck by the FedEx tractor-trailer. The two drivers were among those killed.

WASHINGTON (AP) – Safety advocates say rules to make crashed buses easier for passengers to escape have not been implemented despite a recommendation from accident investigators 15 years ago. The National Transportation Safety Board recommended in February 1999 that federal regulators issue new standards for large buses so that after an accident passengers can easily open windows and emergency exits.

VATICAN CITY (AP) – Some off-the-cuff remarks Friday from Pope Francis are the latest sign that he has become sensitized to the gravity of the church’s abuses scandal. The pontiff said Friday that he took personal responsibility for what he described as the “evil” of priests who raped and molested children. Francis asked forgiveness from victims, and said the church must do more to protect the young.

WASHINGTON (AP) – The White House says President Barack Obama and Michelle Obama paid just over $98,000 in taxes on income of nearly half a million dollars last year. The couple’s 2013 income tax returns were posted on the White House website four days before the tax filing deadline. The 42-page return shows the president and first lady reported donating more than 12 percent of their adjusted gross income to 32 different charities. Their largest charitable gift was nearly $9,000 to the Fisher House Foundation. Fisher House supports military families.

JACKSON, Wyo. (AP) – A landslide expert says the odds are low for a catastrophic collapse of an unstable hillside in the northwest Wyoming resort town of Jackson. The specialist gives less than a 5 percent chance that the hillside will completely fail. As a result, authorities in Jackson have downgraded their evacuation order for some businesses below the hill. A restaurant and pharmacy remain closed, and about 60 nearby residents are still being kept from returning to their homes.
